thanks for joining us. i'm matt keller in for katie. let's start with a quick first look at your weather forecast. here is lisa argen. good morning, lisa. >> good morning, matt. the temperatures have dropped to the dew point and that's why we have fog at a quarter mile. zero mile visibility. santa rosa half moon bay struggling with the low beams this morning and a mile and a half at the coast. we are looking at these conditions actually getting worse than they were the last hour. we will brighten things up within the 9:00 hour and certainly toward 10:00, 11:00 and we will see more sunshine

pushing across the bay. we will be left with mostly sunny conditions. 60s at the coast. the fog stays put here. it will be barely 60 and mid60s san francisco. mostly in the 70s north bay, east bay and in the south bay. 80s are getting closer and those will come into play the next few days. matt? >> thank you, lisa. bart and its unions will be back as they try to hammer out a deal before sunday's midnight deadline. we go to oakland with the latest. cornell? >> both sides return to the bargaining table here at the cal trans building in downtown oakland at 9:30 this morning. so far no deal, but for the first time in a long 250eu78 there is hope that a deal can be reached. both sides agree on that. talks broke off around 9:30. new to the mix is grace who is sitting in on negotiations and talking with unions. despite her presence, no deals were made.

both sides say the fact that she is there and listening is a good sign. >> i think it is good for the unions because they get to address her and they get to explain their feelings and their concerns and explain their proposals. >> the fact that they recognize she needs to be here is good. the board has a part in this. >> bart trains are still rolling, but the clock is ticking. unions have given notice that if a deal is not reached by tomorrow night they will strike on monday morning. some unions say that is something they do not want, but they will do if they have to. we will see what today's talks will bring. live in downtown oakland, cornell bernard, abc7 news. >> thanks, cornell. many riders went to bed anticipating the possibility of a strike on friday. ridership was way down compared to recent fridays. fewer passengers used bart

twitter and insta grabbing -- instagram. you can also post-it on our facebook page. a local costco store is recalling 40,000 pounds of row ties rechicken that may may be contaminated with sam none nell law. kirkland farm row -- row ties re chicken. they were sold at the costco on el camino el camino real between september 11th and september 23rd. and the outbreak is growing. 317 cases are now in 20 states plus pew wear puerto rico. three-quarters of the cases are here in california. and it is not just foster farms, but other brands that are processed in the same plant. consumer report says to double check these brands including ralph's safe way, farms and

open nature. we have a list on abc7news.com. look foresee it -- for see it on tv. new security measures are in place at san francisco general hospital after a missing patient was found dead in a stairwell two weeks later. she disappeared from her fifth floor room on september 21st. she was found in a rarely used stairwell17 days after she vanished. 234* response hospital security will check stairwell every day and must check fire escape when's a door alarm sounds. police in berkeley are looking for a man suspected of stealing tip jars. here is a picture of the suspect. and now police are asking for the public's help in identifying him. alan wang has more from beckly. berkeley. >> i recognize him, yes. he was here a couple days ago. >> we were shocked. the whop tip jar was taken.

said you can't do that. >> and she said he stole her wallet from behind the counter. >> it was a split second and then they took it. >> they may have stolen laptops from customers and backpacks from employees. now more businesses are communicating and watching out for the tip jar thief. alan wang, abc7 news. >> problems are being reported with the golden gate bridges with the automated following system. here is a live look right now since toll takers were removed this march. drivers have to pay with fast track. so many people are mailing in payments and workers can't keep up. hundreds of drivers were charged late fees for payments that were never processed. they can pay by phones and the wait times have been long and metropolitan transportation commission says more people have been hired to deal with the demand. and looking at that live shot of the golden gate bridge, you can see a little fog out there. >> it is definitely causing

problems at sfo. 50-minute delays and that's what it is. we are looking at calm conditions. because of that the fog has really been a problem as the temperature cools to the dew point. fog from napa and novato and we are looking at a mild afternoon. but when is that warm up coming our way. it is within the seven-day outlook. we have it next. >> the governor signs a new law with more exits and limos following the deadly fire on the san mateo bridge. now why the owners say it will make the vehicle more dangerous. >> and comments turn into advertisements. how google plans to use your informatio

the camera and you can see the marine layer out there to keep the temperatures cool. lisa argen says a warm up is coming soon. we'll let you know coming up a little later. this morning california has a new law on the books with the goal of making limos safer. it requires limos to have two additional exits because of the tragedy on the san mateo bridge that killed five women. ama dates explains the change. >> i think they are making a big mistake. >> as the president and ceo of

the la grand limo service. he is not pleased with the new law governor brown signed. he is worried about the cost of retro -- retrofitting 50 vehicles. the add -- he says adding a fifth door would cost $12,000. >> it will be devastating. it will put tons of people out of business. >> it was authored by ellen corbet from san leandro. >> i introduced this bill because of the accident on the san mateo bridge. it hit so close to home. >> five women were killed in may when the limo they were riding in caught fire and they couldn't escape. >> prior to the passage of the bill, typical limos had one exit for escape. >> a new law goes into affect in 2015. they must be in compliance by january of 2016. >> when alcohol is involved people may try to climb out of

hatches and pop out of windows. >> we have had several situations where people climb out of one sunroof and walk on the roof where the vehicle is doing 70 or 80 miles an hour. they are walking inside the other sunroof. we have had a few situations where people fell off when the vehicle was sitting still, thank god. >> in the end companies must comply with the new law, a law that requires safety briefings for passengers. ama dates, abc7 news. governor brown vetoed legislation that would have imposed the toughest restrictions on gun ownership. it was a firearms package approved by lawmakers in response to mass shootings in other states. it would have banned the sale of most semiautomatic rifles with detachable magazines. the governor approved a bill making them the first state. a door knock burglar who targets a home by knocking to see if anybody is there are zeroing in on a san jose

neighborhood. it is in the east foothills of san jose. one of the victims is a well-known entertainer. vic lee has the story. >> it can be right here. they can let it thaw. >> kristen pham showed us how the burglars broke in weeks ago. two young men showed up at the front door. they knocked, but no one was home. they went to the back and broke in through an unlocked bedroom window. the burglars ransacked the house going through drawers and closets room by room. pham estimates her loss at about $100,000. she is a popular vietnamese singer who had lots of expensive designer luxury items. >> they took my rolex watch, my husband rolex watch and all of my jewelry from my wedding gifts and all of the available handbags. >> the burglars even took her expensive liquor, leaving only their boxes behind. the rolexs were removed from

their display cases. once they got their loot they left through a side door. other neighbors in this neighborhood have also recently been burglarized. tricia's mother lived on this street and her mother interrupted a burglary in progress. she looked out her bedroom window one morning at the house across the street. >> she saw two men across the street in the backyard trying to open one of the small windows. like a good neighbor she opened her window and yelled at them and startled them and they took off running. >> because of the police staffing shortage burglaries are now the lowest priority among the department's core crimes. >> we have a public safety crisis here. burglaries are going uninvestigated and they are running ram -- rampant. >> vic lee, abc7 news. >> the man arrested for beating an nfl star's son

could face more charges now that the boy has died. he is facing aggravated assault for beating the 2-year-old boy of adrian peterson. it happened at his mother's home in south dakota. she was not there at the time. the boy died yesterday. his brain showed trauma usually associated with being hit or shaken. at practice yesterday peterson thanked fans and teammates for showing him support. he plans to play in tomorrow's game. >> football is something i will always fall back on. it gets me through tough times. being around the guys in here, that's what i need. >> peterson has seen tragedy before. a drunk driver killed one of his brothers when he was 8. another brother was shot to death months before his rookie season. smie officials in monterey county say computer hackers may have obtained the personal information of tens of thousands of county residents. the monterey county herald says a computer with the names, social security numbers, addresses and dates

of birth of more than 144,000 people was hacked in march. they say it took seven months to notify residents because officials had to complete their investigation first. >> starting next month google will put users information in on-line ads. google announced the change to the terms of service as of november 11th. it means that if you posted a review on google plus or a picture on picassa those could appear in an ad on a friend's google page. google says there will be a way to opt out. facebook made a similar announcement in august. a new line of stamps encouraging children to stay active is stuck at the printers after the first lady objected to some of the images. now here are all 15 stamps in the just move collection. it was launched by michelle obama and they thought three stamps encouraged unsafe activities. those include someone cannonballing into a pool and a child doing a handstand without a helmet. there is the one on the left

depicting a skateboarder not wearing knee pads. the stamps are all printed, but they may end up in the trash. they print 20 million stamps per run. a new stamp honoring harvey milk will be released. he will be caw memorized with a stamp which is a first for an openly gay politician. the design has not been revealed and expected to be released next year. a monster cyclone is making landfall on india's densly populated east coast. strong winds and heavy rains are pounding the country's coastline. tens of thousands of people have been evacuated from the coastal villages to shelters. the cyclone is packing winds of 160 miles an hour and gusts up to 196 miles an hour. forecasters say this cyclone is the larmingest to threaten -- largest to threaten india in more than a decade. here at home we are talking about mild temperatures.

>> this morning it is cool out there. we had 30s in the north bay and the fog is creating problems thought only from the airport, but down around mountain view. do be careful out there because the visibility reduced in watsonville and the north bay down to a quarter of a mile. in fact, sometimes around zero around napa and novato. you can see the fog here and the haze, but we are getting sunshine downtown. a little warmer at oakland at 53. upper 40s and los gatos at 47 and 48 half moon bay with a mile and a quarter visibility. san jose is nice and sunny from this perspective and we are looking still at cold numbers in novato. it is 50 by the delta. livermore at 47 degrees. here is a look at the visibility. it is up in the north bay to santa rosa and novato. half moon bay and even into

the san carlos airport and hayward. can't forget about you. you are looking at some of the low cloudiness there. you will see the marine layer here. there is more of a summertime phenomena. and with the low sun angle, the longer nights and the shorter days. it will take a little time to burn off. it will go past 11:00 this morning. more like 12:00, 1:00 in some spots. then we will be sunny and warmer tomorrow as the high pressure builds on in will that's going to bring more of a northerly gradient and will wipe the fog away. we will see afternoon high temperatures. as for today the one-week -- the weak weather system could move through bringing a shower to mount shasta and windy conditions in the sierra nevada. it will still stay quiet, but in fact with warmer weather ahead for oakland, you will want to plan on maybe the lighter jacket for the days ahead with the temperatures tomorrow in the low 70s. we will hit the upper 70s for monday, tuesday and

wednesday. boy, we are getting close to 80 degrees here and a slight drop of yo. still looking dry though looks like into next weekend as well. with temperatures in the low 70s, another nice autumn day here 73, 72 in cupertino. sunnyvale is warming to 71 and palo alto about the same deal for you. redwood city is 71. here is the fog. it wants to push away late in the day, but it is not going to happen soon enough. 59 half moon bay. san francisco 64 and south city with the fog, 65. 70 in petaluma and upper 60s from richmond to hayward and fremont. castro valley should warm to 70 degrees and very little change in our inland east bay with 73 in the san ramon valley and 74 in livermore. the accu-weather seven-day forecast, today you will notice it is the coolest day out of the next seven. we are going to our seasonal norms. mid70s bay. 60s coast and we will be above normal on monday,

parade was canceled at a south san jose elementary school. the principal says the parade is too distracting. parent groups and teachers were consulted, but parents are upset and one mom started a petition to overturn the ban. >> i am not a grinch. i was a child once. i also celebrated halloween. typically when trick-or-treaters knock at my door i do answer it. i do the customary halloween thing. >> i would have voted for them to have the parade here. it is a day that the kids can have fun. i know a lot of people don't celebrate halloween, but there

mild visibility there. look at the north bay and it is only a quarter mile. mile and a quarter half moon bay and two miles in hayward. even a little fog at the san carlos airport. temperatures are in the 30s and 40s and the low 50s in oakland. that's the mild spot. now the fog will be with us at least for the next hour. but then toward 11:00, 12:00, we will see most of that evaporate and be left with sunny skies. more clouds on the coast will hang around from points south of san francisco. that will keep it cool. around the bay upper 60s to low 70s and a couple degrees warmer here inland with numbers in the 70s. we are looking at a warming trend for the entire bay area for most of the week ahead. i'll have the forecast in a few minutes. matt? >> thanks, lisa. talks will resume between bart and its unions to avoid another bart strike. the bart general manager attended yesterday's talks and spent the day talking about unions.

yesterday afternoon senate republicans presented a more long-term plan. the president didn't agree to it, though the republicans aren urge cked by the increase -- are encouraged by the increase in talks. >> he said that some of the elements were issued -- issues they could work on. it was a good exchange, but it was an inconclusive exchange. >> the house republicans are expected to reconvene this morning to discuss their next proposal. meanwhile in his weekly radio and internet address he said there is no good reason americans should continue to suffer. he argues the shutdown is hurting those whom the government seeks to serve. >> i met with small business owners on friday who lost contracts and lost customers and put hiring on hold. because the pain of this republican shutdown has trick -- trickled down to the bottom line. >> the president remains optimistic and republicans and democrats are at odds over the government shutdown and they can accomplish a lot when the

shutdown ends and the nation's debt limit is increased. lawrence livermore lab will send home 5,000 of its employees if the government shutdown does not end. our media partner, the mercury news, reports that it will shutdown work and send home employees without pay by wednesday if the shutdown is not resolved. the facility is the second largest employer in alameda county behind uc berkeley. roughly 6,000 people work at the lab. the contract workers will not get retroactive pay when the shutdown ends. one of our most iconic national parks will be back open today and another may join it. new york officials have announced the statue of liberty will reopen. they will pay the national park service off $61,000 a day to fund employees working at the park which was closed since the october 1st shutdown. officials in four other states are asking for permission to reopen parks within their national parks including the grand canyon and mount rushmore. california has decided against

using state money to reopen parks like yosemite. the investigation into july's a sigh ana air -- asiana air crash is on hold due to the government shutdown. the ntsb sidelined two investigative hearings, one on the crash of flight 214 which killed three people back in july. that's because nearly all of the agency's 400 employees are furloughed. hundreds of accident investigations are on hold until workers return. happening today, house minority leader nancy pelosi will be inducted into the national women's hall of fame. pelosi will be honored for her achievements in promoting women's issues throughout the country. she will be recognized for her 26 years of service in congress including a role as the first woman speaker of the house. others to be inducted are former first lady betty ford and thoroughbred jockey julie cron expe -- and bernice sandler. there will be a march and rally to stop evictions due to

rent increases. the march will start at 2:00 on 24th street. activistsactivists are asking to offer protections to small businesses and residents in the mission who are losing their leases to what they call an unreasonable spike in rent. this week ipped with many -- this weekend with many car dealers having columbus sales you may ask the question, what is wrong with this car that the seller is not telling you? as jonathon bloom found out, there is a new service to help answer that question. >> how are you? >> good. >> thanks for coming. >> vince dwil is -- gill is meeting matt leigh for the first time. matt is buying a car and vince is going to inspect it. >> we will look if there are leaks or collision damage. >> he is a freelance mechanics he hired through your mechanic.com. they won a prize for sending mechanics to you instead of making you go to the shop for car repairs.

we try to be transparent about everything. >> this car passed the test, but matt may have others for vince to inspect. >> we narrow it down to a few options. i would say this is definitely in the middle. >> as more car shoppers use the service other dealers will come around. jonathon bloom, abc7 news. >> more tests will be conducted to determine whether a historical tree will be chopped down. according to the santa rosa press democrat, plans to chop down the tree outside the cottage of author jack london have been put on hold. arborists say the tree is infected and is dying. lab tests will determine if the root is rotting away and if it stands safely. officials were planing to cut down the treat next month over concerns that one of the branches could fall and damage london's cottage or injure someone. next on the abc7 steat morning news, facebook founder mark zuckerburg is a local real estate mogul. why he is buying up the homes in a peninsula neighborhood.

i know a lot of people heading to their kids' games and they will have to bundle up in the morning hours. >> it will take toward the afternoon when we feel warmer. the fog will be burning back within the next hour or so. live doppler 7hd shows that we aren't tracking any rain, but the temperature and the dew point is nearly identical in many areas of the bay except the south bay and the east bay valley where it is clear. you can see that you can't see much. we did see the tower earlier and it is over a thousand feet deep and it is allowing for reduced visibility. 50 in san francisco and the airport delays of nearly an hour here. oakland has been sitting at 53 all morning long. upper 40s with some fog around loss altos as well. 48 in half moon bay and san jose with some sunshine and 48 degrees. so nice and sunny here for much of the santa clara valley, but the temperatures are cool and the conditions are pretty gray from santa rosa to napa and novato. we are out of the 30s. down to 37 earlier in novato.

fairfield at 50 and it is a nice, clear start over into our east bay valleys. mile and a quarter visibility from half moon bay. our friends along the central coast, also monterey, salinas and watsonville experiencing some fog this morning. we are looking at mount tam where it looks nice from above. but it will take the next couple hours until we burn back and see the sunshine. it is tomorrow. we will get the warmer air mass headed our way. and it will stay with us and get even warmer in the days ahead. beach weather is on the horizon. we are talking about 70 at the beach and into the 80s elsewhere around the bay. definitely getting above normal. the reason we are not getting there today is an upper level system we will be pushing through the atmosphere and it will allow for breezy winds and higher elevations and the temperatures to pretty much stay put just in the 60s and the 70s. let's look at the week ahead in san jose. on monday you will climb

another 5 dries and then by tuesday and wednesday we are talking the warmest days of the week, near 80. a slight dropoff on thursday and friday. but it is going to be a dry, warm week ahead with an offshore flow. the offshore flow won't be too strong. but it will be warm enough to really scour out the cloud cuff cuff -- cover and bring warmer winds from the inland valleys. today though 59 with the on shore push in monterey with 80 in yosemite. maybe a few rain drops toward eureka and mount shasta. the temperatures are ranging from the upper 50s with some fog. we will get into sunshine, but it will be cool once again in san francisco at 64 and 69 at san mateo and into the east bay, 69 in oakland. a few degrees shy of the average which is 71 in san jose. on the peninsula we have a little fog now, but it will be brightening up by 10:00 we will see numbers near 60 and about 70 for your high for the art and wine festival in san carlos this afternoon.

tomorrow at candlestick, the niners are hosting the arizona cardinals. midand upper 60s. a very mild day for that game. always good news at candlestick. and the temperatures just go up. we are going to look at not only the dry conditions, but the offshore flow, 70s and 80s with about 70 at our coast. a little unusual to have the marine layer this time of year, but this should be it after this morning. it will be wiped out. >> good to see it and good to see the temperatures in the lower 80s. very nice. next, today's special event to kick off the famed
