but there's also a big security concern with the super bowl right now. counterfeiters developed fake tickets. those are real ones right there. but the fake ones look real. arrests have already been made. investigators now think it could be an inside job. >> yeah, this is serious stuff. but we're going to get right to that ice and snow emergency about to wallop down south. and a new surge of dangerous arctic air creating a possible one-two punch of snow and ice and, ginger, i know you're leading it all. >> a super surge for an area that doesn't see this all that often. so let's time it out for you. it's already on the radar all over parts of louisiana, mississippi, but by 1:00 p.m. we put it all through birmingham, alabama, just about to get into atlan atlanta. and south carolina and north carolina going to see the bulk of it later this afternoon and evening. so the drive time, so sloppy. and i think that's where most of the ice accumulates. we could see up to 3/4 of an inch just west of wilmington, close to charleston.

savannah, georgia, an ice storm warning. plenty of snow to talk about on top of it. just less than an inch for parts of houston which this morning are tumbling temperatures and that's where we find our clayton sandell. >> reporter: hey, good morning, ginger. here in houston, they're treating the roads, trying to keep the dangerous ice from building up. most of the city is shut down. and the entire southeast part of the country now bracing for a winter storm that stretches more than 1200 miles. this morning, vicious windchills slamming half the nation. road crews are prepping for a rare winter storm from texas to the carolinas, something most of the south just isn't equipped to handle. >> we're not geared up to do 1,000 miles of roads if they ice up. we just have to close the roads. >> reporter: in texas, roads are already slick. this worker slipping hard on the ice. this man in grand forks, north dakota, trying desperately to push this car out of the snow. this greyhound bus in eastern illinois sliding right off the icy road. on the frozen delaware river, coast guard ice breakers are being called in to knock out ice jams. and outside cleveland this

strange sight. hundreds of snow rollers formed by those high winds creating what look like arctic tumbleweeds. >> this is just something else. can you see it all right? >> reporter: as far south as florida, streets are being smothered with sand and residents are stocking up on heating supplies. some already sold out. also this morning, more than 2700 flights canceled across the country, leaving many travelers stuck waiting for the mess ahead. and another big problem this morning, across the south, there is a short supply of snowplows. the deep south today could be in deep trouble. ginger? >> this will all happen throughout the day. thank you, clayton, all the way through early tomorrow. but it's really all relative. look at the windchill, memphis, 2. chicago, you know it's that cold. they've been subzero now for almost 24 hours but feels like 29 below. many schools closed up back into the northern plains. so much more coming up on this chill and when it breaks including that super bowl forecast. so don't go anywhere.

>> thank you, ginger. we go to washington now where president obama will deliver his state of the union address tonight. and he's got a tough sell job ahead. the economy may be getting stronger, but his approval ratings have never been lower before this big speech. jon karl has been digging into the details of the president's turnaround strategy. one big component, the president looking to force policy changes on his own without congress. >> reporter: that's right, george. and one example the white house is announcing this morning is on the minimum wage. congress has failed to raise the minimum wage nationally. so the president will act on his own to increase by $3 an hour the minimum wage on federal contracts, new federal contacts, acting where he can without congress. tonight the president will try to do three big things to get the mojo back. first, show he can still inspire the nation with a little help from the guests sitting in the first lady's box. among them carlos arredondo and jeff bauman, who the nation

first saw last year in this photo in the aftermath of the boston marathon bombing, boston strong personified. and the president hopes to turn the page after the worst year of his presidency. >> that's on me. >> reporter: promising to work with congress where he can, but showing there are things he can do on his own, as well. >> mindful of congress' reluctance to be cooperative at times, the president is going to exercise his authority. >> reporter: and the president hopes to use his speech to jump-start his economic agenda, renewing calls to expand educational opportunities, raise the minimillimeter wage -- the minimum wage, and extend jobless benefits for the long-term unemployed. >> make sure that in america hard work is rewarded, responsibility is rewarded. >> reporter: among the others who will be seated at the state of the union in the first lady's box tonight will be gary berg, the fire chief from tornado-ravaged moore, oklahoma. also jason collins, the nba player who became the first

major pro athlete to come out as gay. and antoinette tuffs. she talked down a would-be school shooter and potentially averted a massacre. and the president highlights their stories in his speech. >> okay, jon, thanks. more from matthew dowd and you worked for president george w. bush in a similar position to president obama going into his sixth year. >> yeah, almost the exact similar position is. the same low approval ratings, and same distrust on the number one issue which is the economy. it's a very difficult spot and if you think about it, george, there basically is only five moments left for this president in these kind of big moments in his presidency. this state of the union, a couple of more state of the unions, and a convention speech. the difficulty he has is much like a coach at a team on the super bowl who is behind at halftime. even though he gives a great inspirational speech, he has to convince the players that they can win. and then they have to follow through on play after play. and so i think the speech is as important as the follow-through and the aftermath.

of this speech. >> part of the follow-through these executive actions that jon talked about, the one on the minimum wage, working on his own is something that worked for president bill clinton going into his second term. can it work for president obama? >> well, i think it's a two-edged sword. on one hand it can show he can get things done. and that people are concerned about the poor and the middle class in the country, as well they should. but the other part of this equation is, this is a president who ran on bringing the country together. and bringing the two political parties together. and to me, when he does this sort of thing, it's going to be a stick in the eye of the republicans. and it's only going to make that partisanship worsen in washington, d.c. so it's a big, two-edge sword for him. >> what's the single most important thing he can do tonight? >> i think the biggest thing he can do tonight is, one, identify how he's going to restore faith and trust in the government in washington. that's the biggest thing lacking today. what are a few things he can do to restore faith and trust to the american people in washington, d.c.? >> matt, thanks very much. i'll head to washington after the show. diane sawyer and i anchor abc's state of the union coverage beginning at 9:00 eastern.

now to josh with the news. we begin with word that one of the most popular smartphone games could be providing spies with information about millions of us. that game in question, angry birds. documents leaked by former nsa contractor edward snowden say that it -- and i'm sorry, robin -- and other popular phone apps feed massive amounts of personal data to the government, which can include your location, your political party, even your sexual orientation. a new security concern for this sunday's super bowl, two men have been arrested for trying to sell highly sophisticated counterfeit tickets to the game. we saw these at the top of the show. authorities say that the suspects used a state-of-the-art piece of equipment to duplicate the bar codes which meant someone holding one of those tickets likely would have been allowed into the stadium. now, investigators say the tickets were so similar they believe it may have been an inside job. and a fire lit up the sky in

oklahoma as an oil tank at this storage site exploded as you can see here. flames quickly spread to 11 tanks in total. no word yet on what sparked the blast. some breaking news overseas, the prime minister of ukraine is resigning. the move follows months of violent street protests after the government sided with russia in a key trade deal. now, protesters are still demanding that the president resign, as well. and the father of american folk music has died. this morning, americans young and old are taking to social media to remember pete seeger. ♪ pete seeger wrote hundreds of songs, performed by many of the greats in american folk music. ♪ everything turn turn turn >> reporter: seeger's career as a mainstream performer with the weavers was ended by the red scare. he was blacklisted and september to jail for refusing to answer questions about his ties with the communist party and would reemerge as a pioneer of protest

music. ♪ we shall overcome >> reporter: his song became one of the anthems for civil rights. another in 1962 to protest the vietnam war still resonated decades later in a concert against the war in iraq. ♪ where have all the flowers gone ♪ ♪ all my life's a circle >> reporter: seeger was a mentor to topical singers in the '50s and '60s, but his music inspired decades of generations, including bruce springsteen, who said seeger's music reawakened the lost voices of america. just last summer seeger sang with dave matthews and willie nelson at farm aid. ♪ this land was made for you and me ♪ >> and this truly sums up seeger, the message written on his banjo said -- this machine surrounds hate and forces it to surrender.

i gotta tell you, my stepfather, leo baefsky, loved the man as much as he loved any of his family members. and today, leo, give pete our best up there. i know he's looking down. >> a lot of people are feeling that way, yeah. all right, josh. thanks for sharing that. >> you bet. now to the new fallout from the royal caribbean cruise cut short when hundreds onboard got sick from a fast-moving virus. passengers saying the situation on the ship may actually be worse than what we're hearing so far. and linsey davis has the latest. >> reporter: new concerns as the royal caribbean "explorer of the seas" speeds back to new jersey two days ahead of schedule. passengers telling us the number of sick actually spiked much higher than the roughly 600 initially reported by the cruise line. >> a lot of people took it upon themselves to, if they did feel sick, to stay in their rooms and wait it out. and so the number reported doesn't reflect how many people were really sick. >> reporter: overnight royal caribbean tells abc news "all

guests on this week's cruise will receive a 50% refund of their cruise fare and an additional 50% future cruise credit. we will also reimburse airline change fees and accommodations for guests whose travel home was inconvenienced by the change of travel plans." the usually bustling royal promenade deserted. the crew added sanitation masks as they scrub and disinfect. >> everybody was so nervous they were staying to their state rooms. >> reporter: officials say this is likely a case of the highly contagious norovirus, which probably came on board with a sick person or in contaminated food. norovirus survives on surfaces and on hands. >> it is a virus that is very hard to disinfect. up to two to three weeks after you start feeling better you still are considered contagious. >> reporter: cdc inspectors will remain on board the ship until it arrives in new jersey tomorrow. for the thousands aboard the ship now, it's a vacation that

can't end soon enough. for "good morning america," linsey davis, abc news, new york. >> thanks to linsey for that. we turn now to that incredible story of a 16-year-old girl lucky to be alive this morning after a parachute failed to open properly on her first try at skydiving. abc's john muller here with that. and john, this all started as a birthday gift from her dad. >> reporter: can you imagine, george? makenzie wethington, alive and breathing on her own, a miracle considering her sweet 16 jump took such a horrible turn. she plummeted more than half a mile through the sky before hitting the ground as her stunned father watched. an adventurous teen's birthday present, a dream to go skydiving with her father for sweet 16. >> it was her dream. her dream. and my dad said, okay, on your 16th birthday i will take you skydiving. >> reporter: texas track star makenzie and her father traveled to chickasaw, oklahoma, where a 16-year-old can skydive with

parental consent. makenzie tweeting i'll be as careful as i can be jumping out of a plane. on saturday afternoon, meagan got a frantic call from her father. >> he was like her chute didn't open up and got tangled and i was like this is not funny. >> reporter: tragically, makenzie had fallen, spinning 3500 feet to the ground. >> she honestly keeps saying is she just thinks it's her fault because she couldn't reach up and pull the chute. >> reporter: she was rushed to an oklahoma city hospital where she is recovering from internal bleeding, a broken vertebrae and a shattered pelvis. she's breathing on her own in an intensive care unit. >> she's okay. you know, she's not dead. she could be. >> reporter: bob swainson who owns pegasus air sport told local media that makenzie's parachute did open but that there was a problem with it and they're not sure what created the problem. he added that makenzie did not follow the training that was given before the jump on how to activate a second chute.

her family is hiring an attorney to help them investigate what caused the accident. makenzie will remain in icu for some days as her body continues to heal. and after that, the family will focus on finding out what went wrong. in her home state of texas, as in most states, you have to be 18 to jump. she got around that by driving to oklahoma and having her father's consent. guys? >> that is just an amazing story. 3500 feet down. >> half a mile. >> and alive and going to make it. >> thanks for bringing us that, john. to a new move to trim those long movie trailers that run before our movie. theater owners are now forcing hollywood studios to shorten them. and abc's david wright has a preview of what will happen to the previews. ♪ >> reporter: in a world where the stakes are high -- >> i won't disappoint you. every time a person walks into a movie house -- >> reporter: -- and a glimpse is all you get. >> so what do you think? >> i love it. you shouldn't spoil me so.

>> it's a lot of everything. dpl they're building to a big finish. >> all right. >> and robin can't wait. >> oh, yummy, yummy. you know me so well. >> all 48. >> that's right, ginger. we'll begin with a michigan man accused of 23 highway shootings taking the stand in his own defense after terrorizing a community. as his victims now tell their emotional stories in court. abc's gio benitez has the story. >> reporter: hey, robin. good morning to you. the shooter said demons haunted him. he's not a killer and was simply afraid. the question right now, will jurors believe him during deliberations today? they were the horrifying shootings on michigan's popular freeway, the i-96. drivers terrorized. their cars shot up. >> i'm okay. there was a gunshot that went through the backseat of my car. >> reporter: now this morning for the first time we're hearing from the confessed shooter himself. raulie casteel, a husband and

father, taking the stand. saying he thought drivers were part of a government conspiracy against him. >> to my way of thinking at the time, it was to get rid of the demons, so to speak. it was those thoughts, the fear, the anxiety. >> reporter: the 44-year-old is charged with terrorism, assault with intent to murder, and firearms charges for the october 2012 shootings. but during two hours of testimony monday, he said he never intended to terrorize or kill anyone. >> i didn't have any thoughts that i wanted to murder someone. >> reporter: after being fired from his job as a scientist at the university of michigan, casteel says he believed his phone calls were being monitored and that government helicopters were watching him. >> they would hover above the roof top, in what really seemed like an attack on the house. >> reporter: miraculously, in the 23 shootings, only one person was hurt. seen here on surveillance video limping into a gas station for help. another driver says the bullet missed her by a millisecond and that casteel was laughing when

he shot at her car. >> i just started hysterically crying because where i could see the bullet was, it was just so close to where i was sitting in my vehicle. and i knew that that could have been me. >> reporter: casteel has pleaded not guilty to the terrorism and assault charges. if convicted, he could face life in prison. and casteel has already pleaded no contest to some of the shootings. and on thursday, he'll be sentenced for assault with intent to commit great bodily harm less than murder and fire arms charges. but he insists he's mentally ill. robin? >> all right, gio, we'll bring in dan abrams to weigh in. mental illness as a defense. >> yeah, but he's in a tough spot because under michigan law, it's all or nothing. meaning you either plead the insanity defense and you say, i didn't understand right from wrong. or you go for not guilty. he seems to be trying to go for something in between, which is to say i'm not going to go for the insanity defense because i understood what i was doing was

wrong but i still was mentally ill. that's not under the law a defense in michigan. used to be, something called diminished capacity where you seek to get a lesser conviction. not a valid defense under the law at this point. he's hoping for the sympathy of the jury. >> would the jury understand that, just what you said? >> yeah, i mean, look, jurors are human, right, and i think -- it's actually kind of smart, meaning if he pled insanity here, he would have lost. there's no way that he would have got an jury, i think, to find him not guilty by reason of insanity, saying he didn't understand right from wrong. so considering that it's very clear that he was the shooter, his best shot is to debt up there on the stand -- by the way, very unusual for someone to testify about their own mental illness. get up on the witness stand, testify about his own mental illness.

hope that maybe some of these jurors will feel sorry for him in some way, shape or form. >> we'll see what happens. thankfully, again, no one was seriously injured and mental illness, it is something to be taken seriously. >> absolutely. >> just knowing -- >> keep in mind in his guilty plea in that other county, all it means is he's going to get help in prison. he'll get mental assistance. he's not going to get a lower assistance but by pleading no contest but mentally ill he'll get some treatment. >> good point there. thanks, dan. >> thanks, guys. now to alec baldwin. he's back on twitter outraged again, this time on behalf of his baby daughter carmen who was patted down by airport security. she's only 5 months old. abc's reena ninan has the story. >> back up. >> you don't -- >> reporter: never afraid to tell you how he really feels. >> get away from my wife and baby with the camera! >> reporter: this time, it wasn't a put-down that angered alec but a tsa pat-down of his 5-month-old daughter, carmen, on monday. using his favorite ranting vehicle, he tweeted -- tsa random selects my 5-month-old

daughter for a patdown. i am not kidding. #travelinginusadisgrace. they shared this rare image of their daughter and said it happened just before boarding a flight back to new york. >> it's business drunk. it's like rich drunk. either way it's legal to drive. or on that same flight, his wife seemed to take a more zen approach to events, posting this picture on her instagram midflight. of course this isn't the first time that the "30 rock" star has flown off the handle while traveling. in 2011 he was kicked off an american airlines flight when he refused to stop playing words. the airline said he was abrasive toward the flight crew. he later apologized. and made fun of the dustup on "snl." >> on behalf of everyone at american airlines issue an apology to mr. alec baldwin. >> reporter: as for this latest incident the tsa website says in general it's required to screen everyone regardless of age in order to ensure the security of all travelers. we reached out to the baldwins for comment but have not heard back. for "good morning america," reena ninan, abc news, new york.
