commuters following last night's train fire. they just cannot catch a break. thanks for joining us on this thursday. >> they cannot catch a break and neither can the commuters. we got word from bart there are major delays through the east bay. >> amy hollyfield is at orinda bart station with the latest. >> the delays are continuing. we have great news. no trains. that is good news. there was a train stuck up there on the pittsburg-bound side. it was just moved the last half hour. this is a huge bit of progress to report. they have not opened the side up because they are cleaning up from the work. they are single tracking through

here. there are some delays and the train is not here yet for the 6:00 a.m. san francisco-bound train. this is what caused the problems. the fire was out and the train was evacuated but they had to spend the night taking equipment apart to move the equipment out of the way from the fire. it was a very complex project and took all night. >> now we can move the train to the yard. we have to clean the rail. this is no damage to the rail. that is the good news. >> the commute is delayed at three to five minutes on the trains headed into san francisco. there is supposed to be one at 6:00 a.m. and it is now here. as the morning progresses the

larry daniels killed in walnut creek open saturday. a bart spokesman this morning says that the ntsb is independently investigating this crash and this is not a time for fighting. >> everyone has a lot of questions to be answered. we want to know what happened. we are in the middle of a grieving process. it is important there are some that want to politicize the tragic deaths. we are waiting for the answers from the ntsb. >> bart has announced they are suspending the simple approval policy which makes workers responsible for their own safety. the ntsb reenacting the crash using a similar train and mannequins and finds the train that hit the membership was going between 60 and 70 miles per hour. safety rules mandate if someone is work on the track trains must be below 27 miles per hour. 9 president of the largest union says a bart training supervisor was training an employee to operate a train during the

strike and says that you do not train in a situation where you can kill people. it is like wall into a kindergarten class and handing out loaded pistols. the bart board will not vote on the new contract at the meeting this morning as the unions have not ratified it. >> parents and nurses and elected officials are gathering in front of the kaiser permanente building angry about a closure that will cut service to young patients. matt is at the kaiser there is a last ditch effort to try to keep it open. here is video when they first announced the plan if the closure. dozens protested. the hair facility averages only four pediatric hospitalizations

this will be cleared up, soon. there was a fire last night so it started all of this. at 6:15 smoke was coming from under the train. it turned out to be a very complex project with equipment damaged in the fire had to be dismantled and moved. that took all night long. everyone evacuated fine. everyone was safe. no one was hurt. they trying to figure what caused the fire. first, they had to get the tracks cleared. that was quite an issue. they had to start the day system in that area at single tracking. the big delay is for those headed to pittsburg. it looks like we are getting close to getting the other track opened and this will be behind us. stay with us and we will let you know when that happens.

>> finally better news if commuters. we have developing news in concord where an investigation is underway in a storage yard fire. the flames damaged several cars and trucks at the facility near concord avenue. propane tanks are a concern. the fire was knocked down in 20 minutes. this word on the cause. >> the contra costa county fire department is canceling plans to close another fire station because of a rebounding of real estate values. officials say improving rot values have pumped more tax rot than expected into the fire district's struggling bank account securing another federal grant and could re-open two of the seven stations closed in 2011. a top county administrator warns the budget projections show the district is spending $10 million more a year than expected to

new this morning the homeless population in santa cruz county has soared 28 percent this year according to the latest count. a census shows that there are now 3,500 people living there without an address. the homeless are also getting younger, more than 900 are younger than age 25 according to the santa cruz sentinel. the vast majority were living outdoors without any kind of shelter when the count was conducted in january. this survey helps the county apply for federal funding to get 9 people shelter hopefully before the winter storms hit.
