abc7 news starts right now with breaking news. >> the breaking news is great richmond where the discovery of a suspicious package forced evacuation of the federal building there, located at 12th near the richmond bart station. workers have been forced to wait outside while authorities investigate the package with wires. we have images of federal worker whose have been deemed "essential," working despite the government shut down.

this is video taken yesterday. we will continue to follow this for you and bring you developments when the information is available. >> our other top story, of course, bart is a welcome sight for commuters with trains rolling. is it only temporary? several agreements but this morning new players have entered the picture to move forward with a deal. >> bart top brass decision makers are now sitting down with union negotiators to avert a possible strike on monday morning. abc7 news reporter matt keller is in oakland. >> both sides are here. they are talking. a midnight sunday deadline looms. a strike could happen monday. bart's lead negotiators explains what the mood is like. >> i don't view it at contentious.

i don't view it as contentious, myself. they have been professional. we have been professional. no one is yelling or screaming if that is what you are assuming . >> union management and leaders have agreed, and bart negotiators say they were prepared to offer a new proposal yesterday but the unions said not to present it yet. the leaders said they believed it was the last best and final offer and had proposals on the table that needed to be negotiated. >> we did not refuse to take it. we wanted to talk about it and work on things we still had on the table. they were noting. they would not change it. we never did see it because that is unreasonably. that is not how you bargain. >> last best and final offer is a legal term. when we get to that, it will be

clear. >> you are not there? >> correct. >> bart had a contingency plan in place if today but canceled when the unions agreed to a contract extension through the weekend. a spokesman said they will be ready on monday just in case a strike happens. that is very limited bus service to nine east bay stations with capacity for 6,000 people of the both sides say the talks are moving forward. that is good. they are both hoping to avoid a strike. >> bart riders are able to get where they need to go today but monday could be a different story because the unions have issued the 72 hour strike notice. abc7 news reporter amy hollyfield is talking to bart riders if walnut creek. what is the reaction? >> custody a good news-bad news situation. some people were smiling but they had a furrowed brow. the moment no one was sure they would see opening up a lot of

happiness and relief. >> it is very good. i waited up until 11:00 to get the word from the news. >> although the bart trains are running today we found that the situation still created a loss in product it. >> i didn't sleep because i was waiting for the news to see what would happen with bart so by the time i did fall asleep it was 2:00 a.m. so i am late for work. >> most catching trains today said they cannot work for home and were not sure how they would get to work without bart. >> i was very relieved. very relieved. it is ridiculous they can strike considering we all depend on them. >> a city council member agrees and asked riders to sign a petition supporting the idea of a ban on transit worker strikes. >> i am supportive of collective bargaining trying to work it out but if they can't, the consequences should not fall on the riders. >> we heard a lot of support for the idea but heard concern of

of mind and not worry about whether we will be able to get to work. >> if you have something to say to bart or the unions use the hashtag "dear bart." >> now the partial government shut down now in the 11th day with in sign the government will re-open any time soon. this morning, president obama is meeting with republican senators hoping the discussions will bring an end to the crisis. g.o.p. senators will have their chance to try to narrow the differences with the white house on the debt limit and the shutdown. yesterday, the president met with house republicans for 90 minutes and both sides described meeting as constructive but all they agreed on was to continue talking. >> a woman accused of hitting an oakland resolution didn't with her car during an altercation appeared in court. the 25-year-old was an innocent bystander and now in a coma.

the 26-year-old woman is damaged in the hit-and-run accident and abc7 news reporter around joins us from the scene. cornell? >> yes, this is a tragic story and it began outside this bar in downtown oakland and escalated leaving one man critically injured. the 26-year-old law student was in court today. she is free on bail. police say she is accused of trying to run down a group of graffiti vandals on saturday night but struck innocent bystander a 25-year-old, today, would was leashing the lounge on 14th street. he remains in a coma. she was leaving the bar and confronted taggers who were spraying graffiti on the library across the street. they reportedly attack the her and moments later she drove her car down the wrong side of the

brightening up and the numbers are cool, you still have the gray skies and napa at 50, 61 by the delta, and low 60's in livermore and sun in conquer at 58. compared to yesterday, yes, much cooler and mainly in the north bay with the south bay still cool despite the clear skies this morning but that is when the temperatures bottomed out with the longer nights and on the way we do have another mild day for most around the bay and inland still chilly at the coast and the second half of the weekend is when it will warm up. but it will be nice with temperatures above average. here is a look at the visible picture and you will notice we have the clearing and parts of marin county and through the san mateo county area but the coast and where we are going to see the food from point reyes today and patchy around pacifica and half moon bay. temperatures are shy of average.

if you are hoping for rain to mix it up in the next week or so, it looks dry. 71 in milpitas and temperatures in the low 70's today with a long way to go but you will warm up from redwood city only in the 50's at the coast with 60 in the sunset district and getting into sunshine there and brightening up in the city with mid-60's and 72 in calistoga and sunshine on the way in the east bay and a nice afternoon in san leandro in the upper 60's with san ramon in the low 70's. the seven-day forecast is little change tomorrow weighing up to the marine layer and above average with highs in the low 80's and the upper 70's around the bay and the coast should brighten up a string of dry days. it is that time year where we are hoping for rain. >> right new we want to update breaking news from the top of the newscast, the federal building in richmond is

evacuated because of a suspicious package happening right now at 12th street. our reporter joins us with more from the scene. is the bomb squad there? >> there is, indeed, a lot activity. a suspicious package was found outside the social security administration building and we watched members of the university of california bomb unit pull up on the scene and we have learned there have been no injuries reported and most of the inemployees were ordered to evacuate which the building which houses 900 employees at 10:00 this morning. they can check back in at 1:00 o'clock p.m. for more information and possible re-entry to the building. officials found the pack knowledge with wires sticking out it and we are working to learn more. >> before you go, the federal
