>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, october 6th. let's start things off with a quick first look at the weather with our meteorologist lisa argen. >> hi there, carolyn. good morning to you. it is nice and clear, but, boy, is it cool out there with temperatures dropping into the 40s in parts of the north bay. here's a look from our sutro tower where it is the warmest spot in san francisco with the low 60s. ocean this time of year keeping us mild. areas where we are all of the land, cooler air is draining to some of the valleys and radiational cool doing its thing with numbers dropping to 44 in

napa this morning. it is a cool start with a clear sky, but throughout the afternoon a few clouds from time to time. not going to do much to inhibit our warmup. in fact, another 25 to 35 degrees of warming today puts us into the 80s. but a little sea breeze in the afternoon with numbers in the upper 70s at our coast. still well above average today. it all changes tomorrow. carolyn. >> thank you, lisa. >> we begin with breaking news out of san jose where firefighters have just put out a fire in a car that was split in half. it happened at blossom hill road and windfield boulevard near the oakridge mall. so word on how the car was split in two or if there were injuries. we will continue to follow the story and bring you updates as they become available. a stanford student faces manslaughter and dui charges after driving the wrong way down

southbound 101 this weekend and slamming head-on into a taxi cab. the predawn collision south of candlestick park caused a pileup that shut down 101 for three hours yesterday. the taxi was carrying two passengers to sfo. one was thrown into traffic lanes. the two passengers in the taxky cab were not seatbelted in. >> at least one was completely ejected at the vehicle. he died at the scene. >> he was heading to the airport for to fly to his home in puerto rico. another passenger and the taxicab driver were hospitalized with major injuries. that is the stanford grad student who is hospitalized right now, under guard by the chp. he will face criminal charges, and if convicted, could be sent to prison for at least four years. police made an arrest in the nearly two-year-old murder case of charles butler, jr.

he was killed days before christmas back in 2011, and his organs were donated to several recipients. abc news 7 talked to his family and has more. >> reporter: the arrest was welcome news to the family of charles butler jr. >> it was joy. it was -- yes. justice does get served. >> according to investigators, butler accidentally bumped a car while he was parallel parking at a store. as he left he was chased down by two men in the car and shot to death. police say douglas is the suspected driver. the suspected shooter is still on the lose. butler's family is hoping more tips will come in to help track him down. >> we are hoping that someone sees him, someone that knows him can give us the information needed for his capture. >> according to butler's family,

douglas and hunter have long been suspects in this case and at least one of them was arrested and released last year. the district attorney's office cited a lack of evidence then. but after a recent public plea by butler's ailing father, hiawatha, police say the public responded with new tips in this case. its butler's father final wish to see the accused brought to justice. >> he wants to be there. he wants to be there in court. he wants to see their information. >> with new information the d.a.'s office has formally charged hunter and douglas in this case. abc7 news. in an update to a story we first brought you yesterday morning, oakland police are looking for suspects in a triple shooting that has left one woman dead. it happened around 1:30 yesterday morning on broadway near 14th street. officers found three gunshot victims and took them to area hospitals. a 21-year-old pittsburgh woman died, a 20-year-old woman and

her 21-year-old boyfriend from san leandro are expected to recover. developing news in redwood >> new details in the pg&e pipeline that may be shut down. pipeline in question, line 147 is, quote, completely safe. e-mails from a utility employee to san carlos officials questioned the integrity of that pipeline, which was installed back in 1929. pg&e is following a judge's order to shut down the line. san carlos residents say it's about time. >> that's serious that it took an official to shut down a line. come on, they should have shut down a long time ago. so they knew better. so is san carlos going to be san bruno next? come on, guys, get it together. >> city officials also activated an emergency center in response to the pipeline safety. developing news, an anti-terror blitz as u.s. special forces have captured and

killed terrorists in two raise in africa. the daring commando operations are another blow to al-qaeda and it's affiliated terror organizations. here's abc news reporter. >> reporter: he's known as one of the top al-qaeda leaders in the terrorist mastermind behind the twin bombings of embassies in tanzania and kenyan. there was a bounty of $5 million on his head. the 49-year-old was grabbed outside his out in tripoli, italy saturday morning after three cars surround his car. special commandos smashed his window and grabbed his gun. he's on his way to the u.s. if stand trial. at the same time there was a terrorist stronghold in so mall law captured. the target this time, members of the al-shabaab, a terror group

affiliated with al-qaeda, the same group who took credit for attack on a kenyan mall last month where more than 60 people died. they say the attack was planned before the mall attack by the famous seal team 6. no one died in the assaults. abc news, new york. >> bart and union negotiators have only five days now to reach an agreement before a possible strike. both sides met yesterday and displayed no sense of urgency. hoping for the best and preparing for the worst. >> we will continue it negotiate for as long as we can and we are committed to coming tomorrow, if that be the case, and all week next week. >> we have said all along we want to come to a negotiated settlement, but we are preparing for the worst if the unions do decide to strike.

>> no apparent progress in ending the partial government shutdown, despite a meeting in congress yesterday. but there is some good news for the hundreds of thousands of furloughed federal workers. abc7 news reporter has the details. >> all those in favor, say aye. >> it was a rare unanimous in the house of representatives on a federal budget issue. in the vote they elected to give furloughed federal government workers retroactive pay once the government reopens. but when talking about the shutdown as a whole, the sides were still apart. >> our position on obamacare is very simple. it is no special treatment under the law. it is to delay the individual mandate. for everything else we are funding this government. >> the idea that they were going to defund, overturn or delay the affordable care act is not going to happen. as i said to my colleagues yesterday, that's like saying give me your first-born child

and then we will talk about the rest of the family. >> the secretary of defense said he said he's bringing back as many as civilian employees as possible whether the shutdown is over or not. he said he will use the "pay our military act" to return workers who contribute to the morale, the well-being and readiness of the military. and congress said 200 members have called for a vote calling for a clean budget bill. they have heard from several republicans who want the same. >> the letter the leader referred to with 200 democrats on it indicates that clearly in my view right now there are enough people to pass a government-opening funding bill. >> but republicans still blame senate democrats saying they are not taking up the house funding bill. meanwhile the proposal to provide back-pay for furloughed workers is expected to pass the senate, but no time table on when the senators will take it up.

approved the subsidy. officials say it will help more than half the 73rd strikers released in santa clara county. many with just the clothes on their back and $200. with a few strokes of his pen yesterday, governor brown state deals with immigration issues. the government said while washington waffles on immigration, california is forging ahead. i'm not waiting. the new laws went into effect on a day of immigration reform rallies all over the nation, including here in san francisco. one measure allows undocumented immigrants to get licenses to practice law. another prevents state and local law enforcement from detaining people just because of their immigration status. saving up frequent flyer miles can save you thousands of dollars on your travels. one couple planned their entire retirement on using nearly a

france. it showed a zero balance. all 947,000 miles were gone. >> we have a problem. it was quite a shock. >> all those miles had expired, all because flying blue requires members to fly on a qualified flight at least once every 20 months. the couple was sure they had flown more than enough times, but flying blue said no. the flights they took did not meet requirements. >> i basically said what can i do here? i've been a loyal customer for all these years. >> flying blue made a deal. if he flew on a qualified flight within six months, it would restore his miles. steven got on the phone right away. the airline confirmed that a flight to salt lake city did qualify, so he took it and waited. >> and waited and waited, and waited, it didn't come. >> flying blue still didn't restore his mile. why? the company said the fare he paid didn't satisfy requirements. >> it was maddening. and the fine print in their

program was maddening. >> it turns out the eligibility rules changed after he booked the salt lake city flight. spokesperson said as flying blue updated the eligible booking classes after he booked, we retroactively considered his booking as an eligible book reinstated his miles. now alled 47,000 miles are back in their account. and the couple is back to trotting the globe. >> we are very, very grateful to 7 on your side. and michael said that frequent flyer programs often have these complicated rules that you have to follow or you will lose your miles. so it's important to stay up-to-date so you can save up your miles and save a lot of money on your travels. japanese retailer unit glow is collecting clothing today to helpless fortunate families in the area. you can bring a bag of

week. five, six thousand feet. we will get to that in a moment. but right now we are looking at live doppler 7hd where a little cloud cover? a tiny bit. you can barely see it off the screen. it is really all about the clear sky, the light wind and the cool readings this morning. maximum radiational cooling allowing for temperatures to drop into the 40s this morning. san francisco, though, it is the warm spot. from our roof camera right now, very little wind, as well. low 60s here with 56 in oakland. much cooler for you. you are well into the 60s yesterday. 64 san carlos, and half moon bay a big change with the calm wind at 50 degrees. sutro tower camera, we are looking at the sun not coming up for another 50 minutes or so. it will take time to recover from these mid-40s. santa rosa, napa, novato. but probably getting used to that this time of year. it's been chilly day after day and even in toward the valley here. concord and livermore very cool. upper 40s to about 50 degrees. so how cool?

compared to yesterday, oakland and half moon bay, the big losers with temperatures much, much cooler. but that's all relative because it is typical for early october to see these readings drop into the 40s and 50s. so we have sort of an anomaly going on with warmth in the afternoon. and then the longer nights allowing for time for the air to cool and drain into the valleys. with no cloud cover to boot, we are chilly forecast for the rest of the day is calling for warm conditions. a few high clouds and the high clouds not doing much town hint the solar radiation or the warming. so we are still going to see numbers well above average and carolina days ahead. in fact, the coolest days by about the middle of the week. so right now it's all about mid-and upper level high pressure allowing for that light offshore flow to continue to bring the warmth from the east of us right down to the coast. but by the afternoon, that area of high pressure continues to trek to the east. and as it does, the return flow

around it brings up that sea breeze. and that will allow for let nice breeze. nothing too cool. but let's take a look at what's to come. today we have the high over us. then an upper level low up to the north of us will begin to have a little piece of energy sink to the south. that will allow cooler conditions monday, into tuesday. look what happens wednesday. this piece of energy root over the sierra nevada. looks like we will stay dry. temperatures will continue to drop. but we could see a little bit of precip here in the mountains. we will recover, but all in all cooler fall days ahead beginning tomorrow. today, 84 santa clara. more 80s in the south bay with low 80s palo alto, mountain view. 77 san francisco. 74 daly city. north bay numbers range from the 70s at the coast with 83 in sonoma. 85 in napa. near east bay 80 berkeley, 84 fremont. a beautiful day castro valley and over the hills we are look agent 28 the san ramon valley. maybe a high cloud or two with mid-80s in the livermore

red flag alerts are in effect in southern california through today after several small fires broke out yesterday with the hot, windy conditions. three fire agencies using bulldozers, air support and ground crews battled the 15-acre blaze that started on the hillside north of the junction of interstate 5 and state route 14 in the pass. in an update to a story we brought you yesterday, a 35-year-old motorcyclist has been arraigned in connection with the beating of a new york man by a gang of angry bikers. robert sims was charged with first degree assault, first degree gang assault and criminal possession of a weapon yesterday. last sunday the driver of an s.u.v. saying he feared for his life from a swarm of bikers, hit one as he was speeding away. bikers chased the car, broke the windows, dragged the driver out and began beating him. a good samaritan stopped the assault. >> i approached the man because i saw he was almost dead on the floor.

>> welcome back. let's start this half-hour with a quick look at the weather with meteorologist lisa argen. >> good morning, carolyn. the sun officially up at about ten after seven u notice the clear skies. winds are light. we are chilly everywhere around the bay except in downtown, in the low 60s. even with the calm winds a pretty mild start. oakland much cooler, 56. and 50 half moon bay. still a big ridge of high pressure dominating our weather, allowing for a light offshore flow early on. notice a few clouds around making for still a mostly sunny sky, but the winds going from offshore to slightly onshore throughout the day, will bring a little bit of a sea breeze here

and a few clouds making for a few changes with numbers still on the warm to mild side. i'll detail the forecast today and talk about the autumn-like cool down headed your way as soon as tomorrow. carolyn. >> thank you, lisa. i know you are watching this. tropical storm karen has weekend to a tropical depression and stalled off the louisiana coast. but it still threatens to bring strong winds and heavy rains to vulnerable low-lying areas, especially in louisiana. forecasters say it could pass through the area sometime today. we have a look at the preparations with abc news. >> reporter: the wind picking up. the rain moving in. tropical depression karen slowly, unimpressably making her way to the gulf coast. >> you would never expect it to be like this. we expected a lot worse. >> karen was downgraded last night to a tropical storm but brings the threat of strong winds and storm surges up to

three feet in some areas. they say karen will not strengthen into a hurricane but the memory of the past furries causes people here to take precautions. >> we will have our guard up. we have had storms that have been like this of that hung around for days. >> a state of emergency is already declared for parts of the panhandle, alabama, mississippi and louisiana. some emergency situations are up and running, homes sand-bagged and boats tied up. the gulf coast ready to ride out the storm. >> we definitely take them seriously. >> it is still calm . most of the effects are still offshore as the storm continues to weaken. abc news, louisiana. >> the national weather service is still assessing the damage from a tornado that ripped through parts of iowa and nebraska friday night. at least four homes were destroyed and nearly a dozen others damaged. 15 people were injured in the

small town of wayne, nebraska. blizzards are moving across the dakotas. this video shows heavy snowfall near rapid city, south dakota. forecasters say the amount of snow dumped by a cold front, 3 1/2 feet, is a record for this time of the year. >> an amazing site in new mexico where hot air balloons were nearly blotting out the sky. you could hear the roar early yesterday morning as air began filling the balloons. from the air it looked as though the ground was covered with brightly-covered easter eggs. the 42nd annual albuquerque international balloon festival runs through today. the family of a two-year-old boy says he was not allowed on a ride at a fair at fresno because he's autistic. but fair officials say that's not what happened.

things went wrong when he wanted to get on the chopper hopper. his dad normally rides with the son to make sure he's okay. >> first they said he's okay. and my husband said i'm going to go with him. we won't allow him to go on the ride because he's autistic. and the carney said disabled kids, no, he needs to go. >> but they said the dad did not want to pay to ride with him. the family complained and the fair operator investigated the incident and offered the family a free day at the fair which they have accepted. fresno fair said the worker will be retrained on the company's policies. the government shutdown is all about obamacare which requires almost everyone to have health insurance next year. and if you don't sign up by march, you are going to be fined. in california more than 5 million people currently do not have health insurance. abc7 news health and science reporter carolyn johnson shows us how volunteers are trying to educate people. in the day. it's been all about the offshore push that will bring numbers well into the 80s and have the uniform temperatures all across the bay. yesterday, how about that 90 in santa cruz? today a little bit more temperate. 7:10 the official sunrise, setting at 6:45. a little bit of cloud cover here offshore. some of this will be make its way over the bay. still a mostly sun my sky by the afternoon. check out this purple haze from mt. tam where we are enjoying a beautiful start to the day. although it is pretty darn cold out there with numbers in the 40s in the north bay, even along the coast. yesterday it was as much as 20 degrees warmer at this time in half moon badu to a gusty wind. you were up to about 70. right now leading the pack is san francisco at 62. 54 san carlos with low 50s san carlos. from our sutro camera, gorgeous out there. high pressure in control once again. strong high pressure and things change.

low pressure will visit us by the middle of the week. concord 48 degrees with 50 in livermore. but a good recovery this afternoon. here's what i'm talk about with the cooler numbers from half moon bay. even oakland. you were in the 60s yesterday. we have the lighter winds and that's allowing for the clear sky and the radiationial cooling to take place and everyone dropping off this morning. but with high pressure, hey, how about another beach day? i talked about the 90 in santa cruz yesterday. today, well, we are going to see the on shore flow by the afternoon. that will bring the numbers into the mid-80s today. so clear and cool for everyone this morning. warm this afternoon. a few high clouds. we will see much cooler weather headed our way beginning tomorrow and by tuesday, wednesday, in fact a cutoff low will be visiting us, bringing further changes. mid-and upper level high pressure allowing for the offshore flow, bringing that warmth inland to the coast once

again. smattering in a few high clouds from time too time. temperatures coming back by the afternoon with that stronger sea breeze. but we will be looking at, boy, a warm afternoon state-wide. southern california still pretty coastie at 11 degrees. look at 90 in fresno, the cooler on shore push bringing the numbers back into the upper 70s. but, hey, still what a nice afternoon. 84 in yosemite for a warm afternoon there. and we are looking at temperatures in san jose to continue the downward slide beginning tomorrow. so if you are mid-850s today, little change electric yesterday to today. then the numbers come down. look what happens tuesday, wednesday and thursday. the coolest days of the week. and by the end of the week, maybe a little built warmer. so we will look at high temperatures today ranging from the upper 70s. 83 palo alto. 85 in san jose. and a couple of big, big games later on today. both late games looking at candlestick, low 70s 5:30 into the 60s with the clear sky and

and north almandin avenue. the finish line is near the plaza where a concert features atlas genius as the headliner. this year runners have come from 45 states and nine countries to take part in the run and fun. a san francisco tradition started by the late supervisor harvey mill happens today. the castro street fair. this is the 40th, or will be, anniversary of the event at market and castro street. you can expect to see a lot of people wearing ruby red as they enjoy the color of the castro. it raises money for local charities. if you are going, you are encouraged to make an optional donation at the gate. the fair runs from 11:00 this morning until 6:00 tonight. and a nice day to get out there and wear those rube red slippers. >> why not? when the sun sets at 6:45 we definitely lose a lot of the warmth we will be gaining in the next several hours. 82 oakland, 83 palo alto. so offshore winds turning
