>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, september 22nd. let's start with a quick first look at the weather with our meteorologist lisa argen. >> hi, carolyn. temperatures are in the 40s and 50s this morning. fog is a problem in the north bay with visibility down to three miles. santa rosa, napa, just a mile in novato. it has been shifting around less than that in spots. it is chilly on the coast, as well with temperatures in the upper 40s there.

six mile visibility half moon bay. but for the rest of the day today the clouds will clear and we will see a mostly sunny sky with temperatures ranging from utility upper 60s to mid-70s for the first day of fall around the bay. mid-70s to near 80 with more sunshine inland. we will talk bat warmer day tomorrow, the first full day of fall and a very typical looking september-like forecast coming up. carolyn. thank you, lisa. developing news in san francisco. one person has died and two others have been injured following a car crash last night. it happened just after 10:00 when a car crashed into a wall on westbound i-80 at the fifth street off-ramp. three people were in the car. one was taken to the hospital and pronounced dead. the extent of the injuries of the other two are not no one. off-ramp was closed for about an hour while crews worked to clear the scene. no word yet on what caused the crash. a san francisco police officer was injured after

crashing into another car. it happened just after 3:30 yesterday afternoon at california street and 12th avenue. a witness told abc7 news the officer appeared to be on a cell phone and ran a red light. investigators are confirmed the officer broadsided another vehicle, but will only say the details are still under investigation. the other driver was not hurt. the officer was transported to the hospital, but he was not seriously injured. this morning an east palo alto man is in custody, suspected of killing two women earlier this month. police arrested danny coleman yesterday. they plan to charge him with two counts of murder. investigators say he crashed into the woman's car september 2nd in san jose. the two women were killed. they were heading to work at the airport. now to developing news out of kenya. a hostage standoff with islamic

extremists continues one day after they attacked using grenades and assault weapons in a shopping mall in nairobi. a u.s.c. graduate is injured. the woman currently lives in kenya. three other americans were also injured. the latest tally indicates 59 people were killed and 175 injured in that attack at the nairobi mall by al-qaeda-linked somali immigrants. chuck sievertson has the latest. >> terrorists unleashed a brazen attack in a shopping mall in kenya's capital, killing dozens and injuring others. 1 at least 150 injured. two canadian citizens died, several americans were injured. the gunman stormed the upscale mall in the afternoon, first shooting in the parking lot and throwing grenades. then he moved into the mall, which was hosting a children's

day event. the armed group took hostages. one witness said how they separated muslims and nonmuslims. >> shoppers hid under the stairwell. others made a sprint to safety. >> we tried to escape, but they threw a grenade. the shell particles into me into the arm and leg. >> emergency medical technicians tried to get to the injured and dead. police and military units began surrounding the mall, as some were injured. the hours passed and the death toll mounted. >> i ask god to give you comfort as you confront this tragedy. >> a somalian rebel group with links to al-qaeda said they were responsible for the attack. the group said it was payback for the push by kenyan forces into somalia to stop the fighting there, and they have threatened more attacks.

abc news, new york. >> happening today, president obama will remember the victims of the washington navy yard shooting during a memorial service in their honor. the late afternoon service is being held at the marine barracks washington near the navy facility where officials say 34-year-old aaron alexis fatally shot a dozen people last monday. eight others were injured. police killed alexis in the gun battle battle. the first lady, michelle obama, will visit with the victims' families today. a moment of silence to remember the victims. it happened on the uss hornet in alameda yesterday honoring female veterans. they were presented with spectacular specially-made quilts of valor in recognition of their honor. >> it is a very nice thing to do

for people, especially today since there was a women's aviation theme. we found a lot of women who have served and who are worthy of the quilts. >> one was an aviator in desert storm, and another served in vietnam. their valor quilts were courtesy of the amateur valley quiltters of pleasanton. this morning a teenager is is back with his dad in alabama after disappearing 13 years ago. the boy's paternal grandmother is in jail charged with felony child abduction. they discovered the teen's identity after school officials in missouri questioned hattie's claim of being his guardian. >> had concerns about an individual who had enrolled the child into school and had some concerns they were the actual parent or custodian. >> the boy's dad said he knew his mother was involved in his son's disappearance but he could never track her down.

they said sandy hattie was homeless and was staying in a woman who offered her shelter. it appears the 49ers will not keep all-pro linebacker aldon smith off the field this afternoon at candlestick, despite being arrested for drunk driving. they arrested smith in san jose friday morning. he was found unconscious with his truck with the engine still running. police say his blood alcohol level was double the legal limit. he also had marijuana in his car, police said. after baling himself off he was back at practice just a few hours later. the coach jim harbaugh said nfl policy said the league will decide if smith will be suspended. smith is due in court in november. the oakland a's magic number is 1, and the team could clinch the american league west division title today. the athletics beat the twins at the the coliseum yesterday 9-1. a's play the twins at 1:05 this afternoon in the team's final regular season home game.

against the twins and postponed race 14 of the america's cup. the storm also brought the first snow of the season to the sierra. it is snowing at higher altitude locations like ecco peak and the summit. motorists say they cannot remember getting snow this early. it forced chains to be required along parts of i-80. the lanes are now clear. heavenly mountain resort sent us these photos. the winter ski season at heavenly kicks off november 22nd. but now they have something in the bank. >> yeah, they do. >> lisa argen now with a preview of our accuweather forecast. >> it's 33 degrees. tahoe valley airport this morning. certainly chillier. our exploratorium camera there. numbers in the upper 50s downtown.

macy's building in huston came crashing down this morning. the downtown build wags imploded less than an hour ago, around 7:30 huston time. wow. this ten-story building first opened as a foley's department store back in 1947. our affiliate in huston reports the building came down as planned without scattering too much debris. crews will now work to wash all that dust you see created there caused by that implosion. they will wash it from the windows of neighboring buildings. >> a a computer problem has put off the arrival of a cargo ship at the international space station. the capsule which launched wednesday will not pull up at the space station as planned this morning. the company said it's working on a repair for the computer glitch, but that will take at least two days. the cargo spacecraft is carrying 1300 pounds of food and clothes to the international space station.

some people can't get enough of the old bay bridge, even though it's been closed for about three weeks. we are talking about taking speakers trespassers who are sneaking on to the closed span. john alston has the story. >> reporter: well, that didn't take long. taggers left their mark on the old eastern span of the bay bridge which is supposed to be off-limits to the public. it's graffiti with a huge risk. >> i kind of think it's kind of foolish, actually, because if there's nobody there and there's barriers and they get injured, they are going on the outside of the structure, they can fall, get hurt. >> within the past few days drivers noticed the new paint job on the side of the old s-curve near the tunnel. >> it's bound to happen eventually. that's what i thought. people, you know, there is tagging everywhere. >> it is also presenting a

serious security issue for caltrans which still owns the defunct bridge and the chp which must keep unwanted people off the old road deck. they caught one or two the very first week the new bridge opened. >> they can be charged with misdemeanor offense of trespassing. obviously for their safety we don't want people to be up there. >> but that is apparently happening, despite the barricades. and even though this is considered a construction zone slated for demolition. >> the idea is for people to not be on the span of the bridge. we have things set up that i can't talk about, but in addition to that we have officers patrolling. >> and the chp said violators will be prosecuted if they are caught, abc7 news. drivers across the state could be in for a big treat by halloween. our media partner, the mercury news reports analysts expect gas prices to drop between 40 to 45 cents a gallon by the time trick-or-treating rolls around. experts say gas prices have a

history of dropping from mid-september through halloween, but expect an even bigger dip this year. the reasons, the light hurricane season and easing of middle east tensions and refinery fixes here at home. the average price for a gallon of gas in san francisco is $4.07. in san jose it's four dollars. and in oakland it's $3.99. a high rise luxury apartment building will be opening soon in san francisco as part of a plan to revitalize the still seedy mid-market area. that's the stretch of market street between fifth and vaness. lilian kim takes us on a tour. >> it's called nema tore new market. when it is done it will have about 750 luxury

rental units, a pool, fitness center, and valet parking are included. kyle is getting his first look at a finished unit. he signed a lease for 1 bedroom for $3,400 a month. >> to be honest, i could have moved anywhere in the city, sonoma and mission bay have some great apartments. but to be downtown in the heart of the city and really feel its pulse, i feel i couldn't be better off. >> they credit twitter for the dominoe effect they created. two years ago the company accepted a tax break from the city and signed a lease on tenth and market and other tech companies followed and a dormant nema project got going again. in a few years 4,000 housing units will be added to the mid-market corridor. market is there, transit is there, now housing and businesses are there. all that combined with good building policies and supportive policies from city hall have all combined in a very good balance. >> there's a lot more coming down the pike. the american conservatory theater breaks ground next month on a major renovation of the theater. well-known chef daniel patterson is expected to open a restaurant

in the fall and more is coming in the spring. as for nema, there are still about 90 units yet it be leased but the developer isn't worried about finding tenants, despite the fact mid-market has a ways to go. >> the writing has been on the wall for a time. the people leasing here don't see it as a challenge. they see them as opportunities. >> nema opens october 1st. the 200 people who sign a lease so far cover a wide range from people new york the tech industry to families. in the newsroom lilian kim, abc7 news. >> the competition for the oldest trophy in international sports continues for at least one more day. we are talking about the america's cup race. yesterday it was called off because of a shifting wind. it was blowing opposite direction from what the course is set up for. emirates team new zealand remains one win shy of taking the cup, leading oracle team

usa 8-3. the oracle team must win the next six races to retain the trophy. race 14 is scheduled for 1:15 this afternoon with race 2 at 2:15, if necessary. and what say you, lisa argen, will the weather conditions for those races? >> you say the wind is blog today but in the right direction? >> he they are waiting to get on the back side of the system yesterday and it didn't happen in time. but later on this afternoon the winds will be pretty gusty out there. so they will be up to around 20, 25 knots. here's a look at live doppler 7hd where we is have a little bit in the way of stratus that is gathering around the bay and the low cloudiness in the north bay crease, eighting some visibility issues. from our roof camera you can see some of the stratus. but otherwise a nice start to the first day of fall. 59 in san francisco, 57 in san carlos. low 50s in san carlos and 40s half moon bay. it is as much as 15 degrees cooler. emeryville low clouds around the

bay. 46 santa rosa. napa down to a half-mile visibility and novato had a mile visibility. 48 degrees. 59 in antioch with mid-50s in livermore. a nice shot from the sutro camera with basically a clear start and you can see a little finger of fog. warmer for this afternoon. we will look for a warmer day tomorrow. as much as five to seven degrees warmer as the northerly winds and high pressure begin to build on in. yesterday it was all about the area of low pressure that brought the rain, sliding to the east late in the day, allowing for late-day sunshine and everyone to dry out. with high pressure off the coast, we will see a pretty sunny afternoon. a few clouds slipping down from the north. then we will look for partly cloudy skies north bay. south bay, though, 74 and sunny in san jose. morgan hill topping out in the upper 70s. 72 san mateo with 60s returning to the coast. it will be cool and the winds will be picking up throughout the afternoon. mid-60s downtown.

>> welcome back. we are starting this half-hour with a quick look at the weather with meteorologist lisa argen. >> good morning. fall is about seven hours away. view from mt. tam, looks nice and clear. temperatures dropped into the 40s in the north bay. but we have clouds from napa, novato, oakland as well and the south end of the bay, although it's clear around monterey this morning. 55 in san jose with a few clouds there. upper 50s san carlos and san francisco with half moon bay reporting about three mile visibility and a chilly 48 degrees. so here's a look at what you can expect for the rest of the day. a few clouds around now. they will dissipate and a few more clouds entering the north bay later on this afternoon. mainly 60s and 70s. you have to go pretty far out to reach the 80s for the first official full day of fall tomorrow.

even warmer tomorrow. we will talk about that and a look at the accuweather forecast in a few minutes. carolyn. >> the death toll from the storms in mexico have surpassed 100 and could rise quickly. mud from last monday's landslide has covered off of the remote coffee growing village where 68 people are missing. yesterday the wreckage of a federal helicopter that was on a rescue mission was found. all on board are dead. tens of thousands of tourists remain trapped in acapulco. the most powerful typhoon of the year has swept through and is taking aim at hong kong. it has killed two people in the philippines. three thousand people were evacuated in taiwan, where 20 inches of rain fell yesterday and 19 inches expected to.

it was downgraded from a super typhoon after sustained winds fell below 150 miles an hour. better news out of colorado. the unaccounted number of people unaccounted for for from the destructive floods are down to 50. seven people have died in those floods. three more are missing and presumed dead. work crews have been able to open highways in northern california where the floodwaters have receded. >> time is ticking away in the capitol. the shut down looming just days away. a showdown it brewing. here's abc news reporter. >> president barack obama up end the anti with the showdown with republicans on capitol hill. >> i will not allow anyone to harm this country's reputation or threaten the nation or inflict economic pain on millions of people just to make an ideological point. >> the ideological point is the

president's signature healthcare initiative. >> the american people don't want the government shut down and they don't want obamacare. >> but the bill has no chance of passing the democratic-controlled senate, potentially leaving the government without operating money on october 1st, inflicting potential pain on millions of americans. >> military personnel, including those deployed overseas, won't get their paychecks on time. federal loans for rural communities, new home buyers, will be frozen. >> there's another crisis, the debt ceiling. if they don't raise the government spending limit, the u.s. could default on its massive debt. the vote to raise the debt ceiling could turn nasty. >> we just need washington to pause, reflect and see what is possible in our great nation. >> abc news. now if an agreement is not

reached by the end of the month, how would a government shut down affect you? social security payments could be delayed and new claims may not be processed. core service lake medicare and the veterans benefits will continue, but new filers may have problems with agencies being understaffed. the parts of the government that protect our national security and safety will remain open, but other government offices would close. visits to the national parks, museums and zoos would have to be postponed because they would likely shut down. traveling abroad may also post problems. the state department would likely have to halt new passport and visa applications and hundreds of thousands of federal workers could expect to be furloughed without pay. president obama says the gop strategy of defunding his healthcare agenda, obamacare; not going to happen. president made the remarks as he and the first lady attended the congressional black caucus foundation's annual awards dinner last night. he spoke of the need to give everyone the means to succeed.

>> we have to pick up the torch of economic justice. we have to make this a country where anybody who works hard can earn their way into the middle class. and until we do, we will not let up and we will not rest. >> the president also talked about the work that needs to be done to reduce the black unemployment rate that is twice what it is for white americans. the showdown is looming in washington over the budget and coming up on "this week" key lawmakers speak on the potential shut down. and we will hear from one when wants to defund the healthcare law. you can you catch it here on abc7 at 8:00 this morning >> tens of thousands of californians are not getting their unemployment checks on time this month. it's because of computer problems at the state employment development department. about 185,000 of the nearly 800,000 residents who receive unemployment benefits have been

affected. hundreds of employees are on the job this weekend trying to get those checks out. new this morning, the kentfield fire protection district is looking to beef up its fire tax. according to our media partner, the "marin independent journal," the district is asking voters to pass a new tax of up to ten cents a square foot per building, up six cents. a tax on a 2,000 square foot home would rise from $120 to $200. officials say the district has not raised taxes since 1980 and property tax revenues have dropped in recent years. they say this tax hike is necessary to keep up with growing costs. >> happening today, oracle's annual open world conference kicks off in san francisco. tens of thousands of attend december expected to flood moscone center for the week-long

50 half moon bay. the keel is at about 600 feet half moon bay. you see some of the clouds here from emeryville. temperatures have dropped in the mid-40s for napa and santa rosa. the fog on the golden gate bridge, pretty low-lying. it will take some time for it to clear on out. then we will see a pretty nice afternoon. 56 livermore and from this vantage point, the sutro tower you can see the marine layer right there. warmer for fall today with temperatures coming up. still in the 70s. not quite 80 degrees. we will look for sunny and warmer conditions into the mid-80s tomorrow. then temperatures are going to drop a little bit as another system visits us. but this one her has moved to the east, dropping a little snow in the sierra nevada. low 30s. the winds gusty south of san francisco later on today. we will look forward to more sunshine today and the winds kicking up at about two or three o'clock. talk about a second system
