you can see the apple employees have set up a black sheet cross the front of the window and the store is scheduled to open at 8:00 this morning. >> the doors just opened on the east coast and that is where the new iphones went on sale, the scene outside the flagship store in manhattan before it opened. a big crowd of fans lining up to be the first in the country to get their hand on the new iphone which is pretty fitting if the big apple. >> apple's proposed new space shift campus is moving forward. cupertino will hold sessions and hearings going october and the city council could give the final approval by the end of november. apple filed paperwork this week giving more details on a plan, the signature main building totals 2.8 million square feet larger than any shopping center in the bay area and big enough to accommodate 14,000 employees. >> congress could take the first step today on the road a

government shut down. the republican-controlled house of representatives will pass a spending bill to keep the government running but only if obamacare is blocked. abc7 news reporter is in the newsroom with a fight brewing. >> more than one fight brewing. republicans and democrats can not agree but this time house of representatives republicans do not agree with each other. some in the g.o.p. are pushing a bill to be voted on today that would fund the government for three more months but, at the same time, defund president obama's health care law. other republicans say it is a fool's plan because the top democrat in the senate has already said the bill is d.o.a. and if it made it out of the senate the president will veto it. the infighting is intense. >> it is only fair we in the house of representatives give them a package that de-funds obamacare and let them debate it over there and fight it over this if they want to filibuster,

if the governor signs the bill the safety measures would have to bed add by january 2016 and new limousines made after july 2015 are required to have the emergency exit. the governor brown has until october 13th to sign the bill. >> investigators are releasing new information to help track down a suspect involved in a fail shooting at the contra costa county fairgrounds. police are looking for a cure like this, a 1999 gold toyota license plate 5jlm717. police believe that the car is linked to the death of a 31-year-old woman from oakland who was shot on september 8 outside the paradise skate roller rink in antioch. two men were also injured in the shooting. >> former santa clara supervisor george shirakawa returns to court over false impersonation charges. he pleaded guilty to charges of lying on campaign finance reports and gambling with public money last many.

trains if the unions strike in three weeks. >> amy hollyfield is at the north berkeley station. amy? >> some riders are telling us this morning they think this is a fine item, and it is better than having no trains at all. we have video of this training location and this is happening in vallejo, the union calls this move disingenuous and is against the rules. bart says it is their responsibility to have options for the bay area if a strike occurs. passengers do not seem too concerned. >> the managers probably have been previously trained and moved up to management positions i don't see how they can row place all the service but it doesn't give me concerns for my safety. 12 managers who are non-union but are certified operators are going to a refresh ircourse now. negotiations are stalled.

the union asked for a smaller pay increase than before but bart officials say the unions still want too much. if they cannot reach an agreement they are set to go on strike three weeks from today. there are negotiating sessions scheduled next monday and wednesday with both unions and next tuesday with just one of unions. there are talks schedules monday and wednesday of next week and monday and tuesday of the following week the only one union can meet with bart october 9 the day before a 60-day cooling-off period ends. >> drivers who use the golden gate bridge could find themselves facing a toll increase by next year. the golden gate bridge district faces $140 million budget shortfall. painting and improvement projects have pushed the budget into the red. officials emphasize that nothing has been decided and they say it would take months before any toll increase could take effect.
