will lay a wreath at the navy memorial commemorting everyone who serves in the navy. >> flags are flown at half staff at the capitol in washington, dc. you can see in this picture right there the flag. the senate will be back at work today after recessing for the day yesterday. now, the washington navy yard where 3,000 workers will show up for work. it remains closed, though, as investigators comb for evidence. we will have continuing coverage of the navy yard shootings. in five minutes we go to washington, dc, for more on the shooting investigation. we will bring you any new developments during the newscast and at abc7news.com. you can follow us on twitter, as well. >> to be clear, the facility, the washington navy yard, will be closed to all but essential

personnel today. >> mike is off today. what does that mean? >> a very essential person, leyla gulen will have weather and traffic. >> good morning everyone, everyone, we will be waking up to cooler temperatures tomorrow. we have a warm up toward the end of the week and the big story is friday when we are going to be expensing some chances of rain in the bay area. live doppler 7 hd shows we are not picking up any returns but we are looking at clear skies and that is how it will be for the most part for the rest of the day as we look to the embarcadero beyond the exploritorium to peer 39, a few lower clouds and fog and we will be cooler today and warmer tomorrow through thursday and fault will arrive on sunday. some of the wind, as well, shows gusts up to 30 miles per hour as fog so more wind today with the

three-day forecast in a little bit but right now we will talk about track with early problems in san jose. this is going to be southbound 680 making the drive away from highway 4 to the 24 junction with projects working in the northbound direction before you get to treat so we will have construction crews out there. as we go to our maps i will show you what conditions look like in san jose. i was talking about an early sig-alert involving at least three and maybe six vehicles. it was a nasty crash. everything is cleared. there is nothing in the lanes. here is a video taken early this morning of a nasty crash. everything was cleared east freeway so all lanes have re-opened. that will not cause problems in the commute. more on that in a little bit but, first, over to you eric and

kristen. >> from hayward, a police pursuit threes an for and a suspect injured. abc7 news reporter airline aim is -- amy hollyfield is in hayward where vehicles were damaged. amy? >> quite an impact on the police department. one officer was taken to the hospital. two patrol cars were damaged. this was because of a chase that started after 1:00 o'clock this morning in hayward. police officers were trying to pull over a car that had been reported stolen but the driver took off. he did hit two patrol cars during his attempted escape. they did pursue him. it took them on to mission boulevard. then the car crashed on a deadend neighborhood street. the driver and his passengers jumped from the car and ran off. they tried to run away from the

officers. the officers caught them. >> we had an officer sustain a minor injury as they apprehended a person that fled from the car. >> one suspect was taken to the hospital and police have not described the injuries to say they only they are minor. no one was shot. they arrested both the driver and the passenger. >> new this morning, livermore police are investigating a major injury accident involving a pedestrian. it happened overnight at at an intersection when a teen was crossing a street at 10:30 and he was hit by a station wagon. the 18-year-old was seriously hurt. police say the driver stayed on the scene and was interviewed

and released. anyone who witnessed the accident is being asked to call livermore police. >> bart and the two biggest unions resume negotiations in oakland with a threat of another strike on the horizon. pay and benefits are the sticking points. negotiators made some progress yesterday. union negotiators wrapped up talks last night with a new proposal for bart managers to consider. the unions are will to take a 13 percent raise and pay more into their pension and medical plans rather than the 21 percent raise over three years they hoped for. >> it is a significant reduction in cost by more than $10 million. >> i heard we were around $100 million apart so $10 million is a small part of that. we need more movement. >> the cooling-off period imposed by the governor runs out october 10. the governor says both sides will have to work it out because he will not intervene again. >> the oakland city council meets to talk about adoption of banning people from carrying

potentially dangerous objects at demonstrations prohibiting demonstrators from carrying items such as hammers, wrenches or shields at protests. this is in response to violence in oakland during rallies in july after george zimmermans with acquitted of murder in the shooting death of trayvon martin. a man was hit in the face with a hammer while trying to prevent windows from being smashed. >> san jose police department say summer crackdown on gang activity has resulted in a 19 percent drop in gang-related violent crime. the crackdown was launched in june after a string of killings including the shooting death of a 16-year-old. so far there have been six fewer gang-related homicides compared to last year. police plan to extend the crackdown for a year-round effort. >> the governor is asking a federal appeals court for a three year delay in implementing an order to ease prison overcrowding by releasing thousands of inmates and ease

the crisis without the need to release inmates early involving spending $315 million this fiscal year to house the inmates to private prisons and county jails rather than turning themless. the plan is intended to offer federal judges a choice in the long-running dispute that is now before the united states supreme court for the second time. >> a shooting rampage at the washington navy yard is the top story. 13 people are dead with questions remain about a possible motive and whether anyone else was involved. for more we will go to abc7 news' reporter with the latest. >> today, the navy yard re-opened to essential personnel and we learned a new clue of the suspect, the man may have had a grudge against the navy. >> the f.b.i. says the 34-year-old ain't honor, a former navy reservist, is behind the terror at the navy yard. >> we have an active shooter on

the 4th floor. >> 12 people were killed, eight injured before aaron alexis died in a battle with police. >> we now feel comfortable we have the single and only person responsible for the loss of life. >> this morning, authorities are seeking the public's help to find out more about aaron alexis. >> we are looking to learn everything we can about recent movements, his contacts, and associates. >> in brooklyn, authorities questioned the suspect's family. they continue searching for a moist. sources say that aaron alexis had a valid security clearance allowing him access to building 197 with 3,000 military and civilian personnel working there. the horror started as the day began. >> he aimed his gun and fired two or three shots. he raised and aimed and fired. >> the navy yard stayed on lockdown for six hours. the attack was felt across washington, dc. the f.a.a. halted all flights in and out of reagan national

airport. abc7 news has learned the suspect had a history of disturbing behavior and arrested in 2010 accused of recklessly discharging a firearm into a neighbor's apartment and in 2004, aaron alexis confessed to shooting out the tires of another man's car. >> overnight, some of the families were still awaiting word of their loved ones. the victims range from age 46 to 73 all civilians. >> thank you. breaking news to tell you about, oakland firefighters are on the scene of a major fire in west oakland burning on 24th street near market. the fire broke out an hour ago and has spread to two homes. right now it is at three alarms and crews are fighting from the ground trying to keep the flames from spreading. we have a crew headed that way and we will bring you more information when it is available. >> will weatherbly a role in the

firefighting? i noticed this morning it was breezy. >> chilly, too. leyla gulen has the weather this morning. >> it is cooler. it is certainly breezy. we are spenting at least 30-miles-per-hour gusts at sfo. as you can see looking from our mount tamalpais camera it is moving up-and-down indicating we are seeing breezes. we are waking up to a few low wherever clouds and that will make way for higher clouds but mostly clear skies today. you can see them creeping over san francisco. there is a look at the bay bridge. right now the bay area is clear. live doppler 7 hd shows radar satellite not showing much in returns as far as moisture. that is going to be coming up during the weekend when we have a chance of rain. for the day planner the next 12 hours we are starting off cooler, and the low clouds will burn off at 58 degrees to get

going and 72 closer to noon. we will experience temperatures up to 80 degrees inland and 72 around the bay and 66 along the coast. by 7:00 p.m., we will be seeing the cool down but it will all warm up by tomorrow. here is a look toward the bay bridge with nice clear conditions for us and pretty decent for the next three days so a warm-up starting tomorrow through thursday, and a cool down on friday and well start to see the possibility of rain on saturday. we will see how traffic is doing right now because it sounds like we started off to a pretty rough start. that was in san jose, northbound, along 880, so, that is all cleared. right now as we lock outside, here is a picture of walnut creek in the southbound direction, we have cars that are building in the southbound direction away from highway 4 down to the 24 junction. northbound is not too bad, in fact, we will see construction crews. right now, though, we cannot see

free up on the edge of a building and was up there from yesterday afternoon until early this morning so a long time there. it is the same man who would not get off the light pole on friday at the same intersection. he took all his clothes off but he was taken down by the police officers. >> a registered sex offenders is in custody and is facing multiple crimes involving children. police are now concerned there could be more cases out there. here is our reporter. >> it was the suspect's hat that helped them connect the dots. police say the 70-year-old christopher mill certificate responsible if a string of sex crimes that began in the summer. >> the hat was a connection. he is a bald headed older white male so there were similarities already. >> investigators say the first

was at the barnes & noble in san mateo. video captured him luring a 10-year old girl in a hallway where he sexually assaulted her. second was at a burger king in union city where police say miller exposed himself to a mother and three girls. the third incident police say they finally caught up with him, arresting him in this parking lot outside wal-mart in mountain view, after a customer caught him touching himself inside the store. >> i'm glad they caught him. customers were releaveed to hear of the arrest. >> he must have thought he could get away. >> christopher miller has been charged with only one offense. other charges are pending. he is held here at the county jail on $1 million bail. >> a's fans have to walk through metal detectors starting on thursday. the team says it is a directive from major league baseball ahead of the playoffs. fans are required to empty cell

today but it will warm up and we will see rain over the weekend. possible rain, yes. live doppler 7 hd show, mostly we are not picking up any returns at the moment but we are in the clear. we are going to be seeing some more come later this week and into the weekend. as we take a look at this gorgeous shot from our camera this is the bay bridge approaching treasure island, with a gorgeous view, and right now it looks like the temperatures are cooler, 58 degrees in san francisco and 61 in oakland and 58 in san jose and 59 at half moon bay. the winds out there are gusty and we had a gusty wind issue into work this morning. up to 30 miles per hour at sfo and as you make it further inland we are at

24-miles-per-hour gusts in livermore. now, our highest today, temperatures are 78 in morgan hill, with sunshine. we have early morning high clouds that will burn off with mostly sunny skies especially inland in san jose, and along the peninsula, 72 degrees in mountain view and over to the north, 70 degrees in san mateo and 61 in pacifica. in san francisco, 66 degrees and the financial district but 58 in south san francisco. the north bay is 77 in san rafael. we will see cooler temperatures in petaluma and santa rosa and 75 degrees. moving toward napa and sonoma, 80 degrees and 79 in napa, and in the east bay, in oakland, we have 69 degrees as the high, and 70 degrees in san lenadro and 74 in castro valley with the warmest temperatures at 80 in antioch and 79 in brentwood and

80 degrees in fairly and 76 in livermore. do not forget we will see some breezy conditions, as well. lows are mostly in the upper 50's to lower 60's and 53 in santa cruz, and 60 in richmond, and 60 degrees in fairfield. a look at the game for tonight, we do have the oakland a's there and they will host the los angeles angels of anaheim starting at 7:05 tonight, and starting off at 62 degrees and we will cool down. it will be a nice starry sky. the seven-day outlook shows we will see a warm-up coming tomorrow and into thursday and as we head into the week, we could see a chance of rain so prepare for that and get the umbrellas out. we will talk about traffic where we have a car fire northbound along 680 before you reach 84 with three lanes blocked.

walnut creek shows a sig-alert that has canceled in san jose. that was near 280. all lanes are re-opened. we do not have a buildup of traffic. we seeing a buildup in walnut creek. as you can see more and more cars are making their way in the southbound direction to the 24 junction northbound side, though, is in the clear. now, kristen and eric, over to you. >> it took 500 workers struggling for 19 hours but the "costa concordia" is upright after capsized in january of 2012 killing 32 people. the 952' long ship was considered "dangerous" to the marine life in the area. it will be searched for signs of two bodies that remain never recovered and sal acknowledged for parts. the captain is on trial of manslaughter causing a shipwreck and abandoning the ship.

>> welcome back, more pain at the pump but drivers can expect to see relief soon. aaa reports the average price for regular gas across the state is now $4.302 up 13 cents from a week ago. analysts blame the gas hike on refinery problems in the bay area and southern california. analysts say the problems were short-term and prices are expected to go down starting early next week. >> governor brown says he will sign a law extending a small fee on vehicle registrations tire sales. the $3 fee will expire in 2016 that is extended through 2024 to

the east bay. northbound 680, we have at least these lanes blocked there. so far, though, we are not seeing any delays which is good news. and along highway 84 toward the sunol grade you are in good shape. northbound 880, this is where we had an early sig-alert hawaiis canceled involving three and up to six vehicles possibly. everything has now been cleared and you are good to go. >> a paramedic from monterey county put his professional training to work during a very special moment for his family. this picture from the santa cruz newspaper shows the lindsay family with the newborn baby who could not wait for his parents to get to the hospital in santa cruz before making his dramatic entrance so his parents, and nathan pulled into a school parking lot where he delivered his son in the front seat of an s.u.v. quit a story to tell. >> awesome.
