>> good morning. i'm indicate -- katie marzullo. here's lisa with the weather update. >> it's cloudy in oakland at 60 degrees and 57 in san jose. here's a look at what we can expect over the weekend. notice there is moisture offshore. it stays there for today. we are looking at cloudy skies over the bay through about 9:00, 10:00. then the clouds will pull back. we will see a few high and mid-level clouds throughout the afternoon. temperatures coming down a few degrees today. we are looking at some of this moisture perhaps visiting us up in the north bay by tomorrow. second half of the weekend may

be even a little cooler, a little more interesting. we will talk about that in a few minutes. katie. >> lisa, thank you. >> breaking news in marin city, authorities are investigating a deadly stabbing. it happened last night. a 44-year-old woman inside the home was stabbed to death. investigators say the suspect then board add golden gate transit bus. park police were able to track down the suspect in san francisco's marina district, and at some point a park police officer opened fire on the suspect on fillmore street. he was taken to the hospital. no word on his condition this morning. detectives believe the suspect did know the stabbing victim. this incident remains under investigation. we have developing news. a wildfire near yosemite has swelled to more than 125,000 acres. here's the latest map showing just how large the rim fire has grown. abc7 news reporter john alston has more on the fight to bring the fire under control.

>> flames continue to own the hillside. the night skies makes it easier to see the actual fires burning under all the smoke. some crews were put on standby to make sure the flames don't jump over to the south side of highway 120. a few miles away in groveland, hundreds of people gathered to hear an update and to ask questions. >> we have folks that are east, but before the park gate that's -- that didn't get evacuation notices. they had to leave on their own. we've need to know the status of the line out there. >> she lives in los altos, but rushed here because her property owns property in the fire zone. for her that works. >> i listened to the scanner and felt this is escalating, it is in the canyon. we came up to make sure we could get friends and family out. you also have to remember, it's not just about family, your immediate family, this whole community is a family. >> officials say they anyhow the

fire started but not how. there was lightning in the area and it is not unusual to wood to smolder. >> there's a lot of infrastructure. water. water is very important for the watershed to get to a lot of places in the lower valleys. so we are dealing with protecting those as much as possible. >> john alston, abc7 news. >> this satellite image from n.a.s.a. shows where all the smoke from the fire is going. as you can see, it's heading northeast over tahoe and all the way to reno and avoiding the yosemite valley all together. there are no smoke problems in the park area. the governor has declared a state of emergency for the city and county of san francisco because of the threat the fire poses to the city's utility and water supply. colonel bernard has the details. >> this bartender is getting ready for a busy night at oyster bar. but one thing he depends on nightly is clean, freshwater out

of the tap. >> people need to drink water to stay sober and cleaning. i mean, the list goes on. >> but the massive rim fire burning near yosemite is threatening hetch hetchy, a vital source that provides water to 2.6 million people in the bay area. san francisco's public utilities commission declared an emergency, activating this situation room to monitor the rim fire. the biggest concern is ash falling into the reservoir. these digital gauges are monitoring water quality in realtime. for now levels are safe. >> it doesn't happen immediately. we would actually see the cloudiness or turbidity increase slowly in hetch hetchy reservoir, giving us sufficient time to make adjustments to the system so there would be no disruption in water service to any of our customers. >> local water supplies can be tapped into as a backup, but hetch hetchy is also a big source of power. it keeps the lights on inside every public building in san francisco and keeps muni

rolling. two out of three powerhouses are now off-line to prevent lines from arcing and endangering firefighters, but they may already be damaged. >> we don't really know the condition of our above-ground facilities, our electric transition lines, power outages and cottages and house wes have up in the sierras. >> pg&e is selling power to the city to make up the difference. >> great any are looking out for us. devastate to go some of the smaller businesses if they didn't have a simple anything like water. >> steve said he didn't take his water for granted. protecting the supply is now the challenge from a wildfire still raging. colonel bernard, abc7 news. >> authorities are planning another search today for a missing east bay toddler. 22-month-old daphne webb was reported miss big her father in oakland had july. today's folks will include

search and recovery officers uses specialized equipment. they will also have cadaver dogs. they haven't said what the new information is, but they are now streeting it both as a missing person and homicide case. searching for the hit-and-run driver who triggered a fatal hit-and-run last night. it was on 580 just before 6:00 p.m.. the motorcycle collided with a big rig. the motorcyclist died at the scene. the driver who hit the motorcycle took off. part of 580 was shut down for several hours. new this morning a man and two children are such a after they were reexcuse from their jet skis. the man in his 30s and ages 7 and 9 were reported overdue while outjet skiing yesterday evening. one of the jet skis started sinking and the group could not get back to land. the contra costa sheriffs deputies found them around ten and pulled them from the water. they were checked out because of the extreme cold, but did not have to be taken to the hospital.

>> happening now, rallies are being held in washington d.c. to commemorate the 50th anniversary on the march on washington. >> you can see speakers taking turns at a podium and talking to the crowd. the march on washington is where dr. martin luther king, jr. delivered his famous "i have a dream" speech. today's rallies raise awareness to social issues. the four year anniversary of the march is wednesday. the bay area will have several events commemorating the march today. in san rose the naacp is holding a short meeting followed by a one-mile march. begins at 9:00 at st. james park. in oakland the bay area black worker center is sponsoring a rally at 1:00 on webster street. in san francisco an lbgt coalition is holding a meeting on city hall.

it will pay tribute to openly civil rights gay leader mr. ruston. >> now on to a video that's gone viral. it appears to be a toxic chemical attack on civilians and people in syria. allen wong has the story. >> about 100 members of the syrian american council in san jose urged the u.s. to respond to what appears to be a toxic gas attack on syrian civilians and residents. >> 67% of those killed are children and women, according to the syrian medical society. it's not rebels, it's children. >> the u.s. and the united nations are calling for an investigation into what killed as many as 1300 people. these anti-syrian government activists are convinced the assad regime launched chemical weapons on wednesday.

today in san francisco to honor victims of the war in syria. this will take place from noon to one. >> santa clara county residents can pitch in and help clean up their community today. the county needs volunteers to pick up trash in and around los gatos creek in campbell. organizers say they filled 50 bags with trash from the creek last year, including needles, paper and oil cans. the cleanup begins in morning at nine. it's 6:10 right now. weather-wise what, can people expect in campbell and elsewhere if they are out and about? >> we will see more 70s there. looking pretty comfortable. a little shy of average. here's a look at mt. tam. you see the low clouds and fog and the sun above. the camera is shaking a little bit as the sea breeze kicks up, and that brings cooler temperatures. i'll detail the forecast next. >> thank you, lisa. also, next, the way east bay merchants are banning together

hills. gorgeous low clouds as the sun starts to come up. actual sunrise is 6:33 this morning. but what a gorgeous view. lisa argen will fill you in on all the weather details coming up in her forecast in just a few minutes. new this morning, japan's nuclear watchdog is worried about the leak of highly radioactive water at their power plants. specifically that the contaminated water could reach the pacific ocean. tokyo electric power said about 80,000 gallons of contaminated water leaked from the tanks, possibly through a seam. it's the fifth and worst since last year. the plant experienced multiple meltdowns in march of 200011 -- 2011 with the tsunami and earthquake. >> merchants in san leandro are banding together to make their business district better and they are willing to pay for it. at the top of their list, more security. >> vic lee has the story. >> downtown san leandro is a charming centerpiece of the city

of some 86,000 people. the city and merchants felt it was time tore a makeover. the new funding will come from assessments levied against downtown property owners. >> it's almost $385,000 a year, which will go to the downtown property owners and businesses to help leverage the work they are doing. >> it will cover a full gamut of services ranging from street cleaning to security. perhaps the most controversial of all. san leandro borders high crime areas of oakland. there's often a spillover where residents from that city commit crimes here. there have been some violent high-profile cases in the past. security is a big concern among many merchants. the disagreement among merchants is just what kind of security. larry owns this jewelry store. he's also the interim president of the new district. he wants community ambassadors patrolling the streets. >> walking around that could help you if you had a problem or could alert police if they felt there was a problem. >> he wants more money spent on cleaning and maintaining streets. >> cleaning the street is not going to help me.

security is going to help me. >> this man sells cigars and custom-made golf clubs. there's a good reason he wants most of the money spent on security. he's been burglarized four times in the past several years. just three weeks ago thieves broke his front glass window that he had to replace. >> cost $790 and they stole $90. -- $20. >> out of your cash register. >> exactly. >> police want merchants to install cameras outside of their businesses. >> if a crime does occur we can at least go back and look at the footage. >> vic lee, abc7 news. >> pollution data devices are being installed next to the bay area's most congested freeways. they are being placed near 80 and 880, and in san jose where 280, 680, and highway 101 comes together. it's a federally mandated project to monitor the air we

breathe for pollutants. the devices go online in january and the levels can be seen on the internet. a nonnative mosquito that can carry viruses like yellow fever was found in menlo park. it was discovered in the holy park cemetery. being bit by one could lead to encephalitis, which is a viral infection of the brain. health officials plan to set more traps in the area and to go house to house to look for possible nests. >> recommend rates team new zealand could clinch the cup in the louis vuitton races if all goes well today. three took a 5-1 lead. they need two more wins and the best of 13 series to set up a match with defending champion oracle w two races scheduled, the kiwis can wrap up a spot as soon as today. if they move forward they will face oracle starting september 7th. always an incredible time in the marina to watch the boats. september 7th should be a super fun. always a good party down there.

>> and that's our warmest time of year in san francisco, in september. we usually peak in july elsewhere. we are a little cool for that. temperatures in the 60s and partial clearing. a look at the live doppler hd. we have 13 hours 16 minutes of daylight. we are look at aeroplane delays of around 50 minutes at sfo. good air quality here, but a different story at grove planned outside yosemite. where there's plenty of smoke. it is moving still into nevada, reno. we are looking at air quality warnings right here in the gray until monday at noontime. of course, with only 2% containment, a lot of visibility and perhaps health issues around this area due to the ongoing fires. the view from mt. tam is very

tranquil this morning. a little fog. temperatures cool in parts of the north bay. but here we look at san francisco, east bay and the peninsula. south bay, as well. temperatures in the mid-to upper 50s and a smattering of clouds. here's a look at the hills camera looking at mt. diablo in the difference. here's the marine layer, santa rosa 52. 50 napa. novato up from the 48 last hour and upper 50s from concord and livermore. it is breezy around the delta and that will bring cooler air. sutro looked pretty a moment ago with the sunrise. now we are fogged in. partly to mostly cloudy. a cooler pattern beginning today. the coolest day should be tomorrow. we are looking at the winds picking up. slower cooling and moisture is offshore. we could see a few sprinkles, maybe a slight chance of showers in the north bay. after that we are looking at a gradual warming trend. as we fast forward into sunday, here's the moisture i was

bye-bye bye, and just to see justin timberlake with the curley hair. >> those were the days. >> they were. >> see you. >> abc news has an exclusive up-close look at the only baby panda twins in the u.s. the giant panda clubs at the atlanta zoo are each about the size of a football. a team of vets is taking care of them. male pandas get a few hours with their mother each day before returning to their incubators. for now they are called cub "a" and cub "b." according to chinese tradition, the baby pandas won't be named until they are 100 days old. i call them cubs cute. and a lot of excitement at at the this public naming contest for a gorilla. the zoo will be taking suggestions through september 17th.

>> welcome back. the clock just struck 6:30 and we starting this half-hour with a quick look at the weather. here's meet he's large. >> good morning, katie. 56 degrees downtown san francisco with a bit of an airport delay around 50 minutes. here's a look at mt. tam right now. see the marine layer. it is over 1,000 feet deep. about 1200, 1400 feet deep. mainly cloudy skies around the bay with temperatures coolest in the north bay but as we head over toward peninsula, mid-50s there. 57 san jose. 53 in los gatos, the camera is shaking just a little bit. on shore flow is going to pick up throughout the afternoon today. that will allow for a bit of a stronger sea breeze and temperatures cooler. mid-and upper 60s around oakland and berkeley today, as well as castro valley.

maybe a few degrees warmer there. along the coast half moon bay, ocean beach mid-50s to near 60. around the san ramon valley and danville, look for highs in the low to mid-80s today with a good deal of sunshine. this changes tomorrow. more clouds in the picture and parts of the bay area could see maybe a few sprinkles. we will talk about that in a few minutes. katie >> thank you, lisa. when the new eastern span of the bay bridge opens september 3rd , it will have been nearly 23 years since the earthquake set in motion plans for replacement span and 11 years since construction began. bridge shuts down for the final stage of construction four days from now, august 28th and should reopen september 3rd. abc7 news transportation reporter heather ishimaru has a look back. >> it's incredible to think that

in just three years from 1933 to 1936, the bay bridge was built. opening nine months ahead of schedule. for decades cars shared the upper deck while trucks and what was called the key train crossed below. that would end in 1958 with an eastbound lower deck and the upper westbound. dustin hoffman evidently didn't get the message as he made his way to berkeley on the upper deck in the 1967 movie, the graduate. the bridge stood unscathed until 1989. a great day for the baseball game. the giants and a's were in the world series. then. >> vacate, vacate. >> we are having an earthquake. >> the earthquake had collapsed the freeway, set san francisco's marina ablaze, and the bay bridge had taken a hit. >> an entire section of the bay bridge has been lost. >> the bridge was closed for a month. commuters crushed on to bart and were left steaming in backups. it reopened, but was declared unsafe just months later.

>> governor arnold schwarzenegger wanted to go cheap and build a bridge similar to the san mateo, basically a long ramp. it brought is storm of protests. finally a deal for more expensive design paid for by tolls, state and federal funds. with its cost projected at $2.6 billion, in the end the new span would cost over $3.5 billion more than that. it would be the biggest public works project in the state's history. construction began in 2002. >> this will be the strongest bridge in america, bar none, and arguably the strongest bridge in the world. >> over the years, as with any project of this size, there would be problems. in 2005 bad welds made headlines and prompted investigations. more recently galvanized seismic safety bolts cracked when tight -- tightened. their failure threatened the opening. critics asked why they were installed in the first place. temporary shims are in place to

make the bridge safer while they go in. now the bay area's newest landmark, the new eastern span and it's iconic white tower with a $6.2 billion price tag is opening. it's impossible to say when tolls will pay off the bonds that funded it, as the toll authority frequently refinance take advantage of changing economic conditions. abc7 news. the san francisco bay ferry is offering added service on a number of its routes during the shut down. thursday and friday that will include service out of vallejo, almeda, oakland and harbor bay. the next weekend vallejo will operate their regular weekend service but there will be expanded service from the other places. and there is also expanded service out of sausalito and larkspur. visit abc7news.com for detailed look at commuter resources on bart, ac transit and san francisco ferry. you can also observe the retime traffic map. also check out the live construction camera so you can see the progress.

as soon as the span opens we will notify our abc twitter followers. >> some toll lanes shut down last night. this is live look at the toll plaza. the lanes will remain closed until monday morning at five. crews are changing one of the cash lanes into a fast-track lane. to help with traffic this weekend, westbound fast track drivers will be allowed to access to you bus lanes on the far right side. be to the lookout for that. construction is underway in richland to build an underpass where a police officer was killed five years ago. officer brad moody died in 2008. he crashed his patrol call while responding to an emergency call. yesterday officials gathered to break ground on the bradley moody memorial underpass. the family was at the dedication.

the project will allow traffic to speed along marina bay parkway, which can get congested by a railroad crossing. officer moody's brother is also a richmond police officer. he said the bypass will save lives. >> we have a lot of police officers that have to take this roadway during calls for service and this will eliminate them from being held up and being able to do our jobs. >> it is estimated to cost around $40 million. it will open to traffic in 18 months. >> a project is almost finished, not the bridge, but the caldecott tunnell. the fourth bore is nearing completion. abc 7laura anthony got a look inside the tunnel. >> no broken bolts here. in the new part of the caldecott construction, where construction is humming along on budget and on time. >> we've made great progress. >> unlike their counterparts of the bay bridge, the contractor and caltran said the caldecott won't set in stone an opening date, except to say it will be

late 2013. >> we want to make sure, number one, that the tunnel is safe and it is approved by the people who need to approve it. it needs to be commissioned. >> when it does open, the fourth bore will bring big relief to commuters who live least of tunnel. a drive regularly through the hills. >> i come out here every day so i will be excited to see it open and get here a little quicker every morning. >> the new bore mimmicks the art deco architecture of its predecessor, it's all high-tech when it comes to safety. >> it includes linear heat detectors, carbon monoxide sensors, jet fans for ventilation. they are all going to be integrated with each other and monitored from a new operations and maintenance building on the west side of the tunnel. >> the fourth bore will also have a shoulder to allow a troubled car to pull over rather than back up traffic, sometimes for miles.

laura anthony, abc7 news. >> knew this morning, a councilman is proposing a soda ban in the city. the proposal would ban all sugary drinks on city property and at city events. it would also include diet soft drinks and milk more than 2% fat. it's in an effort to promote healthier diets. the park commission is considering banning the feeding of wildlife. on tuesday they will discuss an ordinance that would make it illegal to feed wildlife and feral animals in parks and open space areas. officials say it does more harm than good and that is caused overcrowding at times. water quality has been adversely affected and has increased the spread of disease among animals. coming up, if you are in the market for a new car, you might be in for some surprises.

that will include into next weekend. a long weekend, labor day weekend. here's a look at the area of low pressure to the north and west of us. but it will work to bring that sea breeze back into play and once again today. that will keep the temperatures mainly in the 60s and 70s. a few low 80s in the inland east bay. more 80 north and south end of the bay. look what happens as we go through the rest of the day, saturday into sunday. mid- and high-level clouds and even moisture visiting us well to the north around lake county. a possibility of a stray shower does exist throughout the north bay mountains tomorrow. elsewhere look for a partly cloudy afternoon. temperatures probably a little built cooler than today. the week ahead, though, in san jose, looking pretty temperate as the average highs in the low 80s. shy of that all week long. highs today in the mid-7. we will drop a few degrees tomorrow, a degree or so. then notice very little change.

more significant warmup late in the upcoming work week. we are looking at temperatures not only hot in the valley, but some muggy distribution chico to reno and tahoe due to the fire over in groveland, yosemite. 67 today in monterey with temperatures back home. a little cool, but certainly sunny out there with numbers ranging from the mid-70s on the coast. santa cruz, only 59 half moon bay, 68 in oakland, low to mid-70s around santa clara valley. if you are headed to the giants game tonight, dress warmly because we will look at numbers starting out in the low 60s, dropping through the 50s. a look ahead, a cool weekend with more clouds tomorrow. a slight chance for showers higher elevation north bay. then we will look for pretty quiet conditions monday and tuesday before we again to warm up wednesday, thursday and friday. it should bring us up to late august averages. >> just in time. thank, lisa. >> in sports this afternoon, the a's send jared parkerrer to
