good morning, america. and breaking news, the nation's ninth largest city and the entire southeast completely paralyzed at this hour. thousands of spinouts and abandoned cars litter the frozen highways. drivers walking to shelters. sleeping in stores, students stuck overnight in their classrooms. our reporter, matt gutman, close up in the massive gridlock. >> this entire highway right now is a sheet of ice. call to action. the president vows to use his executive powers to attack the country's biggest problems. this morning, vice president biden joins us right here one-on-one. the bizarre encounter caught on camera. a u.s. congressman threatening a reporter in the capitol. the representative from new york face-to-face threatening to throw him off the balcony. >> i'll break you in half like a boy.

and the father who gave his teenage daughter her first skydive for her 16th birthday. that jump ending in disaster when she fell more than 3500 feet after her chute tangled. he speaks out this morning for the first time about her recovery. and we do say good morning, america, on this wednesday morning. and look who is there in our nation's capital, looking good, george. good morning to you. >> good morning, robin. of course, the state of the union address last night for the president. pretty tough sell for the president before an anxious country deeply divided congress but, boy, he brought all of them to their feet with that emotional tribute to an american hero right there, cory remsburg, army ranger. and we'll talk to vice president biden in a minute. >> the ovation went on and on. that was quite a moment, george. you were right about that.

one of many stories we have this morning so let's get right to it. that winter weather, dangerous ice, snowstorm now paralyzing an entire region of the country. ginger zee starts us off here in new york where the back half of that storm is still bringing snow to the east coast. good morning there, ginger. >> good morning. reaching all the way up here, a little light trace of snow but put 2.3 inches in atlanta, that's almost all that they get all year and you'll have major issues. let me snow you what's happening with the storm to give you an idea of how we'll see it pull away from the east coast, south carolina, north carolina still seeing it but here's the problem. even tonight into early tomorrow morning right along the georgia and florida state line, jacksonville still has a winter storm watch until tomorrow morning. so you could see some icing right along the coast and that's something we don't want to forget. drier and cooler behind but, boy, what chaos we've had in so many southern states including north carolina where we find our steve osunsami. good morning, steve. >> reporter: good morning,

ginger. governors across the south declaring states of emergencies. this is normally a busy thorough fair here in greenville, north carolina. covered in snow and ice. the cities don't have equipment to deal with it. the city of new orleans doesn't own a snowplow and this city only has three. this morning, the brutal cold, snow and ice are paralyzing the south. traffic in central alabama going nowhere. overnight the highways turned into parking lots. hundreds of abandoned vehicles still on the freeways this morning. >> it is not moving at all. it's at a complete standstill. >> reporter: these two women said it's a wrap. left their cars on the icy roads and walked back to their office. >> people are blocking the intersection and getting out of their cars and walking. >> reporter: it was so bad people were spending the night in grocery stores. in atlanta, sheer chaos, the roads were solid sheets of ice. cars flying right and left. and when night fell, brake lights as far as the eye can

see. >> there will be a lot sleeping in their cars tonight. >> reporter: the highways so congested it was nearly impossible for saul trucks to salt the problem and tow trucks couldn't get to the wrecked vehicles. >> this is absolutely positively ludicrous. >> reporter: these children from a day care van had to be escorted to safety by police. >> people are stranded. they're running out of gas. stores that are open for 24 hours, they're claiming they're out of food. people have nowhere to go. >> reporter: for anyone lucky enough to keep moving what was a 20-minute commute lasted in some cases for ten miserable hours and some people are still stuck. this school bus outside asheville, north carolina, flipped on its side. a teenager had to be hospitalized. >> real scary because the whole bus tipped over and i was sitting in the seat on the other side and just kind of flew to the other side. >> reporter: people aren't getting anywhere this morning. just sheets of ice underneath this snow. and at the airports the flights

are either cancelled or delays. more than 2,700 flights delayed this morning. robin. >> steve, thank you. bad where you are and elsewhere, as well, because abc's matt gutman is right in the center of the gridlock on i-85 which is now completely closed. he could only get a short distance outside the airport in atlanta. we have no communication with him. there's no satellite transmission right now. so he sent us this from his iphone. >> reporter: good morning, robin. from a frozen atlanta. this is what you see here. trucks backed up as far as the eye can see. the culprit for all of that, of course, is this ice. very thick. and incredibly slippery. you can see that lip right there. and what is happening here, cars are trying to move, trying to navigate down these highways that have turned into ice rinks and they end up crashing into each other. in many of the cases, people leave the karks abandon them and walk to wherever they're trying to get to on foot. the scene across the south

almost apocalyptic. roads so slick the driving so treacherous thousands of kids in alabama waking up where they started the day yesterday at school like the 75 kids at the inverness school, bunking up. in their classrooms. >> weather got so severe we closed the schools and promised parents that staff would be at our school until every child was picked up. >> reporter: staff members keeping kids entertained with video games and raiding the cafeteria for food. it was the same story for 20 students at this middle school. >> we started thinking about how we were going to feed them. our lunch room manager happened to be one of the staff managers stuck here. single handedly she put together a great hot meal for them. and we took care of them. rolled out the mats and have been showing them the movies. >> reporter: so hundreds of miles of highway have basically turned into this, giant ice skating rinks. commutes treacherous. this woman had been in her car since 1:30 p.m. yesterday. >> you've been in the traffic jam since 1:30 yesterday.

>> p.m. yesterday. >> reporter: cars creaking forward at the pace of three miles a day. how far have you gone in eight hours? >> a mile. >> reporter: where are you going to? >> actually i'm trying to turn around and go back to the airport. >> it was an incredible ordeal to drive in this kind of stuff and to make it home safe. that was just a miracle to me. >> reporter: those who thought they left for home early were too late including an expectant mother and her husband who never made it to the hospital. their baby girl was born right here on interstate 285. >> i could see that the baby's head like it was crowning so i went back to my car to get my first aid kit and some gloves and when i got back up to the car, the head had popped out. >> reporter: robin, i've been here most of the night with the people in these trucks and cars. what they say, they don't want to play bumper cars anymore. they don't want to crash around. they want the city to come down and lay some salt. we haven't seen many city vehicles or rescue vehicles,

that's because they also can't move around this city right now. robin? >> you're right about that matt. it's an on going story. right now back to washington and george. george? >> thank you, robin. first covering the state of the union last night, pretty defined address last night from president obama. and he promised a year of action even if congress doesn't go along. the big question, how much action can he actually deliver on his own? abc's jon karl was in the chamber for every moment including that dramatic finale. jon? >> incredible. on substance this was a relatively modest call for action. none of the sweeping proposals that we saw from the president in previous years, but that finale, that was the real emotional highlight as the president paid tribute to a genuine american hero. president obama brought the entire chamber to its feet with the heartbreaking and inspirational story of army ranger, cory remsburg, who was gravely injured more than four years ago on his 10th war zone deployment. >> his comrades found him in a

canal face down, under weather, shrapnel in his brain. my recovery has not been easy, he says. nothing in life that's worth anything is easy. cory is here tonight and like the army he loves, like the america he serves, sergeant first class cory remsburg never gives up, and he does not quit. [ cheers and applause ] cory. >> reporter: earlier the president extended an olive branch to republicans paying tribute to the life story of speaker of the house, john boehner, as an example of the american dream. >> here in america our success should depend not on accident of birth but the strength of our work ethic and the scope of our dreams. that's how a son of a bar keeper is speaker of the house. [ cheers and applause ] >> reporter: but the president promised to work around republican opposition saying he would raise the minimum wage for workers on new federal contracts

and tried to shame republicans into raising it for everybody else, as well. >> so join the rest of the country. say yes. give america a raise. [ cheers and applause ] >> reporter: he also pressed republicans on equal pay for women. >> this year let's all come together, congress, the white house, businesses from wall street to main street to give every woman the opportunity she deserves. >> reporter: the republican response came from representative cathy mcmorris rodgers, the highest ranking republican woman in the house. >> the real gap we face today is one of opportunity inequality. and with this administration's policies that gap has become far too wide. >> reporter: the president is hitting the road this morning taking his state of the union message beyond washington. the first stop will be in maryland at a costco, a company which has voluntarily raised the minimum wage it pays its employees. george? >> thank you, jon. we saw that emotional moment with cory remsburg.

and the president also roused the crowd with a shotout to the son of the bar keeper and rose spo speaker of the house which brought this online vine response from speaker boehner. >> i appreciate what the president said, but i'm with the americans who are asking, where are the jobs? >> to the man sitting right next to him, vice president joe biden. good morning, mr. vice president. what's the answer to speaker boehner? where are the jobs? >> the jobs are in -- jobs and good jobs and middle class jobs are in matching skills to the real increase we have in high-tech manufacturing in this country, getting out there, beginning to rebuild the infrastructure of this country which has to be built to the 21st century. matching educational skills to the need of the new economy and that's what the president talked about last night. he talked about everything from early education to using community college to retrain people for the high-tech jobs of the future and there are plenty of jobs out there and there's a

mismatch now in terms of skills and the jobs that are available. >> you mentioned the mismatch between skills and jobs. there may be a mismatch because what needs to be done and what the president can do with these executive orders. they're relatively limited. can he even say how many workers will get a raise because of the president's executive order on the minimum wage? >> well, there will be thousands, tens of thousands will get it but, look, here's the point, i was asked earlier by a press person about why are we doing this alone? we're not doing it alone. we want the congress to come along. there's a number of avenues. there's local ways to do this, states have already done this. the -- here's what the president can't do. the president can't sit there and say that someone working 40 hours a week should live in poverty when the people cleaning the offices and pressing the uniforms of our military, when those people are getting only $7 an hour. so he has to act where he can. my prediction to you is it's

going to set an example. >> so the question is can you guarantee that any of those bipartisan initiatives the president wants will actually pass this year? >> hey, george, i served in the senate for 36 years. even when we all got along well i couldn't guarantee anything. what i can guarantee you is that the congress has become increasingly aware that the public by over 81% of them think that they're not doing their job and they're getting it and so one of the things the president does, and you know this as well as anybody, is go out and make the case to the american people why things have to be done. it does have the effect of seeping down through the political strata here and i, for example, boehner -- the speaker and i were sitting there talking before the state of the union. and he thinks we're going to be able to move on immigration. well, this time last year everybody said, no, there's no possibility. not going to happen but the congress will never do it. the president went and said, i need your help, in the meantime, he moved to do everything he

could to alleviate the trauma brought about by the fact that the congress is not acting, but we expect the congress to act. >> bob gates, former secretary of defense had a pretty harsh assessment of you in his recent memoir. and said you were wrong on every major foreign policy issue over the past four decades. i know you haven't responded publicly yet. what's your response now? >> well, look, i choose -- there's only a couple mentions of me, one, i'm a man of great integrity. i choose to focus on that piece, all kidding aside. bob is a guy of great integrity. i like bob. we just have agreed on every foreign major policy since vietnam. >> finally, you know this question is coming for the next three years or so, we're seeing former secretary of state hillary clinton revving up her campaign right now. allies organizing in iowa even though she hasn't formally decided. a lot of democrats assuming you won't run for president if she does. are they right? >> i haven't made a decision what i'm going to do. i haven't decided to run or not run. if i run it won't be who is in the field. it'll be whether or not i honestly believe i have a chance

to be able to really move this country in a direction that is different than those who are running and that i can get that done. and i'll make that decision later but now is not the time to talk about that. now is time to talk about the opportunity we have this year. >> we'll let you get back to your job. thanks for joining us this morning. >> thanks an awful lot, george. that bizarre physical threat made by congressman michael grimm to a reporter on camera right after the president's speech. abc's jeff zeleny has the story. >> you're not man enough. i'll break you in half like a boy. >> reporter: yes, you heard it right. that's new york republican congressman, michael grimm, on the defense for this exchange with the local new york television reporter. after the state of the union. >> and just finally before we let you go, since we have you here, we haven't had a chance to talk about some of -- >> i'm not speaking about anything off topic. this is only about the president state of the union. thank you. > all right, so congressman michael grimm does not want to

talk about some of the allegations concerning his campaign finances. we wanted to get him on camera on that, but he as you saw refused to talk about that. back to you. >> reporter: watch what happens next. >> why? >> let me be clear to you. if you ever do that to me again i'll throw you off the [ bleep ] balcony. >> i wanted to ask you -- >> if you ever do that to me again -- >> why? why, it's a valid question. >> no, no, you're not man enough. you're not man enough. i'll break you in half like a boy. >> reporter: so what brought this on? congressman grimm a retired marine and former fbi agent is under investigation by the fbi himself on suspicion of accepting illegal campaign contributions, a topic the reporter broached. >> since he was right in front of me i decided to ask that question. and when i did, he said no off topic questions and walked away.

>> but he did more than walk away. listen here as he threatens to throw him off this balcony behind him. >> if you ever do that to me again i'll throw you off this [ bleep ] balcony. >> reporter: the congressman is not backing down and calling the question a cheap shot and saying i'm not the first congressman to ever tell a reporter off. but, george, usually it's not on camera. >> not like that. that tape is going to live for a long time, okay, jeff, thank you very much. back up to robin in new york. >> quite a moment. all right there, george. thank you very much. now josh has the other top stories. quick look, we'll begin with a new alert about credit card fraud. and how you can protect yourself. the better business bureau says scammers are now testing stolen credit card numbers by charging small amounts at first. many recent victims were, in fact, billed $9.84. scammers apparently believing most will overlook such a small amount on an itemized bill but it could then be the start of a recurring monthly charge so be sure to look at your bills. meantime, banks say they've spent some $153 million thus far

replacing credit cards following that recent security breach at target. one industry group wants target to start paying part of that bill. some new details about that cheating scandal involving the officers in charge of u.s. nuclear missiles. the scandal has now almost doubled in size. more than 60 officers now stand accused of cheating on a proficiency exam or simply turning a blind eye to the cheating as it happened. a camera rolling as the coast guard chased this boat carrying four suspected drug dealers and nearly $40 million in cocaine in the caribbean. they refused to stop so the coast guard fired shots to disable their engine. it was all recovered. finally, one day after being labeled a rock star on the cover of "rolling stone" pope francis has earned yet another new title, action hero. take a look at this. graffiti appearing on a wall near st. peter's. a street artist depicting the pope as a white caped crusader holding a satchel.

terror. >> i just had a first-time jumper get hurt out here. >> reporter: she fell from the sky more than half a mile. 3500 feet. >> is she okay? >> no, she's not. she's on the ground moaning. >> reporter: she is makenzie wethington who this morning has a shattered spine, ribs and pelvis. her doctors say her injuries look like she was hit by a car going 50 miles an hour. >> when i first saw her in the emergency department, i would have predicted she was not going to survive all this. >> reporter: her father says it can only be described by one word, miracle. >> makenzie jumped out of a plane but she fell in god's hands. >> reporter: joe wethington made the same jump before his daughter saturday. it was his gift to her for her 16th birthday. the family drove three hours to oklahoma because back home in texas, you have to be 18 to skydive. despite her age, her father says makenzie didn't do anything wrong. >> we went to the class, which was inadequate.

the equipment is inadequate. >> reporter: not so fast says the owner of pegasus air sports in chickasha, oklahoma. >> i'm sorry that the girl got hurt. i don't feel that there was anything largely wrong with our equipment. >> reporter: and he claims makenzie for some reason did not follow the instructions he was giving her during the jump. swainson believes her jump suffered what's called a toggle fire. almost as soon as the tether yanked her parachute opened. he says part of the chute's harness became tangled causing the teen to first lose control of the descent before ultimately spiraling toward earth. >> the problem she possibly had in my view was a relatively minor problem, would have been easily correctable. >> had to do it all over, i would have not done it. >> reporter: priority number one for makenzie's family is get the teenager better. priority number two, to figure out exactly what happened and

the family is considering legal action. robin. >> we are glad that she is doing better. we'll bring in abc news chief legal affairs anchor dan abrams and about the family, the possibility of pursuing a lawsuit. >> just because there's an accident, it doesn't mean you can win a lawsuit. you have to show what's called negligence meaning that they didn't use reasonable care, remember, the family here signed a very onerous release saying that death could result and i promise to the to sue in connection with this, et cetera. but just signing a release that says i promise not to sue doesn't mean you can't sue. if you can show that they didn't use reasonable care, that there was some inherent problem that they should have been able to fix, then you can still have the potential of a successful lawsuit. >> the owner of the parachute company is saying -- >> already suggesting that it was her fault. saying that she didn't follow the trainings. so you already see the seeds of what could be a defense. these are the kinds of cases, though, that they want to settle

and make go away. >> everyone wants to make it go away. it's a miracle that this 16-year-old is still alive. >> absolutely. >> and that's the paramount thing. >> dan, thank you. >> remarkable story, robin. we'll turn to the unprecedented safety measures in place for super bowl xlviii this sunday. abc's pierre thomas got exclusive access for the plans protecting the space high over metlife stadium. good morning to you, pierre. >> good morning. the security will be extraordinary with an army of law enforcement and military now fully deployed. we spent time with the most lethal team guarding them, fighter jet pilots. from the moment the canopy closes over this f-16 fighter jet, it's clear that lieutenant colonel steve ziomek is deadly serious. with that, i'm on a training mission with the national guard. down the runway from 0 to 400 miles an hour in only 16 seconds. in this live training exercise, our squadron of three f-16s are told to intercept a cessna that's headed toward the super bowl. in only three to four minutes,

the pilots can see the potential threat. they draw this for a closer look at the plane and its pilot. the plane's not responding so we try a series of maneuvers to convince the cessna to change directions. we fly by wagging our wings, the international symbol for cease and desist and follow us. then we fly past the plane trying to force it to change directions. if that doesn't work, the command could be given to shoot down the plane with missiles. lieutenant colonel, are you prepared to pull the trigger to shoot down a plane that's not doing what it's supposed to do and any other threat? >> we're ready to respond to whatever they hand us. i'm there to protect the people that's on the ground. that's my job and that's what i'm prepared to do. >> reporter: the new jersey air national guard is one of many layers protecting the super bowl and surround events. border patrol helicopters, state police protecting the waters, fbi and nypd with specialized units ranging from s.w.a.t. teams to bomb squads to teams detecting weapons of mass destruction. it's all about stopping any threat no matter the cost.

end quote. congressman michael grimm refused to answer questions about a campaign finance investigation. you see the confrontation there. and on wall street the dow finally broke its big losing streak tuesday but there is still more uncertainty in the day ahead. the federal reserve is announcing today whether it will scale back its economic stimulus plan. and a big headline for millions of americans taking pain relievers, the government says that aleve and its generic version may be safer for your heart than other anti-inflammatory drugs because of its key ingredient, naproxen. fda regulators are pushing to relabel the drug to emphasize its benefits. and a giant of the hollywood film industry has lost his battle with prostate cancer. tom sherak served as president of the academy of motion pictures arts and sciences and campaigned tirelessly for the charities that he loved. tom sherak was 68 years old.

now to the twin brothers who tried two different diets, one cutting back on sugar, the other on fat. the results, well, that may surprise you. we'll talk to our dr. richard besser, first the twins' story. it's the tale of identical twin brothers, alexander and chris van tulleken, on a quest to lose weight. one giving up sugar, the other, fat, the goal to find out which is worse for you. both doctors, alexander could not eat carbohydrates. and chris was allowed only a little bit of fat. in an experiment, the 35-year-old self-proclaimed gluttons were allowed to eat as much as they wanted and exercise the same amount for one month. the results, both lost weight but were miserable in the process. what they discovered is the real reason for weight gain isn't because of fat or sugar alone, it's because of the combination in processed foods. their recommendation is to try and avoid these processed foods

and stick to natural foods. don't get rid of fats and sugars entirely because then you lose all the flavor. what's the fun in all that? joining us now our chief health and medical editor, dr. richard besser. so what do you make of this experiment? >> well, i think it's great they did it. here you have identical twins making changes and questions that a lot have. is it fat or sugar? i agree with their conclusion. you know, they said you can't give up one of these entirely. they both did that and they felt absolutely lousy. our bodies need this nutrition. so you have to moderate. you can't go all in. the diet industry loves for us to try this. you try one and fail and go on to the next. >> it just seems -- i mean, you used the word. moderation. it seems like we always go back. we swing one way, we swing the other, turns out moderation is really the key. >> it is. they talk about sugar as being all evil but not all sugar is the same. so instead of thinking about just, you know, simple sugar, go for complex sugars, if you go for whole grains, your body treats that differently and leaves you feeling full longer.

don't get these big ups and downs and like fat, not all fat is bad. healthy fats like olive oil so give up the butter, go for the oil and you'll feel better than if you gave up a whole food group. >> the end of january, about 50% of the folks already said i'm going to do this, this is my year. new year's resolution. seems a fitting time to talk about how do they get back on the bandwagon? >> people beating themselves up because they were trying to do the right thing and the problem is, often you try to do too much and you put on weight over a long period of time and want to try to take it off over a long period of time. there's three things you need to do, eat less, eat differently and use your body more so eating less, you want to keep a food diary and see what's your big problem, if you go for a smaller plate you'll eat less. put away some of the food at the beginning of your restaurant meal, that will make you eat less. and eating differently. go for real food. shop the perimeter, eat the fresh foods and vegetables. you'll feel better that way.
