the president mentioned the sergeant and it was snapped after he was wounded. and this tweet went out as the president talked about a woman named misty looking for work. they tweeted 38 images during the speech. the graphics to illustrate the president's point seemed like a power point presentation. san francisco mayor ed lee says high -- "i look forward to supporting the president's goals by doubling down for all san fran sis scans." and in the -- and a lot of questions they are asking about mrs. obama and the vice president's wife. parts of the south bay are joining in on the water conservation effort. they voted unanimously to ask customers to reduce water usage by 10% effective immediately. it is not mandatory, but as

lisa amin gulezian explains, it is strongly encouraged as california slips deeper into the drought. >> please cut back on your water use now. that's the message coming from the santa clara valley water district tonight. >> is this a significant move by the board? >> i think it is. >> the situation in santa clara county is not dire and it is less than the cut governor brown asked of constituents earlier this month. that's why some question if the request is being made too soon. >> and having a series of storms come in in march and fill our local reservoirs and say never mind. when we do that we lose credibility. >> it is not too early to address these issues. i am not worried about our credibility. you don't lose credibility by being safe and caution. >> they are considering adjustments for the dry winter. they are bringing in more drought tolerant plants and

moving out others. >> things that are higher water usage plants we may not bring as many of those in. >> this board member is so serious about the drought he wants to limit the size of lawns for new homes. >> i view lawns as something similar to junk food. you don't need it. if you have it in small quantities, that's okay. >> water district staff will investigate this and other incentive-based options. in san jose, lisa amin gulezian, abc7 news. california's drought is threatening a major industry for the state and the bay area. the napa valley grape growers association says tonight that there is hardly any ground cover and buds have come out early leaving crops vulnerable to frost. if there is no significant rainfall soon they may have to thin their vines to avoid a disastrous year and that could increase wine prices. and look at their aerial pictures taken on sunday. it shows how low the water is at local lakes.

>> you can track the rain using live doppler 7hd on on our abc7 news weather app. that app also makes it easy to share photos of how you are welcoming the rain. you can download information at abc7news.com/app. a driver is in custody after a high speed chase that topped 110 miles an hour. it ended with a crash at highway 85 and the union avenue off-ramp in san jose. the chase started when officers tried to pull over the car on 280 near hillsboro after they saw that it was stolen. the driver took off and flew south down 280 and on to 85 before crashing into a house. officers say the driver tried to run but they caught it. no one in the home was hurt. it is hard to believe, but a would be robber broke into an 81-year-old woman's home today and shot her. it happened during a home invasion at laguna avenue and potomac street. the intruder escaped and police are looking for him tonight.

abc7 news reporter alan wang has new details from oakland's diamond district. >> people in this diamond district neighborhood near the oakland mormon temple couldn't believe a would be robber shot their neighbor. >> i'm sorry it happened to her. i'm fortunate it wasn't my house. >> he was next door when he heard the gunshot around 10:30 this morning. he didn't realize the man had i can cked in the -- kicked in the front door and busted down the hallway door and saw her standing there and drew his handgun and fired. >> he shot her in the right shoulder. the bullet went through her and went through her wall and went through the common gate or fence and then hit our house and dropped straight down. >> she ran to her room bleeding calling 9-1-1. the shooter escaped. oakland police say lately they are seeing younger burglary suspects confronting their victims and carrying out more brazen crimes. more oakland

residents are installing surveillance cameras and some hiring security guards. the best deterrent is knowing your neighbors. >> in north oakland there is a more active next door community. if you have a good neighborhood watch and people watching out for one another it helps solve these crimes. >> she has had two neighbors who lived there for more than 40 years, but they tell us they don't know her that well. alan wang, abc7 news. family and friends packed a church to pay respects to a bart police officer killed in the line of duty. sergeant tom smith was shot and killed by a fellow officer one week ago today during the search of a home in dublin. officers from across the state and the nation paid tribute to smith at a public viewing. they came from as far as texas and even boston. sergeant smith will be laid to rest tomorrow. officers from other bay area departments will fill in for bart officers so they can attend the funeral.

a man had to be rescued after he fell down a cliff at china camp in san rafael. it took two choppers to get to him and one to bull him free and a second to lift him to the hospital. his family was with him when he sliped and fell 30 feet and hit the rocks below. >> there was a joyous reunion when a missing man with down syndrome was reunited with his family. hugs and kisses greeted the man on east 14th street late this afternoon. officers say that is where he was spotted by somebody who saw a news report he was missing. the man disappeared around 10:00. county crews spent the day searching the park for him and reuniting him with his family. >> wonderful outcome. next, did seatbelts contribute to the death of passengers on board asiana air flight 214 at sfo? the new flames by the city of san francisco. the new claims by the city of san francisco. >> a broken wrist and the most

suggests two of the women who died may not have been wearing their seatbelts. they analyzed the information and according to that report a passenger testified that one of the girls killed after being run over on the runway did not have her seatbelt on and the flight attendant never checked it. the girl's body was found outside the plane. the new report claims that she died on impact. the report suggests the other teen whose body was found on the runway may not have had her seatbelt on either. a san francisco firefighter has filed a legal claim against the department saying the top brass tried to blame her for the death of wong. the i team reported the sick teen-year-old -- the 16-year-old survived the crash only to die when the two fire trucks ran her over. elise was driving the second truck and in her claim the fire chief and her top staff

said she needed to admit to the incident and take responsibility for the death. the driver of the first truck said the department told him he would not be investigated and had nothing to worry about. duckett accuses the fire department of discrimination because she is african-american and lesbian. they are proud of all of the members who responded that day. one of the stars of the reality "duck dynasty" attended the state of the union address. robertson appeared in million alice sister -- mcallister's campaign ad. "duck dynasty" made news when there were comments made in a" gq" interview. and twitter was a buz with the vice president's wife was in a cast.

parts of the bay area. visibility is below a quarter of a mile. it is plotting at zero. fog affecting oakland. 6 to 7-mile visibility. tomorrow morning if you are flying out of sfo, you might encounter some delays, certainly delays at san jose and oakland airport. san francisco 57 and same thing for oakland. san jose at 59 and 55 in half moon bay. here is the lake tahoe camera and they will be getting fresh powder in the mountains with the storm that is coming in. 54 in santa rosa. the temperatures in the low 60s, concord, livermore still comfortable. exploratorium camera, you can see how difficult it is to see parts of san francisco here. that's what you are going to encounter. a murky morning. the rain arrives tomorrow afternoon and evening depending on where you are and the snow is coming to the sierra nevada. here is a look at the satellite picture. it was stronger and it will back away even more than it

thursday as well. it will be gusty and that's why the snow and the wind prompting the winter storm watch wednesday evening to thursday, late thursday that is. 8 to 14 inches of snow for the higher elevations. it is something they haven't seen in awhile. 8 inches near lake level. travel delays and chain controls are likely in the high country. be prepared. temperatures mid40s to low 50s. the afternoon will run cooler than today. you will notice a little more sun to the south and up to the north like i said some rain is beginning in the north bay for the afternoon hours. temperatures in the upper 50s to mid60s and down toward morgan hill. 5* look at the accu-weather seven-day forecast, drizzle tomorrow morning to real rain coming. scattered showers off and on on thursday. early morning drops and it may or may not impact your commute and then we go dry until super bowl sunday when many of you are partying. a slight chance of showers.
