who worked in logistics. across the nation flags are at half staff. now to washington, dc, with the latest. >> hello from washington's navy yard where people have been coming and going all day. the essential workers are back on the job. across washington, all day, people have been taking a moment to on the victims. >> across washington today, people paid their respects to the victims of the washington navy yard shooting at the navy memorial, defend secretary hagel and other top brass layed a week. >> moments of silence in the washington national baseball game looks from the navy yard. in the united states senate, as well the among the 12 who died, 51-year-old arthur daniels, a grandfather of nine, and kenneth procter, 46, worked for the government for 22 years. authorities say the 34-year-old aaron alexis was killed in a shoot intermediate with police,

was behind the massacre. he was one of the navy's own, a contractor with access to the navy yard and a former navy reservist who received an honorable discharge. the v.a. is checking to see if the suspect received treatment for psychological issues. police are searching for a motive going through this toyota prius believed the suspect's rent am car and visiting a northbound by resident where he was staying. the f.b.i. descended on his parent's home in brooklyn. [ inaudible ] aaron alexis has a history of disturbing behavior, arrested in 2010 accused of recklessly discharging a firearm into a neighbor's apartment. in 2004 aaron alexis confessed to shooting out the tires of another man's car. >> he is a guy that has been going downhill for a number of moments or years and he could not take it anymore. >> sources say federal authorities continue to pour over the evidence including the

presented the idea of selling guns for money. the san mateo county board of supervisors decided today it would not be a good idea for the sheriff's office to sell old guns back to the manufacturers although it would raise $150,000 for the department. supervisors point to the gun "buy back" program as the reason they struck down the idea. >> it would be almost strange on one hand we turn around and have gun buybacks. we have confiscated or through the buy backs, in the neighborhood of 400 guns and now we turn around and say we are sending 700 guns to circulation again. that is...not the message we want. >> the captain who made the proposal is fine with the decision. >> it was a fiscally-driven idea to take care of the people's backs. we didn't come if here with our

going absolutely nowhere. the bart district made what it calls the final offer before the cooling-off period began yesterday at the end of the day's talks the unions made a counter proposal at $10 million less expensive than the professor offer because they are coming down on wage increase requests asking for 13.5 increase over three years down from 21 percent over three years citing the $125 million surplus and rising ridership. bart said they cannot afford that in this world of rising costs. >> there is a lot difference from where we are and they are. >> our people worked late into the night and we are talking, still, $112 million or $115 million difference. that is a lost money. >> the district is sticking with

concordia" cruise ship emerging slowly from the water. it took on workers 19 hours to bring the ship to upright giving us a new view of the intense damage the ship is covered in algae and slime and been underwater for 20 months. the "costa concordia" ran aground off the italian coast in january of last year killing 32 people. the captain is on trial with charges of manslaughter calling the shipwreck and abandoningship. >> pittsburg is adopting a ban on plastic bags giving approval banning groceries and other retailers from giving customers single use plastic bags. it does not apply to restaurants or protective bags for meat and produce. customers would pay a fee for paper bags. if the council formalizes the vote it would take effect january 15.

skies for the better part of the day and the afternoon and cooler start to today, and we are going to see a warm-up come together with the radar satellite imagery no moisture not in the forecast just yet and it is actually going to come later this week and into the weekend. as we take a look to mt. diablo, we have clear conditions in the east bay, not too much clouds just a couple of higher clouds and our current temperatures in san francisco is 58 degrees in oakland, 68 in san jose and you are in the mid-60's and los gatos, lower circuit and half moon bay, 62 degrees is the current temperature. for the week ahead when you talk about the moisture coming in, you have this weak ridge of high pressure that is coming in for the next couple of days and it is followed by the deep trough of low pressure that is going to be pushing in, the cooler temperatures and, also, the moisture. the rain will stray to the pacific northwest region and we will get a legal state of it, those as we travel to the bay
