when there is water. this ground should be covered in mustard. that is just one example of the impact drought is having here in napa valley. there snow beating around the bush discussing the impact in napa. >> 2013 was driest year on record. driest winter on record. >> according to the grape growers association from july 1st-january 31st rainfall levels in napa tend to be close to 15 inches. currently at 2.9 inches. with no rain there is hardly any cover crop. you know mustards growing in between rows. dominic is a vineyard manager. >> higher it grows more nutrition you're going to put back into the vineyard >> warmer temperatures caused buds to come out early. this makes crops vulnerable to frost.

>> we do not have any frost protection. so a long frost could spell disaster. >> the reservoirs are low. growers are assessing how much water they have and how much they'll need. some will have to set their irrigation systems to cover small zones, not the vineyard. if there is no significant rainfall in the next month, growers will have to begin thinning out vines. >> we're reducing foilage and limit the crop. going down to one cluster per chute. >> in this situation, growers are staying optimistic. >> we've got months ahead. if we saw another 6 to 8 inches we'd northbound great shape for the year. >> the association represents 670 vineyard owners in the area. in napa, leanne melendez, abc7

oakland. this happened in the diamond district around 10:30 this morning. police believe she was shot after she surprised a burglar. another bullet tore through the victim's home and through a gate.. >> i heard what i thought was a phone book hitting the front door, then a car speed off this area has not received reports of home invasion robberies. this neighborhood is historically very quiet. >> officers stood at guard as the family of tom smith arrived when a public viewing will begin in an hour. smith is the bart police officer accidentally shot and killed last week by friendly fire, shot by a fellow officer michael mays during an evidence search inside of a home in

dublin. laura anthony spoke to his brother about this incident. >> he has support from family and friends. >> the brother of michael mays told abc7 news his family is devastated by what happened last week inside of the dublin apartment. >> i know he's taking it hard. and i know what kind of person he is. and it's something unimaginable that you know, something like this could happen. i know it's tough for him and for our family. and we're all sorry. >> monday, bart police chief identified mays as the bart officer who accidentally shot and killed sargeant tom smith. he and several other officers were doing a probation search inside of an unoccupied apartment. john mays told us he hasn't talked to his younger brother about what happened. but

he kidnapped a 9-year-old girl and tried to abduct two other children in san jose. one young girl wrote a school essay saying the man who lured her said he needed her help to find his lost puppy. the d.a.says he served eight years in prison. and police say he often dresses as a female. the mug shot shows appearance can change dramatically. other members in the community >> i didn't see him dressed as a woman but it's frightening way of proceeding. and it's a good reminder for all of us to be cautious. >> belmont police warning residents about a rash of mail

virtually every aspect of our water use is coming under scrutiny and that means swimming pool leaks are coming under attention. >> one homeowner having the pool taken out. david? >> reporter: they are. and i'm standing where there used to be a pool that was leaking. taking out a pool can cost between 8,000s sxdz $15,000. it's estimated a quarter million swimming pools in the bay area, but one fewer pool this week.
