making news in america this morning -- chaos at the capitol. a woman with her baby in the car, ramming the white house barricades, forcing officers to shoot. this morning, new details about the woman and the investigation. severe weather. a suspected tornado touches down in the midwest overnight, as people along the gulf coast brace for a powerful tropical storm. and life saver. a soldier finds himself in a serious situation. luckily, a pint-sized hero is nearby. and teasing tiger. the world's number one golfer is not amused when his girlfriend puts a live animal right on his neck. good morning.

we begin this friday with new details on the harrowing car chase through the nation's capital. >> it all started when a woman tried to drive through the barriers at two national landmarks. she's been identified as miriam carey, a dental hygienist from connecticut. >> police shot and killed the 34-year-old mother. with more on the shooting, we're joined by abc's tahman bradley, live in washington. tahman? >> reporter: john and diana, there was a lot of panic here. this city is still jumpy after the navy yard shooting. this time, it wasn't a gunman. instead, a woman driving recklessly. 47 minutes of chaos in washington. a high-speed chase. and lockdown at the u.s. capitol. police say 34-year-old miriam carey is responsible for the frightening moments. overnight, police descended on her stanford, connecticut, home looking for clues. carey's family members tell abc news, she was suffering from postpartum depression, serious enough to require hospitalization. police also visited her childhood home in brooklyn.

>> you know, seemed like there was no problem. >> reporter: the lockdown in washington started at 2:12 p.m. the driver of a black sedan rams into a barrier outside the white house. police swarm the scene. but the driver pulled away. the first shots are fired. >> shortly after they arrived, i heard the gunshots. and then, the car tore out of the area. >> reporter: then, a chase up pennsylvania avenue. the driver stops at the base of the u.s. capitol. everyone inside the capitol complex was told to shelter in place. congressmen walking outside, were informed to hide their identities. >> they said take your pin off. i have a -- we wear these pins around. he said, take the pin off. you could be a target. >> reporter: the driver tries to flee. and police fire into the vehicle, killing the woman. inside carey's car, no weapons but something much more alarming, a 1-year-old baby who was unhurt. two officers, one from the capitol police and one from the secret service, were injured in the chase. those brave men and women of the capitol police who stopped this

threat are not being paid. they're not going to see their money until this government shutdown ends. john and diana? >> abc's tahman bradley, live in washington for us this morning. thank you. now, the other major story from washington. day four of the government shutdown. several reports suggest efforts for a solution are ramping up. >> it's costing the economy about $300 million a day. that brings the total so far to $1.2 billion. abc's jonathan karl has more on the fallout. >> reporter: the stock market slid further. the dow dropping nearly 700 points in just 2 weeks. as washington's dysfunction spooks investors. and for good reason. the treasury department warned of an unprecedented and catastrophic financial crisis and recession that could echo the events of 2008 or worse. if congress fails to raise the so-called debt ceiling to allow the government to borrow money to pay its bills. >> the longer this goes on, the worse it will be. and it makes no sense. >> reporter: at a campaign-style event, president obama lashed

out at republicans in the house, demanding they vote on a bill to fund the government with no strings attached. >> if the speaker of the house, john boehner, simply lets the bill get on the floor for an up or down vote, the shutdown would end today. the only thing that is keeping the government shut down. >> reporter: republicans have voted to reopen parts of the government, including national parks and cancer research. but they continue to demand at least some changes to the health care law before fully reopening the government. >> because there is an insistence on no negotiations, no talking, my way or the highway, we are here. >> reporter: there's no meetings, plans, no talk of compromise. in fact, the house of representatives plan to go home this weekend. jonathan karl, abc news, the white house. and while those house members make those trips back home, president obama will also be at home. the white house has announced last night that president obama will skip his planned trip to asia next week. >> the president had hoped to

attend two economic summits. but he has decided to remain in washington. a spokesman says it's a missed opportunity to increase u.s. exports because of the shutdown. we want to know what you want to say to lawmakers about the shutdown. send us an instagram video with the hash tag tellwashington. extreme turbulence in nebraska, kicking up at least one tornado overnight. one likely twister was spotted near lincoln. it may have been on the ground for as much as 30 miles. reports say at least one home was destroyed. meanwhile, people along the gulf coast are bracing for tropical storm karen. they taking boats out of the water, tying down anything that could blow away, and stocking up on supplies. accuweather meteorologist jim dickey is tracking the storm. good morning, jim. >> good morning, john and diana. we are tracking a tropical system here. karen, sitting over the central gulf of mexico, drifting off to the north. it's fighting off dry air, fighting shear. so, not all that likely it becomes a hurricane. if it does, just a minimal hurricane. then likely downgrading again to

a tropical storm before it makes landfall early sunday morning. the impact, much the same, regardless. we're going to see soaking likely, flooding rainfall, as it moves its way inland. flooding rain inland to georgia, as well. john and diana, back to you. >> jim, thank you. italy, observing a day of mourning for the victims of a terrible accident at sea. crews are still searching for survivors in the waters around a small island near sicily. 114 bodies have been recovered. as many as 500 africans, including women and children, may have been aboard that small boat that sailed from libya. they were hoping for a better life in europe. pope francis was among the first to offer prayers for the shipwrecked victims. today, he is making a historic visit to assisi to pay tribute to the saint whose name he took. the pope has said he was inspired by st. francis of assisi. some 100,000 pilgrims are expected to join a crowd of worshipers today. the young woman who is accused of pushing her husband off a cliff is now charged with first-degree murder. prosecutors say 22-year-old jordan lynn graham has confessed

to pushing cody johnson to his death at glacier national park in july, just days after their wedding. graham is due in court today in montana to face life in prison. and she faces life in prison if convicted. new this morning, software company adobe has announced a massive security breach. the company says hackers gained access to 2.9 million accounts through a sophisticated cyber attack. customers that used i.d.s or passwords were affected. they will be notified by e-mail. hackers also illegally took copies of the company's source code from some of the company's widely-used products. california has joined the growing list of states allowing illegal immigrants to get driver's licenses. governor jerry brown signed the bill in front of a cheering crowd. the bill was backed by law enforcement and insurance companies. they want to make sure that immigrants are properly trained and tested before they take to the streets. it's your chance to get the cheapest iphone ever, ever, ever. where can you get one for just 50 bucks? plus, new evidence in the road rage incident that involved a group of bikers and a family

can make for treacherous driving this morning. be careful across the stormy midwest. rain could make trouble in new york and pennsylvania and along the gulf coast. >> if you're flying, the airport delays are possible in snowy denver, windy l.a., and minneapolis, and chicago due to storms. now, for the latest on the road rage case here in new york that's received so much attention. police have tracked down a person they believed captured this video on his helmet cam. >> and they confiscated the unedited version of the video. and going over it frame-by-frame. the driver of the suv made four 911 calls in the span of eight minutes. in the statement, she said, quote, we. >> reporter: faced with a life-threatening situation. and my husband was forced under the circumstances, to take the actions that he did in order to protect the lives 07 our entire family. she also expressed sympathy for the biker who was paralyzed after being run over by their suv. dave heninberry, his beloved

boat was ruined after dzhokhar tsaranev hid inside and was captured. the public raised 50,000 bucks for him. and he is using it to buy another boat. it's a 24-footer that he plans to name "beth said yes." and it's homage to his wife. the soldier who is trained to handle the toughest situations owes his life to a 12-year-old boy. he was kaayking when choppy waters flipped him over. he got tangled in his net and fishing gear. but aidan pruitt was fishing nearby with his dad. >> i threw these because it would help him because it's a life jacket. we were pulling him up here. and it was not easy. >> they did get the sergeant into the boat. but it wasn't over just yet because the soldier was having an asthma attack. as soon as they reached the

good morning and thanks for joining us. i'm matt keller in for eric thomas. >> i'm kristen zooe. dangerous high winds in the bay area that many are waking up to, doing a great deal of damage on both sides of the bay. reporter amy holfield begins our coverage live in allah more. amy? >> look behind me, here's a tree that's down in the community of diablo. the scene is playing out throughout the bay area from the winds overnight. this happened on a private road leading into a country club. there are homes down this road but we're told people can get to their homes, just have to go around. they're going to wait until it's sunlight, until the sunrises until they move this thing. this is not the only place this happened. take a look at this video of a

tree in oakland overnight at skyline and redwood road near highway 13. what strikes you about these trees is not just the big tree that comes down, but all the debris along with it. the cleanup process will not be a fun one. leaves and branches all over the place, all because of the high winds overnight. we haven't heard any reports of damage or any injuries overnight from these trees coming down, just going to be quite a nightmare for people who are trying to get through, get around these trees to get about their day and also having to get them all cleaned up. reporting live from deab lo, amy holleyfield, abc news. gusty winds blamed for knocking two stories of scaffolding into a set of power lines last night. the scaffolding was set up against a building under renovation at 20th. pg&e crews were called to fix the damage to the lines. more problems caused by the windy weather. check out video of this tree that crashed into this red pick-up truck in napa.

it happened in the area of solano. the branch is completely shattered into the windshield and into the truck. so how long will these winds stick around? let's ask mike nicco. >> better part of today. that's a good question. let me show you what's going on in our hilltops, altamont pass, 24, the oakland hills, gusting to 30, same thing at alyce peak, knoxville creek 43. most of our lower elevations are feeling winds around 20 to 25 miles per hour. you're going to find a lot of debris on the roads when you're riding around this morning. trees, tree limbs, twigs, all that stuff, from such a long dry season that weakened part of the tree giving way to these winds. our fastest winds in the north bay mountains and diablo range through 3:00 this afternoon. if you have evening plans the winds will start to relax. before then they will be out of the east to northeast at 20 to 35 miles per hour with gusts up to 50 keeping the fire danger in our forecast for
