good afternoon, everybody, i'm larry beil. >> i'm carolyn johnson. the u.s. government partially shut down and there is no end in sight because u.s. lawmakers have been unable to agree on a deal. house republicans continue to go through. >> abc news reporter caren traverse has the latest from capitol hill. >> day one of the government shut down, nobody is budging. house republicans standing firm, senate democrats refuse to negotiate. at this point there is no solution in sight. washington is at a stand still. the president said it's because republicans are on an ideological crusade against

his health care law. >> this republican shut down did not have to happen. >> nearly 800,000 federal employees forced to stay home from work. museums, parks and monuments closed, including world war ii memorial in the national mall but barricade didn't stop one group from mississippi. >> makes you feel good they didn't get gates open for us. >> both house and senate back in session today but no signs of progress. last night, house speaker john boehner name aid team of eight republicans to sit down for negotiation was senate democrats. today, they staged a photo op. >> this table is empty on the other side. we need senate democrats to join use but senate majority leader said no way. there will be no discussion because democrats are not going to negotiate on obama care. >> we have a good day. for anarchists. why? because the goflt is closed. >> at this point there is no end in sight but there are growing rumbles that the house

affected by the stalemate. immigration office in san francisco is still open, processing applications and that is because that agency is self funded. >> the shut down being felt by locals and tourists in the bay area, several destinations are now closed including golden gate national recreation area. also closed muir woods national monument. as matt keller shows us, it kept tourist as way from alcatras. >> passengers on this cruiseship in the bay this morning may not have realized their best view was happening at that moment. the government shut down meant alcatras cruises couldn't deliver passengers to the national park putting workers between the rock and a hard place. >> so sorry, guys. >> tourist dz get to wait in line but instead of getting a ticket they were getting refunds. they weren't blaming cruises for the disappointment but people behind the federal

nouz closed. you can get breaking news by following us on twitter abc 7 news bay area. >> police announced arrest of three people in connection with a killing of an oakland girl. >> the 8-year-old was shot to death inside of a apartment july 17th. her murder outraged the city, after weeks of investigative work authorities announced this morning they had arrested a trio of reputed gang members for the killing. among them, the man they say pulled the trigger. 22-year-old darnel williams of oakland. >> it's upsetting. it's upsetting that kids in oakland are so vulnerable to this violence and the, just a complete disregard for human live by some of these individuals who are involved in gang activity. >> three other people including her grandmother were shot, but survived. authorities say the men fired on that apartment in retaliation for another gang-related shooting. >> a dozen building in uc

berkeley are still without power after an explosion. >> officials think it may have after someone stole underground copper wiring. >> abc 7 news joins us live at cal with an explanation. >> this is definitely a first here on campus. generators being brought in to bring power to the buildings. now, follow me if you can. it started last week, when someone stole some copper wiring from an access point off campus. now, somehow that, affected power on campus, and may have caused the explosion. inside, one of the 14 bolts here on campus. this was the scene last night. shortly after 6:00. an explosion sent flames in the air this, photo shows how smoke from the fire could be seen blocks away.

tiffany ng was walking past the area where it occurred. >> we saw one person thrown to the ground by the blast. people were concerned and rand forward. in general, crowd backed off and retreated to north campus. >> uc berkeley spokesperson said it all started after pg&e crews discovered someone had stolen some electrical grounding copper wire last week. >> repairs made on sunday. power brought back up, we're fine about 26 hours. >> until the campus lost power again at about 4:30 yesterday afternoon. the explosion occurred as crews were trying to restore power. investigators now know that by stealing the copper wire, the person did more damage than they had initially thought. causing the power outage. most students were warned through university alert system called "warn me". >> i got five texts and six e

as you no doubt have heard the u.s. government is partially shut down. republicans won't make a budget deal without including changes to the health care law. democrats say that is not going to happen.

the shut down put 800,000 nonessential workers on furlough. many will still work but not get paid. now, once this is over, they can possibly be recompensated those workers will lose about a billion dollars per week in pay but the shut down could have a bigger affect. one economist warned a shut down lasting longer than three weeks will cost about $55 billion. the last shut down in 1995 lasted three week autos nasa ames research sent jer closed today, 97% of the space agency shut down except for mission control in houston. the shut down comes on the day nasa marks its 55th anniversary. >> and leave to it nasa to give us perspective. the crew responsible for the voyager 2 tweeted we will not be post org responding from this account. farewell, humans sort it out yourself.
