the battle over lead paint involving local governments. a superior court judge issued a final verdict today, increasing the original $1.1 billion penalty. the money from the settlement would go to remove lead paint from homes. san francisco, san jose and oakland took part in this suit the lawyer in this case claims lead paint was sold for decades though manufacturers knew it was dangerous. it's one of the biggest lawsuits of its kind the paint industry is expected to appeal. >> it's the dead of winter there is no rain in sight. worried water managers met today in sacramento. abc7 news joins us from the delta tonight. >> we need the governor to declare a state of emergency >> coming off the recorded history some california water managers want governor brown to declare a state of emergency
