let's talk about traffic and see what's happening out there. what we do have is a project through the caldicott. we have meetering lights that will be in a test mode. that will happen around 10:30 this morning in both directions. watch out for that. that could slow things down in the west and eastbound directions along highway 24. as we take a look at mass transit, everything is running on time. b.a.r.t., uni, ace train, cal train. here's a picture of this, the golden gate bridge out of saw so he let tow. >> thank you. leyla. it's 5:01. developing news where police are investigating the suspicious death of a 7-month-old baby. amy is live on the scene of a child's home where investigators are inspecting right now, amy. >> eric, two other officers have arrived here at the scene. we are here at the house where investigators are looking for evidence, but they're still waiting for homicide inspectors to arrive. this is the home of the baby on

monterey here at acadia in san francisco. the police were first called to san francisco general hospital. a mother showed up there about 12:30 this morning with her infant and we're told the baby died. the medical examiner then got involved and declared that the death looked suspicious so the medical examiner called in police. officers are conducting their investigation right now, but at this point they say it's too early to say what they think happened here. live in san francisco, amy holifield, abc 7 news. >> amy, thank you. new this morning, investigators are investigating a fire in santa cruz county. it broke out before 1:15 on redwood drive. two homes and an outbuilding were destroyed. another home was destroyed and some grass. other people have been evacuated but they've all been allowed in. no word yet on the cause of the fire. new details to tell you about this morning in the

investigation of the crash of asiana airline at sfo. the pilots are saying mechanical failure was to blame. according to the wall street journal they're saying the jet's speed control system, also known as auto throttle, disconnected without warning before the plane hit a seawall. the boeing 777 crashed at san francisco international on july 6th leading to the deaths of three girls. sources close to the investigation say the pilot's investigation differs from the preliminary findings which did not uncover any mechanical or other problems with the plane. the government shutdown is now in day eight, and while some workers are being called back to their jobs, others are being furloughed. the federal aviation administration announced it's recalling 600 furloughed employees that are working in the office of aviation safety. more than 600 workers were taken off the job because of the shutdown. the nuclear regulatory

commission says it expects to furlough some 3900 employees by thursday if no deal is struck between the president and congress. meanwhile, the department of veterans affairs says the government shutdown has halted the progress it was making in reducing a back log of more than 400,000 disability and pension squlie claims. angry truckers plan to have a three day protest. they plan to drive around the streets of the nation's capitol as they've done in the past to protest high fuel prices. they're angered by low wages, fuel prices, regulations and the government shutdown. the city is launching a formal search for a permanent police chief five months after oakland police chief howard jordan abruptly quit. we're talking about oakland. they sent out a letter announcing a nationwide search that's expected to take several months. it will be managed by a professional recruitment team with input from the community. shawn wentes served as interim

chief. they hope to make an appointment by february or march. a ribbon cutting ceremony will be held today to celebrate the opening of the defender's lodge. this is a state-of-the-art hotel constructed exclusivedesively f veterans receiving care. it will feature 52 first class private rooms with 104 beds. major funding comes from the penn fed foundation. that's a nonprofit working to meet the needs of service members and their families. san francisco is getting tough on people who raid residential recycling bins. officers will begin monitoring collection locations in response to complaints from residents. they say recycling pirates are swooping into neighborhoods in the middle of the night in big trucks. not only do they make a lot of noise, they often leave trash on the street. police are also asking you to give them a call if you see someone raiding recycling bins.

5:05 now. time for a check on the weather forecast. do we really need an umbrella, leyla? >> not today but maybe tomorrow night around midnight. hopefully everybody will be in bed and fast asleep. it's a slight chance of showers really as we take a live look at doppler 7 d. so far it's fairly clear conditions. it is mostly clear across the bay area waking up to patchy coastal frog. what we are expecting is a trough of low pressure to continue coming towards the bay area. as you can see as we make that push in the eastbound direction so really some of that cooler air also going to bring some moisture come wednesday evening. so that also means some storm winter watches for our higher elevations. more on that in just a little bit. right now take a look from our exploratorium camera. you can see how clear it is in san francisco. for the next few days we expect to see temperatures dropping down a little bit only to ramp

up slightly towards the end of the week and into the weekend. if you're around the bay, you will be in the low 70s. mid to lower 60s along the coast. and we'll get to your accuweather seven day forecast coming up. right now, let's talk about traffic where we do have a couple of problems, really construction problems to get in your way. that's going to slow you down just a little bit. traveling along the northbound side of the city between scott creek road and mission boulevard, you will see mostly green. watch out for the construction crews. southbound side at 680, pleasant hill towards walnut creek. willow pass to gregory, that's where we have another construction project. that will last until 6:00 tomorrow morning. let's check out san jose and see how things are moving along 280. as you come away from 17, hardly seeing any headlights. just a couple of taillights there as you push your way towards 17 and in the southbound direction. so for the most part accident free and top speeds. >> leyla, thanks a lot. it's now 5:07.

the officer is accused of trying to use the suspect as a confidential informant after determining she forged signatures for friends. he proceeded to ask for cash in exchange for dismissing any crimes against her. abran, a six-year department veteran turned himself in yesterday, posted bail, then resigned. happening today in southern california, riverside county is considering an ordinance that would require pet owners to spay or neuter their pit bulls. the public will have a chance to weigh in on the i shassue in a public hearing today. this will require pit bulls and pit bull mixes to be sterilized. it comes in the response to an increase in the number of attacks on people. animal services says the ordinance would reduce the number of pit bulls in county shelters. critics think the decision should be made by pet owners. california is sending a team of highly trained workers to help with recovery efforts in colorado. they will assist communities

affected by mud slides. califor help after last month's disaster. flooding swept over more than 1500 square miles in 17 counties. governor brown signed off on a request to deploy three specially trained workers with the office of emergency services. they will be in colorado for 15 days. firefighters saved the home of a northern california couple with some quick, unorthodox thinking. flames from the summit fire in bute county were fast approaching lana starks' home. firefighters told them to shelter inside the home. then they turned their attention to the family pool. >> with a chain saw, it caused the water to flow out and put the fire and save the house. it's what saved the house. >> about 3500 gallons of water came gushing out. that put out the flames. the starks say the unusual maneuver saved their lives. 5:13. more problems for the nation's new health exchanges under obama

care. >> here's jane king with the morning's bloomberg business report. good morning, consumers signing up for health care under the new government run health exchanges may get less than they bargained for. industry consultants say people who signed up for insurance plans may not get coverage because of technical glitches. insurance companies have been receiving files they can't open or have so much missing information they're unusable. they say it's so early but if the problems aren't fixed some people may not have coverage on january 1st. general motors is rolling out a sleeker escalade. no word on the price of the luxury vehicle. gm looking in the rear-view mirror of competitors. they get better gas mileage and says it may start to make a smaller version of the escalade. i'm jane king with the bloomberg business report. 5:14. brittain's prince george is not even three months old. already he's getting his own coin. the british mint is issuing

coming over the bay area tonight and into tomorrow. also that chance of rain is going to visit us on wednesday due to -- this is all due to a trough of low pressure coming in from the pacific northwest. you can expect to see cooler and breezier conditions tomorrow. that mixed pattern mid week, that will sort of leave us by thursday and then an uptick of temperatures as we head closer to the weekend. snow in the sierras. this is what it's all going to look like. if you are planning on traveling out to, say, yyosemite, lake tahoe, that's where the bulk of the snow will be, 2 to 5 inches of it. very windy gusts of wind. that will be about 50 miles per hour. so just be very careful. also those windy, mountainous roads. those can be rather treacherous. be careful. as we talk about our highs today around the bay area, we're going to be topping out in the mid to lower 70s for much of the peninsula. 74 degrees in san jose as we take you up to the north bay.

the mother brought the baby to sf general. police say the death is suspicious. number two, the asiana pilots involved in the crash at sfo are blaming the crash on mechanical failure. so far the ntsb has not uncovered any mechanical problems. abc 7 reporter katie marzulo will have the story in minutes. number three, b.a.r.t. negotiations resumed this morning. union leaders announced during a break last evening they would not issue a 72 hour strike notice for friday morning. there are just three days left before a 60-day cooling off period ends. number four, as the government shuts down or rolls into the eighth day, some federal employees are trickling back to work. the faa says it's asking about 800 furloughed workers to come back to work. more than 15,000 faa workers were taken off the job because of a shutdown. number 5, the oakland a's can advance to the american league championship series with another win. the a's came back to beat the

tigers 6-3 yesterday taking a commanding two games out of three lead. number six, a cooldown continues. we're going to be topping out into the lower 70s in south bay. also we do have a chance of rain in the forecast. i'll have more on that coming up. and number seven, light commute so far this morning. a look at the bay bridge toll plaza where the lanes haven't loaded up just yet. a couple extra headlights there. for the most part we have quiet conditions on our roads. >> leyla, thank you very much. our time is 5:24. a group in san jose is on a three-day mission to urge silicon valley people to help the homeless. participants are walking through neighborhoods in silicon valley asking the homeless and those in need to join them. the group plans to march to some of the biggest corporations in the valley to encourage them to do more to bridge the gap between the wealthy and the

poor. >> we believe we can build the gap by talking to corporations like apple and google and get them to become more aware of the problems. we are aware they do philanthropic work but we need to do something more dramatic. >> the walkers are staying at churches along the route. china is throwing quite the panda party this week. 14 giant panda newborns got to enjoy the sunshine for the first time yesterday. they took to it well. they were taken outdoors at a breeding center. among the 14 baby pandas, four sets are twins, can't you tell. giant pandas have a low birth weight, both in the wild and in captivity. having this many cubs is a treat and a testament to the breeding program. an unidentified bidder is the proud owner of one of the largest diamonds ever found. take a look. this white diamond sold for $30.6 million at a hong kong auction yesterday. it's flawless, egg shaped. it weighs 118 kaircarats.

because that means we're pretty much top speeds in most of the bay area. but certainly not in antioch. you can see just big line of red. those are brake lights. 26 miles per hour is going to be your top speed. once you get closer to railroad avenue, then you'll start to see those speeds uptick a little bit into the 50s and 60s as well. our drive time traffic 680 southbound from highway 4 to walnut creek. 6 minutes will get you there from walnut creek to highway 13. that is a 9 minute commute. 43 minutes on the highway. that drive is building. it's 5:30. more now on the threat of a b.a.r.t. strike. developing news. it's still on the table, but the strike may not start friday after all. the unions have not given the promised 72 hour notice before they walk off the job. abc 7 news matt keller is live in fremont. is this a positive sign, matt? >> reporter: yeah, you know, a little bit of relief as they did

not issue the 72 hour strike. the 60-day cooling off period is set to end friday morning. we think that was probably conservative at the time and could be much worse this time around because school is back in and people are not on vacation, so we could have disastrous congress sequences if a strike occurred. >> reporter: the bay area council is encouraging employees to work from home. for some people who work in restaurants or clean hotels, that wouldn't be a possibility. the hope is that b.a.r.t. and the union meets some type of agreement. they're scheduled to meet this morning at 10:00. reporting in fremont, matt

keller. developing news in san francisco. police are investigating the mysterious death of a 7-month-old baby. this morning officers are at a home on montery boulevard on acadia street. the baby's mother walked into san francisco general with her infant. the child was pronounced dead. abc 7 news reporter amy holifield is live in the glen park neighborhood where the baby lives. she will join us with a live report. new details on the deadly asiana airplane crash. there's a report out that the pilots are blaming mechanical problems. the black box recorders are telling a different story. katie marzulo has a different story. >> we know the investigation is on hold because of the government shutdown but "the wall street journal" citing people familiar with the investigation so far says there's this discrepancy. the journal reports ntsb investigators have not found any mechanical nor electrical problems with the twin engine jet prior to impact.

those same sources say the pilots have told investigators they believe the automated speed control system, called the auto throttle, disconnected on its own allegedly without any warning to the crew. now supporting the pilot account, asiana 777 maintenance logs show a number of, quote, uncommanded auto throttle disconnects. asiana officials reportedly plan to bring that up to the ntsb in person when they visit the board in the coming months. early next year the ntsb is going to hold a public hearing. they said maybe the pilots did not correctly activate the automated control. neither the ntsb nor asiana airlines have commented on "the wall street journal" report just yet. the crash on july 6th killed three teenagers and injured nearly 200 other passengers. live in the newsroom, katie march zul low, abc news. >> katie, thank you. a driver who apparently fell asleep at the wheel gave one san jose neighborhood a rude wake-up

call. the driver hit several parked cars on camden avenue. as you can see, the tire marks he left on the grass. right there. he sheared off a fire hydrant before slamming hard into the side of an apartment building. residents say this isn't the first time parked cars have been hit on that street. one guy thought moving his car across the street would do the trick. >> yeah, because we've had two cars hit on that side of the street, one totaled drk two totaled there. thought we would be safe over here but i guess not. >> crews were able to cap off the gas meter that was hit by the truck. police say the driver was not drinking. a salmonella outbreak linked to chicken has marred its way to the bay area. the chicken has not been recalled. illnesses has been linked to chickens linked to foster farms. they have not been able to zero in on specific chicken products which is why there has not been an official recall. they have issued a public health

alert saying the products may have sickened nearly 300 people in 18 states. packages with the following serial numbers may be the cause, p6137, p-6137a and p-7632678 if you missed those numbers, we put them on our website. while the u.s. department of agriculture is opening during the shutdown, it's operating with greatly reduced staff. they're asking for the help to find a man who is the mastermind of a large drug operation. investigators are trying to track down 22-year-old jose jiminez olmos. they seized a large amount of drugs and cash from his home. the raid took place in a neighborhood where houses are valued around $1 million. they say they found meth, heroin, and coke worth an estimated value of $1.5 million as well as $825,000 cash. they believe a mexican drug

cartel may have supplied him with the drugs. 5:35. happening today, p.g. and e. officials will be in court to argue that a pipeline in san carlos shut down over a potential danger is safe. the gas pipeline in question, line 147, runs underneath residential britton avenue. a judge ordered it shut down after an internal memo questioned its safety. yesterday pg and e greatly reduced the pressure on the line and capped it so it can no longer receive gas. san carlos's mayor wants proof from the utility that the line is now safe. a security breech at ucsf after a laptop containing data of more than 3,000 patients was stolen from an employee's car. the theft happened last month. it's the latest in a series of i.t. security breaches and could cost the university hundreds of thousands of collars in fines. the patients impacted were notified last week. the data that was stolen included names, dates of birth, health information and in some

cases social security numbers. police have been called in to investigate a fire at a home in downtown san jose. firefighters got to the scene before 9:00 last night. the home on north 7th street. they saw flames and smoke pouring out of the basement. firefighters say they had a hard time getting to it because the windows were covered with bars and fly wood. a fire captain told us the basement was illegally electrically wired and it was being used for unspecified illegal activity. new this morning, the second nobel prize of the year has just been announced in sweden. francois engeler from belgium and peter higgs from the u.k. won the nobel prize in physics this morning for the discovery of the higgs bosen, an elusive particle that gives mass to the universe. also known as the god particle. randy schectman and thomas sudoff along with a professor from yale picked up the nobel prize in medicine yesterday.

the government is entering the second week of its partial shutdown. senate democrats are planning to pass a stand alone measure to raise the debt ceiling two in nine days. the measure could be unveiled as early as today. it could trigger a meltdown on the financial markets with the first ever possible default on u.s. obligations. meantime, president obama has increased the pressure on house speaker john boehner to hold a vote on a clean spending bill to expand funding and end the shutdown. the speaker claims a funding bill cannot pass unless republicans get changes to obama care. a new abc news washington post poll shows republicans are losing the most ground in the shutdown blame game. 70% of the surveyed in an abc news washington post poll disagree with the way it's being handled. 60% disapprove of the job the government is doing. president obama, virtually unchanged with 51% unhappy with

his approach. that's up just 1% since the shutdown began. former president jimmy carter will be in san jose today working up a sweat for one of his favorite causes. he and his wife rosalyn will be working at a habitat for humanity site this morning. they will have star power at their side as well with country stars garth brooks and trisha yearwide pitchiood pitching in. the carters have worked with habitat for almost 30 years. after they leave the south bay today they'll head to projects in denver, new york, and new jersey. the oakland a's can wrap up their divisional playoff series against the tigers with one more win in detroit this afternoon. the a's now have a commanding two games to one lead in the best of five series. they came back to beat the tigers 6-3 yesterday. if the a's win today, they'll advance to the american league championship series for the first time since 2006.

notice. our first forecast as we talk about inland temperatures. you are going to be dropping another 5 degrees or so. 76 to 80 degrees will be your high for today in the bay area topping out about 71 degrees along the coast. a bit chillier. it will be downright cold in some areas such as sonoma county and marin county. in the north bay, you will enter into temperatures in the 70s. there's a mass of cool air that will be visiting us for the next couple of days. that will bring with us some moisture wednesday evening. that should all dissipate by thursday then we'll start to see temperatures warming up just in time for the weekend. not without a chance of some snow showers for the high elevations in the sierra. i'll have more on that coming up in a little bit. right now, you don't have too many problems in the traffic department. we do have construction projects, but mostly green and green means go. as we take you right over

saturday's a's game and witnesses captured the violent confrontation with officers on video. >> taz him. taz him. >> you heard people nearby encouraging officers to taz the man, and they did just that after he resisted and began fighting with security officers at the coliseum. elliott rosette posted this video on youtube. it's unclear what started the commotion or whether the fan will face charges. a man that was attacked while surfing said it came out of nowhere. the shark attacked him off a surf spot off samoa near eureka. he was paddling waiting for a wave when a nine foot great white took a bite from his upper thigh and his board. his group paddled in and encouraged him to do so. >> i remember swinging at the shark and swam away.

my mind was thinking, wow, that shark is so healthy and beautiful. >> once on shore scribner's friends wrapped up his leg and kept him warm until emergency crews arrived. the bite required 30 stitches. you san francisco's famous coy tower celebrates a milestone today. it was donated by leslie coyte. today is its 80th birthday. several of her descendents will be on hand to blow out the candles on a birthday cake. don't need the umbrella today, but tomorrow is another story, right? >> that's right. if you're going to be out late, that is the only catch. so hopefully everyone is going to be in bed toasty with a nice cup of tea. >> we all are. >> we go to bed early. >> we go to bed around 5:00 in the afternoon, we won't be affected at all. >> you go to bed at 5:00?

>> i know. >> actually, i do know somebody that goes to bet preddy early, not 5:00 early but maybe 6:00 early. won't name any names. good morning, everyone. not seeing any returns right now. that's going to change tomorrow. but we do have the trough of low pressure that will be visiting us. that's what's bringing in the cooler temperatures. you may see the temperatures slowing down off of such a beautiful weekend we had. the good news is there is light at the end of the tunnel if you do prefer warmer weather. we have this trough that will be bringing us not only cooler weathers but the chance of drizzle on wednesday evening. that's going to fall overnight. currently our temperatures are going to be in the mid to lower 50s for much of the bay area. seeing some 40s in some places like in morin. chilly conditions out there. it is walk to school week so do be sure to pack a sweater for those little folks that are heading to school. taking a look at our highs for

today. pretty much once the sun comes up it's going to be sunny for most of the bay area. that's going to then get shrouded under cloud cover later on in the evening and overnight, but for today you can expect to see pretty much sun drenched conditions, 73 degrees in oakland, 72 in san mateo. going to be in the lower 70s in the north bay. upper 70s in the east bay and inland valleys. we have a storm watch so starting tomorrow morning for 24 hours we're going to most likely experience some snow in the higher elevations of the sierra. about two to five inches. also very gusty conditions. about 50-mile-per-hour winds. chilly and in the lower to mid 50s. you can see 52 degrees in oakland. my accuweather seven day forecast. bear with me with the rain coming on wednesday night. that should clear up by thursday and as we head into the weekend, we'll start to see those temperatures slowly going back up again to about 78 degrees

inland. 74 around the bay and 64 along the coast on saturday. let's head out onto the roads, shall we? let's see if traffic is agreeing with us this morning. it is certainly getting busy in the usual spots. antioch along highway 4. if you're traveling over the altimont pass, pretty crowded. we have an accident in the caldicott tunnel. tap on the brakes as you approach it. if you're heading along in the eastbound direction, some volume there. also want to let you know at 10:30 this morning they'll be testing the metering lights there. that can slow traffic down considerably. eric, christ tkristin. >> it's 5:50. engineers will turn on new traffic lights in the third bore of the tunnel at 10:30 this morning. they'll stay green for ten days. crews are testing a new warning system that will go into service later this year. cal tran says when they're fully

>> that's exactly right. i'm sure that water is much warmer than what we've got out here. we also have some cooler temperatures today. taking a look from our exploratorium camera. for the next three days you can expect to see the temperatures dropping down. by friday it will start to go up a little bit. you know what, we do have a chance of showers on wednesday as well. our highs for today across the state, well, we are going to experience cooler conditions just about everywhere. certainly in the sierra we do have a winter storm advisory as well. all right. we do have several bad crashes in the bay area. look at that traffic, two of which are multiple vehicle crashes as we take you over to the caldicott tunnel in the westbound direction. there's a four-car crash out here. couple of lanes are blocked and debris is scattered everywhere. it sounds like someone was coming out of the tunnel a little bit too fast and they spun out of control. we have emergency crews that are headed out onto the scene. they're probably headed in the

eastbound direction. do expect some activity in the eastbound direction as well. into san jose we go, northbound side of 101 at story road. we see a heavy backup coming from the 280-680 split. we have bumper-to-bumper traffic. three vehicles blocking one lane. if you have an old klunker, now is a good time to get some money for it. the bay area air quality management district has $7 million to get older, higher polluting cars off the road. here are the rules. i don't remember car must be a 1994 model or older. it must be registered in the bay area and in drivable condition. it has to pass a smog check. if your vehicle qualifies, you could get $1,000 for that klunker. we have more information on our website at abc 7 news.com. look under see it on tv. apple could be planning a larger phone for the new iphone.
