you know, it's really shocking. >> caltrain riders in shock after two men are hit by a train, one did not survive. a second is injured, the question tonight, how did it happen. i'm dan ashley. >> a caltrain accident happened at the santa clara station not far from santa clara university. lilian kim is there now with more on this developing story for us. lillian? >> both men had been on the platform, so it's unclear how and why they ended up on the railroad tracks. the train that hit them was an express train that was not scheduled to stop here, it was traveling upwards of 50 miles per hour. this is how fast the train was going before it hit two men at

the santa clara station. one man died from the impact, the other is being treated for multiple fractures to his legs. dave ashley was on the platform at the time waiting for his train. >> the train came by, there was something of an unusual sound. you hear it, you go, oh. >> the circumstances of this incident are unusual, because it involves two people. >> usually 90% of them are suicides, usually they're only involving one person. this appears to be something that will require further investigation. >> investigators will look at video from cameras mounted on the train, and they hope to interview the surviving victim. the passengers dealt with the delays as best they could. buses were brought in to transport people from stations nearby. >> by the time we got to sunnyvale it started to slow down, and the guy -- i asked the conductor, he said, yeah, there's been a fatality on the

tracks. >> the station reopened a few hours later, while the scene is now clear, the investigation into what happened is just beginning. in santa clara, lilian kim abc 7 news. >> there is a manhunt underway in philadelphia after a college campus shooting. the students at widener university was shot while sitting in his car at the athletic center this evening. the student managed to dial 911. he's being treated at the hospital right now. police are reviewing surveillance video to help track down the shooter. students have been told to stay indoors until 6:00 a.m. eight months after the abc 7 news i team uncover ed untested rape kits -- this i team follow-up. >> rape victim heather marlowe met her attacker at the 2010 beta breakers race, she contacted police, went through a

four hour long sexual assault exam. yet the dna sample that may have identified her attacker went untested for years. this past friday she filed a complain the with the san francisco police commission. >> the evidence is just sitting unprocessed because apparently in san francisco you know the crime of rape is not considered that serious. >> after our report, the sfpd promised a complete audit of the property rooms looking for untested kits. despite repeated promises that the audit was almost done, it's still not finished. >> having it been so mishandled is -- a complete and utter lack of care and respect. >> in the case of heather, she didn't know right away, she didn't know for the longest time that her kit was not tested. >> the i team interview with heather marlowe, got the attention of nancy skinner from berkeley.

she's scheduled to announce assembly bill 1517. law enforcement would have five days to send dna evidence from a rape kit to a crime lab. the lab would have 30 days to upload the dna to a state database. skinner tells the i team tonight it's all about catching criminals. the sad thing is, the vast majority of rapes and sexual assaults are by someone that's known to you. but if in a person did that, they -- it's not unique to you. they could very well be doing that to somebody else. >> the i team investigation in may found thousands of untested rape kits that law enforcement agencies around the bay. and now rape survivor heather marlowe sees the new bill as a relief. >> i think it would result in a lot of criminals being prosecuted and further the safety of our city. >> a bill to test all rape kits

actually passed three other times, governor schwarzenegger and brown vetoed them based largely on cost. skinner hopes with the economy improving, brown will sign it this time. for the i team, dan noise abc 7 news. >> a fisherman was swept into the ocean today while trying to retrieve his ice chest. he was fishing on the beach around noon. a wave hit his cooler and pulled it into the water, he tried to grab it, but he too was pulled in. rescue crews responding to the search. the fisherman's body was found 45 minutes later, about 600 yards out from where he went in. the impact of our unseasonably dry weather is being felt throughout california. so far this season, the bay area has received 11 to 22% of its normal rainfall while tahoe's snow pack is 16% of normal. and a lack of snow is not just hurting the sierra, but all those who rely on ski seasons for their livelihoods.

john? >> the mlk holiday would normally be a banner time for the ski world, it's so bad, that one local ski shop owner told us even if a record snowfall hit in the coming months, the damage is already done and it would be impossible to fully recover. >> the california ski company in berkeley would be bustling with customers renting skis or getting fitted for boots. this is the third year in a row that's been rough. >> slow, slow, slow right now. we were fine until the middle of december, and i think people sort of lost hope. >> that's not how the season started with an early monster storm that pounded the sierras in late october. >> expectations couldn't have been higher. >> everybody is stoked. there's a lot of electricity in the air with all the snow. >> fast forward three months and business is down 40%. employee hours have been cut. >> yesterday would have been, it looked like a frat party, and i let everybody but two people go home to watch the game. >> die hards are still getting

throughout sfo this evening. airlines have grounded 1700 flights nationwide for tomorrow. that includes nights between sfo and major east coast airports like new york's john f. kennedy, newark liberty, philadelphia and washington dulles as well. spencer christian is tracking that east coast storm on live doppler 7 hd. spencer? >> let's start with a look at the conditions right now, in parts of the upper midwest, you can see earnings of snow in chicago and moving over toward detroit and cleveland. and this big storm is moving toward the northeast. so let's focus in on the chicago area right now, where there's quite a bit of snow widespread. this is the low pressure system triggering the snow in parts of the mississippi valley and the ohio valley. it's going to take this path over the next 12 hours or so, move off the mid-atlantic coast by tomorrow, dumping up to 6 inches of snow in washington, d.c., and possibly as much as 10 inches of snow in and around new york city. while we're experiencing record

olympics. hotel employees have told abc news they've received wanted posters of this woman. she's believed to be a 22-year-old from dagestan. her husband died during a shootout with russian forces last year. the military has plans to evacuate americans if needed. this year's u.s. olympic team includes a 15-year-old figure skater from san jose. she plans to leave soon for russia, and she told abc 7 news today that worries about security will not distract her from her quest for the gold. >> we're all just really excited and we're not going to get too concerned about anything that's -- any other things that are going on, we're just excited to go there and experience the olympic feeling of being participants. >> and we're pulling for polina. she adds the sochi games are
