rolling by this time. this is due to a computer issue that left hundreds and up to a thousand passengers stranded. hopefullien got home safe. if you want a contingent plan we are looking at clear conditions and we have this hit-and-run accident possibly blocking one lane. we have slowing over the altamont pass. when you get to vasco road you will be at top speeds at the interchange. we have debris in the roads because of the high wind with heavy rains we needed desperately can now what we have is high wind. that is going to cause a crimp in our plans as tar as cleaning up the yard. as we look at our live doppler 7 hd it is looking dry. no need to take the umbrella. from our emeryville camera to the bay bridge, you can see it is bouncing an indication of

high wind especially in the east bay and north bay. the first forecast shows temperatures up to the mid-60's around the bay and between 62 and 65 and along the coast you will be in the upper 50's to lower 60's with the full seven-day forecast in a little bit. kristen and eric? >> the bay area is waking up to several major power outages and scattered debris from a powerful storm that ripped through last night blamed for the deaths of two. a driver was killed when he hit a tree on skyline boulevard in oakland hills and another man died when he stepped on a power line and electrocuted in east oakland on austin street. matt has more on that damage. >> the winds are very strong. a lost debris in the streets including a tree lying here in the middle of telegraph. we have seen a lost debris including garbage cans and signs

from restaurants and even books. pg&e said in the east bay 20,000 customers are without power. in the north bay, 6,900 are pizza store, the restaurant, has its power still on. as you can see with the debris the potential is there for a branch to bring down a power line. we have been listening to the scanner, the police and fire scanner and they have a lot of calms tree branches down and power line issues so the power numbers, the outages could go up this morning as the winds remain strong in berkeley. >> we have an update from bart they are letting us know there is not going to be service until 6:00 this morning. they said hopefully by 5:00 they

know. it will not happen by 5:00 a.m. and now they are hoping for can a.m. after midnight they had technical problems and passenger were stranded on trains. the people did not have -- they got stuck on the trains and were stranded on trains at the bart officials tried to get them where they were going. they lost power and the computer was not communicating properly with the trains. >> we have been here 30 minutes. we got tired waiting. they said we had "massive delays." i don't know what "massive delays" means. >> it took an hour and a half and they got all of the people to the final destination. it took a while because they had

to manually crank the switches into place. they are trying to fix the problem. they said this is not wind-related. they are hoping for a 6:00 a.m. start but at this point, do not plan on bart. >> breaking news: firefighters in napa are working against the wind to contain a wildfire that caused evacuations of neighbors. the fire is burning near soda canyon road. flames have spread across 350 acres sin it started last night and the napa county sheriff awarded a mandatory evacuation because the track is only 25 percent contained. katie marzullo is working to get new details. show will have a report in a few minutes. >> a nine member team of emergency doctors and nurses will head to the philippines to treat victims of typhoon haiyan.

the death toll from typhoon haiyan has risen above 5,000 and will likely climb higher. the storm, the most powerful on record, struck two weeks ago. the situation has been stabilizing with many major roads cleared of debris and banks, stores and gasoline stations resuming business. >> the bay area nurses would left for the philippines to help the victims will return home tonight. they will be replaced by another group of nurses volunteering their time. a vigil is held at the chapel of the chimes in hayward and match >> leaders of the unions are meeting with lawyers to figure out their next step and voted yesterday to approve a new contract but only after they stripped out a disputed and costly family leave provision. union leaders called the move unfair labor practice. they are not planning another strike. bart says the clause was

plan "b" in effect. as we look around the bay area, right now we are looking at clear and quiet conditions. what we have is plenty debris on the road all due to the high wind we experienced over night with caltran on the way at highway 24 and this is to clean up branches that fell into the roadway causing slowing there along highway 24 as you come up to the 580 junction. 580 from tracy to dublin had a hit-and-run accident in the clearing stages but 29 minutes gets you in the westbound direction and slow along highway 4 from antioch to concord and 101 southbound from san rafael to san francisco is 16-minute drive. walnut creek shows things are smooth and dry headed to the 24 junction. speak of dry, can you feel it in the air is so dry, we had lots of rain that came and drenched

highway 84 you will see top speeds in dublin. caltrain is a good bet and act tran it, also, gets you where you need to be. the wind is causing problems with downed trees, branches, lots of debris. we will talk about our weather and see how it is moving in the bay area. looking from the east bay hills camera you can see how bouncy it is. that is because of the heavy winds. we will have a high wind advisory in the north bay mountains until 10:00 p.m. and the rest of the bay area at 10:00 a.m. the wind advisory will expire. when it does, we will expense cooler temperatures, as well. as we look to the bay bridge it is a clear and beautiful morning. the gusts are quite, quite gusty at 30 miles per hour in napa and gusts up to 21 miles per hour in hayward and six in livermore and

amy? >> we talked to a bart spokesman and tried to get an estimate and he hasn't been able to talk to the engineers working on the problem because they are so busy trying to get this fixed. they do not even have an estimate of when bart trains will start running at this point, so, come up with a plan b. some passengers are having trouble finding cabs because they are all busy because there is high demand. a lot of people do not want to dry into the city because parking is expensive and lots of confusion and frustration from people would need to get to work and they are not sure how they will get there and it started after midnight the computers broke down. the industrial computing system isn't communicating with the tracks and they stranded hundreds of passengers wren this happened. it took an hour and a half and they got to the final destination which took a long

can you give us the outage totals? >> in the bay area in total we are just below 21,000 customers without power. last night at the height we hit 67,000 customers and 42,000 were in the east bay. the east by, oakland hills, was hardest hit. >> the north bay? >> that was with them, getting about 25,000 customers out. currently, we have reduced the number significantly and down to 6,800 customers. >> do you have an estimate on when the 21,000 people will have service restored? >> we have crews responding and folks are assessing the situation at those locations so we hope to get the lights back on as quickly as possible. i would say as we continue to experience the windy conditions and a good rule in general is make sure if you come across downed power lines, you report

we had up to 50-miles-per-hour gusts in the north bay and east bay hills. the highs today are topping out in the upper 60's to lower 70's in the bay area with mostly sunshine and it will be a chilly one. with the winds calming down it will cool down with possible freezing temperatures in the not bay. 41 is the norm in san mateo and palo alto and fremont, oakland, and in the upper 30's for the inland area. looks like we will have a big game cal versus stanford. it will be mild seasonal temperatures, so pick a jacket and sweater. we have sunshine on way and that will stick with us million tuesday and on wednesday and thanksgiving, thursday, we have the possibility of showers.
