good morning. 4:00 a.m. on this monday morning. yes, we're here early because abc 7 news is starting morning with b.a.r.t. watch. >> there is no strike this morning, but also no deal. instead, commuters uncertainty just delayed after there was union anger last night. we begin in oakland. >> reporter: yeah, another day, another dead line. no strike today, but union members say if b.a.r.t. management doesn't come off of its last offer, they will strike tomorrow. now, here are the latest numbers. b.a.r.t. management says that its offer yesterday is $7 million more than it was on

friday. it's a 3% wage increase per year over four years. workers will have to pay 4% more for their pension and 9.5% more for medical. union leaders have said all along that the give backs this benefits swallow most if not all of the waning increases. they say if b.a.r.t. management isn't willing to move, they will strike tomorrow. >> their offer gave us a last best final offer, which is an indication of an impasse and an indication that they were no longer willing to bargain. when we questioned them to be sure what they understood what last best final offer meant, they indicated, yes, they did and there was nothing to discuss. >> trying to bring this to a close. the bay area is tired of going to bed at night and not knowing in b.a.r.t. will be open or not and we need to bring to a close. >> reporter: b.a.r.t.'s general manager says she will give the unions two weeks to consider the offer and take to a vote. she says it's the best the system can give. local lawmakers voiced concerns,

some saying they were disappointed b.a.r.t. management put down a final offer. no talks are scheduleded for today, but both sides say they're open to returning if the mediator calls them back. matt keller, abc 7 news. let's get a look at traffic this early monday morning. >> good morning. happy monday. without that b.a.r.t. strike, all trains will be running. so far conditions are quiet. it's also columbus day, so a lot of folks might have the day off. what we don't have the day off from is construction as we take you to the east bay. if you're heading along westbound side of 80, you will see a few lanes blocked out there. that will last until 5:00 this morning. let's go outside and it take a look at the san mateo bridge. if you're traveling out of hayward and toward 101, it is quiet. but know that it will get busier as we get into the late er afternoon hours. we do have half moon bay art and pumpkin festival.

persuade riders to sign his petition. he says so few people shouldn't have a huge impact on the lives of so many. >> if they can't work it out, they shouldn't take it out on the riders of the bay area. there is too much at stake for hundreds of thousands of people that use b.a.r.t. every day to have a breakdown at the bargaining table affect all of us. >> glazer has a ebb wiwebsite c ban bart strikes.com. if the ups do strike tomorrow morning, b.a.r.t. has chartered 200 buses almost three times the number it has for the july walkout. they will run from these nine stations. guess spite the option, some b.a.r.t. riders aren't thrilled about the idea of taking the bus. >> i haven't taken a bus to san francisco, so we'll see how that works.

richmond police are investigating the fatal shooting of a man found inside a mangled car. this is what they found at ohio avenue and 7th street after a t several gunshots were picked up. the man died at the scene. he crashed his car after being shot just before 6:00 last night. investigators have not released the suspect information. a san francisco man is back home after surviving 18 days lost in a remote canyon. 72-year-old gene penaflor gave a thumbs up and his family greeted him after rescuers pulled him out of a deep canyon. he had gone hunting on september 24th. he says he fell and knocked himself out. penaflor came to alone and hungry. >> he ate squirrels, lizards, a

uncouple frogs and survival mode kicked in. whatever proceed team ytein youe did. >> the teams had called off the search after two days because they cooperate find a trace of penaflor and a storm was approaching. then on saturday, a group of hunters heard penaflor'srescuer just a short time later. dry ice is to blame for an explosion at l.a.x., the explosion happened in an employee bathroom in terminal 2 and the terminal was closed as a precaution while authorities investigated. about four departing flights were delayed. nobody was hurt. is an carlos city council will meet to discuss the latest on a gas pipeline shut down over safety concerns. the california public utilities commission ordered the pipeline to remain shut down last week. officials pushed for the line to be shut down after they got word of an internal memo, an engineer

the u.s.'s first ever default. even though the clock is winding down, both sides say they have to reach a deal, the alternative would be unthinkable. a 9-year-old minnesota boy who stowed away on a flight to las vegas is back home. he captured worldwide attention after he bypassed three layers of security to board a delta air lines flight in minneapolis. he's in the custody of a child welfare agency currently. a court hearing will take place tomorrow. this is not the first time the boy has gotten into trouble. his father says he's pleaded to help, but officials told him they couldn't do anything up the boy did something more serious than running away from home. no b.a.r.t. strike this morning, so that is an option. how about that and the roadways. >> i don't know if anybody else couldn't sleep last night, but i know i certainly couldn't. i was keeping my twitter right next to my head because i was just waiting to hear what the news was going to be. well, no b.a.r.t. strike and

that means that we do have trains starting to run. but also that means that we don't really have too much traffic because it is so very early. we have construction westbound side of 80 from highway 4 to 580, lanes will be taken away until 5:00. construction crews should wrap things up right around 5:00. east bound, it is wide open. so indeed we do have 11 trains currently running. cal train is running on time and all ferries will be on normal schedule. outside to walnut creek along 680, you can see traveling down toward highway 24 not a problem. nice quick 8 minute commute will get you there. now a look at our forecast. >> nice seeing this, winds barely negligible. 3 to 5 miles per hour. and they're variable which means high pressure is starting to take over. you can see this on live doppler 7, it is a very quiet morning. so let's talk about how this

morning will be different than yesterday morning. most areas just alwa little coo. but look at half moon bay, it's # 41 degrees right now. 7:00 for the pumpkin weigh-in, it will be about 41, 42 degrees. so definitely dew on those pumpkins. here is a look at what is going on. temperature-wise, 42 at napa, the other cool spot. 43 in santasan ramon, 46. you see 50 around oakland, hayward, is san carlos. cooler conditions this morning, but warmer temperatures this afternoon. watch out for the breezes tonight. it will be clear. breezes will pick up in the hills, but they won't be quite fast enough for fire danger. but you may notice the difference tonight and tomorrow morning. above average temperatures most

of the week, but they will switch that away with cooler than average weather over the weekend. here's what's happening. look at this area of high pressure over the eastern pacific, but it will transition take all the way over to the great basin. you know what that means. with that clockwise flow, that is an offshore wind developing and that's why temperatures will wise everywhere and it will stay the dominant feature in our forecast through at least about thursday. so today's temperatures, mid to upper 70s down in the south bay, look at that we'll make a run at 80 in santa cruz, morgan hill. up the peninsula, low to mid-70s. mid to up upper 60s along the coast. mid-70s to 80 in north bay valleys. as you head into the east bay valley, upper 70s to near 80 degrees. here is a look at your 7 day forecast. warmer tuesday and wednesday, mid-70s at the coast, mid-80s inland. the cooling hits 9 coast thursday starts to spread across the rest of our neighborhoods
