♪ turn around, barbara ♪ forever i've been praying for a snack in my life ♪ ♪ and now i have a brownie ending all of my strife ♪ ♪ i finally found the right snack ♪ ♪ >> good morning. i'm eric thomas. katie marzullo is off this morning. let's begin with a look at the weather forecast. here's meteorologist lisa argen. >> good morning, eric. it's a spare-the-air day today. the air quality will not be the greatest in the north bay, also along the coast and around the central bay. but with the dry air if places it very cold out there with numbers dropping below freezing in the north bay. low 40s around the bay with about 40 at our coast. but by noontime we are much, much warmer. in fact right now it's 50 degrees in san francisco. we will see plenty of 50s,

even low 60s around the bay by noon and by the afternoon, even though the temperatures will be once again well above average, not expecting any records. numbers in the mid-and upper 60s. another chilly night tonight. so you have heard this same old pattern. we will let you know what the outlook has in store for the next seven to ten days in a few minutes. eric. >> thank you very much. in the news this morning, developing news, firefighters in marin county are work to go put out a wildfire west of fairfax this morning. fire was reported along the fairfax ridge line near albino lake around 9:20 last officials say it's an unusual place for a fire. but there's no need to evacuate homes so far and crews have had a tough time getting to the flames. >> it's fire on a mid-slope position about a third of a mile off the road and about a half-mile below the closest fire road. so what we are doing about it,

we have some engine crews that are cutting their way into the fire right any with hand tools and saws. >> crews from multiple agencies have been called to help put out the fire. no word on what started it. >> in san jose authorities are trying to figure out the cause of flames that left two people homeless. the fire started in the garage and eventually moved into the attic. flames melted an electrical panel. the two people inside escaped without harm. governor jerry brown has declared a drought energy in -- emergency in california and are urging residents to begin conserving by as much as 20%. >> we live in an area of limits, nature has its boundaries and we have to be as efficient and eloquent in the way this we live and the which we conduct ourselves. >> the declaration will expedite water transfers, provide transfer aid for those hit hardest and

suspend some federal regulations. for a list of which is to save water, go to our website under "see it on tv." >> officials in marin county are repeating their calls for conservation, but it does not include transforming water into drinkable water. >> this is a system captured to recycle much of the water you see. once dirt is removed, that water is used to clean wheels and rims. the nozzles have devices to reduce the amount of spray, then the latest drought hit. >> when the crisis was coming to a head, we had our mechanic come in and fine-tune the system, so to speak. >> marin county has always been extremely dependent on rain. the water district started draining phoenix lake, one of it's reserves reservoirs. a few years ago it explored

the option of building a desanitation plant. that was on the san rafael bay to help with the water supply. but some argued it would create its own waste. >>nov gore's brown declaration has not kickstarted that plan. >> dasal is more long-range, but not for this drought. that's for the next drought. >> i think what is happening with the current drought it's something we definitely need to look at again. >> a plant to convert salt water could cost millions and take years to build. marin is just trying to survive the immediate crisis. in marin county, john alston, abc7 news. >> we learned the name of a teenage bicyclist who was hit and killed by a light rail train yesterday. 14-year-old danica tyler garcia was rushed to the hospital but died from her injury. it was at stoke street and southwest expressway.

there were about 40 people were on the train, but none of them were hurt. in san francisco, police say a driver for the on-demand car service, lyft, struck a person yesterday afternoon. the woman suffered a leg injury. the driver stopped and is cooperating with police. >> we sometimes use the phrase too much, but three people really are lucky to be alive after a plane crashed on takeoff and slammed into another plane on the ground at san jose's reid-hillview airport. a single engine plane was taking off when it suddenly lost engine power, the pilot lost control and it crashed into another plane waiting on the taxiway waiting to take off. the three people were not injured. a san francisco man looking for his stolen bike discovered what he believes to be a chop shop.

that's where thieves break down bikes and sell the parts. >> we got very little cooperation from the police, so now he's turning to social media. we have more on a story you will see only on abc7. >> san franciscans love their bikes, and so do thieves. >> i had a bunch of bikes stolen. >> kevin montgomery said it was either wednesday night or thursday morning when thieves made off with bikes belonging to him and his roommates. these bikes are part of a growing list of bikes stolen in san francisco. >> i went around the neighborhood looking at chop shops and i went to look for my bike. >> what he found was a stack of bikes stripped to their frames, so he snapped pictures and tweeted the photos to sfpd. >> they strip the parts off, put the frames in stacks and put components in bins and load them up in vans and take them out of town. >> when we went to the same spot of stacks, they were gone. what we found was a man seated under the central freeway using

tools to remove the wheels from at least two bikes. according to the police department, more than 4,000 bikes were stolen from the city in 2012. >> there are 96% more bicycles in san francisco than they were in 2007 and more will come. >> police tell us there's a bicycle theft ring that operates in and around the civic center and there are chop shops throughout the city. we have no evidence these bikes were stolen and neither does kevin, but he said the numbers don't lie. >> it seems awful weird piles of bikes, that at least 50 would be sitting under an underpass being cut up and loaded in a van. >> in san francisco, nick smith, abc7 news. >> it's 6:07 now. court documents reveal the man intentionally setting a string of fires in san jose led police to locations where he said he set the fires. 48-year-old patrick brennan waived his arraignment yesterday afternoon. he's been charged with ten counts of arson and counts. attempted arson. this is a three-strikes case. he was convicted of arson in 1999 and found guilty of a sex

crime. if convicted on the current charges, he faces several life sentences. brennan is expected to enter a plea next month. most of the residents evacuated due to a wildfire northeast of los angeles can now go home. all of the residents except those who live in the mountain cove area and another city can go back home. 3400 people were evacuated thursday morning. authorities say it started in the angelina national forest after a fire was started by three men. the flu is so bad it's reached epidemic status. that means the number of deaths has exceeded what was expected. it's taken two more lives in the bay area, bringing the total number of deaths to 23. the latest victims are two south bay women, ages 52 and 62. caltran has agreed to take down nets that were killing federally protected birds in sonoma county. the nets are on the highway 1301

the 49ers have arrived in seattle ahead of tomorrow's nfc championship game against the seahawks. this is video of the team getting off the bus late last night. before they left the fans were there with a spirited send-off for a team that needs just one more win to go back to the super bowl. ama daetz has more. >> reporter: it was a festive farewell as the team began hits journey to seattle. >> the 49ers have the faithful to come out here and see them on the bus as they leave.

>> super fans helped with the send-off. they have been cheering on the niners for years. >> he started when he was like ten, and i started when i married him, which was in 1968. >> and jeff howard said after the team lands in seattle, so will pam and john. expectations are high. >> mostly i would like to come back in one piece, given what i hear about how they like 49er fans up there. other than that i'm looking for good offense, good defense, a good game. >> they were able to get tickets to the game in seattle despite the seahawks efforts to keep californians out. they excluded people from billing addresses in california from buying tickets. that didn't sit well with a lot of 49ers fans. >> we are taking the high road. we practice good sportsmanship. when you cheat you lose. >> sunday they will be checking i.d.s as usual, but also checking zip codes. >> we are going to do 49-cent bloody mary's for anybody who shows a seattle zip code. >> this washington couple will take advantage. >> we are here to watch the

football game down here. hopefully they will be crying in those 49-cent bloody mary's come sunday night. >> their field is known as the most hostile and distracting stadium in the league mainly because of the noise there. wayne friedman looked into that [siren] 89 decibels. a human scream? as much as 115 decibels at a distance of three feet. now imagine 60,000 mutually screaming fans at that level and you get a sense of when the 49ers face at century link field sunday. note the meter. >> it's a little bit louder in seattle. >> hence the loud speakers the 49ers have been blasting at recent practices and ear plugs worn by opposing players at the stadium. to hear the seahawks tell it.

they designed their place to deflect sound and distract opponents. century link has roof shapes to deflect the sound and construction to keep it circulating inside n the end zone it has 40 rows of aluminum bleachers, designed for maximum volume. louder than thunder, they claim. a few weeks ago they set a sound record of almost 138 decibels on the scale. in comparison, a rock concert is only 120. at 138 is violating federal osha standards. >> is that literally deafening? >> yes. >> so they must be lying. >> well -- >> he designs buildings and he said a structure can focus natural sound to a specific point, it can amplify that volume only so much. >> the optimum amplification is

san francisco sid they will pull some of their historic street cars and muni cars out of service tomorrow afternoon. that's before the 49ers playoff game. it's a preventative manner they are taking to protect their fleet of irreplaceable vehicles from fans who may get too rowdy after a potential win or loss. it will start at 2:00 in the afternoon. and for the game itself, what do you think, a little cooler? >> up there, yeah. we are looking at temperatures in the mid-40s and dropping through the 40s. no rain. it will be dry. they are experiencing unseasonably dry conditions, as well. we around pick up anything in in the way of rain or cloud cover this morning. the offshore flow is allowing for the temperatures to drop quickly in some of the valleys. elsewhere the numbers are not bad. in the city here we are at 50 degrees. exploratorium camera this morning. it is clear and we will look for subtle changes over the long

holiday weekend. good morning, oakland. in the mid-30s. 37 on the peninsula with 39 in san jose. half moon bay 41. red flag warnings have been lifted although the southern sierra, yosemite, there is a red flag warning there. the cold temperatures this morning at freezing. napa, petaluma below freezing, santa rosa. just in the mid-30s for concord and the livermore valley. bundle up this morning. a look from mt. tam. the sun not coming up until after 7. you noticed how the air quality really changed the other day. so today around the coast, the central bay and newspaper the north bay we have the haze and the worst pollutants. else where just medium air quality. this brings us to the 28th spare the air alert since the 21st. that means no woodburning unless it's your only source of heat. emeryville this morning and we are calling for a sunny afternoon. temperatures still well below

normal. in fact we will see some 70s around here with no changes through the weekend. it will stay dry into the upcoming work week but it will be a little cooler as the ridge begins to go. and beyond that we are speculating whether we get a pattern shift. it's been the same story with the ridge and the jet stream well to the north but this could change just slightly. instead of the record warmth we will still have to 10 to 15 degrees before average. we should see 50s to near 60s this time of year. the outlook for the next ten days shows that the ridge does weaken. we could see a system undercut it and bring us trace amounts of rain but really throughout the next ten disinto the end of the month no significant rain across the bay. we are looking at perhaps early february where the models want to bring in some rain. we will wait to see. 70 sacramento, 83 in

when there is none. >> ski resorts have come a long way since they first started making snow in the 1950s. >> the basic system mixes cold air with water under high pressure. >> the recipe for man-made snow is still essentially the same, but the process has evolved into a high stakes operation. >> it's a pretty sophisticated piece of machinery. there's a control panel like this. the last major snowfall was back in september, so the resorts are spending big money to keep at least some slopes covered. this school teacher betsy masterson skiing at heavenly for a weeks. >> the conditions are great. you wouldn't think that driving up with no snow on the ground, but they are doing such a great job grooming the runs and i just had a blast. >> that's the kind of has been endorsement that keeps barrett warm. even while he's making snow.

he's in charge of heavenly's snowmaking system, the largest one on the coast. he's been at it for 26 years. >> i've been doing it a long time and i'm pretty passionate about it. >> this is what the mountain looks like in areas with no snow making. on the ski runs it's a different story. several feet of base and new snow on top. only about 20% of heavenly is open but the mountain is so big, there's still 14 miles of trails open and more expected to open the next few days. nor expected to open in the next few days. heavenly is owned by available resorts. they note that their attendance is down 20% compared to last year but many told us there's enough snow to have fun. >> snow conditions were really good. nice and warm and sunny. could use a little more snow but i'm not complaining because it's sweatshirt weather. >> heavenly's system includes more than 200 snow guns that shoots snow on to the slopes. miles of pipes connect the guns to reservoirs that connect the

-- that supply the water. >> on a good night we are pumping about 600 gallons a minute. >> monitored by a elaborate computer system with detailed readings what's happening all over the mountain. and in case the snow isn't enough to get here, heavenly is working to turn the mountain into a party spot. there's a traveling dj platform. >> oh, yeah, bringing the good vibes. >> when the slopes close in the afternoon, a mid-mountain large starts a party with dancing girls, discounted drinks and crazy creatures who happen to show up. >> i would recommend put on your best costume, come up here and have a good time. >> dan ashley, abc news. >> it is 6:34. new this morning president obama says he believes 2014 could be a breakthrough year for america. in his weekly address he said the u.s. is primed to bring back jobs lost in the recession or to overseas competitors but to make that happen the u.s. must act to create good paying jobs and

increase economic opportunity. the president also says that when congress doesn't act, he will. >> where congress isn't acting, i'll act on my own to put opportunity within reach for anyone who is willing to work for it. that's what i did in raleigh by launching america's second american manufacturing institute. it's a partnership between colleges, companies and the federal government making sure american businesses and american workers win the race for high-tech manufacturing and the jobs there come with it. jobs that can help people and communities willing to work hard punch their ticket into the middle class. >> the president said he wants to work with congress on jobs, infrastructure and immigration. the federal government now has enough money to operate through september. president obama walked across pennsylvania avenue yesterday to sign a $1.1 trillion budget in the new executive office building. money to run the government would have run out today. it is a bipartisan effort and scales back the spending cuts that hit major social programs

and the pentagon last year. it contains less spending than democrats wanted but more than what republicans desired. there were signs the data breach at target may be part of a new broader worldwide attack. a new homeland security report reveals that several retailers may have been targeted and it says the computer code used by the hackers was partly written in russian and has been on the black market since last spring. the security firm intel crawler said it identified the author as a 17-year-old russian. another firm said it happened in two distinct stages about a week apart. a new dolphin calf is making waves at the discovery kingdom in vallejo. not only for the first one born there in 18 years, but also the way the mother communicated with her long before she was born.

we have the story from vallejo. >> it's bonding time at six flags discovery kingdom where nine-year-old bottle nose dolphin bella is getting to know her first born, maribela, now 8 days old. >> we have a bonded mom and baby and she's taken up motherhood perfectly. >> maribella is the first female born dolfin discovery kingdom in years. she weighed in at 25 pounds. this video from six flags shows the actual birth. a relatively easy process he is, it appears, compared to what other mammals endure. >> they have the nice, soft, torpedo-shaped baby to give birth too. she barely had a contraction and the baby came out flukes first, which is normal with dolphins. >> when she was pregnant she got the attention of researchers because of the whistling sound

she made apparently directed at her unborn fetus. >> bella would come into a pool, separately herself from other float and make known what is called the signature whistle or the baby whistle. what we found out it's almost as if bella was imprinting with her baby prior to the birth. >> as it is now, the baby and mom are having quiet time, get to go know each other, but all under the watchful eye of a trainer. the trainer notes each time she nurse hers baby to make sure the baby is getting enough nourishment. the pair will be allowed their privacy a little while longer. >> guests can start seeing bella and her calf starting january 25th and 26th. >> she is third generation. her grandmother is 34 years old.

with a series of events. at 9:00 this morning habitat for humanity, as part of a national day of service, will lead a volunteer work party to clean up and beautify the area around the m.l.k. swimming pool and playground. there will be a march starting at 9:30 and end at the pool. there will be a celebration at the pool which will include music, free water exercise classes and performances by local swim teams. who says there's no such thing as a free ride? happening today, caltrain is celebrating 150 years of service between san francisco and san jose. the public can get a free round-trip ride on a special train today from san francisco to an 11:00 event at santa clara. the event will include speeches from dignitaries, speeches and live music and food. the train will make six stops along the way. the train departs san francisco at 9:40. as you are waiting for the

here's abc7 news reporter jonathan bloom. >> reporter: your showerhead might use two and a half gallons of water per minute. imagine ten people came over and took a shower at your house? that's basically what happens when you water your lawn. >> in our service area half of our water deliveries goes to landscape and half goes to lawns. >> reporter: that's why contra costa county says lose the lawn and they will pay for it, up to 500 bucks. >> you have to have an existing lawn, but we allow it to have varying colors from tan to green. you have to have an existing sprinkler system. >> if you do, they will by 50 cents a square foot to replace it with drought-tolerant yellow plants. local nurseries are full of them, some native to california. they are actually becoming quite the rage. >> it's really become a big trend. i expect to take out a great deal of lawn the next six months. >> this landscaper wrote a book on saving water. she's watched the bulk of her
