carlson boulevard, on ramp here, interstate 80. so, they are waiting for the tow truck to get here. they have made the phone call. that tank is still leaking. firefighters say its' a small leak but they have evacuated the section of the hotel sitting here, the rooms that face the tank here in america's best value inn. they tell me there's about ten people. one officer told me we are talking about 500 gallons worth of propane inside that tank. >> we have a very small leak. when i say small, talking about something the size of your home barbecue propane tank at this point. we are mitigating this and will have details soon. >> it happened at carlson

have downgraded a moderate earthquake that shook the east bay, the tremor struck before 9:30 last night, originally measured at 3.1. there were no injuries, no damage. and 7 news viewers all over the east bay and san francisco called our newsroom reporting feeling the quake. ten years ago today, californians went to the polls and replaced their governor with a movie star. today marks the tenth anniversary of the recall election that saw democrat gray davis ousted and replaced with republican arnold schwarzenegger. it was the first ever successful recall of a governor in california history and the only second such recall recall nationwide. in an interview over the weekend with the "los angeles times," davis reflected on the recall. he said, "historians will be the best judge. i'm not sure enough time has passed for us to know what the full effects of the recall are or to what extent california is better or worse."

the 2013 nobel prize in sociology or medicine jointly to james rothman, randy scheckman and thomas sudhof. >> reporter: announcement for the nobel prize for medicine came about 1:30 this morning our time in stockholm, sweden. sudhof is a professor at stanford. he won the prize with randy schekman, a uc berkeley professor. and a third professor from yale. they solved the mystery of how the cell organizes a transport system. sudhof is traveling in europe. his wife spoke with him this morning by phone. >> he said he couldn't believe it. he wants to go on to the nobel prize website to see if it's real or is this someone putting a prank on him. i told him it's real. >> reporter: the professor not only get the prestige of winning the nobel prize but split $1.2 million.

good morning t is 6:29 on this monday. looking a heavy traffic on 680 through walnut creek. leyla gulen checking it out for you, no incident. just a lot of cars. pack your patience as you head out the door. thanks for joining us. i'm kristen me. . >> i'm eric thomas. we are continuing to follow breaking news out of richmond a tanker crash force adamo tell to evacuate some of its guests. this is a propane tanker. abc7 news reporter amy hollyfield joins us live from richmond. amy? >> reporter: eric, we are seeing progress. chevron just sent this truck you have seen behind me. they are going to siphon the leaking propane gas from the tank that's like on its side on the road into this truck, before they clear everything out of here. the tank is still leaking. it's got about 4500 gallons of propane inside of it and firefighters describe it as a slow, small leak. but they say it is still leaking here at carlson boulevard in

richmond right next to interstate 80. they did test the air. they found small amounts of propane seeping out but they are going to be testing it again. >> we will be sending another crew in pretty shortly here to get an update on our air monitoring. we want to make sure even though we got to monitoring levels earlier, especially if proximity to the freeway, that we don't get any additional leak or anything that escalates. so we are going to get an update on that monitoring pretty quickly here. >> reporter: they have evacuated the we were side of the hotel that is right here along the freeway. the america's best value inn. an employee who answered the phone told me that impacted about ten people that they had to move from that side of the hotel. this is happening at the carlson boulevard exit and on ramps right here at the interstate 80 and they have closed both the exit ramps in both directions and they think it's going to take them another couple of hours to get all of that propane moved off of the tank and then cleared all of this out of here. reporting live in richmond, amy

the coast guard station, but they were able to attack the flames from ground level. >> we have some initial reports from telephones, could have been fireworks involved, we basically had two spot fires rapidly growing on the side of the island. >> fire crews controlled the flames before they threatened any buildings or people. developing news from the peninsula this morning. pg&e crews in san carlos are gradually reducing the pressure in a controversial pipeline following a judge's order to completely shut it down. the pipeline runs under the city along britain avenue. pg&e insists the pipeline is safe but internal e-mails question the integrity of an 80-year-old seam weld on the pipeline. that's when san carlos officials asked the judge to step in. the process of shutting the pipeline down could be completed by tonight. happening today, former president jimmy carter will visit the habitat for humanity construction site in oakland, where workers were robbed just a few days ago. mr. carter has helped habitat for humanity build homes around
