massive mt. diablo fire. abc7 news reporter amy hollyfield is in clayton. >> they think target practice is to blame and they warn those in california to be careful with any activity that can cause a spark. this huge fire that started sunday caused more than 3,100 acres and neighbors thought someone shooting a gun was to blame but some of them say they still surprised. >> people are smart out here. everyone is safe with their firearms. i have never heard of anyone getting shot or fires starting from that. >> the fire burned so much of the hillside that now crews are worried about the rainy season and mudslides. they have bulldozers cutting terraces on the mountains and re-seeding the slopes hoping the growth will come in, in the

"disaster." rain is still falling and self towns in the foothills of the rockies are cut off. >> bill to raise california's minimum wage to $10 an hour by 2016 is headed to the governor who says he will sign it. the legislature approved the measure, the first hike in five years. it is now $8 an hour and goes to $9 in july and $10 in january of 2016. some communities have a higher minimum wage including san jose at $10 and san francisco 50 cents higher. abc7 news reporter katie marzullo will have more on the impact at the top of the hour. >> the state legislature approve add bill to let undocumented immigrants get california driver's licenses. the licenses will include a special mark that indicates the person is not allowed to vote or receive social services. the governor says he will sign the measure. immigrants have to pass a driving test and be insured. >> violent crime is rising in

berkeley. the police department shows that robberies were up by 25 percent to 221 in the first half of the year. burglaries have jumped by 34 percent to 479 and there have been four homicides. the latest was sunday night when a man was shot to death and last year berkeley had five for the entire year. our media partner reports that the police union says more officers needed. the police chief is scheduled to prevent the report to the city council on tuesday. >> park worker who ran over a woman with a truck is apologizing. the 35-year-old christine svanemyr was killed at the park. police arrested thomas burnoski. through his attorney, burnoski said that "my action caused the death of this person and there is nothing i can do to bring her back. i am devastated by the tragic

accident." burnoski is facing felony hit-and-run charges. >> john muir health is offering voluntary buyouts to hundreds of employees and our media partner, the "contra costa times", reports john muir health wants to save money by trimming 200 full-time positions. no doctors will be asked to leave and officials say the cost-cutting is to get ahead of next year when rebound's affordable health care act takes effect and smaller payments will be received from the federal government. >> the bacteria that caused legionnaires disease has been found in richmond. the bacteria was found in the bathroom sink water of this facility. abc7 news obtain add copy of a memo to federal employees saying it tested positive last month and isn't has been boiled out of the water system. no one can traffic the disease. 22 years ago a fail outbreak
