tonight on night line, did he know or didn't he? for the first time, president obama responds to questions about the controversial spy scandal. we caught up with the president in an abc news fusion exclusive. it's already been a rough week. >> and that's why i'm initiating a review to be sure that what they're able to do is not necessarily what they should be doing. >> chris brown charged with assault, again. accused of punching a man in the nose. but that didn't stop his fans from showing up just to get a glimpse of the bad boy singer. and hands off. don't touch my belly. for many women it can be an unwanted part of pregnancy, but should it be criminal?

president obama would have preferred to cancel his interview today. in any presidency there are days of hope and promise. >> so help me god. >> congratulations, mr. president. >> and days of triumph. >> the united states has conducted an operation that killed osama bin laden, the leader of al qaeda. >> and then there are days like today. headlines about out of control spying. >> the white house under fire right now given all of these revelations. >> and now sources confirm it was happening apparently without the president's knowledge. and then there is obama care, the website in disarray and the other legacy program, immigration reform, now stalled in partisan politics. this was probably not the day president obama would have chosen to speak one-on-one with abc's new partner, fusion. >> good to see ya. >> good to see you, mr. president. >> congratulations on the new venture. >> but speak he did, taking questions on this difficult day.

>> people wonder how is it you didn't know about the cell phones being looked at or listened to and why you didn't know and who should have told you? >> i'm not confirming a bunch of assumptions that have been made in the press. but what i have said is that the national security operations general generally, i'm making good decisions and i'm the final user of all of the intelligence they gather. >> such as monitoring the personal cell phone of the german chancellor. >> and the president of the united states of america. >> the one who invited him to speak at the berlin wall just four months ago where he promised american intelligence was not running amuck. >> our current programs are bound by the rule of law and they are focused on threats to our security, not the communications of ordinary persons. >> what the president said in our interview that the leaks by

edward snowden have done is make the united states rethink how we spy on our allies and how the nsa is controlled. >> should we assume from that answer, sir, that you did or would know if actually that was happening? >> jim, as i said, i'm not here to talk about classified information. what i am confirming is the fact that we're undergoing a complete review of how intelligence -- there are very strict laws governing what we do internally. >> right. >> internationally, there are less constraints on how our intelligence teams operates. what i have said is that it's important for us to insure as technology develops and expands, that are reflective of our values. >> questions also emerge this

past week about how much the president knew about the troubled website that was america's porthole to obama care. the website that came online and then offline. >> this is unacceptable. it needs to be fixed. >> of course the administration keeps pointing out that the fate of obama care does not rest solely on its website. today the president responded to the possibility that not enough healthy young people will sign up. >> what's in it for the young people? are they just the people who will finance the older generation and their medical problems? >> this is pretty straightforward. analysis has shown if you're between 18 and 34, about half of the people can get high quality health care for less than 50 bucks a month. less than your cell phone or cable bill. >> and the president seemed to be trying to connect directly with the young people whose dollars would help bank role the

system for the elderly. >> i kind of remember i thought i was invincible. i broke my nose playing basketball and i had unexpected illnesses or accidents. and making sure that you have got coverage insure ensus that e not paying out of pocket with money you don't have. >> and then it's on to immigration reform. a subject many in washington used to consider the third rail of politics. it seemed tantalizing within reach to candidate obama. he made this promise in 2008. >> i cannot guarantee that it will be in the first 100 days. >> what i can guarantee is that we will have in the first year an immigration bill that i strongly support and that i'm promoting. >> now in his second term, president obama has yet to fulfill that promise. >> immigration reform has taken longer than anyone has expected.

he used his political capital on other things. his ablility to convince congres to do this is vastly diminished. >> he did pass the dream act but did not promise to protect the parents. >> we have an immigration system that is broken. that's why my top priority has been let's reform the whole system. let's fix the legal immigration system so that we're not pushing people into an illegal process and let's make sure we have secure borders. >> some say his political clout to get the job done is waneing. >> i think the president today and over the last few weeks have come to the point where this could be the end of his relevancy and people have to wait for the next president in 2016 or he can restart this and

bad boy. while hit after hit continue to play out over the air waves. he left a dc courthouse among a throng of screaming fans and flashing lights. the 24-year-old entertainer spent the night in a washington d.c. jail cell after allegedly punching a man in the nose. brown and his body guard were arrested after attacking parker adams. the fight broke out. the alleged victim said they were at the hotel and tried to jump into a photo with him. chris went nuts, he says. in the incident report the alleged victim said the singer says i'm not down with that gay [ bleep ]. i feel like boxing. brown then punched parker in the

face. brown's body guard then threw a second punch. tonight chris brown pled not guilty, his camp claiming the victim was trying to get on brown's tour bus and that brown's body guard simply tried to stop him. >> the only time you can legally punch someone in the face is when you reasonably fear death or great bodily harm himself. >> brown shortly before the incident inside a nightclub where he had been hosting a par party. >> i think it's becoming a large part of brown's dna. it's unusual for us to see him as bad or as in the news as we have seen him but i'm not surprised each time i see another chris brown infraction. >> his temper first game to light when he was accused of assaulting his then girlfriend

rihanna. he famously apologized. >> i thought it was time that you heard directly from me that i'm sorry. i have tried to live my life to make those around me proud of me and until recently i think i was doing a pretty good job. >> and not even two years later, he threw a chair in the studio of "good morning america." last june there was the bottle throwing bar brawl involving brown and drake. this january he and r & b star frank ocean allegedly duked it out over a parking spot in may he was accused of a hit and run. charges were either never filed or dropped in each incident. >> without question it looks like trouble seems to follow him. one would argue that after the third or fourth time it would look like his actions seem to bring problems after that.

>> in a world where stars often meet controversy, celebrities often see the perks of maintaining popularity even after scandals erupt. >> he has been nominated for nine grammys and won one in 2009. he is definitely a moneymaker for them. he is selling albums and winning awards. >> so far none of this bad behavior seems to affect his music behavior. his bad boy image seems to have helped. chris brown's last two albums have stormed the charts. notice >> bad behavior is typically curbed when you see a loss in fans or a loss in revenue.

if chris brown doesn't see ether, likely he will continue on this path that we have seen him on. >> charlie sheen convicted of assault charges in the past and kanye west ordered to stay ten yards away from a paparazzi, have both managed to continue to have lucrative careers. only time will tell if chris brown continues to be as fortunate. >> christopher brown commit nod crime. we understand that his security acted to protect mr. brown and mr. brown's property as he is authorized to do under district of columbia law. we are confident that mr. brown will be exonerated. >> the alleged victim said he would have accepted an apology at the scene but now plans to press charges and has already hired a lawyer. >> i will not describe injuries at this juncture. we will allow the situation -- juries did occur. >> the issue will be whether

prosecutors can prove what he did is a violation of dc law. he could get up to four years in prison. >> for the 2009 incident, brown was sentenced to more than 1400 hours of community service. >> in this day and age of reality television, we are seeing that bad behavior is becoming widely accepted and even fuelled in many cases. the more celebrities get breaks for their behavior the more they will think that this is what the public wants to see. >> it could still be considered a probation violation and possible prison time for the man that many now know more his swinging as much as his singing. >> when it comes to the court of public opinion, ie, his fans, this incident probably won't

hurt him. next, pregnant women know everybody wants to touch your tummy when there's a baby inside. but that doesn't mean you want them to do it. and now it could be considered criminal. blal

serious note, police are looking for an attempted kidnapping suspect. an 8-year-old girl grabbed by a man who cut the screen off of her window. she screamed for help and her father heard. he found his daughter in an alley behind the house. police are looking for any witnesses or help in finding the suspect. he has got blond hair, a black winter jacket. the girl was examined at the local hospital and is doing fine. the window is probably getting sealed shut forever.
