this is abc 7 news. >> slowly but surely the suspects came up to the top of the pile. >> tonight, the please sergeant that zeroed in on a arsonist, tells us how he did it. police say that patrick brenson set fires this week. >> dan, investigators give all the credit to sergeant jason kiddwell, he is a patrol sergeant on the overnight shift and he also works some very long hours trying to piece this whole case together. i had a text message from a friend that lives downtown and said he was scared. >> the sergeant took what happened in san jose to heart. that is why he spent hours of his own time looking for the

suspect. the one responsible for torching a warehouse, a church and so many homes. >> we had no role possibles in our system yet. >> reporter: until sunday morning. two more buildings were set on fire. the sergeant suspected it was the work of the same person and so, he got to work. entering specifics about the crime and the man seen in so many surveillance videos. he cross referenced ten date bases that morning. >> you have to go through each one and plug in the information and that that information layers on top of each other and he was consistently in a area. he fit the profile. had the exact physical description. >> the one who kept topping each list was patrick brennen, he was in the database for setting 16 fires in 1999, he handed of his

information to the investigative unit. he was then arrested. >> governor jerry brown is expected to make a major announcement tomorrow morning and it's said that it will be a statewide declaration. >> no water, no work. >> that declaration would be welcome news to the farmers that rallied in sacramento today. local water managers and categories have been urging the governor to make the call. they worried about what a lack of rain will do to the farm based economy. regard of what the governor does, three bay area counties have been declared natural disaster areas. 62% of california is in extreme drought. that makes the farmers eligible

the fire just 35% contained. trying to icials areg to do something about this. since december, there have been more than a half dozen fatal pedestrian accidents. just a few weeks. we are live at what police call, allen, one of the most dangerous intersections in the city. >> that is right, this is market streets and octavia boulevard, called just that. with all the street signs and lights out here. it's a risky place to cross the street. it's estimated that two to three people get struck by a car every day in san francisco. that is approximately 800 people a year. now the people want the city to do something about it. >> drive up on you and turn all on you, or in front of you go go around you. >> a car struck a man in a wheelchair, he was one of 21 pedestrians killed in san francisco last year.

7 in the month of december alone including 6-year-old sofia lu who was killed in a crosswalk on new year's eve. >> i come back this way every day and i have people making right hand turns in front of me. now people want the city to adopt a policy called zero. the police chief said that many of the drivers admit to being on the phone. >> sadly, there's a lot of people getting distracted and a lot of people are getting tickets and there's going to be more of that. >> i started walking and next thing i know, i was flying on the car and through the air. >> she suffered brain damage when she was struck in a crosswalk last year. police admit many people do not get a ticket unless they witness it. >> why not at least a suspended

license for hitting auto human being. >> they are reminding pedestrians to pay attention when they have the right of way. >> abc 7 news. >> an unfortunate sign of the times. the berkley school district is planning to spend $2 million on training and security devices in the event of a campus shooting. berkley's school approved a plan to install new public address systems. and new door locks in all of schools. they were rejected because of privacy concerns. >> one of the men involved in the 2009 gang rape of a richmond high school student has agreed to serve six years in state prison. he has pleaded guilty todayinvo his involvement in the rape of the 16-year-old girl. he faced the fewest charges of the six defendants in without t. without today's deal, he could have received a maximum of 26 years in prison. >> an east bay teen accused of

offshore flow. it's the wind blowing from the land to the coast and it warms things up around places like half moon bay. eastern span of the bay bridge under clear skies. 39 in santa rosa. it's chilly in napa. wind has dropped off, there's not been a lot of wind and you are protected, fairfield, 35 degrees. livermore, 33. you can see the visibility is terrific right now. more record highs expected tomorrow it will be the fourth straight day, mild to warm for your holiday weekend. and still, no rain or snow? sight over the next seven days. here is the satellite picture. the area of high pressure that is deflecting the storm track to the north. all the rain is going in to canada and dropping down in the central and eastern united states. our drought will continue to worsen, of course the governor has to declare that and hopefully tomorrow we will hear about it. the one-month out look.

the below normal up to the north and above normal temperatures out west. and for our precipitation, the climate prediction center is saying below normal for the bay area, for pretty much most of the state of california. this is not good. one month out look. not good. all right, tomorrow morning we are looking at chilly conditions in the wind sheltered valleys. 30, fairfield. and other areas, 40s and 50s, mild around the coast. 53 in half moon bay and 38 in livermore and 40 in san jose. high temperatures tomorrow, a record 72 in san jose, expected to be a gilroy 76,. gilroy 76, that is expected to be a record. 73 in cooper tino. and redwood city and mountainview. downtown san francisco, as we get you up in the north bay. santa rosa, 72 and san ra fell 70. a nice warm day, i know we can use the rain. 71 in oakland. inland spots getting you up in
