and gives a great reaction. good tuesday morning. i'm muhammad lila, in for john muller. >> i'm diana perez. we begin with a developing story out of north carolina, where people in a small town are being urged to evacuate following a train derailment. look at these images. fireballs shooting into the sky, with thick, black smoke billowing from train cars. one car carrying oil, collided with another, setting off a series of explosions. tahman bradley has the latest. >> reporter: overnight, a rush to evacuate a small north dakota town. dangerous flames burned all night, after a train carrying grain collided with a massive train hauling crude oil. the crash set off a series of explosions. >> it was the third explosion that rattled the house and the doors and the windows were all shaking. >> i've never seen anything like this ever happen before here. so, i mean, okay. i've lived here 70 years.

>> reporter: as many as 10 cars of the 100-car oil train caught fire. the collision happened shortly after 2:00 on monday. no one was injured. but the flames and smoke shot up hundreds of feet into the air. >> the clouds. it was almost like nighttime. it was just dark. the entire sky was just blacked out. can't see anything. kind of like a bomb. >> reporter: officials worried the heavy winds could shift the dangerous smoke towards castleton. hazmat teams from as far away as texas were called in. >> crude oil has a lot of particulate matter in it. a lot of fumes and bad things that are really difficult for people, especially those with respiratory illnesses. >> reporter: the sheriff's office recommended the entire town of 2,400 people evacuate on a night when temperatures fell below zero. >> our job right now is to protect the citizens of castleton and the surrounding area. >> reporter: the cause of the derailment is under investigation. an ntsb team will be on site

today. tahman bradley, abc news, washington. >> tahman, thank you. and this derailment is one of three in the past six months involving trains carrying oil. >> you might remember this one from the summer in quebec. 47 people died in july when a runaway train loaded with oil derailed and crashed into the center of a small town. more than half of the buildings in that town were destroyed. the cause was determined to be faulty brakes. >> and in november, a train carrying more than 2 million gallons of oil derailed in alabama. there were no injuries in this accident. the cause is still under investigation. and the cleanup is still under way today, nearly two months later. and now, to the other big story this morning. sub zero temperatures to ring in the new year. >> it's been a while since the upper midwest has seen weather this cold. sub zero temperatures are keeping outdoor activity to a minimum in wisconsin. the streets are mostly deserted. it's even too cold for snowmobiling. but the good news is, the

temperature could climb to a balmy 4 tomorrow. >> look at this waterfall in minneapolis. the bitter cold has turned it into a crystal palace of ice. it's completely frozen over. >> for more on the bitter cold and what to expect new year's eve, here's accuweather's jim dickey. >> good morning. it will be a cold end to 2013 across the north and east. an arctic air mass has set up shop. not going anywhere anytime soon. extreme cold across much of north dakota, northern minnesota. many spots down below zero. these are expected early morning temperatures. minus ten in minneapolis. minus 12 in bismarck. and the brighter areas, minus 20 and even lower. challenging record lows. into the northeast, some of the cold seeping in. minus 4, your expected low in burlington. 1 in portland. in the 20s in new york city. if you're headed out to times square here tonight, it will be cold. be sure you bundle up. the skies will be clear. temperatures in the 20s as the ball drops.

real feel in the teens and single digits. back to you. >> thanks, jim. russia is on-edge after a wave of terror attacks just weeks before the olympic games. minutes ago, we learned the death toll from the attacks this week has climbed to 34. now, more countries are tightening their own security ahead of the games, as u.s. officials with russia could be doing more to counterterrorism. karen travers reports. >> reporter: two days, two suicide bombings. an attack at a train situation. yesterday, a bus bombing there. more than 30 people dead. with february's winter olympics in russia quickly approaching, there's increasing concerns about security. the olympics will take place about 400 miles away in sochi. in the region wracked by terrorist attacks by islamist insurgents. five months ago, the leader of an islamist nationalist group vowed to disrupt the games. >> if the games aren't attacked,

there will be attempts to attack. either the transit routes into the games or particular venues on the outlying areas. >> reporter: the olympic events will be spread out across multiple venues. there will be a massive security presence. but experts say soft targets present opportunities. >> small numbers can infiltrate and cause a lot of damage. >> reporter: yesterday, the president of the national olympic committee called the attacks despicable. but everything will be done to ensure the safety of the athletes and spectators. >> thank you. we're getting new details this morning about saturday's shoot-out between phoenix police and a bank robber. authorities have released a surveillance video that shows a man walking in with a dark ski cap and bandanna over his face. there's a 911 call where a witness describes the shoot-out. >> there he goes. he's running out. he's running out. they're shooting. they're shooting. >> they're in a shoot-out. >> the guy pulled a gun. one guy down. he's down.

god, that's crazy. >> the gunman was wanted for killing a police officer in mississippi during a bank robbery there earlier in the week and for an attempted robbery that same day in atlanta. the california family of a girl declared brain dead has another week to transfer her to a long-term care facility. a judge's restraining order came less than an hour when the hospital was to disconnect jahi mcmath from life support. her family is not ready to give up hope. >> the family has located a facility in new york that has agreed to take jahi. and we have found an ambulance willing to take her from door-to-door. >> she moved to her mother's voice. and her heart is still beating. there's no chance the 13-year-old will ever recover. the faa has announced six states that will develop test sites for drones.

alaska, nevada, new york, north dakota, texas and virginia were chosen for their diverse geography. it is seen as a next step toward unmanned aircraft over u.s. skies. but a growing number of critics worry it will bring the nation closer to a surveillance state. it's not new year until that ball drops in times square here in new york. >> we're happy to report, it's all systems go for tonight. organizers tested the 12,000-pound ball yesterday. and everything worked just fine. this year's ball has 32,000 lights and 2,400 waterford crystals, all in a new design, called gift to the imagination. stepping up the game. wait until you see the new tv samsung is selling. plus, the waiting game. passengers on a ship that's stuck in the ice will have to wait just a little bit longer. new details this morning on when their rescue could happen. and tebow time again. tim tebow finally has a job.

the automaker expects to sell 2.4 million vehicles this year, beating toyota for the fourth year in a row. toyota actually sells more vehicles to individuals. but ford has higher fleet sales. meanwhile, the minimum wage going up tomorrow in 13 states. good news for about 2.5 million low-income workers. the biggest increase will be in new jersey, where voters granted $1 an hour more. the highest minimum wage will be $9.32 in washington state. well, for the ultimate couch potato, here you go. how about a television that's bigger than your bed and costs as much as a jaguar? samsung is now offering a 110-inch ultrahigh-definition television for only $152,000. it's got four-times the resolution of a standard tv. and measures 8 1/2 feet by 6 feet. but unfortunately, muhammad, it's not available in the u.s. just yet. and if you're still looking for somewhere to celebrate new year's eve tonight, how about the applebee's restaurant in times square?

detroit. a change in plans for the passengers and crew of that cruise ship stuck in the antarctic ice. the rescue boats can't reach them. so, they will be airlifted off the stuck ship by helicopter. >> but even that is on hold right now, waiting for a break in the weather. abc's gio benitez has more. >> reporter: eyes in the sky over that trapped ship in the antarctic. 74 passengers now told they may have to abandon ship by air. >> the chinese have just launched a helicopter to check out the water sky and see how far the sea ice edge really is. >> reporter: this is the australian ice breaker trying to tear through miles of thick ice. just listen. with just ten miles to go, the rescuers were forced to turn back. >> it's minus 1 and blowing snow. we're standing on the leeward side of the boat. >> reporter: punishing weather and heavy ice, putting the

mission on hold. but it may be too late for another attempt. the australian maritime authority telling abc news, the tourists and researchers aboard will likely be airlifted by that chinese helicopter, waiting at the edge of the ice field. and believe it or not, it's summer down there. but it turns out, for whatever reason, there's an abnormal amount of sea ice. gio benitez, abc news, new york. well, a little girl is recovering after a frightening fall down a 50-foot well right outside of her grandmother's house in western georgia. it took more than an hour for emergency crews to lift the 7-year-old to safety. the smallest firefighter on the scene had to be lowered down the narrow well to get her out because he was the only one who could fit. >> i was able to get the right foot down right beside her. and the left foot wedged against the well. i could get webbing under her. we tied her up on a rope. the ones up top, they pulled her up. >> the firefighters had to rig a pulley system to lift the girl

out. she suffered numerous broken bones and numerous other injuries. in medical news, a new guideline for heavy smokers. an influential panel of doctors is advising high-risk current and former smokers to start getting c.t. scans, aimed at detecting lung cancer early. the recommendation from the preventative services task force, applies to people facing the highest risk of getting the disease. >> this is limited to those who were heaviest smokers. so, people who are 55 and over, smoked a pack a day for at least 30 years. even if you quit in the past 15 years, this is for you. >> nearly one in five americans are still hooked on cigarettes. positive news this morning for michael schumacher. doctors say a brain scan shows a small improvement for schumacher after a second surgery. but doctors say the retired seven-time champion has brain lesions. he remains in an induced coma after a skiing accident in the swiss alps.

his wife, son and daughter have been at his bedside. tim tebow has a new position. and it's off the field. >> tebow has been hired by abc's sister network espn has a college football analyst, ahead of the launch of its new s.e.c. network next year. the 26-year-old was released by the patriots before the 2013 season. and he hasn't found a new team. >> tebow says he's excited about the new opportunity with espn. but he did make it clear, he still wants to be an nfl quarterback. time, now, for the rest of the world of sports. a new record is set in college basketball. >> look at this scoreboard. yeah, that says 116-12. southern university beat baptist college by 104 points monday. scoring the first 44 points of the game, an ncaa record. with the rest of your morning sports now, we turn to our friends at espn. >> you've fallen asleep on the couch. going to wake you up with some sports, starting with college football. and the final game as the head coach of texas for mack brown. playing against oregon. it didn't go well in this finale.

giving the family more time to work out their plan to move her to a facility that will continue to care for her. despite multipill doctors confirming he is britain dead the family believes she is alive and claiming she moved her leg when it was touched and is responding to her mother's voice^. the hospital says involuntary muscle movement is not uncommon in a case like this. >> the family and hospital spokeswoman spoke after the ruling. >> we won. it could be a small victory, only a few more days but today was a hard day for me. >> i am not sure it was the right judgment call but that was the call of the judge and we will comply. children's hospital oakland said jahi mcmath cannot be moved until the family can prove they have a form of transport and a licensed facility will take her acknowledging that it is accepting legally a dead body. jahi mcmath was declared brain dead december 12 after going into cardiac arrest after a
