said he was acting strangely. he did not steal anything but something wasn't right. >> i seen him grab a steering while and shake it like something was wrong with him. i thought, okay, manage is wrong with this guy. he is not all there. later she was told about amber alert and the car matched the car she saw at target. she took down the license plate and called police who found him and the girl. police say another woman lied about her involvement and said she said she helped find the kidnapped girl and she gave tv interviews, police say, she had no role. the free hero was here at target. the suspect gave a jailhouse interview to bay area news group saying that kidnapping was a "cry for help" to get out of a

situation. happening now, a family is asking for the public's health fining a missing woman from san jose. here is aç picture of the 22 -year-old woman. her family said she was out with friend on saturday and not come home. they are worried because she is usually home by 10:00 each night. her car is also missing. it is a 2000 chevrolet license plate 4wae006. anyone with information is urged to call the san jose police department. >> happening today the santa clara valley water district will be looking over a report on its water conditions but abc has an advanced copy of the report. we are at the stage where the yellow caution light is on and the reportening released today indicates the san jose rainfall was .16" last month bringing the total rainfall since july to 30 percent of average. local reservoirs are only at 33 percent of exist and 66 percent

airline passengers have more cancellations and delays as blizzard conditions keep airlines from get back up to speed. it is impacting traveler in and out of the bay area. matt keller is at san francisco international airport with the latest troubles facing travelers. matt? >> the news is getting worse at the airplanes. in the past hour we have seen 100 more flights canceled. a few hundred more have been delayed. www. flightaware.com reports that san francisco international airport has 2 flights canceled, another in the past hour and oak has no cancellations. same for san jose. it is early. many people are using suitcases as pillows at sfo. a passenger had the flight to the midwest canceled yesterday. he showed up extra early to be on the flight this morning. the family in kansas told him what to expect when he gets home. >> freezing.

freezeing. i'm not too excited but i'll live with it. it is home. the midwest has been hit hard a third of flights going in and out of chicago have been canceled and the weather is causing problems in every region of the united states so check with the airline before you head to the airport, the delays are a major issue and we have two dozen here at sfo so check with your airline before you leave home. happening now, charter buses are picking up 500 stranded passengers after three amtrak trains including one from the bay area was stuck in illinois after hitting a 12' snow drift that paralyzed the engines. it started at 1:00 o'clock our time yesterday. these are photos from people on the train that starts in emeryville and headed for chicago. two other trains were stuck including from southern california and one that crosses illinois.

amtrak says all passengers are in chicago by noon, 20 hours after they got stuck. oak police are investigating a shooting that occurs outside an east oak neighborhood market last night. a man was taken by ambulance from the royal market at 8:00 p.m. after being shot once and his condition now is unknown but he was conscious and alert on the way to the hospital. shell casing at the store suggest the man was shot outside and ran inside. his have not released any suspectness. >> founding member of the former black panthers party will make a statement condemning the shooting death of 13-year-old andy lopez at the board of supervisors meeting today. lopez was shot to death in october by sheriff deputy erick gelhaus as he carried a plastic rifle. erick gelhaus believed it was real and said the boy refused to drop it. activists have held several protesters sin the shooting demanding justice for lopez and

upset that erick gelhaus is become on the job. >> richmond is experiencing a significant drop in the murder rate. "contra costa times" reported the 16 homicides is the lowest number since 1980 after mounting an organize the effort to stop street violence using former gang members to keep the peace. the city had five months without a built is murder. a combination of enforcement and better community relations and youth outreach programs. a former school aide in hayward goes to court facing eight felony child molestation counts. the police say the 29-year-old mia cummings is accused of a sexual relationship of three years with a student that began when the boy was 12. she was at the catholic school since 2005. cummings is jailed on $800,000 bond. a school nurse in concord is
