live from the kgo-tv broadcast center this is abc7 news. >> tinder dry conditions are prompting a red flag warning and leading communities vulnerable to fire at a time when we should be seeing rain. good morning, and thanks for joining us. >> the winds are strong enough to cause destruction to people living in the red flag area and firefighters are offering safety device. amy hollyfield is in the oakland hills with more. >> people watching from their home may say, what wind, it is not as windy below but we are in the hills to show you that there is a lot of wind up here and

this is what four fighters are worried about. our conditions are so dry right new they don't know if we can handle any wind. a windy sunny day in january isn't usually cause for alarm. when you factor in how dry the ground is right new, there is cause for concern. >> it is quite frightening. >> sherry worries about trees falling on her home. two came down in berkeley yesterday. >> i happen to have two big sky lights is i'm always afraid this harsh wind will blow a limb to my sky lights. >> workers have been trying to install new gutters but they had to give up yesterday because of the wind. today, it is a struggle, as well. trees fall are not the only concern. firefighters are putting out a dire warning of the possibility of fires, not something you see in the winter. >> it is inbound, the weather is unusual. we are being vigilant. we are monitoring the weather of

the. >> there is a red flag warning in place for the north bay and east bay hills. the teams in oakland hills say if it is worse they may benefit up staffing. >> if it becomes windy and dry today, they may bring additional units up from down the hill or they may put hill patrol into operations if necessary. >> they say this is a community effort and they need everyone to be watching. don't do anything that could even make the smallest spark like using power tools in your yard or having a chain dragging behind on your car. that could start a little fire and they are afraid it could grow quickly. this watch is in effect until thursday. cal fire is so concerned about the high fire they are hiring back seasonal firefighters across the state. that will mean 120 firefighters coming back to work early in the bay area.

this is so rare at this time of year that veteran four fighters can not remember anything like this. cal fire will keep extra firefighters on duty, staff more engines and have equipment ready 4 hour as day to respond quickly to any new fire. >> the fire concern is not going anyway any time soon. meteorologist, mike nicco, is outside the studios. how long will the warning be in effect. >> it will be around for another day or two and possibly up to 8:00 on thursday morning. i have been doing some research, also, talking to ryan, the lead fire weather forecaster for the national weather service in monterey which covers the bay area and they have been sugar the warnings since 2003. we had one in december, new we have one in january and for him it is the first time, ever, they have issued a red flag warning. going back to 1996 and 1997 that could be the only other time this has happened but we have to check with the folks in reading where they were issuing the warnings. 37-miles-per-hour gusts in the

naked. the man is described as white man around 40 years old, 5' 10" with average build, and balding and a pot belly. he went into the girl's locker room at south san francisco high school last note at 5:30. police say he made eye contact with the cheerleaders and then left. >> the neighbor targeted by a serial arsonist is fighting back and the hard work is paying off. the area has again two nights now without another fire. the fire department says the arsonist started 13 fires other 13 days starting last wednesday. katie marzullo? >> the fire department is issuing the fliers, tipping on preventing another fire, such as keep your porch light on and clear debris and have a working smoke detector. people are doing as much as that as they can in an effort to prevent something like this from happening again. >> david has a very large and

vigilant dog who gives him peace of mind but an arsonist is loose. >> everyone is on education -- on edge. many keep their porch nights on. >> i put a supreme security cama outside my house a couple of days ago and we all doing our part. >> it is a tight knit community, with 30 volunteers keeping an eye out overnight and everyone is on alert around the clock. jenny says it is the randomness of the fires that is scary. >> how do you know if you have protected your house enough? what do you watch for? >> the arsonist has set 13 fires since last wednesday including a church classroom on sunday and this victorian home on saturday. the owners say they lost everything but they are lucky to be alive. >> whoever did this needs to get some help before he kills

somebody. it was very close. we could have died in there. >> no one has been physically hurt in any of the fires there is still pain being inflicted. parents are worried about their children. >> the fear and the mental anguish from it, a kid is marked for life. >> the sketch of the suspect is on the back of the fliers going out to people in the neighborhood. if you see this person do not approach him, call 9-1-1. also, a $10,000 reward is offered for any information leading to an arrest. a discussion is taking place right now about the possibility of a new park in memory of andy lopez. the 13-year-old was shot and killed by a sonoma county sheriff deputy while holding a replica ak-47. matt keller has more on what isç expected to be an emotional day in santa rosa. >> temporary memorial for andy lopez is still up at the place

in santa rosa where the 13-year-old boy was killed almost three months ago while holding a toy gun that looked like an ak-47. >> we were doing a last things to help the family. >> today, the sonoma county board is disusing possible plans to build a new park in the same neighborhood. many community members want it named in honor of lopez. the county estimates it would cost $2 million to $3 million to buy and develop the land part of the community healing process following the tragic shooting that includes the formation of a 21-member task force meeting for the first time ever last night and will recommend a model for an independent citizen review bed, community policing measures, and whether the coroner should be separate from the sheriff. several people spoke up last night saying they are being harassed by law enforcement. >> with andy's death it has been the breaking point. this is it. it should not have taken this for the community to open their

eyes to what is going on but now we can't let the death be for nothing. the community will have the first chance to speak at the santa rosa city council this afternoon, city leaders will get an update on the community outreach since the shooting. the task force's first set of recommendations is due next month. the new details in a dangerous bus crash that left 32 people injured overnight on northbound highway 99 about 45 miles south of fresno before midnight. the bus rear-ended a semi when the truck driver suddenly hit the brakes. the bus left los angeles on the way to washington state with 35 passengers on board. 30 of the passengers suffered minuter injuries and both drivers. half of them went to the hospital to get checked out but they have all been released. the c.h.p. says drugs or weather are not believed to be a factor. >> the flu has claimed 16 lives

in the pay area. yesterday, four new flu-related death were announced with two cases in santa clara county and one in spay -- san mateo counties hitting healthy and young people. it not too late to get vaccinated. we have a list of flu shot locations on our website at abc7news.com. tesla motors is issuing a safety recall, the carmaker is recalling 29,000 charging adaptors for the model s sedan. they said it may overheat and become a fire hazard. investigators are looking if that is the case with the garage fire in irvine in november. the company will provide upgraded adaptors and charging software to owners. >> and now, one of the hottest

possibly only 13-year-old who walked into a building and fired at two teens with sawed-off shotgun as the school day starting the officials say that one of the victims is a 13-year-old girl and the other a 14-year-old boy who may have been the intended target. the school was looked down and the gunman taken into custody. >> sheriff deputies hauled someone away from justin bieber's mansion this morning and it was not the pop star. we were flying over his mansion as authorities served a search warrant as part of a vandalism investigation. he is accused of throwing eggs at neighbor's home last week, reportedly causing $20,000 in damage. in word on who was taken into custody at the home this morning and bieber has had run ins with the neighbors before but so far no charges. >> super model is defending a decision to ride an all-terrain

should be. in seattle, that is where the rain has been and there will be a little bit of a break for the gale on sunday, a 3 percent chance of rain showers temperatures are in the mid-to-upper 40's. at home the big story, we are tracking live doppler 7 hd, the threat of fire, the red flag warning until 8:00 open thursday morning, i can't remember a red flag warning being issued 72 hours out, and the diabolo range. the key is, we have had temperatures this warm back in 2009 when the records have been set. but it has come after wet decembers where the ground is grown enough we don't have to worry. we don't have that now because look where the storm track is, in the arctic circle diving through the midwest heading to the south, with rain breaking over the mid-south and snow in minneapolis and chicago and up and down the east each seaboard and they were in a drought. now all eyes are on us for the

drought. at half moon bay, 72 degrees. wear some sunscreen even with the total sunshine, the fairly clean air and reflecting off the water, you can get a nasty burn. 49 in santa rosa. you are watching up but you started it at 26 degrees and you will still making it into the 70. that is unheard of range -- almost 50 degrees. 60's, already, through the bayshore line and near 70 in oakland and san ramon, and san jose is behind at 59. we will move on and talk about a beautiful picture from the tower to the north, we will have sunshine today, near record high temperatures, and the fire threat through thursday and it will be almost as warm this weekend and i hope we can get cleaner air, san jose is looking beautiful under all the sunshine as we look downtown, and how much warmer-than-average, up to 15 degrees warmer and the asterisks are record highs if today with the sunsetting at

5:14. 74 in gilroy and 76 in santa cruz and upper 60's to 70's at the if lanes and 74 at half moon bay, and 69 in downtown, a record high, and san rafael, at 71, santa rosa is 75, and napa is 72, and 73 in oak, and 60's to low 70's elsewhere and temperatures pretty much in the upper 60's to low 70's inland. tonight we are all over the place again with temperatures from 30's in the valleys, to 40's around the bay similar and to the coast. the seven-day forecast even warmer tomorrow and thursday and as warm on friday the three best days for poor air quality with most of that developing in the santa clara valley and you can see the temperatures pull become a little bit on saturday and sunday did you to extra clouds, but, again, this rain in the forecast. december was the driest ever, and why think we will get any rain through the end of the month. this will be more than likely the driest january ever in the bay area. >> a pretty unique sight had heads turning on lake tahoe.
