good monday morning. i'm marci gonzalez in for diana perez. >> and i'm john muller. we begin with another arctic blast descending on much of the country. and this polar plunge could be the coldest one yet. dangerous temperatures forced some districts to chose schools in minnesota. the mercury will dip well below freezing there. >> take a look at this video. a rare phenomenon caught on camera in idaho. it's called an ice disk. the extremely low temperature causes slow-moving water to freeze. abc's mary bruce has more. >> reporter: you thought this was bad? think again. it's about to get worse. >> just one thing after the next. >> reporter: some of the coldest air of the season, an arctic blast expected to rival the polar plunge felt earlier this month. 18 states from minnesota to maine. with wind chills between 30 to 60 below zero. freezing rain, sleet, and snow expected as far south as texas. winter storm watch is issued tomorrow for all of the gulf

coast states. over the weekend, the midwest smacked with howling blizzards. frigid winds forcing schools in parts of minnesota and chicago to close today. blowing snow. blinding drivers in iowa and north dakota. >> you're lucky to see 10, 15 feet in front of your car. >> reporter: treacherous conditions outside of detroit caused a massive 33-car pileup. >> next thing you know, a car, suv coming behind me, hitting me. then another car coming ahead of me. >> reporter: now the race is on to clear the snow before it turns to ice. >> it's gonna be a very hard freeze. it doesn't patter what product you put on it. salt or whatever. it's not going to move. >> reporter: in wisconsin, salt is on short supply. >> the town of waukesha has used its entire allocation of salt for the 2013-2014 season. >> reporter: mary bruce, abc news, washington. >> not much relief in sight for the midwest today. and while the northeast will finally climb above freezing, it won't last long. >> here's accuweather's jim dickey. good morning, jim. >> good morning, john and marci.

fresh cold diving in here this morning. take a look at the early morning low temperatures. minus 20, minneapolis. minus 17, bismarck. many spots here under blizzard warnings. as the winds are roaring. 50, 60 miles per hour, leading to power outages. that's not good news with this cold settling in. that cold spreads south and east. snow across the lakes into the northeast, new england, many spots a fresh coating to an inch or so. john and marci, back to you. >> thank you, jim. it's nail-biting time on wall street this morning. the dow is opening below 16,000 after a sharp selloff late last week. overseas markets are low this morning. one reason is worries about china's economy. but abc chief business correspondent rebecca jarvis says investors are watching some significant events right here in the u.s. >> there are so many things happening in the economy in the week ahead. first of all, 24 of the biggest companies in this country will be reporting earnings. that means we'll hear how

they're feeling about the economy, how they're feeling about their business, whether they're hiring. how they're seeing their expansion plans, and really, how they see the future. >> and even with the change at the top, the federal reserve is expected to taper off more of its economic stimulus, buying bonds to shore up the u.s. economy. a senior member of the group linked to al qaeda has been killed by a u.s. missile strike in somalia. this happened in a remote village yesterday. the man was in his car. u.s. officials have acknowledged a military strike against an al shabaab commander. but they're not confirming if anyone was killed. the strike was believed to have been carried out by a drone. the unrest escalating in the ukraine this morning, as protesters take over another public building. this time, they stormed the justice ministry headquarters in kiev. this is the latest show of outrage over their president's deepening ties with russia, rather than the european union. earlier, they lined the streets chanting "hero" before the body of a protester killed last week was laid to rest. edward snowden is making new claims about u.s. spy

activities. he tells german tv that the nsa routinely engages in economic -- industrial espionage. he says government officials want to kill him, saying, quote, they have said they would love to put a bullet in my head or poison me. he says he'll never get a fair trial in the u.s. president obama will lay out an ambitious agenda in the state of the union address tomorrow night. white house advisers say he's prepared to work with or without congress to achieve those goals. high on the list, closing the gap between rich and poor. the president will also detail his ideas for gun control and immigration reform. and it is aimed at reversing dismal approval ratings. an abc news/"washington post" poll shows that just 37% believe the president has the ability to make the right decisions for the country. abc news will have complete coverage of the state of the union address and the republican response right here tomorrow night beginning at 9:00 eastern.

an entire city in alaska remains cut off this morning after back-to-back avalanches. the only road into the city of valdez is blocked. by up to 30 feet of ice and snow. officials say it could be a week or longer before they can clear it. because of another avalanche fear, barges are bringing in trucks that are filled with food. some of the 4,000 people who live there are being told to prepare to evacuate immediately. a tense day in alaska. as for today's weather in the lower 48. sunny in the southwestern part of the country in southern california. bitter cold from the plains across the midwest. snow flurries moving into the northeast. cooler along the gulf coast with rain in central florida. >> today's highs, mid 40s for the pacific northwest. 75 in los angeles. 21 in denver, and below zero in minneapolis and chicago. i'll tell you. miami is the place to be with a high of 83 degrees. >> sounds good. >> uh huh. a french electronic duo batted .1000 at the grammys last night. >> daft punk, known for their helmets, won in every category

welcome back. there's good news this morning for drivers. gas prices are down an average of 3 1/2 cents in the past two weeks to $3.31 a gallon. in california, gas fell almost eight cents a gallon. still, the highest average price is in san diego. well, it will cost three cents more to mail a letter today. postal rates went up yesterday to 49 cents for an envelope. 34 cents for a postcard. other rates are up, too. if you have stamps that say "forever" on them, they're still good to mail that letter. in this morning, reports say federal regulators will order safety checks today on 400 boeing 767 jets. the wall street journal says the movable tail sections may jam and cause pilots to lose control. the faa will order enhanced inspections. boeing has not commented on the report.

and if those sometimes complicated auto dashboard entertainment systems are not annoying enough already, they may soon be playing commercials. bmw is testing what it calls a virtual marketplace with ads based on your current location and previous history. you would be able to block the ads if you can figure out how. >> no way. just say no. a major consumer products company has a hairy issue. proctor & gamble says its earnings are off because more men are growing mustaches and beards and that nicked the sales of gillette grooming products. a p & g executive blaming a charity that encouraged men not to shave in november to raise money for prostate cancer research. but a consumer analyst scoffs at that one. >> movember. to nearby homes as a precaution. so far, that hole hasn't grown any bigger. now for a look at other road conditions this morning. they'll be wet in the pacific northwest. slick in the upper plains. slippery from the shenandoah valley. up into new england. also watch for wet roads in the florida panhandle. if you're flying, good news. no major airport delays expected. that royal caribbean cruise ship that's crippled passengers with a nasty stomach bug is cutting its trip short. >> federal health officials boarded the liner in the virgin island to investigate what seems to be an outbreak of norovirus. it can show up in contaminated food. it can spike in wild fires and close quarters like cruise ships. one passenger said it hit her hard and fast. >> i caught it within the first 24 hours. the fever just kept going up and -- i realized when i couldn't keep a tablespoon of water down. >> the ship's crew stepped up cleaning and disinfecting

procedures to prevent further illness. royal caribbean says it will compensate passengers for the shortened trip. the maryland mall where a deadly shooting took place over the weekend will reopen today. the police say they have the gunman's journal and it expresses some general unhappiness, but they still don't have a motive for the shooting. darion aguilar shot two people to death before turning the gun on himself. the official search for a missing colorado woman is over. but family and friends say they'll continue to search. leanne bearden disappeared nearly two weeks ago. a search over the weekend turned up no sign of the 33-year-old woman. and police say they have found no evidence of a crime. she and her husband just returned from a two-year trip around the world. took only 50 seconds for burglars to smash their way into an atlanta area gun shop and make off with $70,000 worth of rifles. the men used a honda accord to demolish the front of the store and made off with rifles.

they took 35 fire arms. they found the car abandoned not far away. the burglars are still on the loose. after his arrest in miami, justin bieber is getting some r&r at a resort in panama. the 19-year-old was spotted on the beach with chantelle jeffreys, that's the model two was with him when he was pulled over last week, accused of drag racing and drunk driving. there is word that his mentor, usher, was there at the resort as well, presumably to talk some sense into bieber. two good samaritans risk their own lives to rescue a dog. who had fallen through the ice near trenton, new jersey. they say the fire department refused to help. so these two brave souls slowly pushed their kayak and took small steps to rescue duke. shortly after the rescue, duke's owner rushed to the scene in tears. it looks like it was a very happy reunion. >> i love to see that. in tucson, arizona, dad saved the day, keeping his cool in the most stressful of circumstances. >> frank and lily kunkle's baby

boy could not wait until mom got to the hospital. no time to wait for paramedics either. mom went into labor right in the entryway of the couple's home. dad, named frank, called 911. he was remarkably calm before springing into action. >> my wife is very pregnant. and her water broke, and now she's saying that she feels like she wants to push or is trying to push. push, push, push. here comes our baby. there's the baby. >> oh, and listen to him. >> hi, baby. [ baby cries ] >> with the help of the dispatcher, dad did such an awesome job. his yet-to-be-named baby boy is healthy and doing great. so is mom. look at that full head of hair. >> and you know what? mom did a good job, too. she had something to do there. in case you live in a cave, super bowl xlviii takes place next sunday at metlife stadium in new jersey. >> members of the denver broncos and seattle seahawks arrived in

we will talk about the chance of light rain next forecast. first, though, the commute. >> good morning, hope you had a great weekend. with the possible drizzle we know it means to be careful on the roads because the oil builds up on the roads and can cause slick conditions. we have fog and construction westbound side of the bay bridge until 5:00 this morning and a couple of lanes will be blocked between the incline to treasure island eastbound traffic slowing nicely and as we take you further in the east bay long 880 you can see top speeds and the area shaded in orange is indicating where fog could affect the commute and it is affecting our commute. this is the san mateo bridge and you can see how foggy it is. there is visibility but when you get across the water to the peninsula, watch your speed and drive cautiously.

>> we have new details in the death of a six-year-old who was run over and killed in san francisco by a driver for the uber wide service. the family is more likely to see the company today. amy hollyfield is on the scene where the new year's eve took place. >> there is a memorial here with the picture and stuffed animals and her deloma graduation from preschool. here is a picture we have of the six-year-old who died new year's eve with her family while in a crosswalk at the intersection right before her 7th birthday. the driver who hit her in the crosswalk was arrested, 57 -year-old and was a driver working for the car service uber but "new york times" is reporting the family will be filing a evening wroteful death lawsuit against uber today.
