families are still being informed. one was in the political signs faculty and other in student affairs this. occurred at a lebanese restaurant in perhaps the wealthiest and possibly the safest part of kabul. anyone that's been there can tell you whoever carried it through had to go through a number of security checkpoints to get there much the police chief responsible for the area has been stood down pending an investigation and the taliban has claimed responsibility, they say it's a revenge attack, dan. an operation carried out earlier this week in which multiple civilians they say were killed. >> frightening shift. usually they go after hard targets. this time a soft target. hamish, thank you very much for your reporting. we have another breaking story. this one out of texas. a pilot of a medevac helicopter in the middle of a critical mission transporting a patient blinded by a laser pointed

directly into the cockpit. what happened next? there's a federal investigation this morning and abc's susan saulny is on the story. good morning. >> reporter: good morning, dan. a medical helicopter team was in the process of trying to save a life already when all of a sudden they needed to save one of their open. it was a rescue that nearly went wrong. this morning federal authorities and dallas person are looking for the person who blinded this medevac helicopter a laser pointer. michael peruto was severely burned when a smartphone on the ground shined a green laser into the cockpit hitting him in the eyes. prue pruett suffered a severe burn forcing him to make a landing so he could be rushed to the hospital. >> it can produce such a high amount of energy. it can be permanent damage. >> reporter: it's been on the rise with at least 75 reported

this month after more than 3,000 last year. >> pilots are extraordinarily vulnerable to this because there's nothing that you can wear that will flash close. >> reporter: the suspect could face a penalty of up to $250,000 and five years in prison. >> interfering with flight crew is a federal crime. the fbi has looked into these and located some of them, arrested. several have been prosecuted. >> reporter: still many are not aware with the risks of a laser. >> you wouldn't think of a laser bringing down an airplane full of pilot. you could end up killing 400 people. >> you take the vision from a pilot, that aircraft's ability to land is greatly compromised. >> reporter: and the passengers on board are all lucky to be alive but authorities are cracking down on these incidents to prevent them from getting any worse. bianna. >> yeah, some states are trying to enact stiffer penalties. susan, thanks to you.

we'll turn out west now where finally progress is being made against the destructive wildfire that's forced thousands of people to evacuate their homes outside los angeles. an epic drought, the worst in a century is fueling the blaze and forcing the governor to declare an emergency for the state. abc's david wright has the latest from the fire zone. >> reporter: this unusual midwinter wildfire has meant devastating loss for some. this man's home was spared but his shed and his neighbor's house are gone. >> the important thing is my wife and two girls are safe. >> reporter: california officials are now dreading what may be an endless summer of fire season. >> i'm declaring an emergency in the state of california. >> reporter: governor brown confirmed the most populous tate in the nation is in crisis. >> we're facing perhaps the worst drought that california has ever seen. >> reporter: the drought has a direct connection to the wildfires we've been seeing because these hills are bone dry. two-thirds of the state is prone

to burn. the three men accused of starting this blaze now face federal charges and up to five years in prison. authorities say they started a campfire to keep warm. even though there were red flag warnings. >> they weren't trying to burn anything down. this was not intentional in any way. >> reporter: state officials are powerless to bring on the rain that so desperately is needed but hope scitizens will be more responsible. >> hopefully it'll rain eventually but in the meantime, we have to do our part. >> reporter: if voluntary conservation doesn't work mandatory measures may follow. a looming crisis of which this fire is only a symptom. for "good morning america," david wright, abc news, azusa, california. a lot of other news developing so back over to ron. >> let us. good morning to you, dan and bianna. sara, good morning. president obama announced

major changes to the telephone surveillance program. the changes involve americans as well as people abroad. and the president also addressed his critics to say the nsa program violated privacy laws. >> i believe critics are right to point out that without proper safeguards this type of program could be used to yield more information about our private lives. >> the new guidelines will still allow the government to collect phone numbers of hums of millions of americans as well as details of who they called and when but will no longer be stored by the government. if the government wants the database it will be held somewhere else. new details this morning about the number of priests in the child sex abuse scandal that rocked the catholic church. according to documents obtained by the appreciated press former pope benedict defrocked 384

priests for molesting children. a drattic increase in the 171 priests removed in 2008 and 2009. the vatican prepared the documents to defend itself before a committee investigating how the church handled sex abuse allegations against priests. the west virginia company blamed for the chemical spill that left 300,000 without safe drinking water, well, they have filed for bankruptcy protection. freedom industries is facing multiple lawsuits as well you could imagine as well as state and federal investigations following that spill that contaminated the state's largest water system, water restrictions lifted for most residents but pregnant women have been advised to drink bottled water still. some amazing pictures out of brazil, the iconic christ the redeemer statue in rio de janeiro was damaged when it was struck by a lightning thumb. the right thumb on the statue was damaged, chinned during a violence thunderstorm that swept lew rio thursday night.

in. >> i have no idea what the hell they were doing. they almost hit me. they were chasing each other. one was obviously trying to follow the other extremely closely. they were weaving in and out of traffic. >> then this. >> they just hit each other. >> reporter: a final collision. the two su. versus flipping over less mangled in the center median in the town of bellevue. police say 29-year-old desi beltran was driving this ford explorer and inside this ford, 32-year-old hugo yanez. he had two passengers, a 27-year-old woman said to be beltran's ex-girlfriend and her 2-year-old son. >> it's remarkable and a testimony to the increasing safety feature of vehicles that all the occupants were okay. >> both drivers were treated for minor injuries and arrested. the cars totaled and putted away. yanez quickly tried to flee the

scene. they believe it was sparked by a domestic dispute. both were in court fly. yanez charged with two counts of hit-and-run, his bail set at $20,000. beltran was charged with a count of felony demost tick violent assault. his set at $2 million. >> and a 2-year-old in the car. >> shocking. we'll turn to a developing story that has families in california on high alert for a mountain lion back on the prowl. caught on camera. helpless dogs proving no match for this clawed killer and gonzalmarci gonzalez has the story. >> reporter: this mountain lion preying on pets in a community outside los angeles is back. >> mountain lion came by he went through the bench and the bushes herron. >> reporter: this home surveillance camera captured these images of the mountain lion earlier this month walking

towards the outdoor area where his 80-pound boxer named rocky was sleeping. the dog disappearing, no trace of him ever found. >> it's been rough, you know, the family is going through emotions. >> reporter: now we've learned just ten days later the mountain lion returned. the next-door neighbors as duke their chihuahua mix was attacked. >> we saw him. hopped over with the dog in its mouth. >> the california fish and wildlife service says the extreme drought is sending more wild animals into residential areas in search of water and food. while wildfire experts explain attacks on humans are rare, neighbors are worried. demanding that something be done to keep their pets and their families safe. >> there's a lot of kids in the neighborhood, you know, and it's very dangerous to be out. now we know it's serious that

abc's aditi roy is in our l.a. bureau with what kind wind up being $500,000 worth of trouble. >> reporter: really interesting story. alan beck says he likes his former player but that he's suing him because he wants a teenager and his family to take responsibility for what he's calling physical and emotional injuries. this teenage little league player scene in these photos is so ten of a $500,000 lawsuit for what his coach said he did while celebrating a teammate's walk-off hit. >> he threw the helmet like a spike. like spiking a football. he's the strongest kid on our team, threw a helmet and clipped my achilles and tore it. >> alan beck says it happened at the 13-year-old was rounding base after the game's winning hit and the team began celebrating. in court documents beck says the blow from the helmet caused him

>> beck's attorney told abc news his client is recovering from foot surgery he had yesterday receipted to the incident. abc news reached out to the president of lakeside little league. he told us they have to comment. dan and bianna. >> sound like it's tough for everyone involved. we want to take another look at the breaking news and back to ron. >> hey, dan and bianna. in the news, at least two american civilians are among 21 people killed in a suicide bombing in afghanistan. friday's attack took place at a restaurant pom lahr with foreigners. the suicide attacker's bomb exploded at the front while two armed american entered from the rear shooting people much the taliban has claimed responsibility. back in the u.s., federal authorities and dallas police are looking for the person who blinded the crew of a med de vac helicopter with a laser pointer, a medic on board was severely burned when a suspect on the ground shined a green laser into the cockpit of that helicopter. the crew was in the middle of transporting a patient. and new information about

that southwest airlines plane that lapded at the wrong airport in missouri earlier this week. the ntsb now says that the pilots had the right airport loaded into their flight management computer but when they saw the runway they said, had they saw the runway lights of the airport six miles away, they assumed that that one was the correct run and landed there. and, well, finally just when you thought you've taught your dog all the tricks in the book. jesse the dog, a jack russell terrier zipping around. going to see him in his own motorized car coming up here in a second. well, here he's pushing the shopping cart. you can imagine that and doing some shopping. he also hops rope and walks around on his front hinds -- front legs and on a ball and does some other weird things. sesively weird things. great dog, huh?
