making news in america this morning -- we have a winner. one ticket hits the gigantic powerball jackpot. the overnight developing details on where it was sold. breaking news. a massive explosion rocking a chemical plant. new video and information just coming in. plus, found alive. the young girl abducted from her georgia home is safe. but new information about her parents is raising questions about exactly what happened. an on-air oops. a news anchor is getting worldwide attention. and it's for all the wrong reasons. good morning. we begin this thursday with two developing stories. first, that big powerball lottery.

it was worth just about 400 million bucks. >> there's only one winning ticket out there. out there somewhere. it was sold in a small central south carolina town of lexington. last night's jackpot was the fifth-largest in u.s. history. >> okay. are you ready? here are they, the winning numbers -- 7, 10, 22, 32, 35, and the powerball, 19. a dozen tickets matched the first five numbers. they're worth about $1 million each. that's not too shabby. >> i went back and double-checked. >> me, too. no on both accounts. >> no on both accounts. our other developing story, stocks surging because of a surprise decision by the federal reserve. overnight, all of the major asian markets staged powerful rallies, picking up where u.s. stocks left off yesterday. the main averages on exchanges in tokyo and hong kong were up 2%. >> that followed the dow's rise to a record close. it climbed 147 points, about 1%. the other major wall street averages saw similar gains. now, the buying was sparked by fed chairman ben bernanke's announcement that there will be

no easing of the federal reserve stimulus, at least for the time being. bernanke said that's because of lingering concerns about jobs and the overall economy. breaking news from norman, oklahoma, where there's been an explosion and fire at a chemical plant near tulsa. flames could be seen shooting into the night sky around the plant. residents in the immediate area have been ordered to evacuate as a precaution. none of the plant employees were hurt. we'll stay on top of this throughout the entire morning for you. now, the latest on the navy yard shooting. the navy launching an intense investigation into how warning signs about the suspected shooter were missed. >> and abc news has learned new details about the deadly rampage. abc's tahman bradley is joining us this morning from the navy yard where workers are returning for the first time. good morning, tahman. >> reporter: good morning, diana. good morning, john. workers are back at the navy yard today. security is tight. as for the killer, we learned of the chilling message he left on his gun. the washington navy yard reopens today. but questions still remain about the shooter who killed 12 people.

>> there were a lot of red flags. why they didn't get picked up, those are all legitimate questions that we're going to be dealing with. >> reporter: police in rhode island alerted the newport naval station that aaron alexis told them a bizarre story about hearing voices and microwave machines keeping him up at night. but the navy says the information was never passed up the chain of command. and alexis kept his job as a civilian contractor with the navy. >> if someone is in a position where they have access to information and facilities because of their clearances, a mental health issue or problem can be extremely serious. >> reporter: abc news has learned that alexis carved the words, better off this way, and my e.l.f. weapon, on the stock of his remmington 870 shotgun. investigators are examining the meaning of the phrases. alexis' mother, who asked not to be shown on camera, apologized for her son's actions. >> i am so, so very sorry that

this has happened. my heart is broken. >> reporter: just a few blocks from the navy yard on capitol hill, relatives of victims of previous mass shootings pleaded for new gun legislation. >> i don't want another family to go through what i'm going through right now. >> we will not give up. we will not go away. we are here forever. >> reporter: as a result of the shooting here, the secretary of defense has ordered a review of military security and employee screening programs. john and diana? >> abc's tahman bradley, live for us in washington this morning. thank you. in colorado, now, the floodwaters beginning to recede. but there's a new threat. those powerful rushing waters not only wiped off roads there and the sewage systems, as well. they flushed chemicals, gasoline, pesticides all along with them. evacuees are waiting to find out whether they can return home. state police and epa agents are sizing up the situation. wearing hazmat gear. assessing all of that contamination. mexico, meanwhile, is

reeling from a one-two punch of dangerous storms. severe flooding is drowning the country after manuel blew in from the pacific. ingrid struck from the gulf. at least 80 people have died. and that toll is expected to rise. some 40,000 tourists are trapped in acapulco because the airports and roads have been washed out. bus passengers in canada say they screamed for the driver to stop right before the bus crossed the barrier and into the path of a powerful commuter train. the accident in ottawa killed six people, left dozens injured. the bus driver was among those who died. passengers say they could see the train coming down the tracks but the driver never even slowed down. >> the train's coming. and everyone's yelling stop, stop, to the bus driver. >> everyone shouted stop, stop. and as i looked up, the bus was coming into contact with the gate. and the front of the bus, it like all impacted at once. and everyone flew. and there was just dust everywhere. >> now, the front of the double-decker bus was ripped away by the impact. and the train's locomotive and one passenger car derailed.

the man who confessed online to killing someone has kept his promise and pled guilty to drunk driving in an ohio courtroom. matthew cordle grabbed attention in this youtube where he admitted causing the death of vincent canzani in june. cordle faces eight years in prison and a lifetime ban on driving when he is sentenced next month. syrian president bashar al assad used an interview with fox news to blast the united nations report on chemical weapons. he said the report was unrealistic and again denied his government was behind the attack in which 1,400 civilians were killed. russia also criticized the u.n. report yesterday, despite their diplomat's commitment to disarm syria of its chemical weapons. caroline kennedy could soon be sworn in as the next u.s. ambassador to japan. the former first daughter expected to be easily confirmed when she appears before the senate foreign relations committee today. kennedy would become the first female to hold that post. time, now, for the weather across the nation. mild in the east. showers in the appalachians and in southern florida. showers and thunderstorms across oklahoma, as well as texas.

flooded again after being drenched by the same system that struck colorado. a new round of rain pushed the chama river right to historic heights. overflowing the banks, stranding horses, flooding homes and stranding cars. now, a look for morning road conditions. wet roads across texas today. and severe storms in the upper midwest could be a travel hazard. >> if you're flying, expect airport delays in dallas, houston, minneapolis and kansas city. happy ending to drama in atlanta. a 14-year-old girl is back home this morning after being abducted from her home at gunpoint. >> the fbi is remaining tight-lipped about the details surrounding her abduction. abc's steve osunsami has the latest. >> reporter: it's what everyone rooting for 14-year-old ayvani perez wanted to hear. >> this is a good day. she is safe. she is safe. >> reporter: it was a whole 30 hours after she was snatched from her family's home in the middle of the night, still wearing her pajama bottoms. >> i'm so glad it's over. >> reporter: the tears from the vigil at her high school, still

fresh. >> we're praying and expecting a safe return, father. >> reporter: police found her captive east of atlanta. they're not disclosing. they arrested 29-year-old wildrego jackson, on kidnapping charges. and 40-year-old juan alberto contreras-rodriguez. the line from police is that the two men who broke into the home, had no relationship with anyone in the house. authorities wouldn't tell us if that was still true. and here's a possible connection. according to court records, the girl's mother and one of the men arrested were both arrested on drug charges in 2012. charges against the mother were dropped. >> there's several other subjects, suspects, that we're still investigating. because of that, i really will not be able to get into a lot of the particulars on this. >> reporter: there's still so many questions. but one thing is for sure. their prayers were answered in this house, where friends and family brought balloons, welcoming ayvani home. steve osunsami, abc news, atlanta. a couple of big businessmen in trouble.

beginning with infomercial pitchman, kevin trudeau. he is in custody in chicago, to for violating court orders to stop his lavish spending habits and pay a fine of $37 million. the fine is in connection with alleged false claims about a weight loss book. trudeau says he cannot pay the fine. but there's evidence that he recently spent nearly $360 on two hair cuts. and the creator of beanie babies has been charged with tax evasion. 69-year-old ty warner has agreed to pay for allegedly failing to report income earned in a secret offshore bank account. warner got rich as the sole owner of the company behind the iconic stuffed toys. his net worth was recently estimated at more than $2.5 billion. some video that is difficult to watch here. so, we warn you. it was a wild chase in south florida that ended fatally.

the man fleeing police had killed his former girlfriend and her daughter. eventually, he violently crashes into another vehicle. the woman in the car he hit died at the scene. and the suspect who spotted the whole thing was also killed as s.w.a.t. teams moved in. and a passing to share with you from the world of boxing. ken norton, who broke muhammad ali's jaw in their classic bout has died. they fought 39 rounds against each other over 3 close fights. norton won the first. ali the next two. norton had been in poor health recently, suffering a series of strokes. he died yesterday. he was only 70 years old. chris andersen, a.k.a. the birdman, is probably breathing a sigh of relief this morning, after an i.d. theft case was finally solved. the nba champion apparently the victim of a complex internet hoax in which police say a woman in canada posed as anderson online, demanding gifts and threatening at least one person. it took months to unravel this case. but anderson has been cleared of wrongdoing. time, now, for the rest of sports. and a surprise trade in the nfl.

>> abc7 news starts now with breaking news. >> the breaking news is from oklahoma with evacuations in a small town northwest of oklahoma city, huge explosion and fire at a manufacturing plant that lit up the night sky. abc7 news reporter coat coat has more from the newsroom. >> because the plant on fire produces toxic chemicals fire officials have ordered people to evacuate a four-jail mile area. the plant is outside the town of thomason hour west of oklahoma city. not only are there evacuations but the highway patrol is warning residents of the dangerous fumes and smoke. this cell phone video shows what are explosions. the fire broke out at 9:45 but

police say they are confirming there were explosions following the fire. the c.e.o. of the company says that 80 to 90 percent of the structure is gone. no one was there at the time. all employees are accounted for and no injuries reported. officials do not know the cause of the fire. firefighters have the fire contained to the building. they will let it burn itself out. it could take hours. >> now our weather. mike? >> live doppler 7 hd shows how dry it is. hardly any clouds. a very, very bright moon this morning. this is how it looks from sutro tower. the air is clean. the first forecast for thursday, we are going to have 84 degrees. it will go up to 92 inland. away the bay, 76 to 84.
