>> it 6:302. the silver wildfire buns out of control in southern california in riverside california. the fire begans after 2:00 p.m. yesterday and as of 11:00, 6,000 acres burned. there is zero containment. there are new mandatory evacuations if place. >> home after home went up in flames as the raging inferno 85 miles eat los angeles burns out of control. as it winds moves to the east it will continue to do that as the wind pushes it that way with the fuel. >> the fire has consumed several thousand acres and last night the firefighters conceded there was no containment. >> depending on what the wind does it could change direction as the cooling starts and moving in the opposite direction.

as we move to that we will have different firefight on our hands. >> mandatory evacuations are in effect last night for several communities in harm's way. emergency shelters were set up in riverside county for anyone needing a place to spend the night. >> they got too close so the fire is 100 feet away. >> several hundred firefighters are involved in the fierce battle with helicopters and special aircraft tankers trying to tackle the inferno as the all-night fight heads into the early morning hours and beyond. >> a look at flames being called the silver fire and it is zero percent contained we and burning, right new, with on firefighters on the line trying to get it under control. we will have more on this fire throughout the morning.

>> contract talks will resume between bart and the unions as the two sides try to reach a labor deal. both sides made the case before a governor-appointed panel. the demands of the croups are tens of will months apart, possibly $100 million apart. both sides dispute the exact amount, the board will deliver a report to the governor by the end of the week and he will decide whether to grant bart's request if a 60-day cooling off per. our reporter will have a report in the next half hour with more. >> developing news, authorities expanded amber alerts to oregon and washington as they search for a man suspected of kidnapping 1-year-old hannah anderson and killer her mother and possibly her 8-year-old brother. james dimaggio could be traveling to can ask with anderson. he had a "crush" on her. the alert was extended to the pacific northwest after a car of his script was seen driving in

san jose and he is talking about everything from the city's rising crime rate to his own plans for the future. matt joins us with more. >> san jose has new lows for the numbers of officers on the streets and the rising resolutioning nays and retirements taking a toll. these are the latest numbers from san jose police: they are authorized to have 1,1309 staffing and now it is at 1,154 but with the officers on on ability and modified it leave own 884 to patrol a city of a million people. i sat down with the acting chief and he says the number of street ready officers is going up on a daily basis and he says that he believes more officer on streets will mean crime will go down but

there is low morale after layoffs and paychecks and pension reform and high hopes the city council will work to restore some of the financial losses officers took during the tough economic times. >> i am holding there is give back to keep our people, whatever that emergency plays out, that is important to get money back if their pockets it keep them so they can afford to stay and live here but to work here. >> the chief told me big cities comparable to san jose employ between 1,500 and 2,000 officers and he would like to reach 1,300 to 1,400 officers something the department had a few years ago and some believe the recruits now will leave the department after getting big city experience just because the pay and benefits offer elsewhere is significantly better. at 6:45 we will hear from the chief about whether he would be wanting the job peoplely and what initially kept him from

very hot so you could burn quickly. moving forward from today, temperatures going to slowly warm a couple of degrees on friday, saturday, a couple more on sunday, a gradual climb back to temperatures in the 90's to some spots and i will show you that in the seven-day forecast. now an update on the morning commute. >> we are seeing crashes popping up in san jose traveling along northbound 101 as you come up to 280 where we had a two-car crash block a lane and we are hooking at slow and go directions with red out here and that is dissipating and it is a slow and go drive to the nimitz. on the altamont pass, a report of a car fire at grant line road at a 80 and it could have been taken off the freeway but generally speaking we are looking at heavy conditions as you maybe it over the altamont pass to livermore, and you can start to see the speeds picking up into pleasanton and san francisco and this crash is blocking a lane southbound 280 with delays northbound and southbound direction.

custody. >> more developing news, oakland police are investigating a shooting a mile from the antiviolence media conference, a man was shot and seriously un -- injured last night and was running from the gunman and the confrontation began if a parking lot. >> in oakland, miss say they dedicating every resource available to catch the gunman who shot into a home killing a father and his one-year-old son. the 20-year-old andrew thomas and his son, drew, were sleeping in the home of a relative yesterday morning when shots rang out. andrew died instantly and his son died at the hospital. the mayor and police chief spoke outside youth uprising calling for an end. >> if san francisco, residents of the mission district have the opportunity to turn in their guns if cash and it is an effort to reduce violence in the neighborhood. similar evens have taken place around the bay area and the

still burning that claimed ten structures, a thousand firefighters on the line trying to get this under control. so far, zero containment, we will keep you updated on how this is going with information coming up. >> for years, san jose called itself the safest big city in america but with a rising crime rate that title is to question. the interim police chief is addressing concerns in a new sit down interview you see only on abc7 news with matt keller in san jose with more. matt? >> he told me a way that make safer is to get more officers. you can see the police department is in a hiring mode. 87 recruits are in the academy or get training in the field but the numbers are not adding up. san jose is trying to grow the ranks, officers leave the department. the latest stats show 41 resignations this rather and

another 23 retirements, the same pace at last year's record levels of 69 resignations and 37 retirements. i sat down with san jose's acting police chief for an exclusive interview and he says morale is low in the department and he and city leaders need to figure how to keep the officers to leaving and his position is also unresolved and did not apply for the police chief job if january. he said personal reasons and a desire to retire in 2 1/2 years at 30 years of service kept him from seeking the job. he said he was under the impression the city wanted someone if five years but i asked if he changed his mine, this was his answer. >> if they offered you the job would you take it? >> that is a decision that probably i would have to have with the city manager in terms of not only my limitations but, also, what they want in temperatures of maybe there is something we can work out.

i have not had that conversation. >> but, again, until then we will keep pushing forward. >> a semi spokesman says the search for a permanent chief is in a helding pattern the i asked if they happy with the interim chiefs' performance and he said yes and i have discussed him with other officers in the field and they say he is more than qualified and say he is moving the department not right direction. the city of san jose calls itself one the safest big series this america on the website and i asked the chief, does he believe that is still true and he said, yes, although he sees some of the bad things that go on in the city and he sees the good things that go on in the city, as well. >> wendy's had a hamburger hit. >> shares for palo alto electric carmaker tesla are going higher this morning.

>> jane king joins us from the new york stock exchange. what a ride, jane. >> yes, no kidding. shares of tesla were ago at a new all-time high and we are trading right now with tesla at $153 a share up 14 percent and they reported better-than-expected second quarter rules because of the surge in the deliveries and analysts expected a loss from tesla on the quarter so that explains the new record highs and soaring stock prices this morning, and markets are positive with three downed days and we are rebounding so far this morning and silicon valley index, also, in the green. apple is moving to keep samsung products off the market and plans to ask the appeals court this week to block imports of older samsung models. this move comes a few days after the obama administration projected apple from a demand by samsung when they wanted to block the import of apple
