>> live from the kgo-tv broadcast center this is abc7 news. >> thank you for joining us. we will get a check on the weather forecast, laying leg is off this morning. mike is doing the weather honors >> we will start with live doppler 7 hd and visibility. good morning, to you, everyone is unlimited with a few clouds as we talked about yesterday. no one weather-wise, with temperatures the warmth weather this week is 73 at half moon bay and 77 in san francisco, and 79 in san mateo and everyone else in the 80's until you get to the east bay valley, one of the last

times we get to 90 if this seven-day forecast. 90 in antioch and livermore the warm spot. now a look at the track, with continuing problem in pleasanton, southbound 680 there is anker turned vehicle and tale a four vehicle accident with one down the embankment and maybe as many as two cars and an overturn ed vehicle. we will let you know how the speeds are going. also, eastbound in antioch is closed from summersville road to a street until 5:00, with motorists advised to expect delays and avoid the area during the closure. a look right now outside at golden gate bridge. sort of. we see a moderate amount of traffic and we will let you know what going on with construction on the drive, as well.

a key committee is slated to decide whether to spend $26 million for a barrier to improve safety for drivers. our reporter is near the bridge with details for us. this is expected to pass. if it does, it will bring big changes to the bridge. here is a shot of what the barrier will look like. it will be a 12" wide steel concrete-filled barrier and that means lanes on either side will lose 6". right now traffic separated only by plastic posts and the cars going in opposite directions are very close to each other with little room for error. nothing will help. in regard to head-on collisions, yes, i ride a motorcycle so i am in that lane you get...you think about it. >> that is the hope it will prevent head-on collisions and this one injured 11 people and involved nine vehicles.

the barrier would cost $26.5 million, and to install it it would require a golden gate bridge shut down friday through monday. that is a year away. first, it needs to be approved that expected to happen today, we will be following this story for you. thank you. this morning a man is in custody after a four hour stand off that started while he was being evicted from a gated neighborhood in san ramon. at ashbourne circles, two sheriff deputies a lock smith and a property manager were in the process of a foreclosure and someone fired through the door. the property manage was lit if the leg but is expected to recover. an emergency call went out to 40 to 50 homes to "shelter in place." the s.w.a.t. team broke through the door and fired gas inside and the suspect surrendered a few minutes later.

he was treated for gas exposure and taken into custody. there was a similar situation in modesto, a man shot and killed a heard and a locksmith and held police at bay for 12 hours. after the house was stormed, he was found dead inside from suicide. a deadly accident is raising new safety questions about the most popular bicycling areas in san mateo, a bicyclist died after colliding with a minivan on skyline boulevard yesterday afternoon. this is video of the seen from sky 7, a 50-year-old woman was riding downhill weapon she collided with a minivan that turned left in front of her. people would live nearby say this is a dangerous blind curve and the driver is cooperating with them. >> we are following breaking news in oklahoma where a fire and explosion at a chemical plant is forcing evacuations which is burning now an hour

west of oklahoma city. firefighters have it contained and will let it burn itself out. we have a look from the ground right now at the scene and you can see officials say no employees were at the plant at the time and no injuries have been reported. investigators do not know the cause of the fire or explosion and we have what appears to be railroad tracks. a train has been knocked off the tracks so it is a big fire this morning. we will let you know more. workers are returning to the washington, dc navy yard three daze of at shooting spree that killed friends and colleagues while the navy tries to determine how warning signs about the gunman were missed. we are joined with the latest. >> good morning, eric, workers are back today and security is tight. we learned of a disturbing

message from the killer on his gun. the washington, dc, navy yard re-opened this morning but questions still remain about the shooter. >> there were a lost redding ins. why they did not get picked up, those are all legitimate questions we will deal with. >> police in rhode island alerted the newport naval station that aaron alexis told them a bizarre story of hearing voices and microwave machines keeping him such but the information was never passed up the chain of command and aaron alexis kept his job as a civilian contractor. >> if someone is in a position where they have access to information and facilities because of their clearans a mental health issue or problem can be extremely serious. >> abc7 news has learned aaron alexis carve the "better off this way," on the storm of his shotgun, investigators are examining the meaning.

traffic, laying leg is off but we have a two-car crash at the off-ramp and the chop has moved the wreck to the side so it could be slow and southbound 680 at the fair ground exit we have a problem with three car crash with a big rig and the ambulance and c.h.p. could still be on seen so it could be slow there. >> today, golden gate bridge officials will make the most important safety decisions in the span's history. they will choose a system for preventing fatal head-on collisions, a move they have talked about for years. amy hollyfield is at the bridge with the details. >> today is a big day and it has been going on for years. first, i will show you what what the barrier will look like, it will keep the two opposing lanes of traffic separated. the hope is it will prevent head-on collisions.

joining me this morning i have the bridge spokesperson up early. what is the prediction for the vote today? is it contentious or no problem? >> we expect our committee to pass this today and put it to the board tomorrow and it will sail law and we will begin fabrication immediately. >> it sounds like a no-brainer. why did it take is long to get to this point? >> we have wanted this for many years and it takes time. we had to do studies and we did not have money and we spent five years doing the environmental clearances because it is the golden gate bridge. we have the money. we have the clearances done. we have the final decision. we are off to fabrication. >> exciting! they do have the money, $26 million. the plan, the hope, is the barrier will be in place in a year.

a san ramon neighborhood is back to normal after people were kept from their homes for hours. we were at ashbourne circle yesterday, with two sheriff deputies and a locksmith and property manager in the process of foreclosure eviction and someone fired through the door. the property manager was hit in the leg. the suspect barricade himself inside for hours triggering emergency calls to neighbors. some say they were not worried. >> we started immediately evacuating neighbors closest to the suspect's residence and after that we put out a notification to 40 or 50 residents to advise them to "shelter if place." >> they did not tell the person in front of it to "shelter." negotiators were called but talks stalled and the s.w.a.t. team fired gas and then the suspect surrendered. he was taken into custody.

we have breaking news in oklahoma with a massive fire at a chemical plant burning all night. abc7 news reporter katie marzullo has new information from the custer county emergency manager on the scene. the four square mile evacuation order has been lifted and it only affected four or five homes, twelve people, all farmland. look at this map: the plant is just outside the town of thomas in custer county, west of oklahoma city. the fire is contained to the building. at this point they will have to let it burn itself out could take hours. the fire broke out before 8:00 with explosions following. no one was there at time and all employees have been accounted for with no injuries. it is a chemical fire and

authorities warned the residents about dangerous fumes and smoke. officials do not know the cause of the fire or the explosion but the c.e.o. of the company has talked to abc7 news this morning and at the time 80 percent to 90 percent of the structure, the c.e.o. said is gone. >> the f.b.i. is investigating an explosion that leveled a restroom at a park near livermore. look at what the sheriff deupties found when they arrived at this reservoir state pack on tuesday night. the restroom had 6" steel reinforced concrete but degree was tossed up to 100 yards away. there was an explosive device filled with gunpowder that was compressed. the explosion could have killed someone. >> state regulators are poised to step into the battle in the bay area between the tax industry and the ride-sharing services. there will be a vote on whether

inland and 80 in the bay and in the 60's for the coast and in 70's headed inland. the next three days, the biggest change is in the forecast, tomorrow is going to be cooler, significantly cooler, up to ten degrees, as the sea breeze returns and the cold front draws near with increasing clouds, a chance of sprinkles and light rain in the north bay in the evening, and the rest of us get the best chance of rain saturday morning in the early afternoon and it will be cooler then and we will rebound with sunshine and dry weather sunday. >> leyla gulen is off but we have track problems continuing in the east bay. castro valley, northbound 238 before 880 a four car crash is blocking the middle and slow lanes with lots of debris so look out for a slow down this and 238 is no picnic anyway. here are bridge drive times, nine minutes to get across the
