the victim had been shot. no word from investigators if there is any connection to the other incident. in san francisco police are investigating a fatal shooting in ocean view district that happened at 10:00 last night at randolph street. the man was shot along a muni metro route. service was rerouted. investigators have not made any arrests. >> another vigil is held for the boy hit and killed by a car while riding his bicycle. he was riding the bicycle against traffic when he was hit yesterday. officials at the middle school where he was a student immediately notified fellow students and brought in grove counselors. >> extremely sad. the young boy was very popular and well-known. >> they were all good friends. each day he road his bicycle to

school. >> the 12-year-old was riding against traffic. >> the woman who hit him immediately pulled over after dropping off her own children the at same school. the vigil is held at the middle school. >> a two-year old girl was hit by a car while playing outside with friends at 6:00 last night near north parkside drive in by -- pittsburg. the driver of a passing s.u.v. said he did not see her when she chased a ball into the street. the driver stopped and is cooperating with police. palo alto city officials are moving ahead with a proposal that is a boost to the electric car industry involving a change in the building code that would help drivers keep their vehicles charged. abc7 news reporter matt keller has more. >> palo alto city leaders want to be known as the most friendly electric vehicle cities in the country. last note they took steps to

accomplish just that. members say they have heard from residents the pro temporing process and procedures for charging intalllation need to be streamlined and more customer friendly. a few members recommended city staff adopt city code changing requiring all new housing install the circuits for the charges. our media partner reports that the city council unanimously approved moving forward with that at the meeting saying the costs are much cheaper for new construction. the council locked at the possibility of requiring new hotels to install charging stations. this meeting was planned before tomorrow's electric vehicle celebration being held right here at palo alto city hall. >> palo alto is home to tesla motors that makes electric cars. >> the siege at shopping mall in kenya is not over. gunfire could still be heard

from 9 building and the ordeal is in the 4th day. the group that attacked the mall has posted twitter messages claiming they are still holding hostages. a security expert with contacts inside says that there are at least 30 hostages when the assault began on saturday and at least ten are still believed to be inside the mall. officials say they are looking into a claim by kenya's foreign minister that two or three americans were among the terrorists who killed at least 62 people and wounded 175. >> in a couple of hours president obama will address the united nations john general assembly and he could meet later in the day with iranian president who has been making friendly gestures to the united states. president obama is expected to signalingness to engage with the new iranian government if tehran makes nuclear concessions sought

this is abc7 news. >> good morning, 4:40 on this tuesday a look at the embarcadero. you have the ferry building lit up, and the western span of the bay bridge, and the big weather story today is it will be cooler and windy so, together, we will check with our meteorologist to see what that means for possible fire danger in the works and we will talk to leyla gulen about the traffic. >> oakland police have detained three men in the armed robbery of a group of casual car poolers. the victims were held up around 9:00 yesterday morning waiting for a ride on hudson street near claremont avenue close to highway 24. at least seven people were robbed of money, wallets, backpacks and cell phones. some car poolers ran away. this is the latest in a string of armed robberies in the area but the first to target a group of car poolers, city hers are asking police to station officers near the car pool area.

7 hd, small craft advisory across the bay starting at noon for winds at 15- to 25-knots so not only will they be fast but coming from a different direction than what they have been used to with west and southwest dug america's cup and now they are coming from the northwest and they will progressively get faster as we head through the afternoon and into the usually evening hours. the earlier these races go off the lighter the wins will be. to the coast the winds will be faster from the northwest at 20 to 30 knots starting later today. right now our fastest wind is nine miles per hour at napa and sfo and in concord and everyone else is calm and fairfield is 20 so the boundary layer is moving ashore so that means we have cooler weather coming our way. check how clean the air is from our east bay hills camera, with emeryville in the foreground with the new span of the bay bridge and the we are side, if you will, and interest civilian, the twinkling lights.

cool breezes the next two days. temperatures drop 5- to 10-degrees. there is a small chance of a heightened fire danger for thursday and possibly wednesday night, thursday, and into thursday united, something i will keep an eye on and that comes with a warmer wind shift as we head to thursday, friday, and saturday. we are only in the 70's in the south by, 71 at mill peed, 74 in san jose and cupertino and near 80 in los gatos. on the peninsula, low-to-mid 70's but millbrae, only 69 today and we will have mid-to-upper circuit along the coast and into san francisco and 70 in south san francisco and sausalito, mid-70's through the north bay valley and upper 70's in sonoma and napa and headed to the benches, mid-60's and along the east bay shore 70 at berkeley to 74 today in castro valley and fremont and the east bay valley mid-to-upper 70's. tonight, it will be cooler, from 40's in the north bay valley and the rest of us are in the

mid-to-upper 50's. the cold front is to the north right now and you can see not much moisture with it but a nice pocket of cool air and breezy conditions. as we head through today, it will be sunny and breezy and you can see some moisture trying to come down on wednesday the form of scattered showers but that is mostly in mendocino and lake counties. we may get a sprinkle tomorrow afternoon. the temperatures are dropping again tomorrow and thursday and friday and saturday and warming trend gets us back to acknowledge holding steady through sunday and monday. >> we have construction in the east bay traveling along a 80 and so far, so good, we are at 30 minutes to head from tracy to dublin so not too bad. when you get to the dublin interchange we have construction crews until 5:00, though, and this is at san ramon road and it is not causing you any delays, at least not yet as the drive
