highway 4, you are clear. accident free and 101 heading between san rafael into san francisco will take you 16 minutes. the tolls are quiet. we're seeing a few cars make being their way in that westbound direction in the cash paying lanes a couple of cars back. 4:30. develops news, san jose police say they arrested a suspect in a string of more than a dozen arson fires set within days of each other. officials say the department as covert department arrested a man shortly after 8:00 last night. police are not releasing the suspect as name or any other identifying information. they are holding a news conference this morning at 10:00 to provide more details. we'll have a live report at the top of the hour. breaking news overnight a teen is fighting for his life in the burn unit of a bay area hospital following a bizarre accident in the parking lot of an east bay b.a.r.t. station.

>> they had quite an emergency on their hands last night. take a look at this video. this is of emergency crews trying to help this teenager. the victim is 16 years old. he suffered severe burns here in front of the concord b.a.r.t. station. we're still trying to get more details about this story so stay with us. >> 4:31. new this morning oakland police are investigating a fatal shooting. officers found a man in the street who had been shot near 14th avenue and he's 21st street after being alerted by a shot spotter. police are looking for the shooter. in san francisco three people are recovering from gunshot wounds after a shooting near the corner of fillmore and

mcallister around 7:00 last night. all the victims are expected to survive. no word yet on a motive or any arrests. happening today a severe water shortage is forcing marin county to do something it hasn't done in years. officials will tap one of their stand by reservoirs. >> reporter: you won't find water glasses already on the tables at san rafael joe's on 4th street. customers have to ask. >> i cut down a little bit. i take shorter showers. but i still drink a lot of water. >> reporter: the restaurant decided to stop the automatic water servings about a week ago and saw a slight drop in water requests. >> it requires about seven glasses of water for every fwlafs water you serve in order to clean the glass ware plus the water you serve. riot it's gotten so shortage the marin water district will start

pumping water out of one of their two reserves. >> we used it briefly two years ago but we haven't used it as a water supply for 20 years. >> reporter: if things don't improve by april marin may do something it hasn't done since 1991, impose rationing. >> we're looking at that. >> i don't think it's going to hurt anybody, you know, if they ration. >> reporter: for now marin is asking for voluntary conservation. >> it's 4:33. another northern california town faces a water emergency. willits in mendocino county is down 100 day supply of water. it relies on surface water that flows in to this reservoir. this dirt you see here is

normally under 100 feet of water. members of the u.s. chemical safety board decided to send a report on the 2012 richmond refinery fire back for modification before voting on it. board held a hearing on the staff report last night. a huge fire at the chevron refinery two years ago sent thousands of people to hospitals complaining of breathing problems. this new report is expected to recommend tougher state regulations, and require refineries to show they are operating safely. one board member said more immediate remedies are needed. ac transit has taunched an investigation into an incident caught on tape showing a bus driver denying a ride to a disabled man. the video was posted on youtube on friday. the bus driver tells the man there's no space for him.

the man protests positioning himself in front of the bus. minutes later the lift is deployed. ac transit responded, for safety sake there are reasons why the bus operator may have refused this heel chair passenger. ac transit says the driver success interviewed and the video is being reviewed. concord police need your help in finding two teenagers suspected of shooting a man outside a fast food restaurant. a 17-year-old and 19-year-old attacked the victim outside the wendy's on monument boulevard on friday night. police responded to the scene. officers say the suspects got a fight with the victim inside the restaurant. the victim suffered serious wounds. it's 4:35. this afternoon the 49ers will hold their second practice in preparation for sunday's nfc championship game in seattle.

4:40. a live look from our east bay camera towards the eastern span of the bay bridge where traffic is moving along, volume is picking up a little bit but we'll find out if there are trouble spots out there in a couple of minutes. the board of supervisors is holding a joint meeting of its neighborhood services and safety committee to discuss pedestrian safety on city streets. this follows two dozen pedestrian and bicycle deaths last year. the mayor has introduced plans for increased enforcement, training and a city awareness campaign. the supervisor introduced a resolution this week that she says would eliminate pedestrian and bicycle fatalities within ten years. video just released by attorneys for the asiana crash victims showed how one passenger survived the impact only to be run over and killed by two san francisco fire trucks. it captures the chaos moments

after crash. a spotter seized the 16-year-old and alerts one of the first trucks to arrive but her attorney says emergency responders failed to assess her, communicate her location to command or even to mark her location. >> not one of the firefighters took her pulse, not one of the firefighters checked if she was breathing, she was covered by foam and run over by two different trucks. >> fire chief is on vacation. her spokeswoman said the chief wouldn't comment anyway with a federal investigation still under way. this morning dozens of officers trusted with the world's deadliest nuclear weapon stockpile are accused in a cover up that's rocking the united states air force. abc news reporter mary bruce is in washington with the latest on this nuclear scandal. >> reporter: they are responsible for the world's most dangerous weapons, the u.s. air force nuclear command. now rocked by a cheating scandal. nearly three dozen officers in

montana caught sharing answers for a monthly recertification test. possibly the largest breach of integrity in the nuclear force. this is absolutely unacceptable behavior. and it is completely contrary to our core values in the air force. 34 officers have been charged, removed from their post. their clearance suspended. military officials say some of them texted answers back and forth. others knew about the cheating but did nothing to stop it. >> regardless of an airman's level of participation, cheating or tolerating others that cheat runs counter to everything we believe in. >> reporter: now all 600 officers are being retested. >> there's no room for mistake. >> reporter: the cheating was uncovered during a separate dug investigation. it's a latest in a string of embarrassing stories. a top commander was fired last october after being drunk at a conference in moscow. four officers were also disciplined last year for
