and vermont street on northbound 101. we will have lanes closed until 5:00 this morning. we are looking at slow-and-go traffic up to the central freeway toward 80. in the southbound direction by hospital curve you do see a slight slow down of traffic but no volume to speak of. outside, it is the san mateo bridge coming away from hayward to foster city which is a short 12 minute commute in the west direction to the peninsula. kristen and eric? >> this morning, there are no reports of damage or injury after a small earthquake in samoa county but the 2.8 earthquake was reported at 9:55. it happened two miles east east/southeast of the geysers. >> investigators are releasing a draft report to the massive 2012 chevron refinery fire in richmond. the board will issue new safety recommendations for chevron

along with changes on regulating refineries in california. the august 6 fire sent black smoke spewing into the air and 15,000 complained of breathing problems and other health issues. the safety board does not have the power to enforce changes but, rather, realize on industry cooperation to improve safety conditions. >> in san francisco, 30 people are looking if a place to stay following a fire at an apartment complex. it happened at 9:30 yesterday morning in the north bench neighborhood. 16 apartment units are uninhabitable. sergio? >> this pile of rubble outside the entrance to the upstairs apartment is debris from the fire. the red cross set up services. i talked to a resident whose called to see what support is available. >> my place is uninhabitable mostly because of water damage and the smoke, the soot. >> he says he can stay with family now but the fire damage

>> now, mike nicco has the latest. >> it would be nice to that is because a storm is coming and bring rain but that is not the case. check out half moon bay: 18 and 14 degrees warmer than 24 hours ago and everyone is warmer but for santa rosa, you are five degrees cooler. we have four degrees warmer in san carlos and two in hayward and one in san jose and four in livermore. look at the temperatures, hardly any frost this morning. we are in the mid-to-upper 30's and most of our inland valleys are to 43 in novato and upper 30's around fremont and san jose and los gatos and oakland and now we are at 52 in san francisco and 57 in half moon bay. check out our picture from the east bay hills this morning, you can see how calm the air is. it is more the calmness of the air that has to do with the air quality being poor, not the temperature, really, we were cold early and now we are warm and we will have the same poor air quality. nice consecutive record at 13 the so far this winter season.
