san francisco at 52 and mid-to-upper 30's in the north bay valley and livermore. we will have more record highs places like oakland at 66, san rafael, 64 and high clouds and sunshine, mid-to-upper 60's today. sue is here for leyla gulen and now the traffic. >> we are getting reports of power outages south of market that could affect signal traffic lights in the area so, remembers when light is out it is considered a four-way stop and south of market area in san francisco. we are looking at drive times and nothing has changed and everyone is moving at the limit highway four westbound and 101 southbound. the san mateo bridge where traffic is slowing fine from hayward to foster city you can see the tail lights headed in the westbound direction and the bay bridge approach upper deck is looking beautiful this morning just a few cars headed around the curb and through the tower into san francisco with no delays here. we will talk more about that breaking news from san francisco

south of mash it area with more then a thousand people are without power at this hour. pg&e says power tonight out for nearly 1,hundred customers with in cause given. they hope to restore power by 7:00 this morning. several intersections are without lights. >> firefighters are watching a marsh this morning after a fire forced the evacuation of a hopeless encampment. amy? >> here is the crew that has been watching over this. they say it is quiet. they have changed the size saying it burned 5.6 acres. earlier it was two or three abeers. it started at 10:45 and took a couple of hours to control breaking out in a grassy field behind a marsh which is behind

the village shopping mall so it is hidden back here from view and firefighters say that is why it is a popular spot for homeless. firefighters believe we something in the homeless encampment probably started the fire. while they were fighting it they had to be careful because of the propane tanks out here. >> the larger propane tanks when they are heated they bend and can explode so some of those did out there. that is the risk for the firefighters. >> no one was hurt in the fire but they had to escort six people out of here. no arrests have been made. this is a dense area and the fire can be data seated in there making it difficult to contain and keep out so they are worried

is still on a ventilator. the hospital has refused to insert a feeding tube which is required to move jahi mcmath to a facility in new york which has agreed to care for the girl. also, a superior court judge will preside over a mandatory settlement conference between jahi mcmath's family and children's hospital oakland today the on monday, a superior court judge extended a retraining order preventing the hospital from removing kid dead from a ventilator until tuesday, january 7th. >> in hawaii the mother of a three-year-old girl declared brain dead after a dental procedure says her daughter has two days to live. she went into cardiac arrest 26 minutes into a root canal and her parents are suing the dentist alleging she was given five sedatives without consideration of how the combination of the drugs could react on the body of a three-year-old girl. the family how is hoping for a miracle.

when you drive toward gilroy, the farmers are not happy with the water cuts. >> they are never happy about the water situation. the allocations are always cut in the dry years and they are minuscule especially when we talk about the snow survey. it is unheard of to have so little. a lot of people like to go up the russian river and raft or canoe. those businesses will suffer and the hotels and camp grounds so this is a trickle down effect of the dry weather. yesterday, 70 was tied a record from 1996 and 69 in downtown oakland setting a record. 67 was the old record in 2001. 66 tied a record from 1999.

more ahead. today the 49ers are packing up and headed to green bay, wisconsin, against the packers. they have 3,000 tickets available for the game yesterday, so the game could be blacked out in green bay. packers have not had a blocked out home game in 37 years with temperatures dipping below zero with the wind chill dropping to 30 below. they are expecting to sell out or someone could buy out the remaining seats but the colts are in the same boat and they will not sell out and the nfl gives all three teams an extra 24 hours to sell the tickets. >> san francisco mayor and the green bay mayor are betting on the became and the loser visit as school wearing the cap of the we winning team to read to schoolchildren and send a car package of local chocolates and desserts to the winning city.

out here once or twice a year. thank you, amy. several flights in and out of bay area airports are already canceled this morning because of the massive east coast snowstorm. katie marzullo is at sfo with the latest. good morning, katie. >> good morning, matt, we i had better news for anyone trafficking but i checked with the duty manager this morning and the numbers are moving in the wrong direction. last hour i told you there was only one confirmed cancellation and now the duty manager says there are eight departing flights and two arriving flights canceled in and out of sfo because of weather on the east coast. john f. kennedy has been closed all morning scheduled to be closed until right now so we are waiting for word on when that re-opens. when it does the backlog is back and sfo admitted it is looking at 45 to 60 minute expected

delays to flights coming or going from the east. i talked with those who are checking in for the airlines and telling them to go ahead and move forward but nervous they will make not take off. >> the airport was closed yesterday. i don't know how long i will be staying in the airport before i depart. >> they warned us yesterday there could be a breeze warning or snow warning and pay attention. so far it is okay. we checked with oakland and san jose and they are seeing a handful of cancellations. the bottom line this morning: if you are flying to the east coast, call and check with the individual airlines to see if it is going on time and what you should do. more than 1,600 flights are canceled in and out of the united states today.

san francisco police and the f.b.i. are searching for two possible arsonists seen on security video before the chinese consulate in san francisco was set on fire on wednesday night. the security video from an apartment shows a van stopping at the curb outside the consulate entrance at 9:35 moments later, then, the fire breaks out damaging the main entrance and no one was injured. a witness says she saw two men outside and investigators say they poured two buckets of gasoline on the front door before setting it on fire chinese officials call it a terror attack and the f.b.i. stopped short of calling it terrorism but security has been stepped up. >> the initial assessment is it appears to be most likely a criminal matter opposed to a national security matter. >> this is the second time the consulate has been targeted by arrest sonnists, in 2008 the group poured flammable liquid on

the willing and investigators say it could have been related to the crackdown in tibet. >> man is in critical condition after a car hit him while crossing the street at 5:00 p.m. yesterday. the man was walking outside the crosswalk against the light when the car hit him. alcohol was not involved but speed may have been a factor. he is the sixth pedestrian hit in the past few days in san francisco. >> two big steps today in the battle over jahi mcmath the girl declared brain dead after a tonsillectomy. the family will go do court urging the judge to order children's hospital oakland to insert tubes into kid -- jahi mcmath so she can be moved. a facility in new york has agreed to care for her. children's hospital oakland refuses saying she is brain dead although she is on a ventilator.

the court prevents the hospital from pulling the plug. the attorneys representing the two sides will attend a court ordered settlement conference to try to avoid a trial. >> a vigil was held in oakland if a 13-year-old boy on the way home from the boys and girls club when he was shot on new year's eve a now blocks from home and died on wednesday morning at the hospital. last night dozens gathered where he was shot. >> on this very street someone shoots the youngster or shoots at kids and hits this one. it is really sad. it has to stop. >> he was described as peacemaker and a good boy. the boys and girls club offering grief counseling for staff and members and will help the family anyway they k. >> fire investigators have conditioninged arson was not involved in the destruction of a memorial to a 13-year-old santa rosa boy.

andy lopez was shot in october by a sheriff deputy who mistook the people -- the pellet gun for a real rifle. >> if there is evidence on the internet, and that is that people were threatening to burn it down and it is just...disrespectful. >> investigators believe that fire was likely caused by a candle that accidentally tipped over. community members are planning to build a better memorial. >> police made an arrest in the murder of a northern california priest. the body of the priest was found on wrens in the church after he fayed to show up for morning mass. yesterday, police arrested 43-year-old for the killing. he was taken into custody about 60 miles south of eureka. the investigators believe he killed the priest after he broke

into the church. >> it looked to us like there was some level of struggle and possibly a crime opportunity or specifically targeted effort we are not sure. >> the priest celebrateed the third sunday of each member to members of the japanese catholic society. >> the union will vote on the final bart contract. members of the transit union will cast their votes. yesterday, the bart board approved the newly negotiated deal that takes out the family leave provision that before said was left in by mistake. ratification brings closure after nine months of bitter negotiation and eight days of no bart service. leaders of both unions are recommending approval of the four year contract. >> happening this morning, water

officials take the first snow pack measurement the winter coliseum with the dipstick expected to confirm what electronic gages already show, and mike nicco updated us and says the water content is 19 percent of normal today and the measurement is in stark contrast to january when an unusually wet november and december left the snow pack 150 percent of normal. since that time there has been record dry in the sierra and the state can only deliver 5 percent of the water requested for 2014. >> our water worries are piling up, after the 150 percent we saw early on last winter we took a dip and ended up dry the. >> the driest year on record. how does it look, mike? >> dry again. possibly light rain and snow moving in to the sierra but that is next week. last year, 11 out of the 12 months were dryer than average. one storm in september it rained
