abc7 news begins with breakings news. >> the bart strike is over and people thought limited trains would be running this morning. there is horrible news: this has not happened. people thought they would be on bart are scrambling again. abc7 news reporter, cornell, is at lake merritt. >> you would never know that the bart station is open. the station agent just arrived two minutes ago. i asked if the trains are running and he said, we are trying. there is confusion. the new bart contract was announced.

the four-day strike ended with a tentative agreement reached between bart and the unions. the general manager would not release details of the new contract until union members can ratify it. the unions are pleased saying it is favor. a lot of commuters are saying, where are the trains? i'm not seeing a train. i have to get to work. i have to fine another route. >> how do you feel about this? >> frustrated. a lot of confusion. i am glad things are up and going. but they are not. >> look at this: the doors to the lake merritt bart station were opened and this is what we found: not a soul in the station. even the gates were in the platforms and the ticket machines were not working. the last couple of minutes, the station agent has arrived at the lake merritt bart station and

said they are trying to get the system running. it was supposed to happen an hour ago. >> do nature -- do not count on bart stations. how is it going as people look for another way to get around, amy? >> matt, they do have an option in walnut creek. the buses are here. people are getting on, ready to head to the city. this is the new normal, buses arriving at the bart station. this is not what people were expecting. look at this video how close people came. they were allowed on to the platform in walnut creek awaiting the trains weapon the the -- when the announcement

came that the station would be closed. this left commuters wondering what to do. >> it was a surprise to have that late announcement that said they settled so it was a surprise after you expect the trains at 4:00 a.m. but the bart spokesman said they would have limited service at 4:00 so i took her at her word. >> this made so many people happy: the station opened in walnut creek. the agent showed up for work. he was ready to get things rolling. not everyone made it to work. they cannot run the trains. if you watched the newscast yesterday, this is a very different scene: in line this morning. yesterday, it was down the block. if you want a bus ride you will not have a problem catching a bus at walnut creek. this is a sign that people are

confused where to be, what to do. it will be an off morning and they hope to get things to normal as soon as possible. the advice is to seek an alternate way to work. do not count on bart. at walnut creek the buses are ready. >> many commuters may turn to the friends again. unfortunately, in another misfortunate, there is a multicar accident at the bay bridge toll plaza. >> and we are joined by cell7 technology by dick. he has a good view of the accident. >> that is right. it has taken a bad situation at the bay bridge toll plaza for the commute, now worse. we have most of the center lanes which happen to be the fast-track lanes blocked with a multi-vehicle accident. i drove pass this accident a few

minutes ago and it looks like there were four or five cars involved. some will need a tow. you see emergency vehicles out there. caltran trucks are on site as is c.h.p. i will pan the truck because the camera is mounted on the dashboard. you can see the backup here that has already started in the center lanes which are the fast track lanes. i will go forward a little bit so you can actually see what is going on here as far as the backup. it is backed up, now, probably beyond the grand avenue off-ramp. as far as i can see there are headlights. they are not moving. i see red lights approaching that will try to clear the accident. it doesn't look like there were any injuries.

plaza. you can see the flashing lights and the stacked up traffic. it is a mess. adding insult to injury from emeryville to san francisco, just know that you are going to be delayed. >> fog is thicker this morning and visibility in hayward is up a mile. down at sfo to one mile. quarter-mile visibility in napa. santa rosa is half a mile. the north bay is under a densing for advisory so expect the clouds and reduced visibility to hang around the commute. from emeryville you can see how thick the fog is. temperatures are warmer. 74 to 83 for the north bay valley and the east bay valley. around the bay we have 66 to 77. in san francisco, it will be 58 to 64. >> san francisco bay ferry will still offer extra service today

and the horn went off and emergency breaks applied. the ntsb will conduct a reenactment of the accident today. >> a panel appointed by the governor to look at a possible a.c. transit strike will weigh in on what they learned with riders testifying how the strike would impact them. a.c. transit requested the cooling off-day period when the strike was called. the union representing 1,600 workers rejected two contract offers. the sticking point is the new health insurance payments. >> man is dead after a police shooting in union city. it happened at 8:30 lat night at an apartment. police say they received a call of a domestic dispute. officers found a map determined to have outstanding warrants. he threatened officers. an officer opened fire and killed the man. he has been, the officer, been placed on leave.

left two dead. investigators say a middle schoolboy opened fire killing a popular math teacher and injuring two students. that teacher has been identified as 45-year-old michael landsberry. witnesses say after the first shot was fired landsberry rushed to the shooter and tried to grab the gun. >> little kid took the gun out of the backpack and threating to kill the teacher. he pulled the trigger and the teacher was dead. the shooter turned the gun on himself. the other injured students are expected to survive. they are looking into how he got the semi-automatic gun. >> another big retailer opening its doors on thanksgiving. >> here is the bloomberg business report with james king. >> new survey says more consumers plan to shop online than at the discount stores.

was home. the station agent just arrived and fund passengers away. one guy's car broke down and he rented a car and he was hoping this is the last day of rent a car. i talked to a spokesman for bart and he says 6:00 a.m. is the new time they hope to have trains up and running but it will be sporadic. >> by 6:00 a.m., that is the heart of the morning commute. >> we had a terrible accident already that blocked the planes at the bay bridge toll plaza that has cleared. it is stacked up from emeryville. we have seen nothing but brake lights approaching the tolls which is affecting the berkeley drive from university avenue you will see some of the delay.

you want to give yourself extra time before you head out on the roads. at highway 4, this ride is loaded up at 15 miles per hour for a top speed and you will see it slowly dissipate. as we take a look at the drive through san rafael from the southbound direction those are the headlights and it looks like traffic is building. folks are hot under the collar. the morning is cool. will that even it out? >> we have live doppler 7 hd and it is clear with the thicker fog and low clouds. there is not much moisture at all. we will talk about headed to the bart buses or the stakes, it is 47 in walnut creek and dublin/pleasanton is 46. hayward is 48. fremont and headed to san francisco it is 49. oakland is 51. with the thicker clouds, i believe we will see sunshine an hour quicker today and that is the warmer weather and 74 in the

off-ramp that just moved there as of a moment ago. if you are headed along in the northbound direction it is moving fine but as soon as you get to the maze that is where you will see nothing but a sea of brake lights. that was all due to the early accident that dick was telling us about. at highway four in the eastbound direction we have another accident, a tire iron went through someone's windshield. it is very dangerous and we are seeing a slow down in the westbound distribution where you will see heavy brake lights that clear up. >> we are still tracking thick fog. visibility is getting better. hayward was quarter-mile visibility an hour ago but it is up to three miles now. we have flight arrival delays at for but the thick fog is in 9 north bay at quarter-mile visibility in napa. live doppler 7 hd is tracking

the dense fog advisory through 9:00 for the north bay valley. we are all dealing with some sort of reduced visibility but the east bay valley. on the golden gate bridge coming to san francisco the headlights are headed to the south. the next 12 hours, fog and sunshine an hour earlier today at 62 to 72. warmer at noon and at 4:00, 64 to 82. it will be clear and cooling rapidly in the evening at 54 at the coast and 72 inland. over the next couple of days it will be warm tomorrow and the cooling trends hits thursday and friday and temperatures drop a couple of degrees both days. >> we are following the morning commute as bart is rolling again or tries to after a four-day strike. trains are not rolling as the station agents try to arrive for

is doing this morning. it has been thick. it has been a mess. dick? >> it certainly has. when i grew up as a young child i aspired to sit in traffic when i got older so this is a dream come true for me. on a serious side we had an early crash here at the bay bridge toll plaza blocking all fast help track lanes. the tow truck guys made short order of that and cleared the road in 10 or 15 minutes but the backup, as a result, extended beyond the off-ramp. we never recovered from that because after the road was cleared the commute started to build. now all the feeder roads, 880 and 580 and 80 are at a stand still. not a good situation at the bay bridge toll plaza.

with bart trains not rolling, it looks like they could be getting closer san francisco bay ferry is on the bart strike schedule and that is a row leaf -- a relief. katie marzullo is at jack london square to see what is going on with the ferries. >> people are taking full advantage, some regular ferry riders and some would be bart riders and you can see the line moving to the boat, the 6:00 a.m. boat people are boarding and the 5:30 boat left with 79 people. it is good news that san francisco bay ferry stayed on the strike schedule. that was always the plan and it is coming in handy now we know the bart trains are delayed. extra boats and extra runs from san francisco bay ferries. one map said he intended to take bart and went to the lake merritt station this morning and thought the trains would be
