spotted two weeks after she went missing and reported it. but no one followed up. vic lee is in the newsroom now. that is the stunning part. no one followed up. >> you're right. many other other questions remain unanswered now, maybe, there will be more answers. abc7 news learned the witness police are looking for is a doctor. >> a nurse heard a man knocking on the door of an emergency stairwell on the 5th floor of a building. he was trying to get out on to the hospital floor. >> and she let him in. and he said wrong stairwell. thank you for letting me in. and then said looks like there is someone further down maybe asleep or not

sure. but looks like there is someone down there. >> the man then left quickly. the person he referred to presumably lynn spalding was laying on the stairs the nursing supervisor notify aid sheriff's dispatcher. he said he would check it out the sheriff said his deputies never check that had stairwell. spalding's body found four days later in that location. investigators began looking for him, hoping he can provide answers. abc # news learned the mystery man is a visiting doctor from india now working at ucsf in san francisco general. police have questioned him. >> it's just another element of astonishment. to me. >> this is a spalding family lawyer. >> here we are, 19th of november, now, someone comes forward, a doctor says i was the one that saw her and did nothing

more than say so to someone that let him in out of a locked door? i can't fathom the thinking. >> reporter: san francisco general issued a statement after we aired our story confirming that the person is a researcher working at the hospital. our sources say he apparently saw a flyer sent out by police and realized he must be the one investigators were looking for. that is why he came forward. >> at least they found him, vic, thank you. we're learning more information about what may have provoked a man to kick a homeless woman sleeping on the street in san francisco this, is video of the attack. you can see the man stomp his foot on the woman's head. this afternoon prosecutors charged the 28-year-old timothy chase with two counts of felony assault. he told investigators he kicked the woman because he was annoyed by the smell in the area the victim is having trouble remembering what happened.

>> we have a video that showed her but she can't remember some of the things. it's possible she was hurt and having memory problems >> and prosecutors say he thought he killed the woman with the kicks. the judge issued a protective order to keep the man from approaching the victim. a body discovered last week has been identified as that of a missing college student the 20-year-old last seen november 7th. he went to catch a bus to go to school. his body discovered in the water friday morning. the coroner is now working to determine how he died. 25 years ago today a man abducted 9-year-old michaela garecht in hayward today her mother joined family sdprindz to remember her, tieing yellow ribbons around a tree outside of a market where she was kidnapped. her mother says

it was a rough 12 months. last winter they tested bones to see if the dna matched michaela's. >> it's hard to describe the devastating impact that whole episode had on us. to spend several months you know, contemplating whether or not we're going to find out she was no longer arrive. and who that would mean z you know, what that could feel like. >> authorities determined the bones belonged to a victim two of serial killers. michaela's mother remains hopeful. a judge said no to university of california attempt to block a one day strike. medical technicians at uc nine campuses and five medical centers planned to walk off their jobs tomorrow as they did in may, to call attention to what is claimed a staffing cries yichls however, the judge did

order workers to remain on the job. not to picket. in san jose, police officers are getting a raise. a tentative agreement to restore a 10% raise over three years. cops taking a pay cut was blamed as the reason 69 officers have resigned in san jose this year. many as david louie explains, taking better paying jobs elsewhere. the first indication came when we saw police officers association board emerge from a meeting where they voted to recommend its members vote for the deal. the mayor and council members were optimistic. >> i'm cautiously optimistic. we'd like to give our police officers a raise it could wo be good news for them and the city. iet calls for a 4% raise and a lump sum payment. 23.3% raises coming in the second and third year of the

handicapped parking placards. >> reporter: this afternoon, up on the 4th floor here, mta board approved a resolution supporting a variety of changes to the program. with an amendment to give a discount to low income placard holders should the proposal to start paying at meters actually come to fruition. in order for the package to come to be will require a lot of work at the state level so now, the fight moves from here to city hall, to sacramento. blue places are located with slots next to them. saying there is not enough of them and there is not enough turnover. they allow free parking with no time limits at blue spaces and regular meters. it leads to rampant misuse. numbers tell the story a cording

now. you can see clouds not much appears to be falling in this area in terms of rainfall now. temperatures mid to upper 50s from santa rosa to novato. and one more live view along the bay bridge. here in downtown san francisco, forecast features are these. more periods of rain expected tonight and into overnight hours. scattered showers tomorrow. looks like morning commute may not be hampered too much by rainfall we expect pockets of showers at this point. sunny, mild into the weekend. satellite shows a slowly sagging frontal system. it's bringing us rainfall. so getting to our forecast animation at 7:00 this evening during next few hours, we should see rain intensifying and becoming more wide spread. and then, front sweeps through z 5:00 in the morning, there will be pockets of rain and not so well organized as we've seen now. scattered showers and more

up in flames the ceo is trying to extinguish the hype. a auto safety watch dog is trying to figure out if there is a problem. there have been three fires one after a crash, two after cars pierced the tesla's under body. that is where the national transportation safety board comes in. they want to know if it is vulnerable to fire. investigators will look at 13,000 cars. in a pointed blog post elan musk says hundreds of thousands of gasoline powered cars have caught fire since last year but tesla fires receive disproportionate play in the media. he goes owe on to say he believes this highly unlikely officials will find a problem with the cars but if something is discovered that would result in a material improvement in
