1.25 visibility in half moon bay. three in mountain view and two in fairfield. we will watch this with live doppler 7 hd. it could be the mist lingering on the roads. watch out. it could be slick. mid-50's along the coast and upper 50's to near 60 for the rest of us. clouds this afternoon and a sprinkle or two is possible. >> we have tons of slowing over the altamont pass not because it is normal commute because it is only 5:01 but because of a car fire. i looked at the app and a lot of people are reporting stuck in heavy traffic including north flynn road where it has been cleared. look at the backup, it is significant. in livermore, it will take you a few extra minutes. outside, this is going to be the oakland maze where it is foggy. some of the mist could meet the slick roads so be careful to the toll plaza.

>> >> san francisco police are investigating another fatal pedestrian accident, the latest in a string of series incidents since new year's eve happening on the busiest street in the city. amy hollyfield is on van ness avenue with that story. >> christian, next to city hall, police say it happened as the victim ran across van ness next to grove and he wasn't in the crosswalk. his say the driver did not have tomorrow to iraqi. it was just a tell accident. they do nut think the driver was drink asking she stopped after the crash. the victim was a 38-year-old man who ran across van fess after 6:00 last night. police say he was in a verbal argument with someone right before he dashed into the street. this is the 6th pedestrian death in san francisco since december 19 so a couple of weeks since the string of accidents have all happened and we have a map that will show you where all of the deaths have happened and

leaders say this has been a wake-up call. the mayor says he plans to focus on pedestrian safety this year and can expect an announcement on the issue in the next couple of weeks. thank you, amy hollyfield. oakland police will relief new information in the murder of a man ons with involved in a minor car accidentented up losing his life. 22-year-old man was fatally shot at stanford and market street in june moments after the car was rear ended. someone from the other car got out and opened fire. he just graduated from college. his family has raised $100,000 for a reward to find the killer. the emergency about the reward can be seen on billboards, bus benches and transit buses. >> i believe someone knows something. i mentioned this before, money

is power will incentive. i believe that it is nut just about the money. police captured a picture of the shooter's car from track cameras and detectives plan to reveal that photo today. the man charged with kidnapping a seven-year-old girl in antioch is admitting to the crime and offering a bizarre explanation. david douglas talked to abc from jail about what happened on friday saying the list girlingly went with him. it was not his idea but arranged as part of a government conspiracy and he did it as a plea for help. >> i sincerely apologize but i'm trying to escape this thing. that is the only reason i would do that. >> douglas said he has a son the same age and he has been living in his car at the antioch marina for two months after the family kicked him out of the their fremont home. he said he would speak to a

covering santa clara, east bay and all the bay area this is abc7 news. a russian research ship has broken free in anarctica from heavy pack ice ambassador becoming trapped. a chinese ice breaker got stuck when trying to help but they used a helicopter to get 52 scientists and journalists and tourists. the ice breaker broke free yesterday after making a 100-degree turn and pushing away the ice to open up a channel of water. the russian ship is now making its way out of the dense ice on its own. >> a number of industries are feeling the effects of the sub-zero temperatures gripping the nation. >> here is the money report.

as far as our temperatures, we have 36 in santa rosa and 35 in napa for the cool spots, and up north, everyone else is in the low-to-mid 40's until petaluma is 47, and in mill valley, and 47 at bodega bay and low-to-mid 50's along the bay shore to san jose with the exception being cupertino. brentwood is in the low-to-mid 50's and fairfield is friction. from emeryville, the moisture is hanging in the air and it looks like a summer morning. it will become mostly shouldy this afternoon, and cooler. sprinkles are possible from time to time. patchy fog is possible tonight with drizzle and a better chance than what we are seeing this morning of something measurable and chance of rain on saturday and record warmth. today, the temperatures are mostly upper 50's to 60 and mid-50's along the coast and tonight, we have moisture hanging around and the clouds

sprinkles. cooler than yesterday, mid-to-upper 50's and mid-50 at the coast. >> we have a sig-alert if san francisco first reported as a stalled vehicle southbound 101 at van ness avenue and c.h.p. has now called this an accident at the 80 split. two lanes are blocked. it will take 30 minutes to clear that. at the altamont pass, there was a car fire that caused traffic to build up. coming away from 205 moving westbound 17 miles per hour up to 27 miles per hour at north flynn road and it will take you 44 minutes westbound direction to dublin. kristen and eric? >> health officials are stepping up the warning after a second person in the bay area dies from the swine flu. there have been a dozen flu-related deaths across california.

katie marzullo is in the newsroom with that story. >> the death is 48-year-old woman who lived in contra costa county and fowl say she did have underlying health issues. in northern california, three people in sacramento county have died of the strain and a woman in santa clara county for a total of five in northern california. another 18 people in contra costa county have developed severe cases of the flu and most people susceptible to this are very old or very young. however, all of the people who have died in northern california so for were adults under the age of 65. >> flu can be severe. more severe with those with underlying medical conditions and severe no healthy adults. there have been 12 flu-related deaths so far in all of california killing a 28-year-old woman in orange county last week and three people died last month.

it is not too late to get the flu shot with the peak system john through march and unlike the season in 2009/2010 there is no shortage so that is what officials recommend. san francisco police are investigating the 6th fatal pedestrian accident. last night, a 38-year-old man was hit by a car and killed while running across van ness avenue near grove street outside city hall. ens say the victim was in an argument before the accident. the victim made it across six of the citizen lanes of traffic when he was hit. the driver had no time to react. the driver stopped quickly and is cooperating with the investigation. police say neither drugs or alcohol seem to be a factor. >> the board of supervisors is holding a meeting of the unable services and safety committees to discuss pedestrian safety on city streets. the mayor says drivers need to

slow down and pedestrians need to look both ways even if there is a crosswalk in front of them. he will likely make an announcement regarding pedestrian safety in the coming weeks. >> this morning, much of the country is dealing with the effect of the polar vortex that put half of the united states in a deep freeze. if atlanta crews are dealing with a big mess after freezing temperatures caused a broken pipeline to burst with water shooting 80' into the air for six hours. the power lanes are encased in ice and in danger of snapping. crews are trying to access vows to shut off the water. pipes were left exposed which burst when the temperatures dropped. 21 deaths are blamed on the bitter cold including seven people in illinois and six in indiana. authorities say several of the victims were homeless would refused shelter or could not get

to a warm place. upstate new york, winds are causing lake effect snow to call causing blizzard-like conditions and we will have a report from washington, dc, on the latest conditions there. the weather is causing more flight cancellations, 595 flights are not taking off this morning. at san francisco international airport threefullies are canceled with no flight cancellations in or out of airplanes in oakland. with the cancellations it could be another week before the airlines get become up to sped. the delays across the nation have resulted in long wait times for flights and lost or delayed luggage for passengers who finally reach their destination. >> snow is blanketing the country, the alarm is sounding here over the opposite problem: water officials cross the state say we are in a drought. a lake mere sacramento is only 18 percent of capacity and water

managers across california are call on the governor to officially declare a drought. an official proclamation would streamline the process for local agencies to get state and federal help and water transfers >> 265,000 customers in eastern sacramento county will be asked to stop all outdoor watering. if dry conditions condition, the stage 5 drought restrictions, the most severe category, would likely become mandatory next month. the contra costa district board is considering 3.5 percent rate hike in concord add aing, $2.44 a month to average customer using 350 glops of water a day. in los gatos, police are investigating an assault they believe may have been part of a knock out game.

witnesses say a man punched a woman in the parking lot of a strip mall on monday afternoon and took off running. the woman was not seriously injured and the only motive police have come up so far is she was sucker punched possibly as part of the dangerous game that has grown popular in other cities by in accounts. >> a lawsuit by the family of andy lopez says that the sonoma county sheriff who shot and killed the 13-year-old boy in october has a hit of excessive force and questionable subject, claiming that deputy erick gelhaus was involved in several controversial incidents before the shooting in santa rosa including an incident in 1996 when erick gelhaus allegedly pointed his gun at a woman carrying her young senator after she called for help with a dispute regarding a neighbor. >> san jose police department is taking a new approach to kick start the canine funding to raise $3,500. the police have sworn in the

a bay area fire chief is back on the job after a fall on a ladder that left him partly paralyzed. chief harold schapelhouman fell 15' while pruning bushes. he returned to the job as fire chief in a wheelchair. the accident left him unable to walk with limited use of the left hand. he spent 66 days in the hospital. he did months of physical therapy with love and support from his family and friends. he could retire but wants to keep working. >> it makes you want to fight
