if. >> good morning, everyone, i'm carolyn tyler. thanks for joining us on this sunday, october 13th. let's start things off with a quick first look at the weather with our meteorologist lisa argen. >> good morning. here on vollmer peak we are looking at sunshine in and around oakland. it looks pretty good. san francisco in the low 50s. it is cool up to the north bay but not as cool as it's been. we are looking at clear skies throughout most of the bay. fog is situated south of san francisco along the coast. but it will burn back and that will bring a warmer day at the coast. we will call it mild, 60s there. lots of 70s again elsewhere.

and the 80s coming into play for a good portion of the upcoming work week. the forecast with the extended outlook is in a few minutes. carolyn. >> thank you, lisa. happening now, bart and its unions are preparing to head back to the bargaining table this morning in an effort to avoid a midnight strike. talks should resume shortly. good morning, cornell. 400,000 bart riders are watching very closely. >> good morning to you, carolyn. yes, they are. back to the bargaining table once again this morning. you know, this time the pressure is definitely on. that midnight strike deadline is looming. the bottom line is here there is still no deal. talks broke off late last night and bart's general manager, grace, joined the negotiations once again and brought both sides together where we are told some progress was made. worker pay and healthcare costs remain a sticking point. bart riders caught in the middle. they are feeling anxious and

urge both sides to reach a deal now. >> i think some of the supplement items on the sciu side have been tentatively agreed to. but so far that's all that's been agreed to. >> i feel that's not right. it's not right for bart to go on strike because it's a lot of people out here struggling that don't have no money to get to work. >> it would be so much of a problem for so many people if there is actually a strike. >> unions say if there's no deal by midnight, they will strike tomorrow morning. bart has about 200 buses lined up in case of a strike. they will shuttle people across the bay bridge but not nearly enough to support everyone who depends on bart every day to get to work. abc7 news. >> thank you, cornell. back to you shortly. the abc7 news digital team has introduced #dearbart for a way for you to sound off about the

half an hour early tomorrow. coverage will begin at 4:00 a.m. to help you maneuver in case of a strike. >> knew this morning, hayward police arrested a man after he crashed his car into a house this morning. it happened around 2:30 on tennison road. the car went airborne and slammed into a house. neighbors say they have never seen anything like this. >> i was lying in bed and i heard what sounded almost like an explosion. we decided to come outside and see what happened and we saw the police cars and came over and looked and the car was so far in the house i couldn't believe it. >> no one was at home at the time fortunately. that driver of the car was arrested for dui.

now to the latest in the government shutdown. the senate is scheduled to meet in about an hour at 10:00 this morning. the house is not in session. yesterday lawmakers were back on the job, though any progress toward a deal is moving at a snail's pace. some states have jumped in hoping to fill the void, in some cases opening national parks on their own dime. here's chuck sievertson. >> reporter: any movement to loosen the log jam that began as a republican effort to defund the president's healthcare law shifted from the house to the senate this weekend. the leaders holding talks to end the stalemate. >> there's no reason we couldn't resolve it now. there's no reason it's not done yet. when i say now, i mean the next 48 hours. >> it is nearing the second week. and extending the nation's borrowing authority. the administration is warning depletion is just days away. the world transaction markets urging the u.s. to mix it's

money woes, dueling bills didn't help saturday. >> no deal as far as we are concerned. >> while an attempt in the senate to extend the debt limit failed. some seemed ready to negotiate. why now? a poll showed disapproval of republicans jumping from 63% to 70%. they are looking for a way out, a deal. even at president obama continues to pressure congress. manufacturing crises to extract results isn't the way our government operates and they have to stop it. >> i just refuse to let wrongheaded federal policy deprive tourists worldwide the opportunity to see this magnificent landscape. >> frustrated siteseers welcome back to landmarks. among them the grand canyons and statute of liberty. chuck sievertson, abc news, new york. >> this morning republicans are still insisting there have to be changes to the affordable care

act in order to pass any kind of debt limit extension. on "this week" with george stephanopoulos, a representative from idaho says republicans asked president obama to extend the debt ceiling without any requirements for six weeks so they can continue negotiations. >> and i don't see why the president is not helping accepting that, why he's not working with us. i think it's been railroad difficult to work with him etch wouldn't even come to the table to negotiate. now that he's coming to the table he rejected two offers. i thought the house offer was a pretty reasonable one. and i'm surprised he also rejected the senate offer. >> well, i mean, it's very simple. we can negotiate and talk all we want to after we reopen the government. as a matter of fact, you know, we can open the government and have any kind of discussions they want over anything they want, but we've got to reopen the government and we've got to pay america's debts. >> though the senate is scheduled to meet, no votes are scheduled. >> money problems and bickering in washington are having a

direct impact here in the bay area. the cliff house, which is on federal land, is open again. but the cancellation of fleet week is compounding the troubles for tourists and local businesses. the navy cut the blue angels back in april. that was because of those sequester cuts. then the parade of ships was cancelled. but pier 39 and fishermen's wharf is making an extra special effort to make fleet week memorable. john alston shows us how. >> reporter: it wasn't quite the blue angels, but the fireworks show was the latest attempt get people down to the waterfront to make up for fleet week. the only nose dive this week was for business. >> it's like this. it's like arrow down quickly and fast. and low. yes, it's pretty bad. >> it was a tame evening. the exact opposite of a fleet week saturday night. a lot of empty tables at some well-known restaurants.

>> all right. we're open. >> a different story at the cliff house, which reopened providing a pleasant surprise for this family of santa rosa. >> we called to check and see. we heard they were trying it. we were hopeful they would be hope. >> extremely hopeful. >> the cliff house on federal land was closed for nine days because of the government shutdown. the private concession their that runs the site lost more than $100,000 and employees lost their pay. managers said they met half-dozen requirements to reopen. >> we don't have gates or federal employees so we met all six criteria so the government has allowed us to hope. -- to open. >> alcatraz is off-limits but tourists can circle the island a few times on a cruise ship. not what a lot planned. >> it was cool, but it would have been a lot better experience to get off on the island and see how they lived and stuff like this. >> passengers getting off the boat said the cruise line knocked $5 off the price of the

trend. lisa argen will be along a bit later with a full accuweather forecast. thanks for joining us this morning. this morning food stamp debit cards are working again after people in 17 states, including california, were unable to use them yesterday because of a computer glitch. xerox, the company that runs the system, said it fixed the problem around 7:00 last night. xerox said its electronic benefits transfer or e.b.t. system experienced a temporary shutdown during a routine test of the backup system. many shoppers were unaware of the problem until they got to the checkout line. some simply had to leave their groceries behind. >> i went in to use my e.b.t. card and they said the whole system is shut down. i talked to the manager and he said there's about ten carts of go-backs in there. people go in with their carts full of food and they have to go back in and employees have to put them back up. >> federal officials say the service outage was unrelated to

the government shutdown. >> this morning u.s. secretary of state john kerry has wrapped up talks with the foreign police chief in london. they held talks about iran and the middle east peace process ahead of tuesday's negotiation necessary geneva with iran over the country's nuclear program. yesterday the u.s. reached a partial agreement with afghanistan on a security accord. so far neither side can agree on the issue of jurisdiction for american forces. afghan any president karzai said he will have a national council of elders and parliament decide on who has jurisdiction for any crimes committed by u.s. force necessary afghanistan after 2014. secretary of state kerry said jurisdiction is not an issue of immunity, and the u.s. will prosecute any wrongdoing by american forces. >> california congresswoman

nancy pelosi is now in the national women's hall of fame after being inducted yesterday. this is video posted online of the ceremony that took place in seneca falls, new york. that's where back in 1848 a group of women held the first-ever women's rights convention. pelosi was the final speaker at the ceremony. the hall of fame inducted nine women. pelosi thanked her fellow honorees for continuing their fight for women's rights. >> when women got the right to vote finally decades later, the newspapers reported women given the right to vote. now that wasn't what happened. women fought, women marched, women sacrificed, women demanded, and then women got the right to vote. but nobody gave it to women. >> in addition to house minority leader pelosi, other inductees included former first lady betty ford and title ix advocate bernice sandler. >> happening now, more than 200 cyclists, including injured veterans, will set off

on a seven-day, 450-mile drive to los angeles. it's called the ride to recovery. it raises awareness and supports psychological and physical rehabilitation programs for injured vets. the bike ride begins at 8:30 from the v.a. palo alto healthcare system on miranda avenue. the cyclists will stop in san jose for lunch before continuing the first leg of their journey to gilroy. happening now a walk at the oakland zoo to raze funds it started about 15 minutes for juvenile diabetes research. ago. it is open to the public. the juvenile diabetes walk has raised $1 billion to date. the organization hopes to raise. $467,000 at today's event alone. a new study finds pregnant >> a cyclone made landfall flooding towns and villages, and

destroying many towns and homes. 17 deaths reported so far. officials say most of them were caused by falling branches or collapsing buildings before that cyclone hit. nearly 1 million people were evacuate ahead of the storm. well, meteorologist lisa argen now talking bay area weather, and we are in the throws of fall. >> that's right. usually we get our driest time of year and that will be set up this week. right now still relative humidity with low clouds and fog in south san francisco. also down the peninsula to the central coast. that's a good thing because the offshore flow coming our way keeping us pretty dry and the winds beginning to gust tomorrow night into tuesday. the offshore winds could create a higher fire danger. we are looking at some haze out there and sunshine. 51 san francisco. oakland 53. san jose mostly sunny at 52 and half moon bay has the fog at 50.

here's a look at a sunny san jose. there's a little bit of fog around with low 50s up in the north bay santa rosa. 54 novato. it's a brighter start up in marin county. eastward it's nice and clear for concord and livermore. 53 degrees. this morning we are a little bit warmer. we've had some mixing going on and usually with the clear sky the temperatures bottom out. but with that mixing, the numbers are warmer at this hour by the delta. and hay bard ward and even san carlos. there's the fog u see it from mt. tam. we are looking at still some cool air aloft. today will the pleasant but the bigger changes come our way tomorrow. a couple degrees of warming today and the offshore winds setting up for what could be some high fire danger for the early portion of the week. so it's high pressure as it gets closer and builds into the eastern pacific that will provide that wind shift. still a sea breeze right at the coast today but we will be looking at those numbers right around average. then after today they are going

to be above average. that will bring the 80s back into play in oakland. how about a high of 80 for tuesday? then slowly dropping off. but even with the drop off we aren't look at any precipitation. we are looking dry through next weekend. with the dryer air mass headed our way, we all have to be alert for the possibility of that high fire danger. 37 in santa clara, 72 in sunnyvale underneath a sunny sky. 47 in redwood city and by the afternoon we should see brighter conditions. pacifica, half moon bay. san francisco upper 60s with that sea breeze in the afternoon. mid-60s in the sunset district. north bay numbers ranging from 65 at stinson beach to 73 in vallejo and 75 up in napa. upper 60s. a few degrees warmer here from oakland to hayward. about 70 today. 72 castro valley. and numbers into the upper 70s in parts of our east bay valleys. concord, 77. 75 in livermore. the accuweather seven-day forecast, a warming trend.

>> welcome back, everyone. we are starting this half-hour with a quick look at the weather. here's meteorologist lisa argen. >> hi, carolyn. temperatures are coming up into the 50s already in most bay area neighborhoods due to all the sunshine. 54 novato. a live look at san jose where we have numbers in the low 50s. look at fairfield, 63 degrees. we are not fog-free yet. we still have fog south san francisco, all the way down the san mateo coast into the monterey bay. but things will brighten up there and the coastal temperatures, low to mid-60s with low to mid-70s around the bay. keeping us at seasonal averages today. but we go beyond that for the work week ahead. i'll have those details and the accuweather seven-day forecast

coming up. >> thank you, lisa. happening now, bart's unions and management should get together anytime now to begin a last-minute round of talks aimed at diverting a strike which is set for midnight tonight. abc7 news reporter cornell bernard is live in oakland where the bargaining session set to check off. cornell, have you seen the parties arriving yet for these crucial negotiation? >> carolyn, i have seen about three union members show up right now. in their defense, it was a very late night last night. but the pressure is on, that midnight strike deadline is looming. and still there is no deal. talks broke off late last night. the general manager grace joined the negotiations again, bringing both sides together where we are told some progress was made. bart riders are feeling very anxious about what is going on here. they urge both sides to reach an agreement. >> everybody thinks things are

in terms of being very acrimonyious. it's not that way at all. everybody talks with a great deal of respect for each other. >> i think the bart thing is just a reflection of what is happening in the government. i mean, it seems to be the thing to just disagree and see how long we can disagree. >> i would tell them to think about it before they do it, how it will affect the people here because they are not the ones that's taking bart, you know. >> the unions say if there's any deal, they will strike monday morning. no deal by midnight tonight, that is. and bart trains will stop rolling. a mediators has ordered both sides of the talk not to speak publicly about the negotiations. that involves a lot of people. unions have about 29 people at the bargaining table. bart management has about 14. meantime, the deadline clock for the strike is ticking. live in downtown oakland, colonel bernard, abc7 news. >> it sure is. cornell, we know you will be out there keeping an eye on things for us. thank you. so we hope for a settlement, but

if is a strike, bart managers have been training to run some of the trains. district will charter 200 buses. that service is between 9 nine east bay bart stations and downtown san francisco. you can catch a bus between five and 8:00 a.m. at el~cerrito, concord, walnut creek, lafayette, west oakland, san leandro, hayward, dublin, pleasanton and the fremont stations. evening service back to those stations will be from 3:00 to 7:00 p.m. you have to get a round-trip ticket in the morning if you want to catch the evening bus. as for a. c. transit, it will have additional seats on its local and transbay lines. plus bus stops located inside bart stations will be moved outside bart property lines. the san francisco bay ferry service said if a strike is called tonight, there will be 12 boats in service tomorrow, not

expected to be available in 100 airports nationwide by the end of the year. federal aviation officials are investigating an odd incident in monterey where a door fell off an airplane and landed on the roof of a motel. the door broke free from a private plane after it took off from the monterey regional airport thursday. the 75-pound door fell 1,000 feet. it crash landed on the roof of a motel in monterey. motel workers say the really strange thing is no one heard it hit. >> i mean, it was shocking. a contractor guy stopping by the office and telling that, hey, there is a plane door on the roof. >> there were two people on the plane. no one was hurt. the plane returned safely to the airport. san francisco is a haven for start-ups and the group workspaces that is house them. but there's one start-up incubator that may take the prize as the most unusual and

he said it's other big misunderstanding. >> if they understood who we really are, they would want us here. and if we understood what the requirements were, we could meet them. >> he's hoping to work out a compromise before the deadline. in san francisco. abc7 news. governor brown signed a new bill aimed at preserving lake tahoe, but some environmentalists fear it could lead to more development. that bill renews a decades long partnership with nevada. nevada had threatened to withdraw from it unless california made concessions to allow more development. the new bill will allow higher density and taller structures away from the lake and encourage getting rid of older structures near the lake. the sierra club and other environmentalists have filed a lawsuit in federal court over the changes. coming up next, we will take you for a spooky halloween look behind the scenes at pixar, as it makes its first attempt at television. and here is a live look for your viewing pleasure from our

we were yesterday. leading the pack is fair field. 10 degrees warmer than this time yesterday. 5 degrees warmer in hayward. there's a look at the fog from mt. tam. it is shallow. it will continue to erode and we will look for the slightly warmer day today. the offshore winds to highlight the week ahead with some gusty winds over the north and east bay hills. and that will, of course, reduce the humidity, dry out the air mass. we are happy to see this little patch of fog here and a west wind throughout the afternoon. you have to be right at the coast, though. still as high pressure continues to build we are looking at the winds going offshore. that's going to help for temperatures to come up into the upper 70s today for our inland east bay. week ahead in san jose, you've got 80s in the forecast for tuesday and wednesday. then a slight drop off and a dry weekend for next weekend. high temperatures ranging from the mid-60 half moon bay. 70 in santa cruz.
