university graduate school of business. also we have a look for you at capitol building. you can see the american flag flying at half staff in honor of those victims. >> look at this picture, the man police say opened fire in the navy yard, 34-year-old former navy reservive aaron alexis, a contractor with legitimate access to the navy yard. what is not known is why he did it. should someone have seen this coming? he was arrested before for firing guns, once through his apartment ceiling and another time he shut out the tires of a call -- car. >> and he was discharged for misconduct but his friends say he was a buddhist the >> he did not seem like he would be that kind of person that upset to go out and do something like this. that is why we are confused. >> his dad told authorities in seattle that his son has post-traumatic stress syndrome from 9/11 and this morning the

associated press is reporting that sources say that aaron alexis was treated for serious mental illness and he was "hearing voices." aaron alexis was killed in the shootout with police and for several hours police were searching if two other shooters but now they believe aaron alexis acted alone. >> abc7 news has obtained the names of those who decided, including michael arnold, sylvia frazier, john roger johnson, fred kohler, and another victim, arthur daniels, was identified this morning. all ranging in age from 46 to 73, all fans. the rest of the victims' names are withheld until their families are notified. >> reports show the washington navy yard has a history of weak security. according to the sacramento bee the navy yard had a post of past problems throughing poor entrance controls.

along with malfunctioning alarms and two dozen probes in previous years, a security firm found major security lapses throughout the facility. >> the senate is expected to resume work this morning after canceling yesterday's session because of the shooting. security will be tighter than usual and the white house is rescheduling an event to honor latin music stars scheduled for last night and the washington nationals will play a double header today to make up for canceling last night's game. the team's stadium is a few blocks away from the navy yard. >> member of russia's par health is using the shooting in washington's navy yard to ridicule the united states. the head of the international affairs committee tweeted yesterday that "nobody should be surprised by such an attack a clear confirmation of american exceptionalism." in an op-ed published by "new york times" russian president putin also criticized the united states for seeing itself as

lanes blocked up because of the construction project. >> we have breaking news there is a major fire in west oakland near market street breaking out an hour ago and spread to two homes there. right now the fire is at three alarms and crews are fighting it from the ground aggressively trying to keep it from spreading. we have a crew headed that way and we will bring you more information as soon as it comes in. bart and the two big of the unions resume negotiations in oakland this o with a threat of another strike on the horizon. negotiators walked up talks with a new proposal for the bart managers and the union says it is willing to consider a 13 percent raise and have members pay more for their pension and medical plans rather than the 21 percent raise over three years they hoped for. union leaders say that is a $10 million cost reduction for bart and officials say that is not enough because they are $100

million apart. >> more oakland police officers may soon be hitting street. the city is expected to receive a federal grant to hire more officers with details set to be unveiled in oakland today. the mayor and oakland congressman barbara lee are scheduled to be there after oakland police demanded quick action to get new officers. >> a man from southern california is in custody after driving 400 miles to the bay area to have sex with children. police arrested the 21-year-old steven lewis of ocean side on saturday. he made contact with a man online who he thought was a father offering two children for sex. it was actually an undercover officer. pittsburg is the first to adopt a ban on plastic bags. the city council gave approval to an ordinance that bans

grossry stores from giving customers single use plastic bags. the ban would not apply to restaurants, plastic clothing bags and those bags used for meat. customers pay a fee for paper bag. if it is formalized the ban takes effect january 15. >> incoming university of california president janet napolitano will move to oakland. the "los angeles times" reports that the system has leased an oakland residence for napolitano for under $10,000 a month. that is more than $2,500 less than they were paying for the country -- current president. she will begin the presidency on september 30. america's cup races resumes this afternoon. new zealand needs two more wins to capture the america's cup. they won race ten on sunday afternoon by 17 seconds over defending champion team usa. team new zealand leads 7-1.

it took crews three hours to put out the fire. no injuries were reported. >> new details this morning in the fire that destroyed a major section of the jersey shore boardwalk last week. investigators say the source of the fire was electrical not man made and the salty seawater could have broken down the wire under the boardwalk. the blaze destroyed a stretch of boardwalk home to 30 businesses in same area pounded by super storm san didn't. >> you could pay more the next time you buy a mattress with a possible fee on mattress sales, which is earmarked to help cities pay for removing mattresses that are dumped on the street. retailers are required to pick up mattresses free of charge which is welcome in oakland which has seen a surge in illegally dumped furniture. >> a federal judge has dismissed a lawsuit challenging richard's plan to use imminent domain to

street. abc7 news reporter amy hollyfield joins us with the latest. amy? >> eric, i have progress to report. the fire is out. they are in the mopup phase. they think they have figured out the cause. it started at 3:30 this morning on 24th at market in oakland. it took an hour to put out. they think electrical problems in the laundry room started the fire. it started this one house and it spread next door. it was a challenge for firefighters who had to submit the resources when they got here. the first home a duplex. do people live up and two live down. this was a visitor in the downstairs unit so three were downstairs and two upstairs and all five are work with the red cross. they all got out okay on their

own before the fire department got here. one person did twist an kill on the way out but they are okay. because it was two homes firefighters went home and took this to a third alarm meaning that 50 firefighters showed up. they are all okay. no major injuries to report, jut one twisted ankle of a resident. >> thank you. in hair, -- in hair, two auto theft suspects are in chase after a stolen truck was spotted at industrial parkway at mission. the truck rammed the police officers and hit two parked cars and then crashed into another police officer's car. a driver and passenger ran but they were caught. an officer suffered minor injuries but is expected to be fine. >> livermore police are

this year than of the same period last year. police plan to extend the crackdown into a year round effort. >> the san mateo county sheriff will make an unusual request today at the county board of supervisors meeting. our media partner, the mercury news is reporting that the sheriff wants the county to lit the ban on selling or trading any firearms owned by the county. the sheriff wants to be able to sell some 700 surplus weapons first to sworn personnel who want them and the rest to smith and wesson getting possibly up to $150,000. critics say selling them back to the manufacturer leads to resale and more firearms in public hands. >> the governor is asking foe a delay in implement the order to ease the prison over crowding by releasing thousands. he says legislation he signed last week would ease the overcrowding crisis without the need to release inmates early. it would involve spending $315 million this fiscal year to house the inmates in private

wendy out there and you can see how the camera is becoming up-and-down. we are waking up to low clouds, those will burn off by the afternoon and we will have sunshine for all and the clouds are already dissipating making it over san francisco with beautiful shot san francisco and the bay bridge so clear conditions this morning with our first forecast inland 76 to 80 is the temperature spread. away the bay, 69 to 78 degrees. in san francisco, we will top out at 68 degrees. i will have the seven-day forecast in a bit but bewill change gears and what is happening on the roads. it is getting busy over the altamont pass with bumper-to-bumper traffic from address to dublin and you can see we are down to 20 miles per hour and 30 miles per hour jumped up and then in the clear when you hit highway 84 to dublin.
