good morning. i'm katie marzullo. it is 8:00 a.m. let's start with a quick look at the weather. >> we are starting out with cloudy skies in is an plan and airport delays if 50 minutes clearing san jose. later today in oakland, partly cloudy. mostly sunny skies this afternoon. temperatures will be a little on the cool side. we will call i will mild. mid to upper 60s around oakland and berkeley today. along the coast, look for mostly cloudy conditions. mid and upper 50s should do it. it will be breezy and inland, return to some warm numbers. low to mid 80s with plenty of shine. we are looking at changes in the form of increasing clouds and press a little bit of moisture

far north bay communities. and maybe a warmup before the week is out. i will have that for you a bit later. katie? >> sounds good. thank you. we have breaking news in marin city. shorts are investigating a deadly stabbing that led to a police shooting. it happened around 11:00 last mitt at an apartment on coal drive. marin county sheriff's office says a 44-year-old woman inside the home was stabbed to death. investigators say that the suspect hen boarded a golden gate transit bus covered in blood and carrying the knife. the police met the bus in the marina district. authorities say that the suspect threatened officers with the knife. officers shot him it is still under investigation. more breaking news. a burglary suspect is in the hospital this morning after being shot by a police officer. police say they received a report just before 1:00 this morning of a an armed robbery outside the coconut grove bar on

lincoln road east. when officers approached the suspect on spring road, one appeared to pull a gun. an officer opened fire. the suspect was treated for a non-life threaten injuringy. breaking news out of palo alto where a road is blocked right now while police investigate a fatal accident. west middle field road south of san antonio road is closed. officers found a cement truck on its side just after 5:00 this morning. the road is expected to be closed all morning while they investigate. no word yet on the identity of the person who was killed. but we will bring you updates on the story as they become available this morning. now developing news on a wildfire near yosemite. more than 125,000 acres. the map showing how large the rim pyre has gro-- fire. >> reporter: flames continue to own the hillside. the night sky makes it's easier to see the actual fires burning

under all of that smoke. some crews are on standby to make sure the flames don't jump over the highway of 120. a few miles away in groveland hundreds of people gathered to hear an update and to ask questions. >> if we have pokes that are -- before the park gate that didn't even get evacuation notice, they had to leave on their own. we need to know the status of the line. >> reporter: she rushed here because like a lot of bay area residents, her family owns property in the fire zone. for her, so far so good. >> that works. four days. thought you know what, this is escalating. it is in the canyon. key wait a minute out sure to make sure we can get friends and family out. it is not just about family. the whole community a family. >> reporter: officials say they know where the fire started but not how. there was light mink in the days before the flames broke out last saturday and it is not unusual for the woods to smolder.

>> there is a lot of infrastructure around water. water is very for for the watershed getting to a lot of places in the lower valleys. and we are dealing with protecting those as much as possible. this satellite image from mass a shows where all the smoke from the fire is going. and as you can see, it is heading northeast over tahoe and reno. avoiding yosemite valley entirely. reports from the parks to the area are clear with month smoke problems there. the governor has declared a state of emergency for the city and county of san francisco because of the threat, fire poses to the city's utilities and water supply. cornell barnard has the story. >> reporter: pouring drinks getting ready for basie night at that time oyster bar. the one thing he pends on nightly is clean, fresh water out of the tap. >> people need water to stay sober and clean.

the list goes on. >> reporter: but the massive rim fire burn singletening and catchy. a vital source which provides water to 2.6 million people in the bay area. san francisco's public utilities commission declared an emergency. activate thing situation room to monitor the rim fire. the biggest concern is ash. falling into the reservoir. the digital gauges are monitoring water quality in real time. for now levels are safe. >> it does not happen immediately. we would actually see the cloudiness increase slowly in the reservoir giving us sufficient time to make adjustments to the system so there will be no disruption in water service to any of our customers. >> reporter: local water supplies can be tapped into as a backup but it is a big source of power. it keeps the lights on inside every public building in san francisco. and keeps mumi rolling. two out of three powerhouses are offline to prevent lines from

arking and endangering firefighters. but they may already begin. >> we don't know the condition of our pa silt, electric transmission lines. our powerhouses. our -- cottages and houses we have up in the sierra. pg&e and is selling power to the city to make up the difference. >> looking out porous. devastate spd of the smaller businesses. didn't have a simple thing like water. >> reporter: steve says he does not take his water for granted. protecting the supply is now a challenge. from a wildfire still raging. authorities are planning another search for a missing east bay toddler. 22-month-old 22-month-old daphne webb was reported missing by her father in july. they will be using specialized equipment. they will also use cadaver dogs.

police have not said what the new information is but are now treating the investigation as both a missing person and homicide case. police searching for the hit-and-run driver who triggered fatal three-way accident in livermore last night. police say a car hit a motorcycle on westbound 580 just before 6:00 pm and caused the motorcycle to collide with a big rig. the motorcyclist died at the scene. the driver who hit the motorcycle took off. part of 580 was shut down for several hours. new this morning. a man and two children are safe after they were rescued from their jet skis. the man in his 30s. his children, ages 7 and 9, were reported overdue while out yesterday evening. one of the jet skis started sinking and the group couldn't get back to land. contra costa sheriff's deputies found them around 10:00 last might. they were checked out because of the extreme cold but were not taken to the hospital. this morning, thousands of people are gathering in nation's capital to commemorate the 50th anniversary of the march on

9:00, st. james park. in oakland the bay area of black workers center is sponsoring a rally at 1:00 at amphitheater. in san francisco, they are holding a rally on the steps of city hall at 3:30. it will pay tribute to openly gay civil rights leaders. santa clara county residents can pitch in and help clean up their community today. the county needs volunteers to pick up trash in and around the creek in campbell. organizers say they filled 50 bags with trash from the creek last year. including needles, paper and oil cans. cleanup begins this morning at 9:00. hopefully they will get all the volunteers they need out there this morning. it is always good to pitch in and help. >> sure. >> weather should cooperate. >> yeah. we are looking at mostly sunny conditions right now. except for santa rosa. you are stuck in the fog. here is a view. angel island in the distance. we are looking at a breezy and slightly cooler afternoon in parts of the bay. and the weekend, yeah.

>> i do believe that we have presently destroyers in the region that can use tomahawk missiles to destroy these chemical sites they can identify which ones they are. >> reporter: the syrian government says the allegations are baseless. but if confirmed it would be the worst chemical attack in syria's 2 1/2 civil war that killed more than 100,000 people. >> there will be another vigil today honoring the victims in the war. new this morning, japan's nuclear wash dog is worried about the leak of the nuclear water. specifically that the contaminated water could reach the pacific ocean. tokyo electric power says about 80,000 gallons of contaminated water leaked from one of the tanks, possibly through a seam. the leak is the fifth and worst

since last year. as you know, the plant experienced multiple meltdowns following the massive earthquake and tsunami in march of 2011. merchants are banding together to make their district better and are are willing to pay for it. the top of their list, more security. >> reporter: downtown san leandro is a charming centerpiece of 86,000 people. the city and merchants felt it time for a makeover and new funding will come from anew assessments levied against downtown property owners almost 385,000 a year which will go to the downtown property owners and businesses to help leverage the work they are doing. >> reporter: it will cover a full gamut of services ranging from street cleaning to security. perhaps the most controversial of all. san leandro borders high-crime areas of oakland. there is often a spillover where residents from that city commit crimes here. there have been violent high-profile cases in the past.

so security is a big concern among many merchants. the disagreement among merchants is just what kind of security. larry owns a jewelry store. he's also the interim president of the new district. he wants community ambassadors patrolling the streets. >> walking around and could help you if you had a problem or could alert police if they felt there was problem. >> reporter: alpine wants more money cleaning and maintaining street. >> cleaning the street is not going to help me. security is going to help me. >> reporter: selling cigars and house come made golf clubs. there is a good reason why he wants most of the money spent on security. he has been burglarized four times in the past several years. just three weeks ago, thieves broke his front glass window which she had to replace. >> cost $790 and they stole $20. >> reporter: out the cash register. >> exactly. >> reporter: the merchants want police to install cameras outside of their business.

>> then we will at least be able to go back and look at footage. pollution data devices are being installed next to the bay area's most congested freeways. devices are being placed near 80 and 880 and in san jose where 280, 680 and highway 101 come together. it is a federally mandated project to monitor the air we breathe for pollute apartments. the devices go online in january and you can see the levels on the internet. a non-native mosquito that could carry dangerous virus has been found. it was discovered in the holy cross cemetery in menlo park. being bit by one could lead to encephalitis. a viral infection in the brain. health officials plan to set more traps in the area and go house to house looking for a possible met. team new zealand could clinch the louis vuitton cup if all goes well today.

the weekend here. because of all the smoke from the rim fire. we are carefully monitoring that. and, unfortunately, we are going to show you a hazy picture of lake tahoe in just a moment. right now we have the stable atmosphere here in san francisco with low clouds and fog. and you can see angel island in the distance. a bit of a breeze this morning. we are at 56 in san francisco. oakland is the s 61. redwood city mid 50s. looking at a cool 59, half moon bay. we have been in and out of the clouds. allowing the shot of mt. diablo from time to time. then it gets obscured. low clouds and fog burning back to the coast. crew members in the north bay today, with -- upper 40s early on. and today we will be once again below average. 57 in novato. pairfield, 61. gusty winds there. that will be transporting cooler marina air into our east bay valley. here is a look at lake tahoe. you can see the haze. it has been pretty smokey here

an up-close look at the only baby panda twins in the u.s. these giant panda cubs at the zoo are each about the size of a football. a team of vets are taking care of them. the male pandas get a few hours with their mother each day before returning to their incubators. for now they are called cub a and b.

the baby pandas won't be named until they are 100 days old. adorable. a lot of excitement at washington's national zoo where a giant panda gave birth yesterday afternoon. the scene unfolded on the zoo's new panda cam which shows the mom in labor. the labor took about two hours. you can make out the small cub on the floor. it is mom's third cub. one died last fall. the other, born in 2005, survived. a new south korean car is taken the term sub-cop tact to a new level. it is called the arm dill a and looks like a high-tech golf cart. when you are ready to park the armadillo folds itself in half. the korea advanced institute of science and technology says the car is a potential solution for crowded cities. sounds good in san francisco. it is all sxlek can charge in ten minutes and has a range of about 60 miles. one drawback, top speed is just 37 miles an hour. next on the abc 7 saturday

we are just seconds away from 8:30. we are starting this half hour with a quick look at the weather. >> it is 59 degrees in san jose with clear conditions and airport delays have been listed at sfo. looking at low 60s, san ramon valley. a bit after bridge as you held out tortds the delta. cooler in the north bay. the position is lifting and we will see a mostly sunny afternoon for most. temperatures once again running below average. mid and upper 60s for much of the bay. east bay shores. cloudy skies at our coast. mid and upper 50s, low to mid 80s. warm temperatures confined to inland east bay. maybe like warmer weather. i would like to deliver it but we have other news to talk about in a few minutes. >> you can only do so much. thank you, lisa. when the new eastern span of the bay bridge opens september 3, it will have been nearly 24 years since the earthquake set in motion plans for replacement span. 11 years since construction began. the bridge shut down for the

final phase of construction four days from now. august 28 and should reopen september 3. heather ishimaru has a look back. it is incredible to think from three years the bay bridge was built. opening nine months ahead of schedule. for decades cars shared the upper deck while trucks and what was called the key train crossed below. that would end in 1958 with an eastbound lower deck and upper westbound. dustin hoffman evidently didn't get the message as he made his way to berkely on the upper deck in the 1967 movie "the graduate." the bridge stood unscathed until october 17, 1989. a great day for a baseball game. the giants and the as were in the world series. then -- >> we are having an earthquake. >> reporter: the earthquake collapsed oakland's freeway and set san francisco's marina

ablaze and the bay bridge had taken a hit. >> entire section of the bay bridge has been lost. >> reporter: the bridge was closed for a month. commuters crushed on to b.a.r.t. and left steaming in backups and reopened but was declared unsafe just months later. governor arnold schwarzenegger wanted to go cheap and build a bridge similar to san mateo. a long ramp. the proposal brought a storm of protests. finally a deal for a more expensive design. paid for by tolls, state and federal funds. with its cost projected at $2.6 billion, in the end the new span would cost over $3.5 billion more than that. it would be the biggest public works project in the state's history. construction began in 2002. >> this will be the strongest bridge in america bar mutual fund and arguably the strongest bridge in the world. >> reporter: over the years as with any project of this size, there would be problems. in 2005, bad wells made

headlines and prompted investigations. more recently galvanized seismic safety vaults. their failure threatened the bridge's opening and as critics asked why they were installed in first place. saddle retrofit was chosen and temporary shims in place. now the bay area's newest landmark, new eastern span, and iconic white tower, with a $6.2 billion price tag is opening. it is impossible to say when tolls will play off the bonds that funded it as the toll authority financed to take advantage of changing market conditions. ts san francisco bay ferry is offering added service on a number of the routes during the five-day bridge shutdown. on thursday and friday, it will include service out offal meet a, coke land, harbor bay. then next weekend, labor day, the regular weekend service but with expanded service from

plaza. construction is officially under way in richmond to build a road underpass where a police officer was killed five years ago. officer brad moody died in wait when his patrol car crashed while he was responding to an emergency call. yesterday richmond officials gathered to break ground on the memorial underpass. the officer's family was at the dedication. it will allow traffic to speed away long the parkway which can get congested by a railroad crossing. officer moody's brother is also a richmond police officer. and he says the bypass will save lives. >> we have a lot of police officers that have to take this roadway in order to get to -- call for service and this will eliminate that issue of being held up and not being able to do our job. >> the underpass project is expected to cost around $40 million. it will open to traffic in 18 months. a project that promises relief for east bay commuters is almost finished. we are not talking about the bay bridge this time. we are talking about the long

awaited tunnel nearing completion. laura anthony got a look inside the tunnel. >> reporter: no broken bolts here. construction is coming along on budget and on time. >> we made great progress. >> reporter: unlike their counterparts at the bay bridge the contractor and caltrans says it won't set in stone an opening date except to say it will be in late 2013. >> we want to make sthaur -- number one, that the tunnel is safe, that it is approved by the people who immediate to approve it. it needs to be commissioned. >> reporter: white does open the 44 will bring big relief to commuters that live east of the tunnel but drive regularly through the hills. >> i come here every day. i will be excited to see it open and get here quicker every morning. >> reporter: the new board echo it is architecture of the predecessor, it is all high-tech on the inside. especially when it comes to safety. >> they include linear heat

detectors and carbon monoxide and sensors, jet bans through ventilation. they will be integrated with each other and monitored from a new operations and maintenance building on the west side of the tunnel. >> reporter: the 44 will also have a shoulder to allow a troubled car to pull over rather than back up traffic sometimes for miles. >> new this morning, san jose city councilman is proposing a soda ban in the city. our media partner, mercury news, reports councilman ash's proposal would ban all sugary drinks on city property and city events. the ban would include low calorie diet drinks, sweetened with sugar substitutes and milk with more than 2% fat. his measure is an effort to promote healthier diets. also new this morning, palo alto alto park's commission is considering banning the feeding of wildlife. on tuesday, the commission will discuss an ordinance that would make it illegal tool feed
