we begin with disfling news. days after the death of workers and a strike there is a train fire in the east bay. and now crews are trying to figure out how it happened. i'm dan ashley. >> i'm carolyn johnson. it happened at the uh rine do bart station and that's where alan wang is for us. alan, the train is still at the station? >> yes, you can see it behind me, carolyn. it is dead on the tracks tonight. that's because a 1200-pound part of the train melted off while they were fighting the fire. and now it is jammed under the train. they are using saws to cut it into pieces and firefighters say it could be awhile before they get it off the tracks. none of the passengers seemed to realize the bart train was ty on fire until they stepped off at the uh rine do station just after 6:00 p.m. >> came out and you can see the smoke. it was pretty dark. you could smell that there was a definite burning rubber. >> one passenger shot this photo of smoke coming from the

train as passengers got off. a drive shot these photos of the smoke from along highway 24. >> there was a small amount of flames under the carriage. >> the 10-car train was immediately evacuated. >> everybody was calm. there wasn't anybody that looked panicked or no rushing. >> firefighters had to use truck to get to the flames. >> they started spraying foam. they stopped spraying and a little smoke would come out and dissipate and then it would come out again. >> bart says the smoke came from a semiconductor box that shorted out and was found dangling from under the train. it is not sure exactly when the problem started. >> i think i first smelled it around 19th street? >> did you think anything of it? >> i thought it was the brakes. >> it was a headache for drivers because the incident backed up traffic on the main road that connects the two sides of a ri nda. >> and that road was reopened just a short time ago.

i also spoke to a bart spokesperson a short time ago and asked when they will be able to move that train. she said they will move it when it is safe to do so. at this time there is no indication if it will affect tomorrow morning's rush hour. reporting live in arinda, alan wang, abc7 news. >> alan, thank you. new at 11:00, late word that bart has indefinitely suspended its controversial simple approval policy making track workers responsible for their own safety. and trains entering the work area where anyone is on the tracks must slow to 27 miles an hour. the policy goes into affect immediately and it follows saturday's deadly accident where two workers were struck and killed by a train. earlier today and not far from tonight's train fire federal investigators from the ntsb closed down a stretch of track to reenact the accident. sky 7hd shows us how they did it using a four-car train traveling at high speed between the walnut creek and pleasant hill station.

two life-sized mannequins were placed on the track to simulate where shepherd and daniels were working before the moment of impact. in the meantime the national president for one of bart's unions is placing blame for the accident on the transit agency. speaking with our partner, president lawrence hanley says, quote, you don't train in a situation where you can kill people. it is like walking into a kindergarten class and handing out loaded pistols. he calls for a criminal investigation into this incident. they say the probe is not criminal in nature. bart responded saying hanley is trying to paw lit size a tragic incident for the district. and the death of a 13-year-old. the boy, andy lopez, was shot by police deputies for carrying what turned out to be a toy gun. tonight's memorial turned into a rally against lethal force

by law enforcement. heather ishimaru is live in santa rosa with this developing story. heather? >> reporter: carolyn, let there be no question about how this community is feeling about what happened here. about 10 minutes ago somebody came by and handed us a flier that says wanted for murder, saw though ma county sheriff. the investigation is still open, being lead by the santa rosa police department. and today they said the sheriff deputy who fired on the boy feared for his life and the lives of others. >> what do you want? >> justice. >> when do you want it? >> now. >> they are chanting for andy lopez. shot and killed by a sonoma county sheriff deputy yesterday afternoon in this field where his parents came to grieve. >> and the community came to rally around them. >> it could have been my son out there. it is terrible. we need justice for him. >> police showed reporters a real ak47 next to the look

alike pallet gun they say lopez was carrying. police say the deputies shouted at lopez to put the gun down. >> he was holding the weapon in his left hand and he began to turn toward his right in the decks of the deputy and in so doing he moved the gun toward the direction of the deputy and the deputy's mind set was he was fearful he was going to be shot. >> he saw lopez just before the shooting and warned him to get rid of the gun because police were nearby. he says he stopped and watched as the deputy pulled over. >> he just opened the door and shooted three shots. >> did he warn the kid to put the gun down? >> i don't hear anything like that. i am 50 feet away. >> he came here from gernville. >> in cold blood. again, it depends on circumstances, but they didn't have to shoot him i don't think. >> he was in fear of his life, the life of his partner and the community members in the area.

that's why he responded in the way he did. >> the deputies are on administrative leave. ab >> a new report says a muni bus that killed a bicyclist was not outfitted with an important safety device. they say the bus was missing an s1 guard. that's a large bull per-like device that keeps pedestrians and bicyclists from being crushed by the back tires. point, point, but when the bus happened on friday it was not there. muni would not confirm the device was missing. both muni and san francisco police are investigating what happened. parts of the bay area are socked in. we are here with live doppler 7hd. >> the national weather service just dropped the advisories for all parts of the bay area. look at what is happening from the emeryville camera. you can see that, yes, there is still fog out there, but it is not as bad as it was last night. live doppler 7hd is showing

and bay.and low clouds, coast the visibility right now is eight miles in half moon bay as opposed to just over a mile 24 hours ago. here is what is happening in the atmosphere. the marine layer has been deepening. it is now 1800 feet deep when it is lifted up and it is deeper it tends to be higher based. so it is not right down on the deck. that does not mean you will not encounter patches of dense fog in the morning. i will let you know what it will look like for the weekend when i come back. dan? >> sandhya, thanks very much. police in fremont need your help to catch a man who exposed himself inside a wal-mart this afternoon. they released this photo of the man they are looking for. authorities say he flashed himself to a woman shopping at the wal-mart just about 2:30 in fremont. he is described as a man in his late 20s and maybe early 30s about 5 foot 19inches with a medium to heavy build. kaiser announced it would close the pediatric hospital on november 17th. kaiser says there are not many

young patients hospitalized in hayward. those who are will be moved to a facility in oakland. while the hospital portion will close, the pediatric medical offices that serve and most child patients will stay open. they say it will be a hardship on parents who have to travel farther now to get treatment. kaiser has not decided what to do with the 21 nurses who work at the hayward hospital. good luck getting them to repair their divots. next on abc news, the guests joining -- turning the south bay country club into a pigsty. >> and now science fiction, science fact. what the new type of plastic can do and why scientists say it will change your life. >> and is the pen mightier

natural disaster. abc7 news anchor ama dates shows us the mess they have made to prevent another assault. >> the country club has seen much better days. it has been torn to shreds by wild pigs like these. he took this video of the pigs in his yard. >> years ago you would see him once in awhile, very rare re, and -- rarely, and then they would smell you and run. now they are a little more brazen and they look at you and they don't mind seeing you. >> robert sparks is fed up with the animals. >> we have had an invasion of

up to 40 wild pigs on to the club property. >> we are talking from 200 pounds to 300 pounds, large pigs. >> the pigs are coming down from the mountain and unfortunately this fence isn't stoping them. they are going underneath. they set up a second stronger fence that runs along the golf course. but there are several ws the kids can get on to the course. they are leaving the dry mountains and looking for a water source. >> they are extracting water from the grass, from the roots, from the insects underneath, grub, earth worms. >> besides the extensive and expensive damage to the course and the neighborhood lawns there is a bigger concern. >> we have had stories of the pigs out on the street encountering joggers, dogs, people walking, children, and people concerned about the safety of their children. >> sparks has reached out to the local government agencies and waiting to find out what

can be done to stop the pigs. ama dates, abc7 news ?ie. we want to clarify a story we reported about foster farms chicken linked to a salmonella scare. they will find the chicken with the codes released two weeks ago. that's because the codes indicate the location of the processing plant and it is not lot numbers connected to a batch of chicken. foster farms has shown the usda it made improvements to the plants to reduce the contamination risk. foster farms says the exposure is below the standard set by the usda. they will ensure consumers that the chicken i handled handled properly and cooked thoroughly. the bart clean up crews have their work cut out for them tonight. they are trying to get rid of graffiti left by the four-day strike. they arrested 25-year-old zachary borders on suspicion of felony vandalism.

it is one of several locations target i by targeted by vandals you have to check this out. scientists in spain have created a remarkable type of plastic polymer that heals itself. the plastic is broken into two pieces. scientists place the parts together and after a couple hours the polymer gelled together again. no amount of pulling could tear the pieces apart. they have nicknamed the plastic terminator after the t1000 robot that heals itself in the movie "terminator 2". shares inoy area auto maker tesla is seeing a steep decline after word the government may invest in a model s car. the fire was caught on camera. the driver ran over a metal object that punctured the car's battery pack. now that the federal shutdown is over, the national highway traffic safety administration is said to be looking at this incident more closely to see whether an official investigation is warranted.

word of that sent stock tumbling. it is down more than 4% and closing under $165 today. google programs now tool tht tool that will translate your handwritten words to typed text. it recognizes the script you write on a touch screen device and if it doesn't understand a word it gives suggested replacements. the tool works for more than 50 languages. google believes it will be especially helpful with alphabets more complicated than hours. a police officer who caught a florida mother shoplifting from a grocery store did something unusual instead of taking her to jail. they say jessica robles walked out with $300 worth of -for.ries she did not pay when an officer stopped hershey said she did it out of december spir ration to feed her young children. when the story checked out the officer decided to help her out. >> i made the decision to buy her some groceries. arresting her was not going to solve the problem with her children being hungry. >> the officer cited robles

there that will be dense for the morning ride. 48 in santa rosa and 45 in napa. we are looking at temperat0sin , fairfield and livermore. kgo roof camera looks different than 24 hours ago. you can see the ferry building and bay bridge. this is a good sign. low clouds and patch edens fog. cool to mild the next two days. looking to get a little warmer this weekend. let me show you the satellite and radar and then talk about the weather coming. high pressure is still our blocking ridge. it is blocking the storms from getting into the bay area. we are seeing the low-pressure systems go up and over the top of us or going to our south. we are basically left with dry weather. no rain is expected over the next seven days. at least not right now. just to give uh perspective on how we are doing so far, i know the rainy season hasn't started yet, but san francisco, the driest on record so far since 1850, we

have only had four inches of rain since january 1st of this year. the previous record was 5.72 inches in 1976. this really just means we need a lot of rain before we start going into the record books as the driest on record. we will be watching this carefully. the other thing i am keeping an eye on is tropical storm raymond. it it has weakened a lot. it is packing winds of about 45 miles an hour. it is bringing rain to the south central coast of mexico. it will continue to move away from the area which is good news for mexico. they will start to get a break from the rain they have been dealing with. here in the bay area, we are still going to start the morning out with low clouds and fog. the temperatures will be on the chilly side when you leave home. make sure you bundle up. the kids will need a jacket in the morning. low 40s to low 50s. if you are walking to catch a ferry or bart you are definitely going to need the extra layer, the jacket or sweater. tomorrow afternoon inland high temperatures mid70s. the sun will be shining 75
