>> good morning, everyone. i'm in nor katie marzullo. first a look at the weather forecast. a chance to get some more rain in the area. he's lisa argen. >> here's a look at live doppler 7hd. it's nice and clear because the dewpoints are much cereal. we are starting out cooler. we aren't tucking about any rain today. in fact not even any cloud cover. it's all about sunshine with numbers this morning dropping to near freezing. low 40s around i bay. the coast is cool around 40 this afternoon. temperatures seasonal plenty of sunshine. mid-to low 50s by noontime and by 4 doo in the afternoon our high temperatures begin to drop off into the mid-and upper

50s. we will see temperatures where they should be. there will be a dry start to the weekend, but the second half of the weekend, as soon as tomorrow, yes we could see some rain. we will talk about it in detail in a few minutes. eric. >> thank you very much, lisa. we will talk about the drought. california's drought is so severe, for the first time state officials say they won't be able to supply any water to any cities or farms anywhere from california. simply put, there's not enough to go around. that means 25 million people who depend on water from northern california rivers and res scores are on their own this year. same for the million acres of farmland in the central valley if conditions city the same nity bay area two water districts will be hard hit, including zone 7, which gets almost all it's water from the state. abc news anchor up a ma dates has more from dublin. >> grant park gets a good soaking from the sprinklers a% dublin residents are doing what they can to conserve water.

michigan state student. it happened just before 9:00 last night at an apartment complex located less than a mile from the campus in east lansing. one was listed in critical condition at a hospital and the others were treated and release. students were alerted by a text message and police did not believe it's a are random attack. one person is hospitalized after being shot multiple times near a san jose middle school. it happened last night. the shooting victim was taken to the hospital with life-threatening injuries, no word yet on that person's conditions. suspect's car crashed a short distance away. no word on a motive. the highway patrol is still looking for one of two people who led them on a chase through the east bay last night but we have exclusive video of the other suspect being arrested. the highway patrol said the driver sped off. when officers tried pulling over the lexus for running a stop sign near the oakland zoo. he led drivers into oakley,

where the chase came to anen. the woman in the car was arrested and the male driver is still being sought. police say they found guns and drugs in the car. >> a problem a ship impact in san francisco had a deep i impact on train traffic underneath the bay. a ship suddenly lost power and dropped anchor, triggering concerns it could damage the tube be need the bay. we have details. >> just will everything at the bottom of the san francisco by is very clearly charted. this one here is a transbay tube. on the nautical charts it is very clearly marked so mariners not to drop anchor anywhere near here. the coast guard said a large container ship was on its way to the port of oakland rate mid-evergreen shipping. it lost power and the pilot aboard dropped anchor to make sure it didn't drift out of control. according to the bar pilots, it was dropped 500 feet from the france bay tube but even if the

information. >> abc7 news. >>. the trip took more than a morning but the giant crane this helped lift some of the heaviest pieces of the new bay bridge into place has arrived in new jersey. the left coast lifter departed just before christmas. tug boats dragged it 600 miles down the coast and through the panama canal and up the river. it's one of the largest floating cranes in the world. it would be reassembled for work on a new bridge. >> travelsers could face a summer of delays thanks too run ray construction. they will close two runways from may to september while workers install collapsable pavement designed to keep planes from running off the tarmac. they know close the runways during the busiest time for travel will create delays but doing it then will be the quickest way to get the job done. two san jose men were arrested and charged for stealing mail from more than 250 people throughout the south bay.

the two men were taken into custody last week in los gatos. police found hundreds of pieces of missing mail in their possession, along with myths. officers are working to contact victims of the mail theft so they can retrieve their stolen items. >> today thousands of giants fans will spend the day at at&t park for the fan fest. fans can get their pictures taken with play, who will also be on hand to sign autographs. they will able to pay pictures as well with the world series trophies and walk and play catch on the field. among the players will be the pitchers and outfielders muster posey. single -- did i say that in thank you. hunter pence. ticks will go on sale joan line starting 8:00 a.m. the fan fest runs from ten to three and admission is free.

february 21st to agree to the plan >> two marin county men are joining force necessary a humanitarian bike ride in south africa to help young people with they will be raising funds for program called "our fertile ground." which provides support to children with life lettening illnesses. apc news anchor cheryl jennings has this morning's assignment 7 report. >> we see the bicycle as an empowerment vehicle. it's a way to give people personal freedom, liberty and that nobody else can give them. >> he is joining miles an this n county man for a bike ride. rob is using sports to help kids and families cope with the a.i.d.s. crisis in the kip town area.

now get to work, who weren't able to get to work within three hours of their house. >> my family and i saw the way the nonprofit changed lives back in 2009. we met some of the families in the program in south africa. the children had never seen the ocean for the wildlife that tourists come to photograph. we learn most families don't even tell the children they have hiv or aids. >> to get them ready to possibly be sexually active, not knowing their status. they have a bug in their blood, cancer, everything but the truth. >> robert knows about the stigma of hiv and a.i.d.s.. >> but i didn't think i would live past three. and every year they kind of told me the same thing. >> he and his it had are both living in a.i.d.s.. i met them at a program called camp sun purse for children with hiv and a.i.d.s.. that was back in the early 90s when when many americans were afraid of the illness and most

children died. this man just turned 24. he's been to south africa and talk with the kids and prove them why aids is not a death sentence any more. >> medication and a big support system, having lots of iriends, very key thing. >> the our fertile ground dream is to buy this land near the coast for a permanent camp site. it's also right next to a popular bike route. that's a until charity and business fit. >> many people go through the cape town area on a daily basis riding and practicing for races. >> not everybody can make it here for the charity bike ride but there's a way you can participate and it's an easy as donating an old bike. >> hard for americans to visualize there is a problem 10,000 miles away and a kid is getting bullies, but a bicycle is something that can connect us. >> abc news.

>> if you would like to know more about the mike's bike donation program at "our fertile ground." log on to our website at abc7news.com. right now we will check on the weather forecast and find out when it's going to be like out there today and a chance of precip tomorrow? >> it's been feeling a little bit more like the season. we will have a nice, bright sunny day but no 70s. in fact hard pressed to reach 60 today. here's a look at live doppler 7hd where we are not tracking anything in the which of cloud cover. temperatures this morning in the 30s and 40s. so it is chilly out there. in fact, by the north bay and our valleys it is down below freezing. temperatures as much as 15 degrees cooler. we will be looking at a system dropping south and paralleling the coast and allowing for maybe a little bit of rain as soon as 24 hours from now. here's a look from emeryville where it is nice and quiet with temperatures dropping through the 30s from redwood city in

san jose. good morning oakland. all way down to 47. san francisco 45 and near 40 at the coast. certainly cool. the due points are lower and we are looking at a chilly start. patchy frost in the north bay from sutro. we are looking down around the city. but look at the numbers on the north bay and out toward the dealt you. a lot colder. 32 nap but and 31 in santa rosa. fairfield, the warmer spot but look at livermore. just 33 degrees for you in the valley and 35 in concord. certainly a colder start to your weekend. we are looking at numbers all around the bay, anywhere from ten to about fourteen degrees colder. so grab the extra sweatshirt this morning and allow yourself to warm up a little bit. you may have to scrape the bind shield out there, as well, in some of the valley locations. here's a look at the pacific satellite picture. with low pressure off the coast it allows for a sunny day today. the on shore flow will bring

gusty winds at the coast. temperatures along the shoreline only in the mid-50s. it continues it drop to the south and then it will head our way. it could bring a little shower activity as soon as about 8:00 tomorrow morning around point reyes and alema. we will watch the trajectory as we go through the next several hours. by about 9:00, you look at rain in san francisco and then it pushes further south. minutely the south bay, santa cruz mountains, coastal hills, perhaps a quarter inch for the folks in the east by and north bayville. but there's another tune, and it looks like a stronger storm system perhaps as we go through not next week but into next weekend. so this takes us out through the week ahead. notice we will see dry witnesses, but going pretty far out, but by next sunday this has been consistent. the forecast models allow for a stronger system perhaps by next weekend to spread more significant rain our way.

in the pacific and by about 8:00 tomorrow morning at point reyes you will notice we are looking at a little bit of green there. here's san francisco. by the time it heads south notice it still stays offshore but rainfall from the city down into the santa cruz mountains. so as it continues to skirt to the south and stay close to the coast, you probably won't see any rain toward tub lynn and pleasanton, but around gilroy, san jose, here's where you are looking at the best chance of rain. this is 7:00 tomorrow night. that's good news. we should pick up anywhere from a ten together .02 but doing nothing to help the deficit, as much as 11.75 inches below average this time of year in san francisco. about 6.75 around mountain view and livermore and sacramento over 8 inches. look at santa rosa, nearly 19 inches of deficit. we are looking at another sunny, try day today. 60 fresno, 69 in gusty winds in
