making news in america this morning -- breaking news. snatched in the middle of the night, the prime minister of libya, captured by rebels. new details about a possible u.s. connection. thrill ride. passengers get stuck on a towering rollercoaster for hours. what caused the malfunction? train versus truck. the mistake a driver made that led to this wild collision, caught on camera. and clearing the air. jimmy kimmel and kanye west come face-to-face, following their epic twitter feud. >> i don't know if you know this. a lot of people think you're a jerk. and good morning. we begin this thursday with that breaking news from libya. >> the libyan prime minister has

now free after he was kidnapped by armed rebels. ali zeidan taken by gunmen from a hotel in tripoli where he lived. the abductors released this picture they say was zeidan in captivity. al qaeda threatened retaliation last week after the capture of terror suspect of abu anas al libi. several groups accused the government of colluding in or allowing the raid. but that was strongly denied. the libyan prime minister is freed after briefly being kidnapped from a hotel. here at home, the u.s. facing its deepening crisis. as the government shutdown enters day number ten. >> there's no compromise in sight. and the price tag of that shutdown is going higher. now costing upwards of $3 billion and counting. but there may be a glimmer of light at the end of this tunnel. abc's tahman bradley has the latest from washington. good morning, tahman. >> reporter: diana and john, good morning on this tenth day of the government shutdown. a big meeting between president obama and house republicans. but it's not clear it's going to make a difference.

today at the white house, president obama and republican congressional leaders sit down for talks about ending the government shutdown and avoiding default. there are reports house republicans are considering raising the debt ceiling temporarily. but it's not clear what conditions are attached. house speaker john boehner keeps pushing for changes to the president's health care law. >> how can we tax people for not buying a product from a website that doesn't work? >> reporter: in an interview with abc's philadelphia station, wpvi, president obama again said he won't negotiate until the government's back up and running. >> if i'm not getting 100% of my way, i don't say, well, i'm going to shut down the government. >> reporter: there's agreement in washington on one important issue, military death benefits. the shutdown has temporarily put on hold the $100,000 payment given to the families of service members who died. first lieutenant jennifer m. moreno of san diego was killed over the weekend in an i.e.d. attack. >> she sacrificed for her country, for her family.

why wouldn't that have been taken care of? there is no excuse. >> reporter: the president announced a contract with a civilian charity to pay the families immediately. the government shutdown is also having an impact on the big business of beer and wine. new alcohol recipes and labels are not being introduced because the tax and trade bureau has stopped approving applications, seen as nonessential. >> it's something that we can't live without having the ttb approve the labels. >> reporter: today, the secretary of treasury is expected to tell congress, he cannot guarantee payments for social security, unless the debt ceiling is raised. john and diana? >> all right. abc's tahman bradley, live in washington for us. thank you. with the national park service hamstrung by furloughs, a south carolina man has taken it upon himself to do some groundskeeping at the lincoln memorial. >> he was pushing a lawn mower and toting a chainsaw, on the north side of the monument, doing the landscaping work that park service employees would normally do. he says it's a moral obligation. >> the building behind me,

serves as a moral compass, not only for the country, but for the world. and over my dead body are we going to let this deteriorate. >> unfortunately, though, he was not able to finish his chores. he was told to leave by the park police. new this morning, we're hearing that the father of nsa whistleblower edward snowden has arrived in russia. russian media is reporting that lonnie snowden has arrived at moscow's main airport where his son was holed up for more than five weeks before being granted asylum. this is his father's first visit with his son, since the former government i.t. government contractor fled the u.s. back in june. the u.s. has cut hundreds of millions of dollars in aid to egypt, in response to the removal of president morsi and bloody crackdown by the military. the aid included military hardware, like fighter jets and attack choppers and $260 million in cash. the freeze in aid is set to be temporary. a dozen people are safe and back on the ground this morning after a scare at universal

studios in florida. they got stuck 150 feet in the air when that rollercoaster you're looking at suddenly stopped. a park official said a computer unexpectedly clicked into safety mode. the that brought the coaster to a halt. took over two hours to get everyone down. >> being in that position and not knowing, not understanding why you're in that position, you're going to be a little bit upset. once we got up there and the guys were able to talk to them, calm everybody down. >> he also said, they gave the riders towels to huddle under because it was chilly up there. the park and coaster will remain closed until they figure out the problem. a former police officer was shot and killed after he opened fire on a federal building in wheeling, west virginia. police say thomas picard was a 20-year veteran of the wheeling police department before he retired 13 years ago. investigators are still searching for a motive, including the possibility that picard had some kind of issues, possibly with the federal government. a health scare in las vegas after a young mother and her newborn twins died of tuberculosis.

now, health officials are trying to test everyone who might have come in contact with the victims. so far, 26 people have tested positive for tuberculosis. although only two of them have a contagious form. officials did not know that the young mother had t.b. until an autopsy confirmed it. the agriculture department is threatening to shut down three foster farms plants linked to salmonella outbreaks today. some raw chicken packaged at facilities in california's central valley may be to blame for sickening nearly 300 people in 18 states. foster farms insists that it is cooperating with the usda, saying it has already put new food safety controls in place. the body of a woman found this week in a stairwell of a san francisco hospital has been identified as lynn spaulding. she had checked into the san francisco general hospital on september 19th, with an infection. and she vanished on the 21st. spaulding's body was discovered 17 days later, during a random search of a very rarely-used stairwell. outraged family and friends want answers. even hospital administrators are horrified.

is having a positive effect on the housing sector, which is seeing foreclosure rates dropping. overnight, we learned that the number of homes entering foreclosure has slid to a seven-year low, as fewer homes fail to complete their payments. and the rate of completed foreclosures is down by 24% from this time last year. some positive moves in washington are being met with approval on wall street. janet yellen's fed chair nomination helped stabilize the market a bit yesterday. and signs of compromise on capitol hill and the budget stalemate helped hold off a further slump in stocks. t-mobile hoping to be tops with international travelers. starting october 31st, the carrier is eliminating fees for data and texting services in more than 100 countries. it's capping charges for international voice calls. those roaming fees can reach hundreds, even thousands of dollars for a single trip. burger king is cooking up a plan to get customers to try its new lower fat satisfries. it's giving them away. that's right. this weekend, burger king will hand out free satisfries to all

big hot air balloons are heading back into the sky this morning in albuquerque, new mexico, a day after a serious accident. two men badly burned when their balloon became entangled in power lines. the balloon was freed. but the gondola fell 40 feet to the ground. >> there was a big pop. flame shoots out the sides. you can hear all this. the gondola, then, goes down. >> one of the men onboard is undergoing surgery for his injuries. the accident is second at what is called the world's largest hat air balloon festival. a woman was hurt in a landing last week. this happened over the pacific. crews more than 1,000 miles to drop off medical supplies for a cruise ship. an elderly man was suffering from internal bleeding. the coast guard dropped it out and came to the rescue. a routine traffic stop ended with the arrest of a most-wanted fugitive suspected of murdering his pregnant girlfriend. the dash cam was rolling when

isaiah barker stepped out of his car, punched an officer and took off running. he even tried to steal a police car. after using stun guns, pepper spray and batons, police managed to subdue barker. an incredible collision that was caught on camera. watch and listen. that will wake you up. the truck carrying those big pipes, you saw them go flying. they got stuck on the track a few minutes before the train crashed into it. the driver jumped out. no one was injured. but the truck got pushed half a mile down the tracks. incredible, right? >> oh, yeah. wow. one more time. >> let's look at that. didn't think that might derail the train. but nope. >> everybody's okay. time for sports. the cardinals making a return to the national league championship series. >> here's neil and stan with all the highlights. >> good morning, america. i'm stan verrett. >> i'll neil everett.

>> live from the kgo-tv broadcast center this is abc7 news. >> it is 4:28. we have breaking news, s.w.a.t. teams have surrounded a hose in santa rosa. katie marzullo is in the newsroom with details. >> we have video of the teams armed and in place. there are reports shots were fired on the parkway with one person inside the home right now. the shots were fired at 11:30 so the stand off has been going on for several hours. the home is in northeast santa rosa in fox ridge neighborhood, expensive homes there. the police say neighbors are being asked to stay inside their home for now. there is an ambulance on the scene but with veto not heard reports of anyone being hurt. amy hollyfield is on the way to
