up against it. sky 7 hd shows the raging inferno firefighters in redwood city when called to a local business today. >> but first the emergency order governor brown faced as we faced one of the driest and warmest winters on record. good morning. >> i'm ginger zee. governor brown is declaring that california is in a drought, and with that comes a wide range of ramifications. abc 7 news is live in san francisco with what this means.

katie? >> kristin. they need to be ready to help farmers or communities should there be a drinking water shortage. this is california's driest year in recorded history. just a couple of examples of that. they announced only 100 days of water left. they're managing with conservation effort. also for the first time in 20 years, many, marin is tapping into the reserve. the governor saying we can't all make it rain but we can do our part. >> through the doubt declaration i also call for conservation by all citizens, by those in rural areas and those in our cities. everyone should try to do at least 20% conservation. >> they consume the contaminants in vast quantities of our state's water and loads the dice for more extreme droughts like this one by accelerating climate

chang change. >> reporter: now you just heard from one of a dozen protesters. californians against fraking. and these protesters say stopping frstop ing fracking would be a good way to start with water conservation. you heard the governor ask people to save 20% of water at this point. that conservation effort is just voluntary. and now the massive fire in redwood city. the fire went to six alarms and destroyed a decades old family business on douglas avenue. amy hollyfield is live near the scene with more. amy? >> eric, look at the destruction behind me that this fire did here this morning. the business behind me. not the tooling one, but another business back there was destroyed. the roof fell in, and then the

apartment, it did spread nextdoor. that burned as well. firefighters are exhausted. they say it was tough to keep this from spreading to all of the other businesses in the area. the enormous fire at the shop this in redwood city shocked even firefighters and forced them to go to a six alarm. when employees of one of the businesses across the street arrived for a 6:00 meeting this morning, they saw the fire and called 911. >> it was incredible. it was i maizing. it was critical. want to make sure everyone was okay. >> no one was inside the building at the time, but there are apartments next door. barbara is one of the residents who had to evacuate. >> it's a shocker but as long as everyone is safe. >> reporter: everyone did make it out safely. firefighters say there were no injuries, but it was a dangerous firefighter. people said it kept changing. >> i saw them setting up the

ladder to climb up there. about 100 firefighters and law enforcement officers were called in to deal with this one and it took two and a half hours and 4,000 gallons of water a minute to get it condition taned. the fire destroyed the shop and managed four business units. >> can't describe the feeling. just came down and they won't let me in. but at least the building is okay. >> the water, there's so much of it, it flooded these streets this morning. it's still spewing out from the hydrant. firefighters tell me they used a million gallons of water to put out the fire. we couldn't help but watch and think about the irony on this day that the governor declares a drought here in california. as for the cause of this fire, firefighters say, it's still

under investigation. lye in redwood city, amy hollyfield, abc 7 news. >> sky hd was over the fire as thick smoke pored into the sky for an hour. that has since been canceled. health officials now say it is safe to be outside. >> good morning from the top of the abc 7 news broadcast center. one where according to the solution monitoring system there, they have finally hit this smoke, and your air quality is according to the management district right around spare the air levels. according to them, you may still want to be careful. that hourly reading was taken at 10:00. you see how hazy it is outside.

the haze says this is responsible or this is the cause of it down the colby fire down south. this is the afternoon pass. you can see how exponentially the smoke grew. when we don't have clouds we like to use this to see how the clouds are moving. the reason we have so much haze over the sentire bay area is because of the fire to the south. >> happening now in southern california, a huge fire continues to burn in the foothills in los angeles county. it's destroyed more than 1,700 acres, five homes and other structures. but fire officials say they're making progress. according to a commander, all the flare-ups are taking place within the containment lines of the wildfire. it's about 3% contained at this point. some evacuation orders remain in effect, and police arrested three men yesterday, each now being held on half a million dollars bail. they told authorities their campfire got out of control.

three people jumping to safety from a burning home. this also displaced ten people. no word yet what sparked that fire. >> in hayward six police are displaced by a fire. officials now say they think somebody living in a carport storage unit may have started the fire which may have raced up the building and damaging the apartments. no cars were burned in the fire. a bicyclist is recovering after being hit by a vta train this morning. this is video of the accident of sky hd. it happened around 7:30 this morning. the cyclist was taken to a hospital. the extent of the injuries is unknown. there were 40 passengers on the train at the time, but nobody was hurt. the cause of the accident is being investigated. the flu has taken two more lives here in the bay area. that brings the total number of

flu related deaths to 23. a quarter of them occurred in santa clara county. they are advised to wash their hands frequently. almost a dozen arson fires were scheduled to be in court. detectives watched him for three days. brennan was already in the santa clara county's arson data base for setting 16 fires back in 1999. some along hiking trails in santa clara county as well as the grand canyon. new this morning, president obama is ordering sweeping chances to the nsa -- or changes that is, to the nsa surveillance program, saying it will not continue as is. >> we have to make some important decisions about how to protect ourselves and sustain our leadership in the world while upholding the civil

liberties and privacy protections that our ideals and constitution require. phone numbers of hundreds of millions of americans and details of who they called and when will be collected but not stored by the government. if the government wants to access the info, it will need court approval. this makes it more difficult for the intelligence community to do its job. this was sparked by the leak of classified information by former nsa contractor edward snowden. #. in just a few hours the 49ers will board a plane with the championship game. the 49ers are revved up for another shot at making the super bowl. and they're showing support for the team in interesting ways. matt keller is live in campbell. matt? >> i'm standing in a sea of red and gold here at sports fever in

bay at 68 degrees. east bay hills, you can see the haze hanging out there. it's not going to stop the record warmth today. and rain is unlikely the rest of the month. you saw the three-day forecast. that doesn't mean it's not going to rain. it means we're probably not going to get as much as we should. look at that, 71 degrees in livermore, oakland. san jose, all 13 to 14 degrees above average. we'll throw gill gilroy in there. 7 # for a record high. hoof moon bay, you top out at 74. near 70 and 71. 70 in san rafael. 73 for the warm spot. low 70s along the eastbay shore. and as far as tonight, temperatures will be back closer to average. low to mid 40s around the bay and upper 40s along the coast

and into san francisco. it looks like summer in tahoe. look how green and brown it is. the seven-day forecast, not a single snap of snow. temperatures in the mid to upper 50s. record highs around 60 degrees this time of year. as far as up north, mid to upper 40s for the game. sunday decides who goes to the super bowl. back here at home, you can see temperatures are a couple degrees cooler each day. thursday low to mid 60s are well, warmer than average. have a great holiday weekend. there's plenty of sunshine and warmth to be had. >>
