. good morning everyone. 4:00 a.m. on this wednesday. another special edition of the abc 7 morning news because of b.a.r.t. >> b.a.r.t. trains are running this morning but still under the threat of strike. negotiators for the transit agency and its unions are taking a break after another marathon session. >> reporter: you may be feeling deja vu this morning. no strike today and the federal mediator says that negotiations are continuing and progress is being made. it might be the presence of federal mediator.

the unions have been more vocal what's taking place behind closed doors. >> the bargaining and we're still there, we're coming back tomorrow. so, you know, that's an indicator we're bargaining. >> reporter: the seiu and atu both commented on the frustration for workers and riders because of the late notice about a potential strike. the president said she shares the same frustration that they have not yet reached an agreement. talks ended about 1:00 this morning and expected to resume again at 10:00. to add to the headaches for commuters ac transit workers could also go on strike tomorrow. they are waiting to see if governor brown will issue a cooling off period in their talks. if there's a b.a.r.t. strike b.a.r.t. plans to run 200 buses from nine station.

>> good morning. thanks so much. you know we do see clear conditions out there albeit construction. let's head into san jose. we take you over to 17 and 85. if you're traveling along southbound side of 85 right at highway 17 all lanes blocked for a construction project that will last until 5:00 a.m. into fairfield, making the commute in the eastbound direction to highway 12 all lanes blocked as well. that will last until 5:00. a quick look outside it's wide-open on that toll plaza there as you come away from emeriville to san francisco bridge it's quiet. now a look at our weather forecast. >> all right. we're up with you this morning bright and early. hopefully a little chirper. a look at our radar. showing how dry the area is. not a cloud to be found. some cool conditions you bet 47

in san ramon. the coolest in most of the neighborhoods. low to mid-40s in the north bay. rest in the throw mid-50s. from the east bay hills the camera is not bouncing so it's calmer. high clouds this afternoon almost as warm as yesterday 78, 71 inland. 74, 80 around the bay. 66 up north. 4:04. breaking news from the east bay where fire investigators are looking for the cause of a blaze that damage ad home with explosive results. we go to pleasant hills for the details. >> reporter: this is a very dramatic scene out here. the house is on dove court just up the hill. we're watching firefighters come and go bringing debris out of the house. they tell me there's a high risk of flareups because of the materials in the attic. let's get to that video. take a look. an explosion, a mom, dad and

11-year-old child were at home. it broke out around 1:00. they heard something and got out of the house luckily. they are okay. the fire battalion chief tells me the fire started either in or near garage and then those two cars on the driveway you just saw there was some explosion associated with those cars. because of the magnesium that's in the cars. adding to trouble and noise a downed live power line at this house and a broken gas main. firefighters couldn't wait for pg and e so they found another way into house to. they were able to get the flames out within 30 minutes and since then pg and e have been on the scene and take care of the downed power line, the broken gas main has been shut off. power is still out to the house in question. one other note this home has surveillance video at the home so firefighters now combing over that. they can check out exactly how

this fire started. we're live in pleasant hills. abc 7 news. a 3-year-old and a 1-year-old are both safe this morning after they were taken for a ride by someone who stole their family's suv in san francisco. the thief drove the children for a few miles from the mission district. a neighbor discovered the car block his driveway. the engine was running while the two children were alone strapped in their car seats. >> called 911. they said don't touch anything, don't do anything this is a kidnapping. >> it's horrifying. i have a 6 and 3-year-old. to imagine someone takes my child and deposit them somewhere i have no control over the situation. >> the children's father was with them when the car was stolen but they don't describe how the theft took place. the cupertino city council approved apple's plan to build a

new spaceship headquarters. it will fulfill steve job's dream of kraegt an iconic landmark for silicon valley. it's expected to house more than 14,000 employees. a final vote is set for november 15th. apple plans to begin demolishing the existing buildings on the site by the end of this year. venting gas in the same san bruno neighborhood that claimed eight lives three years ago. pg and e is warning there may be a gas odor during the venting process. crews are expected to start at 10:00 and finish at 1:00 p.m. pg and e say this is normal work. pg and e is headed back to work

over their natural gas pipeline running under san carlos. the utility argues the line is safe and give an updated safety certification to proift. a court order to close the line came after an internal pg and e memo expressed concerns that the pipeline could plowed like the one in san bruno. the destination now on the brink of default unless congress acts to put an end to what's being called a looming financial crisis. the consequences could be catastrophic. >> reporter: this morning washington is on the brink of a crisis of its own making. both the house and senate adjourned last night without a deal to avoid default and reopen the government. senate leaders harry reid and mitch mcconnell have restarted negotiations after house speaker john boehner's alternative plan was soundly rejected by tea party republicans before it even came up for a vote. democrats say gop disarray has

put the country in danger. >> make no mistake the bills the recognizes are putting on the floor today is a decision to default. >> reporter: wall street is in panic mode. the markets closed down for the day and one of the top three credit rating agencies put the usa credit rating under review. americans are fed up. a cancer patient is angered. >> shouldn't be here right now. this should have been solved. >> reporter: the senate deal would reopen the government until january 15th extend the nation's credit limit until february 7th and make no major changes to president obama's health care law. this plan would set up another budget showdown but president obama said he doesn't think it will go this far again. >> the republicans recognizing this was not a good strategy and seeing a horrible reaction from the american people i'm sure

they will not run this play again. >> reporter: the president expects congress will get something done today to avoid default. reid and mcconnell are optimistic. 4:10. we do have a bit of construction. let's take you into the east bay. three lanes blocked westbound 80. heading away from 4 to richmond you're going to see three lanes blocked construction crews out there until 5:00. 580 nice and kweet. 24 minutes from tracy to dublin. from antioch to concord 14 minutes. 101 you're in the clear. let's go outside and take a look what's happening in walnut creek. in the southbound direction hardly any cars out there. it's wide-open and quick eight minute commute heading away from highway 4 to the 24 junction.

>> let's talk about visibility. dry air is yielding unlimited visibility. no fog. no worries as you travel around. you can see the sparkling lights from san francisco all the way over to emeriville and oakland. it's chilly inland once again about 39 in the north bay. that's our microclimate spread at 7:00. we'll have a few high clouds around noon through 4:00. the storm sliding over the sierra will drop our temperatures a little bit. low 70s at 12:00. 4:0072 to about 80. clouds will clear out and temperatures drop into the mid-to-upper 60s by 7:00. as we look at the next three days and dip into the weekend temperatures will be slightly cooler. one or two degrees and keep above average friday, saturday and high sunday's forecast

install surveillance cameras. the fremont council decided to wait because of unease funding the cameras with federal housing money. last night police asked city council to install 20 cameras in low to moderate income areas. the council will spend the next few months gathering information. a worker at los angeles international airport is under arrest this morning in connection with dry ice explosions there. the suspect has been identified as 28-year-old decarrillo bennett. he took dry fries a plane and placed it in a bottle that exploded sunday night inside an employee restroom and monday night near an aircraft at the international terminal. a colleague tells abc news bennett was nervous about an upcoming merger and talked about starting his own airline. san jose mayor has joined

leaders from foreour california cities in an effort to get a pension reform initiative on the november ballot. he filed papers for a statewide constitutional yesterday. it would allow local governments to trim pension benefits for their workers. meyers said cities can't afford the benefits. union leaders say it's an attempt to rob public ploefs promised retirement benefits. sunnyvale will break ground on a five ache $4 million recreational spot for a neighborhood park. play structure, basketball court, area for dogs and a picnic spot. a groundbreaking ceremony will take place at 1:00 this afternoon. no b.a.r.t. strike. let's see what the roads look

like. >> no b.a.r.t. strike. pretty uneventful on the roads. we have 13 b.a.r.t. trains that are currently rolling. as we take you into livermore. these four lanes have truck tire bits on it. if you're traveling along the westbound direction at 580 by livermore avenue you'll find it. the rest of your commute through the altamont pass, a little bit of slowing bus of a construction project that will last until 9:00 a.m. as we go outside a flook our emeriville camera towards the eastern span of the bay bridge. nice and clear conditions. construction project that's going to be wrapping up in the westbound direction, eastbound side some lanes will be shut down until 6:00. mike? >> thanks very much. good morning, everybody. we're taking a look outside. you can see how clear it is. in fact our visibility is unlimited and winds very light

again this morning. they calmed down considerably since yesterday when they were gusting in the hills p.m. hayward, concord 25 miles per hour. that's about as fast as it gets. let's get the voice moving as we're on early again. thankfully no b.a.r.t. strikes but we're here just in case there was. here's a look from our east bay hills. quiet. inside slider a storm system that travels inside off to the east over the sierra. it will chip away a little bit at this warm air mass. we'll drop 2001 five degrees but still talking mid-70s to around 80 degrees. temperatures at average if not just a little bit above. here it is. there's the high pressure that brought us a warm day yesterday. getting squeezed, pushed to the east by this cold front. that's also going to stay to our north and east. it weakens that offshore flow and temperatures will drop just a little bit today.

once that cold front passes, we'll see another warming trend as we head towards the weekend. for today still not bad. look at mid-to-upper 70s clue the santa clara valley. we'll be in the low to mid-70s from half moon bay. upper 70s to low 80s in the north bay valleys with sonoma 81, the warm spot. another nice day to be at our beaches. you get closer to the shore, berkeley 77, richmond 75 for some of the cooler spots. as we head into the east bay valleys most of us in the up 70s could touch 80 inled fairfield and antioch. upper 30s around santa rosa.

upper 40s to mid-50s for the rest of us. tomorrow we'll drop one or two degrees again. you can see a little bit of a rebound friday and saturday and then temperatures will pull back just a little bit sunday, monday and tuesday. another seven days without rain. eric and christine? >> south san francisco police are warning business owners to be aware of the scam that took two local companies for more than $40,000. the thieves sent the companies phoney bills after gathering information through e-mail accounts or from overseas vendors. the unnamed companies paid the bills through wire transfers before they realized they have been skacammed. >> happening today, 10th job hunters fair is happening today. 65 hiring employers from banks, credit one norngs hotel, security and transportation companies will be at the job fair. work shops will also be offered.

you see how the bay bridge lights are out. no bay lights going on right now. that's going change because as we get deeper into falling nirgts longer seen are the hours. starting on november 1st the ever changing light show will shine on the western span of the bridge from sunset to sunrise. right now as you know the light show ends at 2:00 a.m. the project debuted in march and is due to continue through march 2015. tonight you can see the first-ever "toy story" film made

for television. >> what's wrong? are you okay. >> don't worry. >> "toy story" of terror is a half hour special just in time for halloween. the gang take a road trip and keep getting interrupted by a series of scary events. it's a sequel of events to "toy story" 3. animators and artists spent thousands of hours fine tuning the 3-d film. the westbound direction from tracy to dublin along highway 4 antioch. let's take a look what's happening in san jose. traveling northbound along 280 not a problem coming away from 17. heading in a southbound direction did see some emergency crews and i'm not sure if there's an accidents so we'll take a look at that and give the latest. let's see how our weather forecast goes. let's talk about san jose for a minute and show you the trend. we're above average all the way through just about the next seven days because average is 74 degrees. you see the closest we get is next tuesday about 75. let's talk about the state today. look at that. it's quiet once again. a few high clouds around medford. that will slide down the sierra. does look impressive. it's not. but as jodi likes to say we made a swing and miss interest. 79 to low 80s.

fire crews are on the scene of a large blaze that set off explosions. flames grew fast engulfing a home. two parked cars exploded.
