good morning, everyone. >> this is the day commuters have been dreading. b.a.r.t. is on strike. picket lines are up an trains are sitting idle. we have live team coverage on how this will affect your morning commute starting with abc 7 news reporter matt keller. >> the bay area has been in limbo for the past week waiting to see if a strike would take place. and this morning it's finally happening. you can see a few workers have already arrived here with their picket signs and many more expected here at the lake merritt station. here is the last b.a.r.t. train pulling in early this morning. so how did management and the unions get here?

yesterday talks broke down after 30 hours of negotiations. union members say they were on board with wages and pensions but could not agree on the work rules put in by management. >> we were this close and yet at the last minute, they through in a management rights clause that takes away our rights as workers. everything else was done. >> these are work rules that were essential to maintaining the future efficiency and effectiveness of the agency. what happened is the union decided that they wanted to at that time montake the money butt the work rules. >> reporter: b.a.r.t. management says the work rules would just give then the right to make decisions about staffing overtime and work assignments. union says could lead to unreasonable working conditions and assignments. right now, no new negotiation sessions are scheduled. you can see the picketers will be here all day today. reporting live in oakland, matt keller, abc 7 news.

not going to be good out there. >> no, it's not. for an early look at traffic, probably no rob problems out th. >> so far so good. but the morning commute is just under way. we are looking at areas of construction which is rather surprising considering that there is a strike. however, because we found out at midnight all these projects were underway. so we have quite a few lanes blocked off along 80 westbound between highway 4 and 580. so you can see so far so between. we have green on the map. that is it mean you are atop speeds. and take a look over the altamont pass, still at 25 minutes. highway 40 you're in good shape. 101 not too bad. but as we take you to the bay bridge toll plaza, already starting to see a little bit of a load upcoming and going. i have to say right now it looks fairly decent, but we do hear the bay bridge metering lights will be turned on around 5:00

this morning. so keep it tuned here, we'll give you all the latest updates on your traffic reports. for now, let's check on the weather. >> good morning, everybody. three minutes after 4:00 and we're seeing a little bet it of cloudiness. our visibility is not too bad. half moon bay and santa rosa, about 5 miles. a little haze hanging around. today as far as our temperatures, they will be cooler along the coast. 60s are back and clouds will thn all day, but definitely starting off gray. we'll be 72 in san francisco. pretty much upper 70s to low 80s for the rest of our neighborhoods. mike, thank you very much. >> members of b.a.r.t.'s striking unions are speaking to the media right now in oakland. >> let's see what they're saying this morning.

>> no one's phone has rang, no one's received a call from the district or anyone else involved in the process. this is an absolute failure of the b.a.r.t. district in dealing with us on these issues. the district directors have been absent other than tom making a statement occasionally. and the general manager allowed this process to fall. we're very sorry. we understand that the strike, what it does to the bay area riders. and we understand that it is a hardship. our union represents thousands of folks, a lot of them are riders and we know this process is difficult and hard. and we apologize and we urge the public to contact the b.a.r.t. strict and tell them to finish negotiating a pair deal with our union because we want to sign a contract, workers want to go back to work and we want everyone to get on with their lives. but understand that this was a last minute effort by the

district to reach and get more than was ever discusseded at a bargaining table. [ inaudible question ]. >> depending on what your job is at b.a.r.t., and really for workers not just at b.a.r.t., but everywhere, what is your she shift. health and safety issues. what is your assignment. what is your job for that day. maybe you have a specialization in one area and you're asked to move to an area that and you don't. the rules in the contract help decide how that's done and do people have adequate training, you know, and fairness issue. one thing they put on the table was they wanted people to work ten hour shifts at their open desi own desire at any point at anytime. not that people can't work that sheft, but t shift but the contract offer as framework. you sign up for it, centseniori. so they put about the issues on the table and for six months we were never told these were

primary issues. we reach an economic framework, we move to their direction on pension. we move to their direction on health care. we lowered our wage proposal. and a then all of a sudden these issues that weren't discussed at the table are deal breakers by the district. we see it as an effort to jam the union and do exactly what they have done, which is force the strike. [ inaudible question ]. >> that's a good question. because we've spent six months wo working on that economic framework so we have an agreement. in other words if the district and the two major unions have an check agreement, we don't need to renegotiate that. >> but you don't have a full agreement and that's what we need. >> i'm going to finish. a full agreement. what we proposed was on the work rule issues which was a modification of the contract they wanted, we would agree to interest based arbitration on

those limited issues. we thought that's logical. but if the strict says let's arbitrate everything, we're back to square one. there is no deal either. so why not have a deal on economics, have that framework done, which it is. finish the outlying issues, interest based arbitration. they make their case, we make our case. let's not stop the trains and let's get a full agreement. but the b.a.r.t. management has turned that upside down, refused to go on with what we thought was a logical process. we wanted to get answers on outlying issues. but they're muddying the picture by going let's throw everything in arbitration. let's throw six months of bargaining out the window and start again. so understand that map inlagss that they're doing at the advice of thomas hawk who has caused strikes in his previous role and understand the game that is

afoot by the district, not the unions. >> he's answering questions about the work rule problem that apparently broke off negotiations yesterday and led to the b.a.r.t. strike that is going on right now. at 5:00 a.m., we will hear from b.a.r.t. about its side of this deal. and that's coming up, of course we'll bring that to you, as well. >> we continue team coverage with amy hollyfield. this morning commuterses getting on buses. >> reporter: professional strike commuter, look, they're already in line for the bus here at the walnut streak b.a.r.art creek b. the bus doesn't get here until 5:00, but the line has already formed. the last tithis time they're ea

line, ready to go. it's not like they camped out overnight. the line just started forming. if you haven't left the house yet, don't panic. the line isn't huge yet. there is still going to be room for you on the bus. but you height wayou might want breakfast to go. here is a shot of the buses from the last strike back in july. these will be running from the east bay to san francisco from 5:00 this morning until #:00 in the morning. and then from 3:00 to 7:00 in the evening, they will be bringing you back home. they hope to carry 6,000 passengers this way. and from what we're hearing, there will definitely be a napd f demand for it. >> start about 4:30 in the afternoon and every might about 11:30, 12:00, url tsually the l train heading back out. so the b.a.r.t. strike will affect me immensely. >> reporter: here are the stations where you can catch the

bus this morning. west oakland, concord, walnut creek, that's where we are so say hello, la fayette, dublin, san leandro, hayward and fremont. b.a.r.t. says this is just a band-aid to a huge problem. trains handle 400,000 people a day and the buses accommodate 6,000. so space will be limited. plan accordingly. the earlier you can leave and get here to the buses, the better. live in walnut creek, amy hollyfield, abc 7. the west grant avenue approach to the bay bridge in oakland will be converted in to an hov lane for ac transit buses. that means only buses, car pools and commercial trucks will be allowed to use the west grand avenue on ramp to the bay bridge until strike is over. ac stra krchl ac transit plans to run more and larger buses.

all the traffic and also the weather. ferry services will run extra boats take to try to take some pressure off the roads. nick smith is live at the ferry landing at jack london square. what can we expect? >> reporter: it's up in the air right now, but i can tell you that bay ferry has increased services. what they will do is they will raise the number of ferries to 12 from their normal 8 in a usual workday to accommodate those who may take the ferry over to san francisco. and so what i've asked some of my followers to do is tell me how they plan to get to work. but those who plan to at that time take the ferry, like in july, we saw jammed lines waiting to board. catching from ferry landing had two options, jack london square to two place. and you should expect crowds in

july thp they carried more than 7,000 people the first morning of the strike. that was up from a typical morning of about 2500. now, to help reduce the amount of passenger congestion, golden gate ferry will add an additional landing at the ferry building to move commuters in and out. now, enhanced ferry services will be in effect until b.a.r.t. officially announces an end to the strike. we can also let you know that the increased service will start this morning with 5:00 a.m. service to san francisco. again, i'm not sure what we can expect here, but we to knn do ky have added lines to help moderate the crowds. the fairly building or south san francisco. as commuters start to arrive, i will ask them what they plan to do to come home. nick smith, abc 7 news. so head out there now and get first in line. >> may be a good idea on the roads, as well. >> yes indeed.

and we do have extra car pool lanes on 880 and 680. so that help you out a little bit. but we do expect to see plenty of heavy traffic. now, i'll take in yyou into sane where we have a project that will be around from forest avenue to 280, you will see lanes blocked off there. is an lsan leandro, we have a construction project along the nimitz. but we're atop speed it is in most places. metering lights will be turned on at 5:00 to start to seize that traffic into san francisco. we'll tell you when that happens. but let's go to the san mateo bridge where i'm seeing more traffic than we usually do at this hour. you can see taillights moving along westbound direction. we'll keep our eye on that. of course follow me on twitter. i update things all the time.

mike. >> thank you. let's start by it taking a look at the overall picture with live doppler 7. still see high pressure dominating the weather. notice the ring of clouds from the upper left-hand side of your screen all the way over here to the right side. high pressure still dominating. but look what's sneaking in underneath it. a little moisture as the marine layer is trying to develop and that will allow clouds to develop at the coast. for the rest of us, it's pretty quiet this morning. winds are light and the sky is clear and temperatures are kind of cool once again. let's take a look at them. we have 48 in concord and san ramon. if you're standing in line waiting for b.a.r.t. in concord, it will be a cool one. or the buses i should say. actually i think the buses are in walnut creek. but you get the point. it will be cool if you're standing in the lines. low to mid-50s around most of the bay shore. golden gate bridge, one of the areas that will be impacted by the clouds. you can see them streaming across as we go from west to

east or left to right across your screen there. trying to pushing a cross san francisco. i'm not sure they will get all the way into other parts of the bay. and they won't hang around the coast for the better part of the afternoon hours. this is really a morning event. you can see the sunshine, you can see the warmer than average temperatures down in the south bay. 80 san jose. we'll be warmer than 80 around morgan hill and gilroy. everybody else mid to upper 70s. on the peninsula, we could hit 80 in red wood city. a lot of mid to upper 70s elsewhere. notice the break in the cloud cover at the coast. it will be partly sunny this afternoon. but the damage is done. mid-60s for you. low to mid-70s down up to south san francisco. and soumid 60s take at the beac. over along the east bay shore way, mid to upper 70s. east way valleys, low 80s. tonight temperatures will be a lot like this morning, but notice the cloud cover won't be

nearly as extensive along the coast. let's take a look at your accuweather 7 day forecast. still warmer than average away from the coast all the way through monday, temperatures cool back to average tuesday, wednesday, and thursday. coolest day, but still dry. have a good one. we have other news now for you. a 6-year-old boy fighting for his life this morning after he was pinned by a car while walking in the park. it happened yesterday afternoon. authorities say an suv slammed into the boy and his twin brother as they walked down the side washingtowal sidewalk. authorities say a 90-year-old man from woodside was behind the wheel. >> had confused reversion and driver and the brake pedal and gas pedal and instead of reversing back wards went forward. >> he should not be driving. dmv needs to do something. >> good samaritans helped push the car off of the boy. the driver was not under the influence of alcohol and he has not been charged.

headed toward the city -- that's correct. i'm on 101 northbound just coming into san francisco from the peninsula. and i can tell you your morning drive coming into san francisco from the peninsula is looking real good so far. the traffic is light and i would even venture to say so far it's relatively normal for this hour of the morning. a little bit of fog down on the deck as you come into the maze, but not really impairing your driving too much at that point. clear in the city. clear skies. clear traffic. both north bound and southbound on 101 at san francisco. >> that's good news for now. thank you. >> a look at traffic elsewhere, leyla, at least folks knew this was coming and could prepare for it. >> oh, my goodness, yes. the moment we've all been dreading for months. we've been ramping up to this moment and hopefully everyone has their plan b in effect. we it see all the folks ready to

board those buses to come into the city. so we also know that there are other transit agencies that will be picking up some b.a.r.t. rider, but if you are jumping in the car, there is a crash as you're coming out of traof trac. westbound 80, there is one lane blocked. so if you are coming from albany through berkeley to the maze along i-80 in the westbound direction, a short five minute drive. southbound 880 looking clear. 280 not too bad there. we'll keep our eye on that. we take a look at the golden gate bridge, you can see the fog out there, but it is still a clear drive. some folks may be taking the san rafael bridge to the north bay. but we'll keep our eye on all the traffic as it develops. mike. let's start with something fun for the weekend. how about heading to half moon bay for the pumpkin fest sflal
