the 60s. we will have numbers in the 60s at the coast. but beyond that in the east bay, in fact, we are looking at about 70 today in oakland is numbers climb through the low 70s in the valleys of the north bay and the east bay. dropping quickly underneath the clear skies. but changes arrive at early as sunday and maybe a little rain for monday. we will have that forecast and a look at the accuweather seven-day forecast coming up. katie. >> lisa, thank you. and we have developing news, typhoon haiyan is sweeping across southeast asia and the latest death toll is the storm has killed at least 1200 people. the massive typhoon that is the equivalent of a level 5 hurricane is devastating philippines. we have more on how the bay area's filipino community is dealing with the dead le storm.

>> images of typhoon haiyan is frightening. she's been keeping track of her family. >> i was tracking them on facebook. she was able to contact her niece and the storm didn't do much damage to her family's commune. haiyan was powerful and blew through quickly. >> they said the storm traveled like a lamb burr gene any or something like that. fast. >> it's not clear if her flight there will be affected. terry is the dean of research at the california academy of science. he's also heading to the philippines this weekend. he's concerned about friends. >> i kept thinking of all the coastal communities where i had been working, and various islands that were in the path and all of the people who i care very deeply about. >> across the bay area, local filipino community centers have been taking up collections to help those devastated by the storm. >> we figure by concentrating on

at black diamond middle school and even though two deer valley high school students have been arrested for robbing her son with a gun, she's still afraid to reveal her family's identity, especially her son's. >> he said this time he showed his gun. i could here his voice crack so i knew he was upset. >> five high school students surrounded her 13-year-old son at this bus stop in antioch. >> and then he said give me all of your money and then he pulled up his shirt and showed him the gun. >> the boy's mother said the boy who had the gun threatened to kill her son two weeks ago. she's upset the suspect is in school one day after her son was robbed. >> they should have immediately sent out some type of alert over the tone to the other parents so the other parents can know the situation. what if it's another colorado school shooting? then what. >> no trains the middle school or high school have been

notified. the school district will only say it's working closely with police. in antioch, allen wang, abc news. >> there will be demonstrations throughout the bay area to protest the shooting death of a 13-year-old boy by the police andy lopez was killed while holding a toy ak-47. his rights have filed a lawsuit against the sheriff's department and the deputy. today' demonstrations begin today at 1:00. that's in oakland, san francisco and santa rosa. and there will also be demonstrationings in los angeles and sacramento. another demonstration is planned for today to protest remarks made on the late night show "jimmy kimmel live." protesters held a march late last month over a segment in which a child joked about killing the people of china to help erase the u.s. debt. chinese-american activists are calling for jimmy kimmel to be fired. our network, abc, has since apologized for the segment. today's protest is from noon to two in front of city hall. >> antioch police shot and killed a pit bull they say tried to attack them during a call

yesterday. our media partner, the contra costa times, said it happened yesterday when police were responding to a domestic abuse. they said as they tried to make an arrest, a dog charged them. an officer fired and no one else was hurt. >> the search is on for someone who tried to steal a puppy during a carjacking. someone contacted the victim to purchase the the dog. they met him at the zoo on october 28th. the victims were trying to sell the 9 week old pom rainian dog. the man was holding the dog when they pulled a gun and they feared for their lives, left the dog and drove off. >> there's a strong show of support in the east bay for a teenager who was set on fire on monday. in oakland, people are putting up rainbow ribbons on bus stops along the 17th mcarthur line

right now, there are very few non-myopia students. >> i'm going to test your vision. >> in fact, she's already been diagnosed with myopia. the problem is so prevalent the university of california has opened a dedicated myopia control clinic at the university of open tom try. one of the goals is to spot and treat near sightedness in the young patients. >> usually if we find early on set, anyone starting developing it before age 10. >> she said young patients are particularly vulnerable because their eyes are still developing. in her case dr. liu is using a corrective device lens. it's called an orthocoratology lens. it's a contact lens worn by patients while sleeping to flatten the center of the myopia. >> they have clear vision electricity molding effect of the lenses and at the same time they benefit from the myopia

pictures from san lorenzo. it's the third night in a row large meteors were spotted. right now we are in the middle of a meteor shower. it. a satellite the size of a volkswagen van is on its way back down-to-earth and is expected to crash land sometime soon. we have the story. >> the european space agency go chase satellite was launched in 2008 to chart the earth's gravitational field but it ran out of fuel. it will come crashing back back down to earth the next few days. >> when they run out of fuel ask can no longer give themselves periodic kicks to stay in orbit of, they begin to slowly drop. >> jeff is a senior astronomer in mountain view. he and his colleagues research life in the universe. they said the go chase satellite will continue to drop until it plunges into the earth's atmosphere.

pieces of the satellite will begin to burn up and essentially become astroids, but a couple hundred pounds will land back on earth. he said it isn't likely anybody will be struck by a piece of the satellite. >> most of the earth is covered by water so chances are it will land in the water. >> tom is one of the visitors. his assumption is spot on. >> the chances are no one will see, it it will land in the ocean and nobody will notice except a few fish. >> the european space agency said the satellite should re-enter the atmosphere sunday or early monday. >> the upon lar sandcastle competition at ocean beach will get underway in a few hours now. this is a youtube video of last years' competition. local architects and construction workers will join more than 20 local elementary

36 santa rosa and 38 napa, more 30s in novato and fog from a quarter to mile and a half visibility here. be careful. a little breezy in the upper elevations. mid-40s in concord. livermore coming in at 46 degrees. temperatures this morning are cooler pretty much everywhere from a degree to anyone degrees cooler from this time yesterday. as you head on out to morning you may need another layer. oakland seven degrees cooler. you are going for a high today of 70 degrees and finally from our emeryville camera this is the way it looks right now with some clear sky but we aren't ruling out some areas of dense fog this morning. otherwise sunny and mild today. southerly winds return tonight. that will allow for the fog tomorrow and a slightly cooler afternoon for sunday. this will hold true again for the holiday on monday. and a weak weather system may bring us a slight chance of a shower monday into tuesday. the latest on high noon haiyan showing it is still a very strong system.

when it hit yesterday, a category 5 with winds anywhere from 150 to 170 miles an hour. as it continues to make landfall, reform in the south china sea, it will hit north of vietnam. we are looking at winds up to 120 miles an hour as a category 3 later on today. and by monday it weakens further with 40 miles an hour winds. over 1200 people lives have been taken due to that system. high pressure once again does not want to budge around the west coast. so that allows for no big changes for the weekend. there's an upper level system that will drop to the south. tas does that , whether get a wind shift and that will allow for more in the way of low fog and clouds. a slightly cooler day. i wish it would budge that ridge to the east and allow some of the rainfall our way. only a piece of energy may head our way, allowing for maybe a slight chance of showers monday and tuesday. here come the change with some low clouds and a return to some

on tuesday. crews will begin by rye moving 1400 pete of the upper deck cantilever section. that will take about six weeks. next year crews will take down the steel and that involves cutting the cantilever section in half. it will take three years and cost $240 million. if you think it's hard to find a parking spot in san francisco, consider what it's like for disabled people. now there's a new plan to ease the shortage of disabled parking spaces, but not everyone is on board. abc7 news transportation reporter heather ishimaru explains. >> the transit first city of san francisco is aiming to reduce parking generally, but will be asked to increase it for disabled drivers who say not all of them can take transit and they need more. a lot more. nearly 500 more handicapped spaces for starters. >> we have more people aging into disability. we have more people with disabilities living longer. so it's just a need in general. >> right now placard holders can park for free and with no time limits at the blue zones and at regular meters.

placard misuse by those who don't need them is rampant. there's 23 spots on this block in chinatown. this afternoon 19 were filled with cards with handicapped placards. there's a medical center on that block, but a woman who works at an adjacent building and does not want to be identified, she doesn't think it's patients parking because those cars are there all day. >> i want to be charitable. but the fact is there is simply not enough parking and there's not enough turnover for everybody. >> right. >> and there's no enforcement. >> a special mayor's committee will be asking the city and the state to add 470 new blue zones. a 70% increase. to improve enforcement, put reasonable time limits more placard parking and remove the meter exemption. committee member paul said the recommendations include asking the dmv to link placard numbers to a digital photo of the placard holder.

>> they can quickly scan the number and if they see my name and you are getting out of the car, they know something is wrong right away. >> the board will vote november 19th to supervisors on the 25th. they could encounter pressure from the able-bodied who think there must be a enter solution. -- a better solution. >> you can't find parking whether you are handicapped or not. >> if the city goes for it, the state will have to consider changes at the dmv. heather ishimaru, abc7 news. a church in san leandro is digging deep after thieves stole the food that had been donated for thanksgiving. members faith fellowship church are reaching into their pockets again. they already donated enough to feed 60 to 180 families this thanksgiving but last week someone cut a lock and chain on the building and made off with the majority of the food. the good thing is we announced to our congregation that it has been stolen and they have really bounced back to support the families and started donating even more than before, which is a if if thing to see

it feels a little nip by out there but we will make up for the distance and allow for a pretty nice afternoon. lake tahoe in the 20s. dense patches of fog, otherwise sunny and clear. more clouds on monday. there's some rain offshore on monday. we will show it to you. but it's all about high pressure. a big ridge of high pressure that continues to dominate much of the west coast, keeping the storms in the north. so for today and tomorrow, the changes that come will be in the way of a wind shift. that allows for more fog. here's the setup. as we throw through 7:00 tomorrow evening you can see the fog at the san mateo coast. look what happens the rest of the day. we are looking at low clouds and mid-level clouds for monday. 3:00 in the afternoon you can see kind of cloudy out there. look what happens early tuesday morning. there's a little bit of rain offshore. here we are up in sonoma county. 5:00 tuesday morning and there's a line of showers here. now we don't expect it all to

hold together, but still keeping the chance of rain with us monday night through tuesday. then it pushes to the east and we will look for a stronger ridge of high pressure to build in behind that. 72 today in concord underneath sunny skies, as well as fremont and san jose. 70 richmond with temperatures in the mid-and upper 60s san francisco. half moon bay look for 66 with upper 60s around santa cruz. tomorrow we are looking at another sunny afternoon with a few high clouds. mid-and upper 60s for the niners. the accuweather seven-day forecast, a few degrees of cooling tomorrow, more clouds and a slight chance of showers comes in late monday into tuesday for veteran's day. tuesday afternoon sunny conditions and then the winds pick up. we are warmer and sunnier wednesday, thursday, friday. >> lisa, thanks very much. in sports, cal and san jose state both at home today. cal plays usc at noon at
